NOTIFICATION
New Delhi, the 18th October , 2023
S.O. 4840(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, enables beneficiaries to
get their entitlements directly in a convenient and seamless manner and obviates the need for producing multiple
documents to prove one’s identity;
And whereas, the Ministry of Agriculture and Farmers Welfare (hereinafter referred to as the Ministry) in the
Government of India is adminis trating the Centrally Sponsored Scheme of Rashtriya Krishi Vikas Yojana (hereinafter
referred to the Scheme) implemented by the State Government s.
And whereas, t he broad objectives of the scheme are to make farming a remunerative economic activity
through strengthening the farmer’s effort with major focus on creation of pre & post -harvest infrastructure ; to provide
autonomy and flexibility to States to plan and execute schemes as per local needs ; to mitigate risk of farmers with
focus on activities for additional income generation and promote agri-business entrepreneurship and innovations.
And whereas, the benefits offered under the aforesaid Scheme involve s expenditure from the Consolidated
Fund of India.
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted delivery of Financial and other Subsidies,
benefits and services) Act, 2016 (18 to 2016) (hereinafter referred to as the said Act), the Ministry hereby notifies the
following conditions for availing the benefits under the Scheme, namely: -
(1) the individual is required to undergo Aadhaar authentication or furnish proof of possession of Aadhaar;
(2) the individual who does not possess the Aadhaar or, has not yet enrolled for Aadhaar , is required to
make an application for Aadhaar enrolment provided he or she is entitled to obtain Aadhaar as per
section 3 of said Act and such individuals may vi sit any Aadhaar enrolment centre (list available at
www.uidai.gov.in ) to get enrolled for Aadhaar;
(3) as per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the concerned
Department responsible for implementation of the Scheme in State Government through its
Implementing Agencies is required to arrange or offer enrolment facilities for the beneficiaries who are
not yet enrolled for Aadhaar and in case there are no Aadhaar enrolment centre located in the vicinity
such as in the Block or Tehsil or Taluka, the concerned Department is require d to provide enrolment
facilities at convenient locations in coordination with the existing Regi strars of UIDAI or by becoming
UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the individual, benefit s under the Scheme shall be given to such
individual, subject to the production of the following documents, namely: -
(i) if he or she has enrolled, his or her Aadhaar Enrolment Identification slip; or
(ii) a copy of his or her request made for Aadhaar enrolment ;
(iii) Bank passbook with photograph; or
(iv) his/her voter I dentity card; or
(v) Kisan Photo Passbook; or
(vi) Mahatma Gandhi National Rural Employment Guarantee card; or
(vii) Driving licenc e issued by the Licensing Authority under the Motor Vehicle Act, 1988 (59 of 1988); and
(viii) undertaking in the attached format that he or she is not availing any benefit under some other scheme of the
Government of India or any State Government:
Provided further that the above documents shall be checked by officers specifically designated by the S tate
Government for that purpose.
2. In order to increase the number of farmers availing benefits of the Scheme the Agricul ture or Horticulture
Department or the field offices, the Krishi Vigyan Kendras, Krishi Mitra and other Implementing Agencies , sha ll
make all the required arrangements including the following, namely: -
(1) wide publicity through media and individual notice through branches of all the field offices of the Agriculture
or Horticulture Department or any other Implementing Agencies shall be given to applicants or farmers to
make them aware of the requirement of Aadhaar to avail the benefits under the Scheme and may be advised
to get themselves enrolled at the nearest enrolment centres within a Block or Tehsil or Taluka , and t he list of
locall y available enrolment centres shall be made available to them ;
(2) in case, the beneficiaries are not able to enroll due to non -availability of enrolment centres in the Block or
Tehsil or Taluka, the Agriculture or Horticulture Department s in the States are re quired to create enrolment
facilities at convenient locations and the y may be requested to register for enrolment by giving their names
and other details, such as, ration card number, address , mobile number on their web portal and such requests
can also be registered at the field offices.
3. This notification shall come into force in all the States / Union territories on the date of its publication in the
Official Gazett e except the States of Assam, Meghalaya and Union territories of Jammu & Kashmir and
Ladakh.
