Recruitment will be by deputation/absorption. Eligible officers for deputation must be from Central, State, or Union Territory Governments, holding analogous posts on a regular basis or with five years' service in Level-12 (Rs. 78800-209200). Educational qualifications include a Master's degree in Hindi with English, or English with Hindi, or any subject with Hindi medium and English, or any subject with English medium and Hindi, all at the degree level. Additionally, candidates require twelve years of experience in terminological work in Hindi or translation (English to Hindi/vice-versa, preferably technical/scientific literature) OR twelve years of experience in teaching, research, writing, or journalism in Hindi, AND ten years of experience in administration, establishment, and accounts matters. The deputation period ordinarily shall not exceed five years, and the maximum age limit for appointment by deputation is fifty-six years. Only Central Government officers are considered for absorption. The rules include disqualifications for persons with a living spouse entering into another marriage, subject to Central Government exemption. The Central Government may relax any provisions of these rules in consultation with the Union Public Service Commission, and the rules preserve reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and ex-Servicemen. Consultation with the Union Public Service Commission is not necessary for this recruitment.

Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Department of Official Language, Central Hindi Training Institute, Director, (Group 'A' Post), Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Deputation: Officers under the Central Government or State Governments or Union Territory Administrations,— (a) (i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years' service rendered after appointment to the post on a regular basis in Level-12 (Rs.78800-209200) in the Pay Matrix or equivalent in the parent Cadre or Department; and (b) possessing the following educational qualifications and experience, namely:- (i) Master's degree from a recognized University or Institute in Hindi with English as a subject at the degree level; or (ii) Master's degree from a recognized University or Institute in English with Hindi as subject at the degree level; or (iii) Master's degree from a recognized University or Institute in any subject with Hindi medium and English as a subject at the degree level; or (iv) Master's degree from a recognized University or Institute in any subject with English medium and Hindi as a subject at the degree level ; and (c)(i) Twelve years experience of Terminological work in Hindi or translation work from English to Hindi or vice- versa preferably of technical or scientific literature; or (ii) twelve years experience of teaching or research writing or journalism in Hindi ; and (iii) ten years experience in administration, establishment and accounts matters. Note-1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed five years. Note-2: The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
