The Ministry of Mines, through Notification G.S.R. 449(E) dated 5th June, 2026, issued the Mineral Conservation and Development (Amendment) Rules, 2026, exercising powers conferred by section 18 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957). These rules come into force on their publication date in the Official Gazette. The amendments primarily modify Schedule-I of the Mineral Conservation and Development Rules, 2017. Specifically, in Forms F1, F2, F3, G1, G2, G3, the reference to "rule 62 of the Mineral Conservation and Development Rules, 1988" is substituted with "rule 66 of the Mineral Conservation and Development Rules, 2017". Additionally, in Forms F1, G1, L, and M, new entries are inserted under the 'GRADES' column for 'Iron Ore' to include specific classifications for 'Hematite Ore Only': "(aa) Below 35% Fe ROM" and "(ab) 35% to below 45% Fe ROM" (for ROM ore dispatched) and "(aa) Below 35% Fe" and "(ab) 35% to below 45% Fe" (for minerals to be reported). The 'Note' at the end of the tables in Forms F1, G1, L, and M is also omitted. The principal rules, Mineral Conservation and Development Rules, 2017, were initially published vide G.S.R. 169(E) dated 27th February, 2017, and subsequently amended six times, with the last amendment being G.S.R. 232(E) dated 16th April, 2025.

Short title and commencement. — (1) These rules may be called the Mineral Conservation and Development (Amendment) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Mineral Conservation and Development Rules, 2017, in Schedule-I, — (a) in FORM F1, – (i) in the opening portion, for the words and figures "rule 62 of the Mineral Conservation and Development Rules, 1988", the words and figures "rule 66 of the Mineral Conservation and Development Rules, 2017" shall be substituted; (ii) in PART -II, after serial number 7, under the heading, — (A) "@Grades of ROM ore dispatched:", in the table, against rows titled "Iron Ore", under the column relating to “GRADES", after serial number (a) and entries relating thereto, the following serial numbers and entries shall be inserted, namely: — +-------------------------------------------------------+ | (aa) Below 35% Fe ROM (For Hematite Ore Only) | +-------------------------------------------------------+ | (ab) 35% to below 45% Fe ROM (For Hematite Ore Only) | +-------------------------------------------------------+ (B) "**Grades of minerals to be reported in the above tables are as given below.
