The Ministry of Power issued S.O. 1197(E) dated 8th March 2024 conferring upon M/s Powergrid Bhadla Sikar Transmission Limited, under Section 164 of the Electricity Act, 2003, all powers that a telegraph authority possesses under the Indian Telegraph Act, 1885, for laying the Bhadla-II PS to Sikar-II 765 kV D/c (2nd) overhead transmission line as part of the Transmission system strengthening scheme for evacuation of power from solar energy zones in Rajasthan (8.1 GW) under phase-II, Part-E, for which the Central Electricity Authority had granted prior approval under section 68(1) of the Act on 16.06.2020, and no objections were received following public notice in The Times of India, Dainik Nav Jyoti, and the Gazette of India dated 21.10.2023; the approval is granted for 25 years and is subject to conditions including consent from local bodies, Railways and Highways authorities, compliance with Appropriate Commission regulations, Electrical Inspector approval, submission of clearances from Civil Aviation and Defence, and compliance with the Supreme Court's 19.04.2021 order in the Great Indian Bustard case (Petition No. 838 of 2019) regarding undergrounding or bird diverters where the route falls in GIB priority zones. 1723 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 1135 ] NEW DELHI, FRIDAY , MARCH 8, 2024 /PHALGUNA 18, 1945 CG-DL-E-11032024-252839 MINISTRY OF POWER ORDER New Delhi, the 8th March, 2024 S.O. 1197(E). —Whereas M/s Powergrid Bhadla Sikar Transmission Limited, the applicant with its registered o ffice at B -9, Qutab Institutional Area, Katwaria Sarai, Hauz Khas, New Delhi -110016, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under “Transmission system strengthening scheme for evacuation of power from solar energy zones in Rajasthan (8.1 GW) under phase -II- Part E”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA -PS-11-21(25)/1/2018 -PSPA -I Division dated 16.06.2020 ha d granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead transmission line covered under “Transmission system strengthening scheme for evacuation of power from solar energy zones in Rajasthan (8.1 GW) under phase -II- Part E”. M/s Powergrid Bhadla Sikar Transmission Limited had published notice for transmission scheme in local newspapers The Times of India (in English) dated 26.09.2023, Dainik Nav Jyoti (in Hindi) dated 26.09.2023, and in Weekly Gazette of India dated 21.10. 2023 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Powergrid Bhadla Sikar Transmission Limited has submitted an affidavit dated 29.12.2023 de claring that no observation/representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electrici ty Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained f or laying of transmission line under “Transmission system strengthening for evacuation of power from solar energy zones in Rajasthan (8.1 GW) under phase -II, Part -E”. The following overhead transmission line is covered under this scheme: o Bhadla -II PS – Sikar-II 765 kV D/c line (2nd) The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan: Sl. The approval is granted for 25 years. ii. The Applicant sha ll have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding tra nsmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Powergrid Bhadla Sikar Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from con cerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. The route of above overhead lines (or some portion of the route of above overhead line ) falls in the GIB potential zone (or priority zone) marked in the map which is part of the order of the Hon’ble Supreme Court order dated 19.04.2021, in the petition No.838 of 2019 regarding GIB (Great Indian Bustard) case, so the applicant has to comply with the directions of the Hon’ble Supreme Court, with regard to undergroundi ng of the above overhead transmission line and / or fixing of bird diverters, as the case may be as per the Hon’ble Supreme Court Order dated 19.04.2021 and the directions of the technical committee constituted by the Hon’ble Supreme Court in this regard.
