The Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) issued Notification G.S.R. 459(E) on July 10, 2025, in New Delhi. Titled the Indian Administrative Service (Fixation of Cadre Strength) Sixth Amendment Regulations, 2025, this instrument amends the Indian Administrative Service (Fixation of Cadre Strength) Regulations, 1955. Exercising powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), read with sub-rules (1) and (2) of rule 4 of the Indian Administrative Service (Cadre) Rules, 1954, the Central Government, in consultation with the Government of West Bengal, has substituted the Schedule entries for "West Bengal". The amendment revises the cadre strength for West Bengal, establishing a new total authorized strength of 396, an increase from the previous 378. It specifies 215 Senior Duty Posts under the State Government of West Bengal, detailing various positions from Chief Secretary to District Magistrate and other departmental heads. Additionally, the notification sets the Cadre Deputation Reserve at 86 (40% of senior duty posts), State Deputation Reserve at 53 (25%), Training Reserve at 7 (3.5%), and Leave Reserve and Junior Posts Reserve at 35 (16.5%). It also specifies 120 posts to be filled by promotion under Rule 8 of the Indian Administrative Service (Recruitment) Rules, 1954, and 276 posts by direct recruitment. (1) These Regulations may be called the Indian Administrative Service (Fixation of Cadre Strength) Sixth Amendment Regulations, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2.
