The Ministry of Home Affairs, by notification G.S.R. 599(E) dated 11th August 2023, in exercise of powers under clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), makes the Ministry of Home Affairs, Indo-Tibetan Border Police Force, Head Constable (Cook, Washerman, Barber, Water Carrier and Safai Karamchari) Group 'C' posts Recruitment Rules, 2023, effective from the date of publication. The rules prescribe disqualification for persons who have contracted a bigamous marriage (subject to Central Government exemption), require medical fitness category SHAPE-I as per the Health Care System in Central Armed Police Forces, restrict appointment of non-citizens except with prior Central Government permission (with exceptions for subjects of Nepal or Bhutan), set superannuation at 60 years, and allow the Central Government to relax provisions for specified classes and to provide reservation/age relaxation for Scheduled Castes, Scheduled Tribes, other backward classes and ex-servicemen. The annexed Schedule specifies the number of posts, classification and pay level for each post: Head Constable (Cook) 276 posts, Head Constable (Washerman) 139 posts, Head Constable (Barber) 125 posts, Head Constable (Water Carrier) 206 posts, and Head Constable (Safai Karamchari) 238 posts, all General Central Service Group 'C' Non-Gazetted (Non-Ministerial) posts at Level-4 (Rs.25500-81100) in the pay matrix, filled by promotion from the corresponding Constable grade at Level-3 (Rs.21700-69100) with five years' regular service and completion of a pre-promotional course, with promotions considered by a Group 'C' Departmental Promotion Committee comprising the Commandant, Deputy Commandant and Assistant Commandant of the Indo-Tibetan Border Police Force. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Indo -Tibetan Border Police Force, Head Constable (Cook, Washerman, Barber, Water Carrier and Safai Karamchari) Group ‘C’ posts Recru itment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix. — The number of posts, their classification and the level in the pay matr ix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit and other qualifications, etc.. — The method of recruitment, age limit, qualifications and other matters relating t hereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. — No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or co ntracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Fitness. — Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE -I, as specified in Health Care System in Central Armed Police Forces, shall be eligible for appointment and promotion including appointment by deputation or re -employment under the provisions of these rules. 6. Ineligibility of non -citizens of India. — No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rul e shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 7. Superannuation. — (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time: Provided that a person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining t he age of superannuation. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation. 8. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9. Saving.— Nothing in these rules shall affect reservation, relaxation of age limit and other conc essions required to be provided for the Scheduled Castes, Scheduled Tribes, other backward classes, Ex -servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. 10. Interpretation. — If any question relating to the interpretation of these rules arises, it shall be referred to the Central Government who shall decide the same. SCHEDULE Name of post.
