Short title and commencement. -(1) These rules may be called the Border Security Force, Water Wing (Combatised Technical Staff) Group 'B' and Group 'C' Posts Cadre Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in the pay matrix. – The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Pre-promotion courses. - The persons in the feeder rank shall be required to undergo qualifying courses before completing service eligibility period for promotion to higher rank in order of their seniority and every such member of the Force shall, before any promotion, be required to pass pre-promotion courses referred to in the said Schedule. Provided that if the Director General is satisfied that due to exigencies of service or other reasons, any such member is not able to pass the pre-promotion courses, he may promote such member of Force subject to the condition that he shall pass the pre- promotion course within two years from date of his promotion failing which he shall be reverted: Provided further that the Director General may promote Assistant Sub Inspector (Master), Assistant Sub Inspector (Workshop) and Assistant Sub-Inspector (Engine Driver) to the rank of Sub-Inspector (Master), Sub-Inspector (Workshop) and Sub- Inspector (Engine Driver), respectively, in the Border Security Force if the Assistant Sub Inspector (Master), Assistant Sub Inspector (Workshop) and Assistant Sub-Inspector (Engine Driver) fulfils the requisite qualifying service: Provided also that such relaxation shall cease to have effect after completion of six years period from the date of commencement of these rules. 6. Disqualifications.- No person,- (a) who has entered into, or contracted a marriage with a person having a spouse living; or (b) who having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Medical standard for promotion.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in Health Care System in the Central Armed Police Forces, shall be eligible for promotion to the posts specified in the column (1) of the said Schedule. 8. Medical standard for direct recruits. - (1) Only those persons who - (a) are medically and physically fit as per the guidelines issued by the Ministry of Home Affairs and as per the scheme prescribed by the Central Government from time to time; (b) qualify the Physical Standard Test, Physical Efficiency Test, Trade Test, Written Test and Medical examination, shall be eligible for appointment to the posts specified in the column (1) of the said Schedule. Other conditions of service.- The person appointed to the Cadre shall be subject to the Border Security Force Act 1968 and the Border Security Force rules 1969 in respect of other conditions of service not specifically provided for in these rules : Provided that the persons appointed on deputation from other departments shall have to wear the uniform prescribed for the Combatised post against which they are appointed and have to undergo training as prescribed by the Director General Border Security Force immediately on appointment on deputation. 10. Superannuation.- (1) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years. Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month of attaining the age of sixty years. (2) No person shall be granted extension in service beyond the age of retirement of sixty years. 11. Ineligibility of aliens.- No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules: Provided that nothing contained in these rules shall debar the appointment or enrolment or employment of a citizen of Nepal or Bhutan under these rules. 12. Powers to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 13. Saving.- Nothing in these rules shall effect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: Where juniors who have completed their qualifying or eligibility service are considered for promotion their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service for more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next grade along with their Juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Government or State Governments or Union territory Administrations, - (a) (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) with five years' service rendered after appointment to the post on a regular basis in level-6 of the pay matrix (Rs. 35400-112400) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) 12th pass from a recognised Board or University; (ii) possessing of First-Class Master Certificate of Competency issued by the Inland Water Transport or Mercantile Marine Department or Inland Waterways Authority of India or Central or State Inland Water Transport Authority or equivalent under Inland Vessels Act, 2021 or equivalent certificate issued by the Indian Navy or Indian Coast Guard; and (c) possessing Medical Category SHAPE-I. For Ex-Servicemen :- Deputation or re-employment : The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year holding analogues post in Deck Department of Vessel and having competency for plying Border Security Force type Water Crafts under Civil Registration of First Class Master Certificate issued by the Inland Water Transport or Mercantile Marine Department or Inland Waterways Authority of India or Central or State Inland Water Transport Authority or equivalent under Inland Vessels Act, 2021 or equivalent certificate issued by the Indian Navy or Indian Coast Guard shall also be considered. Such person if considered fit would be given deputation terms up to the date on which he is due for release from the Armed Forces and thereafter he may be continued on re-employment. Note 1: The departmental candidates in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
