G.S.R. 817(E), issued by the Ministry of Home Affairs, New Delhi, dated 6 November 2023, exercises powers under section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) to supersede the Central Reserve Police Force Sub-Inspector (Ministerial), Inspector (Ministerial) and Subedar Major (Ministerial) Recruitment Rules, 2010, and make new recruitment rules effective from publication for these Group 'B', Non-Gazetted, Ministerial posts in the Central Reserve Police Force. Per the annexed Schedule: Sub-Inspector (Ministerial) has 2,156 posts (2023, subject to workload variation) at Level-6 of the pay matrix (Rs. 35,400-112,400), filled by promotion from Assistant Sub-Inspector (Ministerial) with six years' regular service at Level-5 (Rs. 29,200-92,300) failing which by deputation, with a two-year probation period; Inspector (Ministerial) has 931 posts at Level-7 (Rs. 44,900-142,400), filled by promotion from Sub-Inspector (Ministerial) with five years' regular service at Level-6, failing which by deputation; and Subedar Major (Ministerial) has 4 posts at Level-8 (Rs. 47,600-151,100), filled by promotion from Inspector (Ministerial) with two years' regular service at Level-7. Rule 5 disqualifies persons who have contracted a bigamous marriage from appointment, subject to Central Government exemption where permissible under personal law; rule 6 empowers the Central Government to relax rule provisions by recorded order; and rule 7 preserves existing reservation and age-relaxation concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories. Deputation eligibility requires officers of the Central or State Governments/Union territory Administrations holding analogous posts or with specified years of regular service, a maximum deputation age of fifty-six years, and deputation tenure ordinarily not exceeding three years; promotion and confirmation are considered by a Group 'B' Departmental Promotion/Confirmation Committee chaired by the Deputy Inspector General of Police, Central Reserve Police Force, with two Commandants as members. Short title and commencement – (1) These rules may be called the Ministry of Home Affairs, Central Reserve Police Force, Sub -Inspector (Ministerial), Inspector (Ministerial) and Subedar Major (Min isterial), Group -‘B’ Posts, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application -These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. (1) (2) (3) (4) (5) (6) (7) (47600 - 151100/ - 3. Number of posts, classification and level in pay matrix .- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rul es. 4. Method of recruitment, age -limit, qualifications, etc .-The method of recruitment, age -limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification .- No person, – (a)who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said po sts : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from th e operation of this rule. 6. Power to relax .- Where the Central Government is of the opinion that it is necessary of expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons . 7. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) (12) (13) Promotion: Assistant Sub -Inspector (Ministerial) with six years of regular service in level -5 in the pay matrix (Rs.29200 - 92300) subject to medical category SHAP E-1 and shall have undergone promotional course or training as specified by the Director General, Central Reserve Police Force from time to time. Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of: - 1. Deputy Inspector General of Police, Central Reserve Police Force -Chairperson; Not applicable. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors in the respective grade would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have succ essfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Government or State Governments or Union territ ory Administrations, - (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with six years service rendered after appointment to the post on a regular basis in level -5 in the pay matrix (Rs.29200 -92300) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications, - (i) 12th class pass from a recognized Board; (ii) the candidate shall have knowledge of English or Hindi typing with working experience on computer, experience of to deal with official or ministerial work, knowledge of Government rules and regulations on service and financial and other related matters. Note 1 :The Departmental officers in the feeder category who are in the direct line of promotion shall not be el igible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2 : The period of deputation including the period of deputation in another ex -cadre post held immed iately preceding this appointment in the same or some other organisation or department or the Central Government shall ordinarily not exceed three years. Note 3 : The maximum age -limit for appointment by deputation shall be not exceeding fifty -six years as on the closing date of receipt of applications. 2.
