The Executive Committee is chaired ex officio by the Secretary, Ministry of Mines, with ex officio members comprising Joint Secretary-level officers from the Department of Fisheries, Department of Atomic Energy, Ministry of Petroleum and Natural Gas, Ministry of Earth Sciences, Ministry of Ports, Shipping and Waterways, and Department of Scientific and Industrial Research; the Joint Secretary and Financial Advisor of Ministry of Mines; the Director General, Geological Survey of India, or nominee; the Controller General, Indian Bureau of Mines, or nominee; the Administering Authority notified under the Act; one representative each from three coastal State Governments (rotation basis, term up to two years); the Additional Secretary or Joint Secretary, Ministry of Mines, as ex officio Member Secretary; and five persons with at least two years' relevant exploration or research experience, nominated by the Executive Committee Chairperson. I. The Governing Body shall consist of the following members, namely:– (a) Union Minister In-charge of Ministry of Mines - Chairperson, ex officio; (b) Union Minister In-charge of Ministry of Fisheries, Animal Husbandry and Dairying or his nominee - Member, ex officio; (c) Union Minister In-charge of Ministry of New and Renewable Energy or his nominee Member, ex officio; (d) Union Minister In-charge of Ministry of Petroleum and Natural Gas or his nominee - Member, ex officio; (e) Union Minister In-charge of Ministry of Earth Sciences or his nominee Member, ex officio; (f) Union Minister In-charge of Ministry of Ports, Shipping and Waterways or his nominee - Member, ex officio; (g) Union Minister In-charge of Ministry of Science and Technology or his nominee Member, ex officio; (h) Minister of State for Mines Member, ex officio; (i) Minister of State for Atomic Energy or his nominee - Member, ex officio; (j) Minister of State for Home Affairs or his nominee Member, ex officio; (k) Minister of State for Defence or his nominee Member, ex officio; (1) Three ministers of State Governments of coastal states, holding charge of Mines and Geology to be nominated by the Chairperson of the Governing Body of the Offshore Areas Mineral Trust, on rotation basis, for a term not exceeding two years at a time, with the eligibility for re-nomination - Members, ex officio; (m) Secretary, Ministry of Mines – Convener, ex officio; (n) Special invitees, not exceeding five, having experience in the relevant field to be invited by the Chairperson of the Governing Body of the Offshore Areas Mineral Trust. II. The Executive Committee shall consist of the following members, namely :- (a) Secretary, Ministry of Mines - Chairperson, ex officio; (b) an officer not below the rank of Joint Secretary, Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying - Member, ex officio; (c) an officer not below the rank of Joint Secretary, Department of Atomic Energy - Member, ex officio; (d) an officer not below the rank of Joint Secretary, Ministry of Petroleum and Natural Gas - Member, ex officio; (e) an officer not below the rank of Joint Secretary, Ministry of Earth Sciences - Member, ex officio; (f) an officer not below the rank of Joint Secretary, Ministry of Ports, Shipping and Waterways - Member, ex officio; (g) an officer not below the rank of Joint Secretary, Department of Scientific and Industrial Research - Member, ex officio; (h) Joint Secretary and Financial Advisor of Ministries of Mines - Member, ex officio; (i) Director General of Geological Survey of India or any other representative to be nominated by the Central Government - Member,ex officio; (j) Controller General of Indian Bureau of Mines or any other representative to be nominated by the Central Government - Member, ex officio; (k) Administering Authority notified under the Offshore Areas Mineral (Development and Regulation) Act, 2002 (17 of 2003) - Member, ex officio; (1) One representative from any three State Governments of coastal states, as decided by the Central Government, not below the rank of Secretary to the State Government or equivalent, on rotation basis, for a term not exceeding two years at a time, with the eligibility for re- nomination - Members, ex officio; (m) Additional Secretary or Joint Secretary, Ministry of Mines - Member Secretary, ex officio; (n) Five persons, from among persons with experience in exploration or in research in a related field at least for a period of two years, to be nominated by the Chairperson of the Executive Committee of the Offshore Areas Mineral Trust. 2.
