The Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) issued G.S.R. 827(E) dated 8th November 2023, noting that draft rules to further amend the Insecticides Rules, 1971 were earlier published under section 36 of the Insecticides Act, 1968 (46 of 1968) vide G.S.R. 172(E) dated 9th March 2023, inviting objections/suggestions within thirty days of the notification's public availability on 9th March 2023, and that objections/suggestions received were considered by the Central Government; the Central Government now makes the Insecticides (Sixth Amendment) Rules, 2023, effective from publication, amending rule 10, sub-rule (3A), clause (iii) of the Insecticides Rules, 1971 to substitute 'Indian Grain Storage Institute, Hapur and National Plant Protection Training Institute, Hyderabad' with 'Indian Grain Storage Management and Research Institute, Hapur and National Institute of Plant Health Management, Hyderabad', and to insert a proviso requiring any person applying for a Pest Control Operations licence for Glyphosate and its derivatives to undergo a Glyphosate-specific training programme from one of a specified list of institutions (any State Agricultural University, Krishi Vigyan Kendra, National Institute of Plant Health Management Hyderabad, State Agricultural Management and Extension Training Institute, Central or State Agricultural Research Institute, other government-recognized university/institute, or Central/Regional Integrated Pest Management Center), with the National Institute of Plant Health Management designated as the implementing Nodal Agency for course curriculum and monitoring; the notification is signed by Ashish Kumar Srivastava, Joint Secretary (PP), under F. No. 13035/19/2019-PP-I, and notes that the principal rules were published vide G.S.R. 1650(E) dated 19th October 1971 and were previously amended vide G.S.R. 794(E) dated 26th October 2023.

L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 647] NEW DELHI, WEDNES DAY , NOVEMBER 8, 2023/ KARTIKA 17, 1945 CG-DL-E-09112023-249961 MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfar e) NOTIFICATION New Delhi, the 8th November, 2023 G.S.R . 827 (E).—Whereas the draft rules further to amend the Insecticides Rules, 1971, was published, as required by section 36 of the Insecticides Act, 1968 (46 of 1968), vide notification of the Government of India in the Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare) number G.S.R. 172 (E), dated the 9th March, 2023, in the Gazette of India, Extraordinary, Part -II, Section -3, Sub-section (i), inviting objections or suggestions from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Gazette of India in which the said notification was published were made available to the public; And whereas, copies of the said notification were made available to the public on 9th March, 2023; And whereas, objections or suggestions received from the public in respect of the said draft rules have been considered by the Cent ral Government; Now, therefore, in exercise of the powers conferred by section 36 of the Insecticides Act, 1968 (46 of 1968), the Central Government hereby makes the following rules further to amend the Insecticides Rules, 1971, namely : - 1. (1) These rules may be called the Insecticides (Sixth amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Insecticides Rules, 1971 (hereinafter referred to as the said rules), in rule 10, in sub -rule (3A), in clause (iii), - (a) for the words “Indian Grain Storage Institute, Hapur and National Plant Protection Training Institute, Hyderabad” the words “Indian Grain Storage Management and Research Institute, Hapur and National Institute of Pl ant Health Management, Hyderabad;” shall be substituted. (b) in sub -clause (iii), the following proviso shall be inserted, namely: - “Provided that any person who apply for grant of license for the Pest Control Operations using only Glyphosate and its deriv atives for such operations as prescribed shall undergo a training programme, meant exclusively for Glyphosate usage, from any one of following Institutions, namely: - (i) any State Agricultural University; (ii) Krishi Vigyan Kendra’ (iii) National Institute of Plant Healt h Management, Hyderabad (iv) State Agricultural Management and Extension Training Institute; (v) Central or State Agricultural Research Institute; (vi) any other Government recognized University or Institute; or (vii) Central or Regional Integrated Pest Management Center, with National Institute of Plant Health Management as the implementing Nodal Agency for course curriculum and monitoring of the training programme.” [F.
