No. BUSS/Siddha PG Regl./2023.—In exercise of the powers conferred by section 55 of the National Commission for Indian System of Medicine Act, 2020 (14 of 2020) and in supersession of the Indian Medicine Central Council (Post-graduate Siddha Education) Regulations, 2016, the Establishment of New Medical College, Opening of New or Higher Course of Study or Training and Increase of Admission Capacity by a Medical College Regulations, 2019 and the Indian Medicine Central Council (Post-Graduate Diploma Course in Siddha) Regulations, 2015, except as respects things done or omitted to be done before such supersession, the National Commission for Indian System of Medicine, hereby makes the following regulations, namely:– 1. Short title and commencement.- (1) These regulations may be called the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Postgraduate Institutions and Minimum Standards of Postgraduate Siddha Education) Regulations, 2024. (2) Save as otherwise provided, they shall come into force on the date of their publication in the Official Gazette. CHAPTER-I PRELIMINARY 2. Definitions.- (1) In these regulations, unless the context otherwise requires,–– (a) “Act” means the National Commission for Indian System of Medicine Act, 2020 (14 of 2020) (b) “Annexure” means an annexure annexed to these regulations; (c) “Appendix” means an appendix appended to these regulations; (d) “applicant” means a person namely a society, trust, University, or any legal person but does not include the Central Government, who makes an application to MARBISM to establish a new medical institution or start any Postgraduate course or increase number of seats; (e) “assessment" of an institution means the act of verifying the availability of minimum essential standards as specified in these regulations in terms of the infrastructure, human resources, and functionality of an institution and its attached teaching hospital by the MARBISM every year; (f) “attached teaching hospital” means a Siddha hospital that offers standard healthcare services, attached to a Siddha Medical Institution for the purpose of teaching and training to the students of the Siddha system of medicine; (g) “Doctor of Philosophy” means doctoral degree awarded or granted to a research work carried out for not less than three years of duration after postgraduation, either in the subject concerned or in inter-disciplinary, intra-disciplinary, trans-disciplinary or multi-disciplinary research areas; (h) “extended permission” means the permission extended to fully established Siddha medical institutions fulfilling the criteria for extended permission status as laid down in these regulations and such institutions are allowed to participate in the counselling process for admitting students to Postgraduate programmes as per the sanctioned student intake capacity without waiting for permission from the MARBISM every year unless otherwise denied or specified or communicated by the MARBISM; (i) “fully established institute” means the institute with either extended permission or yearly permission from the year after second renewal of permission granted by the MARBISM; (j) “NCISM-UG MES Regulations, 2024” means the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment, and Rating for Undergraduate Siddha Colleges and Attached Teaching Hospitals) Regulations, 2024 (k) “letter of intent” means preliminary approval along with conditions and timelines issued by the MARBISM to the applicant through the procedure specified in these regulations to establish a new Siddha medical institution, or to start any new Postgraduate programme recognised by the National Commission for Indian System of Medicine or to increase student intake capacity in existing Postgraduate programmes; (l) “letter of permission” means approval granted to the applicant by the MARBISM through the procedure determined in these regulations to establish a new Siddha medical institution or to start any new Postgraduate programme recognised by the National Commission for Indian System of Medicine or to increase student intake capacity in existing programmes and to admit the students as per the sanctioned student intake capacity specified by the MARBISM; (m) “MARBISM” means the Medical Assessment and Rating Board for Indian System of Medicine; (n) “minimum essential standards” means the mandatory minimum requirements in terms of infrastructure, human resources, functionality, quality, and standards that are essential and below the minimum essential standards, which is unacceptable; (o) “Postgraduate education” means that include Postgraduate degree programmes (Doctor of Medicine-M.D. and Master of Surgery-M.S.), doctoral degree programme (Doctor of Philosophy-Ph.D.), and super-specialty degree programme (Doctorate of Medicine-D.M.); (p) “Postgraduate degree” in Siddha means a Postgraduate degree namely “Siddha Maruthuva Perarignar (Doctor of Medicine-M.D.) and (Master of Surgery-M.S.)” of three years duration, granted or awarded after the graduation in Siddha; (q) “Professor of Practice” means a person having a minimum of ten years of experience in the field other than teaching in Siddha colleges, like a person from an industry or research institute, a technical consultant, a renowned practitioner or a scientist and the like; (r) “PSER, 2016” means the Indian Medicine Central Council (Postgraduate Siddha Education) Regulations, 2016; (s) “rating” of Postgraduate department means, a score or measurement of how good a Postgraduate department is; rating of a fully established Postgraduate department through a rating procedure carried out by the MARBISM or any designated rating agency based on the standards and parameters laid down by the Board of Unani, Siddha and Sowa-Rigpa and rating shall be on the basis of infrastructure, human resources, and functionality over and above the minimum essential standards specified in these regulations; (t) “renewal of permission” means permission renewal (i.e., first and second renewal) granted or issued by the MARBISM to a new Postgraduate institution or department or specialty undergoing establishment under section 29 of the Act through the procedure mentioned in these regulations during the following academic years after the issuance of a letter of permission for admitting students as per the sanctioned student intake capacity specified by the MARBISM, and such renewal of permission shall be mandatory until it attains the fully established institution or department or specialty status under section 28 of the Act; (u) "standalone Postgraduate institution” means a teaching institution with an attached teaching hospital dedicated for conducting Postgraduate programme only; (v) “sanctioned intake capacity” means number of seats sanctioned by the MARBISM to a Postgraduate programme for admission of students based on infrastructure, human resources and functionality of the institution or department and the teaching hospital; (w) “yearly permission” means fully established medical institutions or Postgraduate departments that are not fulfilling the criteria for extended permission status as laid in these regulations, and such institutions shall participate in the counselling process for admitting students to Postgraduate programmes as per the sanctioned student intake capacity only after obtaining permission from the MARBISM every year; (2) The words and expressions used herein and not defined but defined in the Act, rules or regulations made thereunder shall have the same meanings as respectively assigned to them in the Act, rules or regulations. CHAPTER-II GENERAL 3. General considerations.–– (1) The Postgraduate medical education in Siddha shall produce competent specialists in respective specialties with profound knowledge, skill, attitude, value and ethics; (2) Every institution shall have to maintain minimum essential infrastructural standards, qualified and skilled human resources and a functional education ecosystem as specified in these regulations. 4. Acamedic hierarchy.–– (1) The academic hierarchy of the postgraduation programmes shall be in the descending order from super specialty degree (D.M.) to doctoral degree (Ph.D.) to Postgraduate degree (M.D. or M.S.) to Postgraduate diploma (P.G. Diploma). (2) (a) The Siddha Postgraduate medical institution shall appoint Professor of Practice on a part-time basis in the concerned subject with the qualification as mentioned in the Seventh Schedule in these regulations; such Professors shall not be provided with the unique teacher code by the MARBISM; (b) he or she shall have a minimum of ten years of experience in the concerned field other than teaching in Siddha colleges, like a person from an industry or research institute, a technical consultant, a renowned practitioner, or a scientist and the like. (3) (a) On and from the date of publication of these regulations, the Postgraduate diploma programme shall stand abolished, and no Postgraduate diploma course or programme shall be conducted by any Siddha Medical College or Institution and students admitted already in the Postgraduate diploma course or programme, before the commencement of these regulations, if any, shall continue and complete the course as per the provisions under the Indian Medicine Central Council (Post-Graduate Diploma Course in Siddha) Regulations, 2015; (b) The seats in existing Postgraduate diploma programmes permitted by the MARBISM that are recognised in the Indian Medicine Central Council (Post-Graduate Diploma Course in Siddha) Regulations, 2015, may be converted to the Postgraduate degree programme seats of the parent department in the ratio of 2:1, i.e., every two Postgraduate diploma seats may be converted to one Postgraduate degree seat subject to the availability of student-Postgraduate guide ratio as specified in regulation 20 for Postgraduate degree programmes. (4) (a) Each institution shall install online platforms or systems such as Learning Management Systems, Hospital Information and Management Systems (compatible with Ayushman Bharat Health Account, Health Professional Registry, Health Facility Registry, and Unique Health Identification Number), Aadhaar enabled biometric attendance system or iris detection or face recognition attendance system and the like as directed by the commission, Closed-Circuit Television Systems, and any other system specified by the National Commission for Indian System of Medicine from time to time and shall align or interface to the online platforms or information technology system run by the commission or central server designated by the Commission and shall provide real time data or relevant data to the Commission and its autonomous boards as required; (b) biometric attendance data shall be made available to the concerned regulatory body or the Commission or autonomous Boards of the Commission on real time basis throughout the year through any agency as designated or assigned by the Commission; (c) all Siddha medical institutions shall connect with centralised Aadhar Enabled Biometric Attendance System for marking attendance of teaching staff, non-teaching staff, hospital staff and Postgraduate students and the Commission or autonomous Boards of the Commission shall be the authority to access and analyse attendance data online from centralised Aadhar Enabled Biometric Attendance System; (d) the authentication of the patients in the hospital shall be made through the Ayushman Bharat Health Account number. (5)(a) Teachers shall be accommodated in respective departments with adequate space and privacy in a separate room or cubicle for each teacher; (b) the minimum area for the room or cubicle for the Professor, associate Professor, and assistant Professor shall be fifteen, thirteen, and ten square meters, respectively; (c) an open seating arrangement for multiple teachers in a common room, hall, or department shall not be permitted; (d) every teacher shall be provided with a computer, printer, and internet facility; (e) the departments and associated sections or units shall have proper ventilation and lighting; (f) each Postgraduate department shall accommodate teaching staff, non-teaching staff, a departmental library, departmental computer, printer, internet access, and e-facility to display video, images, charts, information, etc. (6) There shall be a hostel for girls and boys separately for Postgraduate students (preferably single accommodation) along with a mess facility within the campus provided with adequate furniture, reading room, recreational facility, and security services. (7) Each institution shall offer teaching and training to Postgraduate students as per the course curriculum and syllabus prescribed by the Commission and shall ensure that all the stakeholders of the institution, all the departments, sections, and units of the institution, function in coordination and collaboration with each other to provide a comprehensive or inclusive education ecosystem to the Postgraduate students for pursuing their studies, training, and research work in an appropriate academic environment and the institution shall be ready to impart education over and above the minimum essential standards prescribed by the Commission in these regulations. (8) The hospital attached to the institution shall be a fully functional hospital that shall remain open for twenty-four hours a day every week and shall be ready to treat or attend any type of patient at any point in time with its manpower and infrastructure. (9) The fully functional hospital attached to the institution shall offer clinical training to medical students and provide medical services to the public at out-patient departments, in-patient departments, including consultation, diagnosis (clinical and investigational), treatment (medical, procedural, surgical and maternity), preventive, promotive and rehabilitative health care, medical advice, medical counselling, nursing care, emergency care, medicine dispensing, public outreach activities with proper documentation, etc., and maintaining the hospital management system, and hospital related expenses shall be reflected in the official bank account of the hospital. (10) In order to maintain the quality standards, the instruments, equipment, chemicals, reagents, furniture, electronic appliances etc with Bureau of Indian Standards certification may be used to the extent of availability. (11) Each Postgraduate institution irrespective of the Postgraduate programmes being conducted, shall establish the Department of Integrative Health and Translational Research. The Central Research Laboratory, Quality Testing Laboratory, Animal House and Animal Experimentation Laboratory, and Research committees such as Institutional Research Committee, Institutional Ethics committee for Human Subjects, Institutional Animal Ethics Committee, Clinical Research Cell, and Plagiarism Scrutiny Cell shall function under this Department. (12) In the case of multiple Postgraduate degree programmes under the same department (i.e., Postgraduate programmes of Varma Maruthuvam, Pura Maruthuvam and Siddhar Yoga Maruthuvam under the Department of Varmam, Puramaruthuvam and Sirappumaruthuvam) mentioned in these regulations, it shall not be mandatory for the Postgraduate institution or department to conduct all three programmes, it may be one or two or all three Postgraduate programmes as per the requirements of the institution. CHAPTER-III POSTGRADUATE DEGREE PROGRAMMES 5. (1) On and from the date of publication of these regulations, there shall be sixteen Postgraduate degree programmes in Siddha and the list of Postgraduate degree programmes or specialties, nomenclature of Postgraduate degree programmes, nomenclature of Postgraduate specialists with equivalent modern terminologies, and respective departments in which Postgraduate degree programmes are to be conducted shall be as provided in the Table below to sub-regulation (9). (2) The nomenclature of the Postgraduate degree in the degree certificate shall be as per the third column of the said Table in the following pattern, namely:–– (a) Siddha Maruthuva Perarignar (Doctor of Medicine) M.D. (Pothu Maruthuvam) (b) Siddha Maruthuva Perarignar (Master of Surgery) M.S. (Siddhar Aruvai Maruthuvam) (3) On and from the publication of these regulations, no Postgraduate degree programme shall be in the name of Gunapadam (Pharmacognosy, Pharmacology, and Pharmaceutics) as per the PSER, 2016 and the Postgraduate degree programme in Gunapadam (Pharmacognosy, Pharmacology and Pharmaceutics) shall be conducted as two separate individual Postgraduate degree programmes namely:–– (a) Gunapadam Marunthiyal (Materia Medica, Pharmacology and Pharmacognosy) under the Department of Gunapadam Marunthiyal (Materia Medica and Pharmacology); and (b) Gunapadam Marunthakaviyal (Materia Medica, Pharmaceutics and Clinical Pharmacy) under the department of Gunapadam Marunthakaviyal (Materia Medica and Pharmaceutics); and (a) and (b) shall be applicable only from the academic session 2025-2026 onwards. (4) The Postgraduate institutions already conducting Gunapadam (Pharmacognosy, Pharmacology and Pharmaceutics) shall apply to the MARBISM under section 28 to continue either with Gunapadam Marunthiyal (Materia Medica, Pharmacology and Pharmacognosy) or Gunapadam Marunthakaviyal (Materia Medica and Pharmaceutics) or continue with both programmes under specified department from 2025-2026 onwards by fulfilling all minimum essential standards specific to the concerned programme or department in terms of infrastructure, human resources, and functionality as specified in these regulations. The institutions desire to start such programmes for the first time, such institutions shall apply to the MARBISM under section 29. (5) Already admitted students in the Gunapadam (Pharmacognosy, Pharmacology, and Pharmaceutics) [M.D. (Siddha) Materia Medica and Pharmacology] Postgraduate degree programme shall continue and complete the course or programme as per the provisions under the PSER, 2016 and concerned curriculum and syllabus. (6) The Postgraduate degree holder with the old nomenclature ‘Gunapadam’ shall be the eligible teachers for the two new Postgraduate programmes as specified in sub-regulation (3) namely, the Gunapadam Marunthiyal (Materia Medica, Pharmacognosy and Pharmacology), and the Gunapadam Marunthakaviyal (Materia Medica, Pharmaceutics and Clinical Pharmacy) and the status shall be continued till the availability of adequate Postgraduate degree holders from aforesaid two new specialties for teaching purposes. (7) The nomenclature of Postgraduate degree programme in Pura Maruthuvam (External Therapy), Nanju Maruthuvam (Toxicology), Siddhar Yoga Maruthuvam (Siddhar’s Yogic Science), Aruvai Maruthuvam (Surgery), Siddha Maruthuva Adippadai Ariviyal (Fundamental Principles of Siddha Medicine), Sool and Magalir Maruthuvam (Obstetrics and Gynaecology) and Noi Naadal (Pathology and Diagnostic Methods) under the PSER, 2016 are renamed as Pura Maruthuvam (External Medicine), Nanju Maruthuvam (Clinical Toxicology), Siddhar Yoga Maruthuvam (Siddhar Yogic Science), Siddhar Aruvai Maruthuvam (Siddha Surgery), Siddha Maruthuva Adippadai Ariviyal (Basic Principles of Siddha Medicine), Magalir and Sool Maruthuvam (Gynaecology and Obstetrics) and Noi Naadal (Pathology and Laboratory Diagnosis) respectively in these regulations. (8) The renames of Postgraduate degree programmes as mentioned in sub-regulation (7) and newly introduced Postgraduate degree programmes [Udal Koorugal (Human Anatomy), Udal Thathuvam (Human Physiology), Noi Anugavidhi Maruthuvam (Siddha Dietetics, Lifestyle Management, Preventive Medicine and Public Health)] and Thol Maruthuvam (Dermatology) as per Table below to sub-regulation (9) shall be applicable only with effect from the date of publiction of these regulations. (9) The nomenclature and equivalent modern terminologies of the Postgraduate degree programmes under the PSER, 2016 shall be continued as it is, for the batches admitted under the said Regulations. (10) The Postgraduate degree programme in Thol Maruthuvam (Dermatology) under the Department of Maruthuvam shall be conducted by an independent department, namely, the Department of Thol Maruthuvam (Dermatology) with effect from the date of publiction of these regulations with the qualified teachers in accordance with regulation 32 as mentioned in these regulations. CHAPTER-IV MINIMUM ESSENTIAL STANDARDS FOR POSTGRADUATE INSTITUTIONS, WHERE UNDERGRADUATE COURSE OR PROGRAMME IS IN EXISTENCE 6. General .- (1) To run a Postgraduate degree programme along with an undergraduate programme, there shall be an independent Postgraduate department in the concerned subject. (2) The college or institution conducting both undergraduate programme and Postgraduate programmes shall fulfil all minimum essential standards in terms of infrastructure, human resources, and functionality, equipment and instruments as specified in NCISM-UG MES Regulations, 2024, for undergraduate teaching and training in accordance with student intake capacity and minimum essential standards mentioned in these regulations including additional requirements specified for the Postgraduate institution and concerned Postgraduate department in which Postgraduate programmes are conducted. (3) In case of any action taken against an undergraduate institution by the MARBISM under clause (f) of sub-section (1) of section 28 of the Act, similar action shall be applicable to the corresponding Postgraduate department or programme. (4) If any Postgraduate department fails to maintain the minimum essential standards specified in these regulations, the MARBISM shall deny permission for admission in the concerned Postgraduate degree programme or specialty or take such measures as per clause (f) of sub-section (1) of section 28 of the Act. 7. Department-wise Minimum Essential Standards for Postgraduate Teaching and Training.- In addition to the minimum essential requirement mentioned under the NCISM-UG MES Regulations, 2024, the infrastructural facilities in respect of each Postgraduate department as under shall be maintained in the department in which Postgraduate programme is conducted, namely:–– (i) Postgraduate Department of Siddha Maruthuva Moolathathuvam (Basic Principles of Siddha Medicine) shall have upgraded facilities at Postgraduate level in the already existing Language laboratory for undergraduates for Tamil and other languages. Additional computer systems to the existing undergraduate Language laboratory shall be made available for the Postgraduate students in the ratio of 1:1 as per the sanctioned student intake capacity. The minimum area required for this Postgraduate department shall be fifty square metres. (ii) Postgraduate Department of Udal Koorugal (Anatomy) shall be provided with three-dimensional virtual dissection table and e-dissection software. This department also facilitates practice of surgical techniques through cadaveric surgery for Postgraduate students of Siddhar Aruvai Maruthuvam (Siddha Surgery) and Magalir and Sool Maruthuvam (Siddha Gynaecology and Obstetrics). The minimum area required for this Postgraduate department shall be fifty square metres. (iii) Postgraduate Department of Udal Thathuvam (Physiology) shall have additionally digital spirometry, personality assessment scales, trichoscope, digital skinfold calliper, auto measuring tool for height, weight, and body mass index calculator and naadi recording equipment (if any related to siddha) along with relevant software, accessories. The minimum area required for this Postgraduate department shall be fifty square metres. (iv) Postgraduate Department of Gunapadam Marunthiyal (Materia Medica and Pharmacology) shall be provided with Phytochemistry Laboratory and relevant equipment and instruments as per the First Schedule, and Green house. The minimum area required for this Postgraduate department shall be fifty square metres and for the Phytochemistry Laboratory and Green house, it shall be fifty square metres each. (v) Postgraduate Department of Gunapadam Marunthakaviyal (Materia Medica and Pharmaceutics) shall have petrographic microscope, programmable muffle furnace, and upgraded and advanced facilities as per the Fifth Schedule additionally for Postgraduate training and research in the already existing Quality Testing Laboratory for undergraduates. The minimum area required for this Postgraduate department shall be fifty square metres. (vi) Postgraduate Department of Noi Naadal and Noi Mudhal Naadal (Pathology) shall have Molecular Biology Laboratory and advanced diagnostic facilities as per the Second Schedule. The already existing Noi Naadal and Noi Mudhal Naadal Practical Laboratory shall be provided with facilities to carry out immunology and histopathology related tests for Postgraduate students including chemiluminescence. The minimum area required for this Postgraduate department shall be fifty square metres and for Molecular Biology Laboratory, it shall be fifty square metres. (vii) Postgraduate Department of Sattam Saarntha Maruthuvamum Nanju Maruthuvamum (Forensic Medicine and Toxicology) shall have advanced poison detection facility in Sattam Saantha Maruthuvamum Nanju Maruthuvam Laboratory. An exclusive Out-Patient Department (Nanju Maruthuvam) for Postgraduate teachers and Postgraduate students with minimum of thirty patients per day and additional In-Patient Department beds in the student- bed ratio of 1:4 (i.e., four beds for one student) shall be made available. Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be provided. Average bed occupancy shall not be less than sixty per cent. in Nanju Maruthuvamum In-Patient Department. The minimum area required for this Postgraduate department shall be fifty square metres and for Nanju Maruthuvam (Clinical Toxicology) out-patient department shall be twenty-five square metres. (viii) Postgraduate Department of Noi Anugavidhi including Research Methodology and Medical Statistics (Principles and Disciplines of Disease Prevention and Public Health) shall have an exclusive Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of fifty persons per day. Exclusive departmental vehicle for field visits, advanced facilities for Postgraduate training and research in the already existing nutrition laboratory for undergraduates, facilities to administer rejuvenation procedures and physiotherapy to normal individuals with day care facility shall be made available for this department. The space required for this Postgraduate department shall be a minimum of fifty square metres and for Noi Anugavidhi Maruthuvam (Siddha Dietetics, Lifestyle Management, Preventive Medicine and Public Health) out-patient department shall be a minimum of twenty-five square metres. (ix) Postgraduate Department of Maruthuvam (Medicine) shall have an exclusive Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day and additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e., four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be provided. Average bed occupancy shall not be less than sixty per cent. in Maruthuvam In-Patient Department. The space required for the Postgraduate teaching department shall be a minimum of twenty-five square metres and for Maruthuvam (Medicine) out-patient department shall be a minimum of twenty-five square metres. (x) Postgraduate Department of Varmam, Puramaruthuvam and Sirappumaruthuvam (Varmam, External Therapy and Special Medicine) shall have an exclusive three Out-Patient Departments for Postgraduate teachers and Postgraduate students, one each for Varma Maruthuvam (attached with minor therapy or procedure room), Pura Maruthuvam (attached with minor therapy or procedure room) and Siddhar Yoga Maruthuvam (attached with minor yoga room) respectively with minimum of sixty patients per day separately and additional In-Patient Department beds for Varma Maruthuvam and Pura Maruthuvam separately in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Varma maruthuvam, Pura Maruthuvam and Sirappumaruthuvam In-Patient Department. Fully established physiotherapy facility in the hospital shall be extended to this department. No In-Patient Department beds for Siddhar Yoga Maruthuvam Postgraduate degree programme. The space required for the Postgraduate teaching department shall be a minimum of twenty-five square metres for each programme under this department and the minimum requirement of space for out-patient department of Varma Maruthuvam (Varma Medicine) attached with minor therapy or procedure room, Pura Maruthuvam (External Medicine) attached with minor therapy or procedure room and Siddhar Yoga Maruthuvam (Siddhar Yogic Science) attached with minor yoga room shall be fifty square metres each. (xi) Postgraduate Department of Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam (Surgery including Ophthalmology, E.N.T, Dentistry and Dermatology) shall have an exclusive Out-Patient Department (attached with minor procedure room) for Postgraduate teachers and Postgraduate students with advanced diagnostic facilities with minimum of sixty patients per day, and additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam In-Patient Department; The minimum area required for the Postgraduate teaching department shall be a minimum of twenty-five square metres and for the Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam (Surgery including Ophthalmology, E.N.T, Dentistry and Dermatology) Out-Patient Department attached with minor procedure room shall be fifty square meters. The Postgraduate department in the hospital shall attend the cases of Kan, Kathu, Mookku, Thondai and Pal but not Thol or Skin (Dermatology) related clinical conditions, if the institution is conducting Postgraduate programme in Thol Maruthuvam. (xii) Postgraduate Department of Sool and Magalir Maruthuvam (Obstetrics and Gynaecology) shall have an exclusive Out-Patient Department (attached with examination cum procedure room) for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day, and an exclusive Operation Theatre for Sool and Magalir Maruthuvam to carry out Sool and Magalir Maruthuvam related surgeries. Additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e. four beds for one student) shall be made available. Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be provided. Average bed occupancy shall not be less than sixty per cent. in Sool and Magalir Maruthuvam In-Patient Department; A minimum of ten deliveries per month shall be conducted in Labour room; The minimum area required for the Sool and Magalir Maruthuvam (Obstetrics and Gynaecology) Out-Patient Department attached with examination cum procedure room shall be fifty square meters. (xiii) (a) Postgraduate department of Kuzhanthai Maruthuvam (Paediatrics) shall have an exclusive Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day, and additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Kuzhanthai Maruthuvam In-Patient Department. Immunisation providing facility shall be made available in this department. The space required for the Postgraduate teaching department shall be a minimum of twenty-five square metres and for Kuzhanthai Maruthuvam (Paediatrics) out-patient department shall be a minimum of twenty-five square metres; (b) the out-patient department shall be provided with paediatric ear-nose-throat kit, caliper for measuring skinfold thickness, tape for measuring mid arm and head circumferences, magnifying lens for skin examination, rectal thermometer, and toys of different colour, shape, illumination and sounds; (c) demarcated area for breast-feeding adjacent to Kuzhanthai Maruthuvam out-patient department shall be made available; (d) the Neonatal Care Room in the hospital shall be functioning under the Department of Kuzhanthai Maruthuvam. If the institution is conducting postgraduate programme in Magalir and Sool Maruthuvam (Gynaecology and Obstetrics), the neonatal care room attached with labour room which is already existing or functioning in the hospital (as per clause (b) of sub-regulation (4) of regulation 55 in NCISM-UG MES Regulations, 2024) shall be upgraded as Neonatal Intensive Care Unit with facilties such as (i) radiant warmer with open care access with multi-channel monitor, time sensor, heat sensor, oxygen and suction facility and adjustable baby tilt (ii) phototherapy unit with two surface expandable to three to four surfaces (iii) infusion pump (two numbers) (iv) facility for intra-venous cannulation, blood sampling, drip infusion (v) continuous positive airway pressure (vi) warm chain box for baby transport etc. (e) the institution with this Postgraduate department shall adapt at least two schools with schooling from nursery to tenth standard. The department shall run ‘child development clinic’ to assess health, growth and psychological development periodically. At-least two such assessments shall be done per year with proper health records of the child. The minimum space requirement for child development clinic shall be twenty-five square metres. (xiv) Postgraduate Department of Thol Maruthuvam (Dermatology) shall have an Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day, and separate In-Patient Department with number of beds in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Thol Maruthuvam In-Patient Department. The space required for the Postgraduate teaching department shall be a minimum of twenty-five square metres and Thol Maruthuvam (Dermatology) out-patient department shall be a minimum of twenty-five square metres; (xv) (a) Every Postgraduate institution, irrespective of the Postgraduate programmes being conducted, shall establish the Department of Integrative Health and Translational Research to support, coordinate, monitor and guide dissertation or research activities; (b) this department shall coordinate guide allotment process, alternate guide arrangement in case of emergencies, research monitoring and the like activities; (c) the central research laboratory, quality testing laboratory, animal house and animal experimentation laboratory, Clinical Research Cell and plagiarism scrutiny cell as applicable shall function under this department; (d) research committees such as institutional research committee, institutional ethics committee for human subjects, institutional animal ethics committee and the like shall function under this department; (e) the Department shall be provided with adequate teaching and non-teaching staff, and seating arrangements and other facilities shall be made available as specified in these regulations; (f) The minimum area required for this department shall be seventy-five square metres. (xvi)(a) Every Postgraduate institution shall have a Central Research Laboratory with advance research facilities as per the Third Schedule for carrying out various research experiments by Postgraduate students as well as teaching faculty; (b) the minimum area required for Central Research Laboratory shall be one hundred and fifty square metres and the human resources for Central Research Laboratory shall be made available as specified in these regulations; (c) faculty member of any department well-versed with laboratory and analytical equipment shall be the in-charge of Central Research Laboratoryand it shall function under the Department of Integrative Health and Translational Research and the Professor cum head of the Department of Integrative Health and Translational Research shall be the head of Central Research Laboratory. (xvii)(a) Advanced Quality Testing Laboratory as mentioned in (v) shall be made available in case of Postgraduate programme in Gunapadam Marunthiyal and Gunapadam Marunthakaviyal; (b) this laboratory shall fulfil the infrastructure, facilities, equipment, instruments, etc specified under ‘B’ of the Tenth Schedule of the NCISM-UG MES Regulations, 2024 along with the instruments and equipment mentioned in the Fifth Schedule of these regulations for Postgraduate teaching, training and research; (c) it shall function under the Department of Integrative Health and Translational Research and the Professor cum head of the Department of Integrative Health and Translational Research shall be the head of Quality Testing Laboratory; faculty member of department of Gunapadam Marunthiyal or Gunapadam Marunthakaviyal shall be the in-charge of quality testing laboratory. (xviii)(a) Approved Animal House and Animal Experimentation Laboratory shall be made in case of Postgraduate degree programme in the department of Gunapadam Marunthiyal, Gunapadam Marunthakaviyal, Sattam Saarntha Maruthuvamum Nanju Maruthuvamum and Siddha Maruthuva Moolathathuvam and the minimum area required for animal house and animal experimentation laboratory shall be two hundred and fifty square metres; (b) it shall have proper permission or approval from concerned authorities, and provided with adequate infrastructure, facilities as per the Fourth Schedule, and human resources as specified in these regulations for effective functioning; (c) faculty member of department of Gunapadam Marunthiyal or Gunapadam Marunthakaviyal or Sattam Saarntha Maruthuvamum Nanju Maruthuvamum or Siddha Maruthuva Moolathathuvam shall be the in-charge of animal house and animal experimentation laboratory and it shall function under the Department of Integrative Health and Translational Research and the Professor cum head of the Department of Integrative Health and Translational Research shall be the head of animal house and animal experimentation laboratory; (xix) There shall be a Clinical Research Cell in the hospital to coordinate the clinical research activities. The minimum requirement of space for Clinical Research Cell shall be fifty square metres and human resources shall be as mentioned in these regulations. The Siddha graduate (B.S.M.S) with postgraduation degree or diploma in clinical research or master’s degree in public health shall be the coordinator of Clinical Research Cell. The cell shall function under the Department of Integrative Health and Translational Research and the Professor cum head of the Department of Integrative Health and Translational Research shall be the head of Clinical Research Cell; (xx) There shall be Plagiarism Scrutiny Cell in every Postgraduate institution and this cell shall be provided with computer, printer, internet and suitable software programme for checking plagiarism. A teaching faculty trained in plagiarism checking, nominated by the head of the institution shall be the coordinator of this cell. It shall function under the Department of Integrative Health and Translational Research and the Professor cum head of the Department of Integrative Health and Translational Research shall be the head of plagiarism scrutiny cell; (xxi)(a) In case of Postgraduate degree programme in the Department of Noi Naadal and Noi Mudhal Naadal, the Postgraduate students may utilise or collaborate with out-patient departments, in-patient departments and diagnostic zone of the hospital for their training and dissertation or research work; (b) the head of the department of Noi Naadal and Noi Mudhal Naadal or a faculty member from the department of Noi Naadal and Noi Mudhal Naadal designated by the head of the institution shall be authorised to sign, authenticate and interpret diagnostic investigations or tests to the extent of teaching and training in terms of Siddha principles. (xxii) The Postgraduate students of Postgraduate degree programme in Siddhar Yoga Maruthuvam under Varmam, Puramaruthuvam and Sirappumaruthuvam department may utilise or collaborate with out-patient departments, in-patient departments, and yoga section of the hospital for their training and dissertation or research work. (xxiii) The Postgraduate students of Postgraduate degree programme in Noi Anugavidhi Maruthuvam may utilise or collaborate with out-patient departments, in-patient departments, physiotherapy, and yoga section of the hospital for their training, survey and dissertation or research work. 8. Additional Minimum Essential Standard Requirements for Postgraduate Education.- (1) Postgraduate Classrooms.-There shall be minimum two classrooms (Information and Communication Technologies enabled smart classrooms) for each Postgraduate programme adjacent to the concerned Postgraduate department with the constructed area not less than forty square metres each with adequate seating arrangements. (2) Postgraduate Seminar Halls.- (a) There shall be one seminar hall for each Postgraduate degree programme or specialty having minimum constructed area of eighteen square feet per student with seating capacity of twenty per cent. addition to the total number of Postgraduate students (i.e., all students of three years of that particular Postgraduate department or specialty or programme); (b) one common seminar hall with twenty per cent. additional seating capacity (i.e. minimum six and half square feet per student) to the total strength of Postgraduate students of all three batches or all three years of all Postgraduate specialties or programmes of the Siddha Postgraduate teaching institution; (c) Postgraduate seminar halls shall be Information Communication Technology (ICT) enabled with suitable seating arrangements. (3) Central Library.- (a) Additional seating arrangements as per the Postgraduate student intake capacity (1:2, one seat for every two Postgraduate students of yearly intake capacity) shall be provided in central library; (b) in addition to total number of books for undergraduate programme, a minimum of two hundred additional books for each Postgraduate department or programme shall be made available; these additional books shall be specific to the Postgraduate department or programme or specialty and shall be kept in separate shelves; there shall be at least ten per cent. of yearly addition of books; (c) in addition to the journals specified for undergraduate programme, a minimum of four indexed journals specific to the Postgraduate programme or specialty shall be made available in the central library. (4) Departmental Library.- (a) A minimum of one hundred books shall be made available for each Postgraduate departmental library; (b) a Postgraduate department with multiple Postgraduate programmes shall maintain minimum one hundred books for each Postgraduate programme or specialty. (5) Digital Library.- (a) Additional computer systems for Postgraduate students in the ratio of 1:5, i.e., one system for five Postgraduate students, in respect of the total annual student intake capacity of all Postgraduate programmes shall be provided; (b) software or programmes such as Grammarly, plagiarism check, statistical programs, citation or bibliography maker or generator etc. shall be made available in the digital library. (6) (a) Common room for Postgraduate students with accommodation capacity of minimum twenty per cent. of total annual intake capacity (for male and female students separately) of all Postgraduate programmes with adequate space, furniture and attached toilet facilities shall be provided; (b) toilets for female Postgraduate students shall be provided with the facilities of sanitary napkin dispensers and incinerator. (7) Clinical Skill or Simulation Laboratory.- The department (Maruthuvam, Varmam Puramaruthuvam and Sirappu Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam, Kuzhanthai Maruthuvam, Noi Naadal and Noi Mudhal Naadal and Sattam Saarntha Maruthuvamum Nanju Maruthuvamum) in which Postgraduate programme is conducted, shall maintain department specific manikins, simulators, and devices additionally as per the Sixth Schedule of these regulations in addition to the department specific simulators or manikins as per the Fourteenth Schedule specified in the NCISM-UG MES Regulations, 2024 for Postgraduate teaching and training. 9. Requirement of Number of Beds, Patient Attendance and Bed Occupancy.––(1) In addition to the number of beds specified for each In-Patient Department mentioned in the NCISM-UG MES Regulations, 2024 for undergraduate training in accordance with student intake capacity, the concerned Postgraduate department [i.e. Maruthuvam, Varmam Puramaruthuvam and Sirappumaruthuvam (Varma Maruthuvam and Pura Maruthuvam separately), Kuzhanthai Maruthuvam, Nanju Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam, and Thol Maruthuvam] shall maintain additional beds in respect of student-bed ratio of 1:4. (2) The minimum annual average bed occupancy in the In-Patient Department of the concerned department [i.e. Maruthuvam, Varmam Puramaruthuvam and Sirappumaruthuvam, Kuzhanthai Maruthuvam, Nanju Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam, and Thol Maruthuvam] in which a Postgraduate programme is conducted, during the last one calendar year (365 days and 366 days in case of a leap year) shall not be less than sixty per cent. In the In-Patient Departments in which a Postgraduate programme is not conducted during the last one calendar year (365 days and 366 days in case of a leap year) shall not be less than forty per cent. (3) The hospital shall maintain the average out-patient attendance in accordance with student intake capacity as per the NCISM-UG MES Regulations, 2024, however, (a) the minimum out-patient attendance in the Postgraduate Out-Patient Department in Maruthuvam, Varma Maruthuvam, Pura Maruthuvam, Kuzhanthai Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam (Surgery including Ophthalmology, E.N.T, Dentistry and Dermatology), Sool and Magalir Maruthuvam, and Thol Maruthuvam during the last one calendar year (300 days) shall not be less than sixty patients per day; (b) the minimum out-patient attendance in the Postgraduate Out-Patient Department in Nanju Maruthuvam during the last one calendar year (300 days) shall not be less than thirty patients per day; (c) the minimum out-patient attendance in the Postgraduate Out-Patient Department in Siddhar Yoga Maruthuvam during the last one calendar year (300 days) shall not be less than fifty patients per day; (d) the minimum daily average out-patient attendance in the Postgraduate Out-Patient Department in Noi Anugavidhi Maruthuvam during the last one calendar year (300 days) shall not be less than fifty persons or subjects per day. 10. Minimum Essential Requirement of Human Resources.- (1) Teaching staff.- (a) (i) There shall be minimum of one Professor, one associate Professor or reader and one assistant Professor or lecturer for each Postgraduate department or programme or specialty except for the department of Integrative Health and Translational Research and the requirement of teaching staff in Postgraduate department shall be as per Table below to the clause (h); (ii) Professor cum Head of the Department may be common for both undergraduate and Postgraduate department of the concerned subject, provided the Professor shall be possessing Postgraduate degree in the concerned subject. In case if the Professor of undergraduate department is not possessing Postgraduate degree in concerned subject, an additional Professor with Postgraduate qualification and experience as provided in these regulations shall be required for Postgraduate speciality or programme; (iii) associate Professor or reader, assistant Professor or lecturer shall be exclusive for Postgraduate department in addition to the teaching staff provided for the concerned undergraduate department as laid down in the NCISM-UG MES Regulations, 2024; (iv) in the event of the availability of more than one Professor in a department, the position of head of the department shall be given to each Professor for a period of three years on a rotation basis; (v) duplication of the faculties between the undergraduate department and the Postgraduate department of the concerned subject shall not be accepted in any case; (b) multiple Postgraduate programmes under the same department.- each Postgraduate degree programme of Varma Maruthuvam, Pura Maruthuvam and Siddhar Yoga Maruthuvam under the same department of Varmam, Puramaruthuvam and Sirappumaruthuvam shall have one Associate Professor or Reader, one Assistant Professor or Lecturer additionally in addition to the teaching staff specified for the concerned undergraduate department of Varmam, Puramaruthuvam and Sirappumaruthuvam in the NCISM-UG MES Regulations, 2024: Provided that the Professor cum Head of the Department may be the common for both undergraduate and above-mentioned three Postgraduate degree programmes in the department of Varmam, Puramaruthuvam and Sirappumaruthuvam, provided the Professor shall be possessing Postgraduate degree in the concerned subject. In case, if the Professor of undergraduate department is not possessing Postgraduate degree in the concerned subject, an additional Professor with Postgraduate qualification and experience as provided in these regulations shall be required for Postgraduate department. He or she shall be eligible to have only three Postgraduate students every year as per the student-guide ratio in any one of the specialties in the department; for other Postgraduate programmes or specialties in the same department, the institution may have an additional Professor to admit the students as per the student-guide ratio as mentioned in these regulations; (c) in such multiple Postgraduate programmes in the same department as mentioned in clause (b) the duplication of teaching staff between Postgraduate programmes under the same department and duplication of the faculties between the undergraduate department and the Postgraduate department of the same subject shall not be accepted in any case; (d) the Postgraduate department of Thol Maruthuvam shall have minimum one Professor, one Associate Professor or Reader and one Assistant Professor or Lecturer exclusively since the department does not have department at undergraduate level; (e) the qualification and experience of teaching staff shall be as per regulation 32 in these regulations; (f) (i) the Department of Integrative Health and Translational Research, shall have one Professor on a full-time, regular basis as shown in Table below to clause (h) and ones’ qualification and experience shall be as per sub-clause (i) of clause (g) of sub-regulation (2) of regulation 32 specified in these regulations; (ii) the department shall have additional teaching staff in the subjects of biochemistry, pharmacology, microbiology, medicinal botany or botany and public health on a full-time, regular basis as shown in Table below to clause (h) and whose qualifications, experience and promotion shall be as per sub-clause (ii) of clause (g) of sub-regulation (2) of regulation 32 specified in these regulations; (iii) one biostatistician shall be appointed on full-time or part-time basis in the Department of Integrative Health and Translational Research as shown in Table below to clause (h) and the qualification shall be as per sub-clause (iii) of clause (g) of sub-regulation (2) of regulation 32 specified in these regulations; (g) in the event of the availability of more than one Professor in a department, the position of head of the department shall be given to each Professor for three years on a rotation basis; (h) part-time teachers shall attend a minimum of thirty hours per month with at least four hours per visit, preferably on fixed days. There shall be a minimum of five Assistant Professors in the Department of Integrative Health and Translational Research (each one from Biochemistry, Microbiology, Medicinal Botany or Botany, Pharmacology and Public Health) as teaching faculties as full-time, regular basis. 5. The department of Integrative Health and Translational Research shall have one biostatistician on a full-time or part-time basis. 6. Professor of Practice shall be appointed in each Postgraduate department or specialty or programme as per clause (a) and (b) of sub-regulation (2) of regulation 4 and the qualification shall be as per the Seventh Schedule, and they shall not be provided with teacher’s code by the Medical Assessment and Rating Board of Indian System of Medicine. (2) Non-Teaching including Technical and Other Staff: (a) each institution shall provide non-teaching staff additionally in the concerned department in which Postgraduate programmes are conducted as shown in Table below to clause (c); (b) their qualification and experience for non-teaching staff shall be as per the Sixth Schedule of the NCISM-UG MES Regulations, 2024; (c) the minimum requirement of staff for department of Integrative Health and Translational Research, Central Research Laboratory, Animal Experimentation Laboratory and Animal House, Clinical Research Cell, Internal Quality Assurance Cell shall be as per the below Table. Skilled professionals trained by any of the skill development agency under the Ministry of Skill Development and Entrepreneurship shall be given preference to the extent of availability while appointing the non-teaching staff. (3) Clinical Zone.- (a) each standalone Postgraduate institution shall have attached hospital having minimum sixty in-patient beds (sixty bedded hospital), and the hospital (clinical zone) shall be divided into seven zones, namely,- (i) Reception and Registration Zone; (ii) Out-patient Department Zone; (iii) Diagnostic Zone; (iv) In-Patient Department Zone; (v) Procedural Management Zone; (vi) Administrative Zone; (vii) Services Zone; (b) each zone as mentioned in clause (a) under clinical zone shall have the ancillary sections or units or facilities and shall fulfil all the minimum essential standards in terms of infrastructure, human resources and functionality, facilities including equipment, instruments and the like as provided for sixty bedded hospital (sixty students intake capacity) in the NCISM-UG MES Regulations, 2024. (c) in addition to the facilities available in the hospital as mentioned in clauses (a) and (b), the following department-wise minimum essential standards requirements shall be made available in the departments in which Postgraduate programmes are being conducted, namely,- (i) the Postgraduate Department of Sattam Saarntha Maruthuvamum Nanju Maruthuvamum (Forensic Medicine and Toxicology) shall have an exclusive Out-Patient Department (Nanju Maruthuvam-Clinical Toxicology) for Postgraduate teachers and Postgraduate students with minimum of thirty patients per day and additional In-Patient Department beds in the student bed ratio of 1:4 (i.e., four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be provided. Average bed occupancy shall not be less than sixty per cent. in Nanju Maruthuvamum In-Patient Department. The minimum area required for Nanju Maruthuvam (Clinical Toxicology) Out-Patient Department shall be twenty-five square meters. (ii) the Postgraduate Department of Noi Anugavidhi including Research Methodology and Medical Statistics (Principles and Disciplines of Disease Prevention and Public Health) shall have an exclusive Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of fifty persons attending the Out-Patient Department per day. Facilities to administer rejuvenation procedures and physiotherapy to normal individuals with day care facility shall be made available for this department; The minimum area required for Noi Anugavidhi Maruthuvam (Siddha Dietetics, Lifestyle Management, Preventive Medicine and Public Health) Out-Patient Department shall be twenty-five square meters. (iii) the Postgraduate Department of Maruthuvam (Medicine) shall have an exclusive Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day and additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e., four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be provided. Average bed occupancy shall not be less than sixty per cent. in Maruthuvam In-Patient Department; The minimum area required for Maruthuvam (Medicine) Out-Patient Department shall be twenty-five square meters. (iv) the Postgraduate Department of Varmam, Puramaruthuvam and Sirappumaruthuvam (Varmam, External Therapy and Special Medicine) shall have an exclusive three Out-Patient Departments for Postgraduate teachers and Postgraduate students, one each for Varma Maruthuvam (attached with minor therapy or procedure room), Pura Maruthuvam (attached with minor therapy or procedure room), and Siddhar Yoga Maruthuvam (attached with minor yoga room) respectively with minimum of sixty patients per day separately and additional In-Patient Department beds for Varma Maruthuvam and Pura Maruthuvam Postgraduate programme separately in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Varma maruthuvam, Pura Maruthuvam and Sirappumaruthuvam In-Patient Department. Fully established physiotherapy facility in the hospital shall be extended to this department. No In-Patient Department beds for Siddhar yoga Maruthuvam Postgraduate degree programme; The minimum area required for out-patient department of Varma Maruthuvam (Varma Medicine) attached with minor therapy or procedure room, Pura Maruthuvam (External Medicine) attached with minor therapy or procedure room and Siddhar Yoga Maruthuvam (Siddhar Yogic Science) attached with minor yoga room shall be fifty square metres each. (v) the Postgraduate Department of Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam (Surgery including Ophthalmology, E.N.T, Dentistry and Dermatology) shall have an exclusive Out-Patient Department (attached with minor procedure room) for Postgraduate teachers and Postgraduate students, provided with advanced diagnostic facilities with minimum of sixty patients per day and additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam In-Patient Department; The minimum area required for Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam (Surgery including Ophthalmology, E.N.T, Dentistry and Dermatology) Out-Patient Department attached with minor procedure room shall be fifty square meters. The Postgraduate department in the hospital shall attend the cases of Kan, Kathu, Mookku, Thondai and Pal but not Thol or Skin (Dermatology) related clinical conditions, if the institution is conducting Postgraduate programme in Thol Maruthuvam. (vi) the Postgraduate Department of Sool and Magalir Maruthuvam (Obstetrics and Gynaecology) shall have an exclusive Out-Patient Department (attached with examination cum procedure room) for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day, and an exclusive Operation Theatre for Sool and Magalir Maruthuvam to carry out Sool and Magalir Maruthuvam related surgeries. Additional In-Patient Department beds in the student-bed ratio of 1:4 (i.e. four beds for one student) shall be made available. Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be provided. Average bed occupancy shall not be less than sixty per cent. in Sool and Magalir Maruthuvam In-Patient Department; A minimum of ten deliveries per month shall be conducted in Labour room; The minimum area required for the Sool and Magalir Maruthuvam (Obstetrics and Gynaecology) Out-Patient Department attached with examination cum procedure room shall be fifty square meters. (vii) (A) the Postgraduate Department of Kuzhanthai Maruthuvam (Paediatrics) shall have an exclusive Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day and additional In-Patient Department beds in the student bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Kuzhanthai Maruthuvam In-Patient Department; Immunisation providing facility shall be made available in this department; The minimum area required for Kuzhanthai Maruthuvam (Paediatrics) Out-Patient Department shall be twenty-five square meters; (B) the instruments and equipment required for Kuzhanthai Maruthuvam out-patient department, demarcated area for breast feeding, neonatal intensive care unit with minimum space and facilities, school adoption, child development clinic with minimum space and facilities shall be as per items (b), (c), (d) and item (e) of clause (xiii) of regulation 7 in these regulations. (viii) Postgraduate Department of Thol Maruthuvam (Dermatology) shall have an Out-Patient Department for Postgraduate teachers and Postgraduate students with minimum of sixty patients per day and separate In-Patient Department with number of beds in the student-bed ratio of 1:4 (i.e. four beds for one student). Seating arrangement in the ward and accommodation for night duty Postgraduate students shall be made available. Average bed occupancy shall not be less than sixty per cent. in Thol Maruthuvam In-Patient Department; The minimum area required for Thol Maruthuvam (Dermatology) Out-Patient Department shall be twenty-five square meters; (ix) (A) in case of Postgraduate degree programme in the Department of Noi Naadal and Noi Mudhal Naadal (Pathology), the Postgraduate students may utilise or collaborate with Out-Patient Departments, In-Patient Departments and Diagnostic zone of the hospital for their training in Siddha diagnosis, diagnostics and dissertation or research work; (B) the head of the department of Noi Naadal and Noi Mudhal Naadal or a faculty member from the department of Noi Naadal and Noi Mudhal Naadal designated by the head of the institution shall be authorised to sign, authenticate and interpret diagnostic investigations or tests to the extent of teaching and training in terms of Siddha principles; (x) the Postgraduate students of Postgraduate degree programme in Siddhar Yoga Maruthuvam under Varmam, Puramaruthuvam and Sirappumaruthuvam department, may utilise or collaborate with Out-Patient Departments, In-Patient Departments and Yoga section of the hospital for their training and dissertation or research work; (xi) the Postgraduate students of Postgraduate degree programme in Noi Anugavidhi Maruthuvam may utilise or collaborate with Out-Patient Departments, In-Patient Departments, Yoga section, and Physiotherapy section of the hospital for their training, survey and dissertation or research work; (xii) The hospital may have a mortuary with cold storage to keep or preserve dead bodies or may have a memorandum of understanding with medical establishments that have mortuary facility and the staff for the mortuary may be outsourced. (xiii) There shall be a Clinical Research Cell in the hospital and the minimum essential requirement of space, facilities and function shall be as per clause (xix) of regulation 7 and human resources as per Table provided below to sub-clause (vii), clause (u), sub-regulation (2) of regulation 14. (d) Requirement of Number of Beds, Patient Attendance and Bed Occupancy.- (i) in addition to the number of beds specified for each In-Patient Department in the NCISM-UG MES Regulations, 2024 for sixty bedded hospital (i.e. mentioned for sixty student intake capacity), the concerned Postgraduate department [i.e. Maruthuvam, Varmam Puramaruthuvam and Sirappumaruthuvam (Varma Maruthuvam and Pura Maruthuvam separately), Kuzhanthai Maruthuvam, Nanju Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam, and Thol Maruthuvam] conducting Postgraduate programme shall maintain additional beds in respect of students-bed ratio of 1:4; (ii) generally, the daily average attendance of patients in the Out-Patient Departments of the sixty bedded hospital during the last one calendar year (300 days) shall be a minimum of one hundred and twenty patients per day; however, (A) the minimum out-patient attendance in the Postgraduate Out-Patient Department in Maruthuvam, Varma Maruthuvam, Pura Maruthuvam, Kuzhanthai Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam and Thol Maruthuvam as applicable during the last one calendar year (300 days) shall not be less than sixty patients per day; (B) the minimum out-patient attendance in the Postgraduate Out-Patient Department in Nanju Maruthuvam during the last one calendar year (300 days) shall not be less than thirty patients per day; (C) the minimum out-patient attendance in the Postgraduate Out-Patient Department in Siddhar Yoga Maruthuvam during the last one calendar year (300 days) shall not be less than fifty patients per day; (D) the minimum daily average out-patient attendance in the Postgraduate Out-Patient Department in Noi Anugavidhi Maruthuvam during the last one calendar year (300 days) shall not be less than fifty persons per day; (iii) the minimum annual average bed occupancy in the In-Patient Department of the concerned department (i.e. Maruthuvam, Varmam Puramaruthuvam and Sirappumaruthuvam, Kuzhanthai Maruthuvam, Nanju Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam, and Thol Maruthuvam) in which a Postgraduate programme is conducted, during the last one calendar year (365 days and 366 days in case of a leap year) shall not be less than sixty percent. In the In-Patient Departments in which a Postgraduate programme is not conducted, during the last one calendar year (365 days and 366 days in case of a leap year) shall not be less than forty per cent; (e) Requirements of Hospital Staff for Postgraduate Programme.- (i) teaching hospital in standalone Postgraduate institutions shall maintain hospital staff as shown in Table below to sub-clause (iii) in addition to the hospital staff mentioned for sixty bedded hospital (sixty student intake capacity) in NCISM-UG MES Regulations, 2024, (ii) the teaching faculties of Postgraduate programme shall be the consultants of the out-patient department and in-patient departments of the concerned Postgraduate department or specialty or programme; (iii) however, there shall be minimum one consultant in the cadre of Professor or Associate Professor or Assistant Professor in each Department [i.e. Maruthuvam, Varmam Puramaruthuvam and Sirappumaruthuvam, Kuzhanthai Maruthuvam, Nanju Maruthuvam, Aruvai including Kan, Kathu, Mookku, Thondai, Pal and Thol Maruthuvam, Sool and Magalir Maruthuvam, Noi Anugavidhi Maruthuvam and Thol Maruthuvam] in which the Postgraduate degree programme is not conducted. He or she shall be a Postgraduate in the concerned subject and provided with unique teachers code and the year of experience shall be counted as teaching experience by the MARBISM as per sub-regulation (7) of regulation 32 in these regulations. Postgraduate students may be appointed as clinical registrar or senior resident or resident doctor, provided the students shall be paid stipend or salary. 5. Security guards, electrician, plumber, sanitation workers, washer man, gardener, driver, housekeeping staff, cook, maintenance staff, multipurpose worker, if additionally needed, may be obtained by out-sourcing. 6. Skilled professionals trained by any of the skill development agency under the Ministry of Skill Development and Entrepreneurship shall be given preference to the extent of availability while appointing the hospital staff. (4) Experimentation Zone: This zone shall accommodate the following:- (a) Central Research Laboratory: (i) every standalone Postgraduate institution shall have a Central Research Laboratory with advance research facilities as per the Third Schedule for carrying out various research experiments by Postgraduate students as well as teaching faculty; (ii) a faculty member of any department well-versed with laboratory and analytical equipment shall be the in-charge of central research laboratory; (iii) it shall function under the Department of Integrative Health and Translational Research and the Professor cum Head of the Department of Integrative Health and Translational Research shall be the head of Central Research Laboratory; (iv) the minimum area required for Central Research Laboratory shall be one hundred and fifty square metres; (b) Quality Testing Laboratory: (i) an advanced Quality Testing Laboratory shall be made available in case of Postgraduate programme in Gunapadam Marunthiyal and Gunapadam Marunthakaviyal; (ii) this laboratory shall fulfil the infrastructure, facilities, equipment, instruments, etc specified under ‘B’ of the Tenth Schedule of the NCISM-UG MES Regulations, 2024 along with the instruments and equipment as mentioned in the Fifth Schedule of these regulations for Postgraduate teaching, training and research; (iii) It shall function under the Department of Integrative Health and Translational Research and the Professor cum Head of the Department of Integrative Health and Translational Research shall be the head of Quality Testing Laboratory; (iv) a teaching faculty member of Gunapadam Marunthiyal or Gunapadam Marunthakaviyal nominated by head of the institution shall be in-charge of quality testing laboratory. (v) the minimum area required for quality testing laboratory shall be one hundred square metres; (c) Approved Animal House and Animal Experimentation Laboratory: (i) it shall be made available in case of Postgraduate degree programme in the department of Gunapadam Marunthiyal, Gunapadam Marunthakaviyal, Sattam Saarntha Maruthuvamum Nanju Maruthuvamum and Siddha Maruthuva Moolathathuvam; (ii) It shall have proper permission from concerned authorities, adequate infrastructure, facilities as per the Fourth Schedule; (iii) faculty member of department of Gunapadam Marunthiyal or Gunapadam Marunthakaviyal or Sattam Saarntha Maruthuvamum Nanju Maruthuvamum or Siddha Maruthuva Moolathathuvam shall be the in-charge of animal house and animal experimentation laboratory; (iv) Animal House and Animal Experimentation Laboratory shall function under the Department of Integrative Health and Translational Research and the Professor cum Head of the Department of Integrative Health and Translational Research shall be the head of Animal House and Animal Experimentation Laboratory; (v) The minimum area required for animal house and animal experimentation laboratory shall be two hundred and fifty square metres; (d) the central research laboratory, quality testing laboratory, Animal Experimentation Laboratory and Animal House shall be provided with human resources as per the Table provided below to sub-clause (vii), clause (u), sub-regulation (2) of regulation 14. 15. However, the constitution of committees and functions of various units or cells mentioned in these regulations shall be started within a month. 2. All other new standards or additions or expansions in terms of infrastructure, human resources and functionality prescribed in this regulation for Postgraduate education, teaching, training, and research (as applicable) shall be fulfilled. 3. All other new standards or additions or expansions specified for campus, college, hospital in the NCISM-UG MES Regulations, 2024 in accordance with student intake capacity shall be fulfilled as per the timeline provided in the said regulations including building infrastructure. (2) The timeline mentioned in sub-regulation (1) is the maximum and no relaxation shall be given thereafter. CHAPTER-VI INSPECTION OR VISITATION OR ASSESSMENT 16. Inspection or visitation or assessment.–– (1) The suo-moto inspection, visitation, or assessment of fully established existing Postgraduate departments in Postgraduate institutions where undergraduate course is in existence and standalone Postgraduate medical institutions shall be carried out by the MARBISM every year under section 28 of the Act. (2) In the case of Postgraduate institutions where an undergraduate course is in existence, the inspection, visitation, or assessment shall be carried out for undergraduate institution and Postgraduate departments either simultaneously or separately at different time having exclusive visitors or inspectors or assessors for Postgraduate departments. (3) Fully established Postgraduate departments in undergraduate colleges and standalone Postgraduate institutions shall be inspected, visited, or assessed individually by the MARBISM, that is, department-wise inspection or visitation. (4) The fully established Postgraduate departments or Postgraduate specialties and multiple programmes under the same department shall be categorised into two categories, namely:- (a) Postgraduate departments or specialties under the ‘Extended Permission’ category, and (b) Postgraduate departments or specialties under the ‘Yearly Permission’ category, based on the criteria mentioned in these regulations. (5) (a) The fully established Postgraduate department or specialty under section 28 of the Act that has been permitted by the MARBISM consecutively for the preceding or previous three years shall be considered as the Postgraduate department or specialty under the "Extended Permission’ category by the MARBISM; (b) the provision of extended permission status shall not be applicable for the Postgraduate departments or specialties under the following conditions, if,- (i) the Postgraduate department or specialty acted upon by the MARBISM under the provisions mentioned in clause (f), sub-section (1) of section 28 of the Act; (ii) there are any pending legal issues or disciplinary actions against the Postgraduate department, specialty, or institution; (iii) the college or institution violated the provisions of regulations on admission of Postgraduate students as specified in these regulations and violated the counselling and admission guidelines issued by the National Commission for Indian System of Medicine from time to time; (iv) if the Postgraduate departments are under section 29 of the Act; however, in case of multiple Postgraduate programmes in a single department, except the Postgraduate programme under section 29 of the Act, the other fully established Postgraduate programme that is already in extended category shall be continued in extended permission status unless otherwise specified by the MARBISM; (v) the institution that has not deposited the annual inspection or visitation fee for the year of extended permission in the official bank account of the commission. (6) The Postgraduate department or specialty under the category of extended permission is eligible to participate in the counselling process and admit students every year as per the sanctioned student intake capacity without obtaining permission from the MARBISM unless otherwise denied or specified or communicated by the MARBISM. (7) (a) Fully established Postgraduate departments or specialties under section 28 of the Act that are not fulfilling the criteria specified in sub-regulation (5) shall be categorised under the "Yearly Permission’ category by the MARBISM; (b) the Postgraduate department or specialty of Postgraduate medical institutions under the "yearly permission” category shall participate in counselling process and admit students every year only after receiving permission for admission from the MARBISM. (8) (a) Inspection, visitation, or assessment carried out by the MARBISM shall be for continuation of extended permission or granting of yearly permission for admitting students or for taking such measures under the provisions mentioned in clause (f), sub-section (1) of section 28 of the Act; (b) all the medical institutions, irrespective of category, either extended permission or yearly permission, shall keep uploading real time data or periodical data or information or documents on the National Commission for Indian System of Medicine online portal in the format specified by the MARBISM; (c) all the institutions irrespective of category, either extended permission or yearly permission, shall deposit the annual inspection or visitation fee of one lakh per Postgraduate programme plus digitization fee of rupees fifty thousand per Postgraduate programme along with applicable taxes within the time period through online payment mode (National Electronic Fund Transfer or Real Time Gross Settlement) to the official bank account of the commission in favour of National Commission Fund for Indian System of Medicine; (d) for the Postgraduate departments or specialties categorised under the ‘Extended Permission’ category by the MARBISM, the institution shall submit an affidavit (as per the format and period of submission specified by the MARBISM) stating full compliance with all minimum essential standards mentioned in these regulations; (e) The MARBISM shall conduct suo-moto inspection, visitation, or assessment in the manner and mode as specified by the MARBISM every year at any time during the academic year to assess the fulfilment of the minimum essential standards by the department, or specialty, and institution as specified in these regulations; (f) the period of assessment shall be twelve months preceding the month of visitation, inspection, or assessment; the data disclosed by the institute for the said twelve-month period shall be taken up for the assessment; (g) after assessment, the MARBISM shall communicate the decision of the assessment, inspection, or visitation to the institutions having Postgraduate departments or specialties under the "Yearly Permission” category, ordinarily sixty days before the commencement of counselling for admission every year; (h) if the Postgraduate department or specialty under the extended permission category did not receive any communication ordinarily sixty days before the commencement of counselling by AYUSH Admissions Central Counselling Committee for admission for that particular academic year, then it is presumed that the Postgraduate department or specialty holds its status of extended permission for that particular academic session and shall be allowed to participate in counselling and admission processes as per the provisions of the relevant regulations; (i) (i) during the process of assessment or visitation or inspection, any deficiency is found either in the documents or in the data or in the fulfilment of minimum essential standards or in the functionality of Postgraduate department or specialty of the Postgraduate institutions under the ‘Extended Permission" category and based on this, if MARBISM initiates any action due to non-fulfilment of minimum essential standards as per the clause (f), sub-section (1) of section 28 of the Act, such decision shall be communicated by the MARBISM to the respective college or institution ordinarily sixty days before the commencement of counselling for admission by AYUSH Admissions Central Counselling Committee; (ii) in such case, the extended permission status shall stand withdrawn for such Postgraduate department or specialty, and all rules and regulations related to the ‘Yearly Permission’ category shall be applicable; such institutions may again attain ‘Extended Permission’ status only after fulfilling the conditions specified in sub-regulation (5); (j) in case of any complaint, the MARBISM shall have the power to re-visit the Institutions, or conduct inspection, or visitation or assessment at any time and any number of times in the year; (k) the institutions seeking permission not to admit students for three consecutive academic sessions or the Postgraduate department, specialty, or institution that has been denied permission to admit students consecutively for three academic sessions by the MARBISM, shall be treated as deemed to be closed and the MARBISM shall recommend the closure of such Postgraduate department, specialty or institutions to the commission; if such institution or Postgraduate department would like to restart, it shall undergo the process of new establishment under section 29 of the Act; (l) (i) the provision to “rectify the defects” shall not be applicable to the existing fully established Institutions or Postgraduate departments or specialties; (ii) as these are the minimum essential standards, no chance to “rectify the defects” shall be given to the fully established existing medical institutions or Postgraduate departments under section 28 of the Act; (iii) before issuing the order of denial of permission or reduction of seats, and the like., an opportunity for hearing shall be given to such medical institutions by the MARBISM; (m) in case, aggrieved by the decision of the MARBISM, the institute may prefer an appeal to the Commission against such decision within thirty days of the communication of such decision by the MARBISM as per sub-section (3) of section 24 of the Act; before taking any decision, appellant institution may be provided an opportunity of hearing by the adjudicating authority of the commission. CHAPTER-VII MINIMUM STANDARDS OF EDUCATION OF POSTGRADUATE DEGREE PROGRAMME [DOCTOR OF MEDICINE (M.D.) AND MASTER OF SURGERY (M.S.)] 17. General considerations.––Postgraduate degree programmes (Doctor of Medicine-M.D. and Master of Surgery-M.S.) are aimed at producing specialists, teachers, researchers, scientists, entrepreneurs with the focus and competencies of the respective Postgraduate programme as under namely,- (1) Siddha Maruthuva Adippadai Ariviyal (Basic Principles of Siddha Medicine):–– (a) ability to understand Siddha basic principles and Siddhars theories or concepts or commentaries including ninety-six thathwas, epistemology, metaphysics, eternal entities etc., and its applications; (b) proficient to establish Siddha basic principles and generate proof on the contemporary scientific lines; (c) ability to understand different commentaries of ancient Siddha literatures and apply them appropriately to an understanding of basic principles; (d) proficient to develop Siddha research protocol; (e) competent to read ancient manuscripts including palm leaf manuscripts, understand and define the literary meaning of terminologies, and describe the contents; (f) ability to write and justify the scientific and applied aspects of basic principles for proper understanding and applications; and (g) the Postgraduate degree holder in Siddha Maruthuva Adippadai Ariviyal shall be the specialist in Siddha Basic Principles i.e. Critical appraisal of Siddha basic principles and its applications. (2) Udal Koorugal (Human Anatomy):- (a) understand appropriately the structure of the human body on contemporary lines and its applied aspects clinically; (b) capable to dissect the human body systematically; (c) competent to locate varma points in the human body and (d) ability to understand ezhu udalkattukal (saptha dhatu) in terms of tissues of the human body; (e) skilled to demonstrate surgical anatomy, applied anatomy in surgery, obstetrics and gynaecology; (f) analyse and justify the anatomical viewpoint of Siddha basics and concepts; wherever applicable; (g) ability for embalming the cadaver and preparation of organs and section of specimens for the anatomy museum; (h) show skills in the plastination of organs and specimens; (i) able to understand and demonstrate advanced anatomy aids like 3D anatomy virtual dissection table and e-dissection software; and (j) the Postgraduate degree holder in Udal Koorugal shall be the specialist in Udal Koorugal (i.e. Siddha Anatomist). (3) Udal Thathuvam (Human Physiology):- (a) ability to understand and demonstrate the physiological functions of the human body; (b) understand, assess, appraise and demonstrate the physiological entities of Siddha, such as ninety-six thathwas, three humoural theories, five elemental theory, five sheaths of the human body, seven physical constituents, fourteen natural urges, etc; (c) capable to understand and apply the knowledge of biochemistry, bioinformatics, and Siddha biology of the human body; (d) able to assess and demonstrate the characteristics of body constitution or temperament or Siddha genomics; (e) ability to conduct or demonstrate physiology tests or experiments; (f) able to correlate and translate Siddha physiology on contemporary scientific lines; and (g) the Postgraduate degree holder in Udal Thathuvam shall be the specialist in Udal Thathuvam (i.e. Siddha Physiologist). (4) Gunapadam Marunthiyal (Materia Medica, Pharmacology and Pharmacognosy):- (a) capable to identify and authenticate the raw materials of herbal, metal, mineral, and animal origin; (b) able to do the purification of raw drugs in a systematic way and explain it scientifically; (c) able to explicate the gunapadam (medicinal properties of Siddha drugs) in relevance to authenticated ancient Siddha literature and its scientific spirit; (d) understand and explain the marunthiyal (pharmacology) of Siddha drugs and explicate on contemporary lines; (e) ability to conduct or demonstrate phytochemical and pharmacognostic experiments; (f) ability to conduct and demonstrate pharmacological experiments, including animal studies; (g) skilled in identification of adulterants and substitutes; (h) ability to clear controversy and suggest substitute drugs; (i) able to define Siddha pharmacological properties of new herbs or new single drugs; (j) be able to do quality testing of raw drugs on traditional and scientific parameters; (k) acquire knowledge of tissue culture, bioinformatics, network pharmacology, stem cell experiments, etc., and other emerging areas related to Marunthiyal (Pharmacology); (l) able to perform drug standardisation studies; and (m) the Postgraduate degree holder in Gunapadam Marunthiyal shall be the specialist in Gunapadam Marunthiyal (i.e. Siddha Pharmacologist), specialised in Identification, Purification and Biological Actions of Raw Materials (Herbs, Metals, Minerals and Animal Sources). (5) Gunapadam Marunthakaviyal (Materia Medica, Pharmaceutics and Clinical Pharmacy):- (a) fundamental and applied knowledge in Marunthakaviyal in detail; (b) ability to understand drug processing methods in the light of chemistry and chemical technology; (c) ability to appraise authenticity of raw materials used in Siddha formulations; (d) ability to prepare Siddha classical medicines both internal and external; (e) achieve classical and contemporary knowledge on drug manufacturing, new dosage forms and new drug development; (f) ability to identify the need and areas of research in Marunthakaviyal; (g) become familiar with drug standardisation, quality testing, quality control, and quality assurance methods and related instruments or devices or equipment; (h) understanding and application of material and operational management, clinical pharmacy, and pharmacy practice; (i) accomplish knowledge of standard databases pertaining to drug and ability for preparation of drug dossier, familiar with drugs and cosmetics and relevant acts; (j) acquire knowledge of pharmacovigilance along with its need. Scope and objectives; (k) attain experience in dispensing pharmacy and clinical pharmacy; (l) ability to formulate and prepare new drugs or combinations; and (m) the Postgraduate degree holder in Gunapadam Marunthakaviyal shall be the specialist in Gunapadam Marunthakaviyal (i.e., Siddha Pharmaceutical Specialist), specialised in Siddha Pharmaceutics, Pharmaceuticals and Clinical pharmacy. (6) Noi Naadal (Pathology and Laboratory Diagnosis):- (a) ability to understand Siddha pathology and apply Siddha basic principles in the confirmation of clinical diagnosis and prognosis; (b) ability to understand basic pathology, systemic pathology, pathological process, pathophysiology and interpret or apply in Siddha perspective; (c) competent in Siddha diagnostic methods including envagai thervu, naadi parisothanai, manikkadai nool, etc; (d) able to assess and demonstrate the characteristics of body constitution or temperament and apply Siddha genomics; (e) able to translate the knowledge of Panchapatchi Sasthram and Maruthuva Jothidaviyal in the prediction of disease, diagnosis and prognosis; (f) ability to describe pathology through Siddha physiology, pathophysiology, Siddha biology, molecular biology, and Siddha genomics; (g) ability to carry-out appropriate investigations, haematological, pathological, biochemical, microbiological, imaging techniques, histopathology and the like for confirmation of clinical diagnosis; (h) ability to interpret the results in terms of Siddha principles; (i) Postgraduates of Noi Naadal are authorised to sign and authenticate diagnostic investigations or tests to the extent of teaching and training; (j) Postgraduate of Noi Naadal are authorised to establish and manage diagnostic laboratory with diagnostic facilities to the extent of teaching and training; and (k) the Postgraduate degree holder in Noi Naadal shall be the specialist in Noi Naadal (i.e., Siddha Pathologist), specialised in Pathology and Laboratory Diagnosis. (7) Nanju Maruthuvamum (Clinical Toxicology):- (a) ability to diagnose poisonous conditions, bites or stings and apply medical management; (b) ability to identify idumarunthu in the current context and suggest remedial measures; (c) be able to apply contemporary scientific knowledge to poisonous conditions in terms of diagnosis, emergency care and management; (d) become competent in the preparation of appropriate antidotes and removal of toxicity; (e) able to deal with medical jurisprudence; (f) able to conduct experimental studies on safety of Siddha formulations or drugs; (g) ability to deal with pharmacovigilance; (h) capable to deal with clinical conditions and their complications caused due to poisons; (i) able to do clinical research in speciality related conditions; and (j) the Postgraduate degree holder in Nanju Maruthuvam shall be the specialist in Nanju Maruthuvam (i.e. Siddha Clinical Toxicologist), specialised in Siddha Nanju Maruthuvam and Medical Jurisprudence. (8) Noi Anugavidhi Maruthuvam (Siddha Dietetics, Lifestyle management, Preventive Medicine and Public Health):- (a) able to advise lifestyle management based on Siddha principles in the context of restorative, promotive and preventive healthcare and explain on contemporary lines; (b) ability to advise on regular cleansing methods to maintain health and wellness; (c) be able to prescribe preventive medicines and preventive measures; (d) be able to develop research protocols for epidemiological research; (e) become an expert in Siddha dietetics, including Siddha nutrition, traditional food, functional food, and culinary medicine and able to interpret on contemporary lines; (f) acquire updated knowledge in the national health programme and related regulatory guidelines; (g) ability to conduct field surveys, health awareness programmes and inculcate public health measures; (h) capable to understand the needs and ways to ensure planetary health through Siddha; (i) able to manage with Siddha interventions in endemic, epidemic, and pandemic situations in a scientific way; and (j) the Postgraduate degree holder in Noi Anugavidhi Maruthuvam shall be the specialist in Noi Anugavidhi Maruthuvam (i.e. Siddha Dietetics, Lifestyle Management, Preventive Medicine and Public Health Specialist). (9) Pothu Maruthuvam (General Medicine):- (a) ability to diagnose the general cases clinically by applying Siddha diagnostic methods; (b) ability to interpret and correlate diagnostic investigational reports, arrive at diagnosis and treat the patient; (c) ability to provide treatment for general clinical conditions both acute and chronic; (d) skilled in deciding line of treatment for general clinical conditions; (e) skilled in determining dose and appropriate administration methods; (f) ability to apply the knowledge and experience of anatomy and physiology in diagnosis and treatment; (g) competent in prescribing dietary and lifestyle modifications in respect of affected disease and prescribed medicines; (h) ability to provide emergency medicine; (i) capable of conducting clinical research; and (j) the Postgraduate degree holder in Pothu Maruthuvam shall be the specialist in Pothu Maruthuvam (i.e. Siddha General Medicine Specialist). (10) Varma Maruthuvam (Varma Medicine):- (a) ability to identify disease conditions by applying anatomy knowledge, varma signs and symptomatology and provide appropriate for varma therapy; (b) ability to treat varmam disorders with Siddha varma treatment techniques including ilaaku murai, adangal murai etc., and explain scientifically; (c) able to integrate varmam treatment techniques with thokkanam and other external treatment procedures; (d) achieve skill in the management of muscular, neurological, rheumatological, traumatic conditions and sports injuries through varma manipulations; (e) proficient in palliative, pain management, rehabilitative management and improving quality of life through varma treatment measures or techniques; (f) be able to provide support in varmam related medical emergencies; (g) capable of doing clinical research in the area concerned; and (h) the Postgraduate degree holder in Varma Maruthuvam shall be the specialist in Varma Maruthuvam (i.e. Siddha Varmam Specialist). (11) Pura Maruthuvam (External Medicine):- (a) ability to identify clinical conditions appropriate for puramaruthuvam; (b) able to certify the fitness for undergoing external therapy procedures and cleansing therapies; (c) ability to select, plan and administer thirty-two types of external therapies including thokkanam and cleansing therapies suitable to the clinical conditions; (d) competent to manage complications of external therapy procedures; (e) able to integrate external medicine and internal medicine; (f) able to maintain the puramaruthuvam therapy section in the hospital systematically and manage human resources; (g) able to develop instruments, equipment, or procedures for puramaruthuvam; (h) ability to perform rejuvenation therapy, and rehabilitative management through puramaruthuvam; (i) capable of doing clinical research in the specialty related areas; (j) ability to prepare puramarunthugal; (k) ability to do puramaruthuvam for all age groups; and (l) the Postgraduate degree holder in Pura Maruthuvam shall be the specialist in Pura Maruthuvam (i.e. Siddha External Medicine or External Therapy Specialist). (12) Siddhar Yoga Maruthuvam (Siddhar Yogic Science):- (a) able to identify clinical conditions appropriate for yoga therapy and apply anatomical and physiological knowledge and experience yoga therapy; (b) ability to demonstrate and prescribe specific yoga for normal individuals to maintain health and wellness of body and mind; (c) able to advise yogam for rejuvenation, longevity, and well-being; (d) able to apply yogam for preventive, promotive, and restorative healthcare; (e) capable to educate and apply yogam for public health; (f) capable of collaborating with other specialists to integrate yoga and treatment; (g) competent to explain biological events connected with yogam on contemporary lines; (h) capable of doing clinical research in the area concerned with specialty; and (i) the Postgraduate degree holder in Siddhar Yoga Maruthuvam shall be the specialist in Siddhar Yoga Maruthuvam (i.e. Siddhar Yogic Science Specialist). (13) Siddhar Aruvai Maruthuvam (Siddha Surgery):- (a) ability to perform surgery in surgical conditions mentioned in the syllabus as per teaching and training received; (b) ability to diagnose surgical conditions, suggest and carry out necessary diagnostic tests specific to the specialty, and interpret the results of diagnostic tests; (c) ability to perform twenty-five types of Siddha surgical and para-surgical procedures under the three major categories of Aruvai, Agni, and Kaaram; (d) ability to perform diagnostic surgeries and manage surgical and para-surgical complications; (e) able to diagnose and manage kan, kathu, mookku, thondai, and pal noikal; (f) capable of maintaining the operation theatre appropriately; (g) skilled in pre-operative and post-operative cares; (h) ability to develop tools or instruments as per the current need to perform Siddha surgery; (i) capable of doing clinical research in the area concerned; and (j) the Postgraduate degree holder in Aruvai Maruthuvam shall be the specialist in Siddhar Aruvai Maruthuvam (i.e. Siddha Surgeon), specialised in Siddhar Aruvai Maruthuvam procedures pertaining to Ophthalmology, Ear-Nose-Throat, and Dentistry conditions. (14) Magalir and Sool Maruthuvam (Siddha Gynaecology and Obstetrics):- (a) ability to provide ante-natal, natal and post-natal care; (b) able to conduct deliveries and manage complications; (c) competent to diagnose gynaecological and obstetric conditions and provide treatment; (d) able to perform gynaecological and obstetric surgeries as per teaching and training and other therapeutic procedures related to the specialty; (e) ability to conduct diagnostic test pertaining to the specialty; (f) ability to prescribe conception and contraception measures as per teaching and training received; (g) able to prescribe medicines and measures to facilitate normal growth of the foetus and normal delivery; (h) capable of doing clinical research in the area concerned; and (i) the Postgraduate degree holder in Magalir and Sool Maruthuvam shall be the specialist in Magalir and Sool Maruthuvam (i.e. Siddha Gynaecologist and Obstetrician), specialised in the management of gynaecological and obstetrical conditions and related surgical procedures. (15) Kuzhanthai Maruthuvam (Paediatrics):- (a) ability to manage clinical conditions in general in children up to the age of eighteen years; (b) capable of understanding ‘normal child’; (c) ability in implementation of immunization schedule and Siddha immunity promoting measures; (d) ability to administer external medicine or therapy in children; (e) able to treat specially abled and special children; (f) capable of doing clinical research in the area concerned; (g) ability to conduct diagnostic test pertaining to the specialty; (h) proficient in prescribing diet for growing children based on Siddha principles; and (i) the Postgraduate degree holder in Kuzhanthai Maruthuvam shall be the specialist in Kuzhanthai Maruthuvam (i.e. Siddha Paediatrician). (16) Thol Maruthuvam (Dermatology):- (a) able to diagnose skin disorders through Siddha diagnostic methods and on contemporary lines; (b) ability to treat acute and chronic skin disorders; (c) capable to apply appropriate external treatment procedures or external medicines; (d) ability to conduct diagnostic test pertaining to the specialty; (e) capable of doing clinical research in the area concerned; (f) capable of developing remedial measures to manage new entities; (g) able to handle appropriate modern equipments and methods in diagnosis; (h) proficiency in prescribing or administering Siddha interventions for ageing and cosmetic related skin issues; and (i) the Postgraduate degree holder in Thol Maruthuvam shall be the specialist in Thol Maruthuvam (i.e. Siddha Dermatologist). Note: Only one student per year out of all Postgraduate programme conducted by the institution shall be allowed to select the dissertation topic in the thrust area of “Development of teaching methods, technology and tools”. 31. Stipend for Postgraduate Students.- For Postgraduate students belonging to the Central Government, State Government, and Union territory Institutions, the stipend shall be paid on par with other medical systems under the respective Governments, and there shall be no discrepancy between medical systems. 32. Qualifications and Experience of the Postgraduate Teaching Faculty.- (1) Essential qualification: (a) Possessing Postgraduate degree in Siddha in the concerned specialty or subject obtained from a recognised University, and included in second schedule of Indian Medicine Central Council Act, 1970 or recognised under section 35 of the National Commission for Indian System of Medicine Act, 2020; and a valid registration with concerned State Board or Council or a valid Central or National registration certificate issued by Board of Ethics and Registration for Indian System of Medicine, National Commission for Indian System of Medicine; however, the registration certificate is not applicable for the teachers of non-medical qualifications. (b) for Postgraduate degree courses as mentioned in the column two of Table below, Postgraduate degree in Siddha medicine obtained from a recognised University and included in second schedule of Indian Medicine Central Council Act, 1970 (48 of 1970) or recognised under section 35 of the Act of the related speciality as mentioned in column three shall be considered eligible for the appointment and this status shall be maintained until the availability of eligible teachers for teaching from the concerned specialty mentioned in column two. (2) Experience.-(a) (i) Qualification and experience for the post of head of the institution (Principal or Dean or Director) shall be the same qualification and experience prescribed for the post of Professor in these regulations with minimum three years of administrative experience (vice principal or head of the department or deputy medical superintendent or medical superintendent, etc.); (ii) he or she shall have been completed the orientation programme for the head of the institutions (Principal or Dean or Director) on ‘Educational Administration’ conducted by the National Commission for Indian System of Medicine within six months period from the date of joining as the head of the institution; (iii) the successful completion of the orientation programme on education administration within the timeline prescribed by the Commission from time to time is a mandatory requirement for holding the post of the head of the institution. Failing which, he or she shall not be considered for the post of head of the institution by the MARBISM. (b) for the post of Professor: (i) total teaching experience of ten years as regular teacher in concerned subject or five years of teaching experience as Associate Professor or Reader on regular basis in concerned subject; or (ii) total teaching experience of ten years as a regular teacher in Postgraduate teaching in the concerned subject, or five years of teaching experience in Postgraduate teaching as Associate Professor or Reader on regular basis in the concerned subject; or (iii) total ten years of research experience as full-time researcher after possessing Postgraduate degree qualification in the concerned subject on regular appointment in Research Council or Research Institutions of Central Government or State Government or Union Territory Administration or University or National institutes or National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited Laboratory having,- (A) qualified in the National Teachers Eligibility Test conducted by the National Commission for Indian System of Medicine; and (B) minimum five research papers published in indexed journals (indexed in UGC-CARE, PubMed, Web of Science, Science Citation Index, Scopus); or minimum three research papers published in indexed journals (indexed in UGC-CARE, PubMed, Web of Science, Science Citation Index, Scopus) and one published book or manual relevant to Siddha; or investigator for any major research project with a duration of the project three years and above as per the sanctioned letter. (c) for the post of Associate Professor: (i) total teaching experience of five years as regular teacher in the concerned subject; or (ii) total teaching experience of five years as regular teacher in Postgraduate teaching in the concerned subject; or (iii) total five years of research experience as full-time researcher after possessing Postgraduate degree qualification in the concerned subject on regular appointment in Research Council or Research Institutions of Central Government or State Government or Union Territory Administration or University or National Institutes or National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited Laboratory having,- (A) qualified in the National Teachers Eligibility Test conducted by the National Commission for Indian System of Medicine; and (B) minimum three research papers published in indexed journals (indexed in UGC-CARE, PubMed, Web of Science, Science Citation Index, Scopus); or minimum one research paper published in indexed journals (indexed in UGC-CARE, PubMed, Web of Science, Science Citation Index, Scopus) and one published book or manual relevant to Siddha; or investigator for any major research project (duration of the project three years and above as per the sanctioned letter); or investigator for minor research project (duration of the project less than three years as per the sanctioned letter). (d) for the post of Assistant Professor, no teaching experience is required; however, he or she shall have been qualified in the National Teachers Eligibility Test conducted by the National Commission for Indian System of Medicine. (e) the actual research experience acquired during a regular full-time Doctor of Philosophy programme from the date of joining to the date of submission of the thesis and not more than three years shall be considered as teaching experience and Ph.D seat allotment letter, proof of joining to full-time Ph.D programme and proof of submission of thesis to the University shall be considered as evidence in this regard. (f) one yoga teacher with the qualification and experience as mentioned in the National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Siddha Education) Regulations, 2022 shall be appointed in each standalone Postgraduate institution on a full-time basis. He or she shall work under the Department of Varmam, Puramaruthuvam and Sirappumaruthuvam in the hospital and shall not be issued a unique teachers code. (g) for the Department of Integrative Health and Translational Research: (i) one Professor with post graduate degree qualification in Siddha (Doctor of Medicine-M.D. or Master of Surgery-M.S.), preferably with doctoral degree (Ph.D.) with the experience as mentioned in clause (b) of sub-regulation (2) shall be appointed on full-time, regular basis and he or she shall be the head of the department. He shall be provided with unique teachers code by the MARBISM and he or she shall be eligible for the post of head of the institution. (ii) the Department of Integrative Health and Translational Research shall have teaching staff in the subjects of biochemistry, pharmacology, microbiology, medicinal botany or botany and public health shall be appointed on a full-time, regular basis, and whose qualifications, experience and promotion shall be as specified in the National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Siddha Education) Regulations, 2022. They shall be provided unique teachers code by the MARBISM, and they are not eligible to hold the post of head of the department or head of the institution (Principal or Dean or Director). (iii) one bio-statistician having qualification and experience as mentioned in the National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Siddha Education) Regulations, 2022 shall be appointed in the Department of Integrative Health and Translational Research on full-time or part-time basis and shall not be provided the unique teachers code by the MARBISM. (3) Temporary appointment or contractual appointments shall not be allowed. However, in case of Government institutions, contractual appointments may be allowed with following conditions, namely:–– (a) shall be a stop gap arrangement; (b) shall not be more than two years for a particular post in particular department; (c) shall have been qualified in National Teachers Eligibility Test. (4) (a) Every eligible teacher as per these regulations shall be provided unique teacher code by the MARBISM; (b) the procedure of obtaining unique teacher code and the details on withdrawal of unique teacher code shall be as per the provisions in the National Commission for Indian System of Medicine (Minimum Standards for Undergraduate Siddha Education) Regulations, 2022. (5) Age of superannuation of the teacher.- The age of superannuation of teachers shall be as per the order of the Central, State, or Union territory Administration, and retired teachers fulfilling the eligibility norms may be re-employed up to the age of sixty-five years as full-time regular teachers. (6) Attendance of teacher.- (a) each teacher shall have not less than seventy-five per cent. of attendance during the working days of every calendar year or assessment year as applicable; (b) the attendance of teaching staff shall be calculated in terms of “Teaching days” as specified in the NCISM-UG MES Regulations, 2024. Explanation.–– For the purposes of this clause, “teaching days” means the number of days a full-time regular teacher attended or performed duty in a twelve-month period, in the college and its teaching hospital wherein he or she has been appointed, based on the attendance system implemented by the commission. (7) The regulations on relieving and replacement of teaching staff, deputation of teaching staff and experience of consultants and teaching staff before issuing of Letter of Permission shall be as per the provisions mentioned in the NCISM-UG MES Regulations, 2024. (8) Qualifying National Teachers Eligibility Test conducted by the National Commission for Indian System of Medicine shall be the mandatory requirement for all eligible candidates, those who are entering into teaching profession in Siddha medical colleges or institutions for the first time irrespective of cadre. (9) Faculty Development and Training Programme: Each teaching faculty shall undergo for Medical Education Technology or Quality Improvement Programme once in three years, conducted by the National Commission for Indian System of Medicine. 33. Tuition Fee.- The tuition fee as laid down and fixed by the respective Fee Fixation Committee or Fee Regulatory Committee or Governing Committee constituted by the State government or Union territory administration or University shall be charged only for three years of course period and no tuition fee shall be charged for extended duration of the study in case of failing in examination or by any other reasons. 34. Course Commencement and Cut-off date of Admission.- (1) First year Postgraduate programme shall ordinarily starts from August of every year or and the cut-off date of admission in Postgraduate degree programme shall be ordinarily on the 31st July of each academic session or as specified by the National Commission for Indian System of Medicine from time to time. (2) Each institution shall conduct the academic activities or events as per the academic calendar specified in Table below. Date of Completion of Permission Process.- The process of grant or denial of permission to the Siddha institutions for taking admissions in Postgraduate course shall be completed by the MARBISM sixty days before the commencement of counselling conducted by Ayush Admissions Central Counselling Committee for admission of students in to Siddha Postgraduate degree programmes every year. CHAPTER VIII STARTING OF NEW POSTGRADUATE DEGREE PROGRAMMES (DOCTOR OF MEDICINE-M.D. OR MASTER OF SURGERY-M.S.), ESTABLISHMENT OF STANDALONE POSTGRADUATE INSTITUTION AND INCREASE IN STUDENT INTAKE CAPACITY IN EXISTING POSTGRADUATE PROGRAMMES 36.(1) No person shall start a new medical institution, start any Postgraduate course, or increase student intake capacity, seats, or admission capacity without obtaining permission from the MARBISM in response to an application submitted by the person or applicant in this regard. (2) The starting of new medical institutions, the starting of Postgraduate degree programmes and the increase in student intake capacity shall be as per section 29 of the Act. 37. General considerations.- (1) The last date for the receipt of applications for new schemes shall be displayed by the MARBISM on the National Commission for Indian System of Medicine website every year. (2) Applications submitted by a person (a University, society, trust, or any other body, but does not include the Central Government) online or offline as specified by the MARBISM shall be in the prescribed format annexed to these regulations (for establishing a new standalone Postgraduate medical institution in Siddha (Form-A), for starting a new Postgraduate programme (Form-B), and for increasing seats or student intake capacity or admission capacity (Form-C), along with the prescribed application fee and processing fee specified by the MARBISM in these regulations. (3) Incomplete applications shall not be accepted in any case. (4) There is no provision for withdrawal of applications after the last date. (5) In case of withdrawal of application before the last date, the application fee shall not be refunded. (6) Any document in the local language shall be submitted in a transcript of Hindi or English or in both languages; (7) It is understood that, before submission of the application, the applicant should have gone through and understood the Act, and the concerned regulations. 38. Pre-Requisites.- (1) An essentiality certificate or no objection certificate from the respective State government or Union territory administration shall be submitted at the time of application in the prescribed format annexed to these regulations for establishing a medical institution (Form-D), starting a new Postgraduate course or programme (Form-E), and increasing the seats or student intake capacity (Form-F). (2) The consent of affiliation from the respective University clearly mentioning the academic year or years of affiliation in the prescribed format (Form-G) annexed to these regulations shall be submitted for establishing a new medical institution, starting a new Postgraduate course, and increasing the seats or student intake capacity, as the case may be. (3) The radial distance between any two Siddha medical colleges run by the same trust, society, or University shall not be less than twenty-five kilometers. (4) (a) In the case of a standalone Postgraduate institution, at the time of submission of an application, proposal, or scheme, it shall have a fully functional sixty-bed Siddha hospital that has been completed for a minimum of twenty-four months (i.e., two years of functionality) of existence after establishment with proper registration; (b) the hospital shall have fulfilled all the minimum essential standards in terms of infrastructure, human resources, functionality, facilities, including equipment and instruments, etc. stated for the teaching hospital attached to the college or institution with sixty bedded hospital (sixty students intake capacity) as specified in the NCISM-UG MES Regulations, 2024 at the time of submission of an application. (c) The hospital may be established on phased manner as mentioned in Chapter- VIII of the NCISM-UG MES Regulations, 2024. (5) The following shall be considered for the two years of functionality of the hospital: (a) bank transactions depicting the salary of consultants and other hospital staff either in a nationalised bank or any other commercial bank approved by Reserve Bank of India in an independent account in the name of the hospital; (b) the bank transactions indicating the functionality of the hospital, such as periodic purchases of medicines and hospital consumables, payment of relevant taxes, hospital income, and the like; (c) well documented (physical or electronic) hospital records, including patient attendance in Out-Patient Departments and In-Patient Departments, documents showing maintenance of the hospital, and renewal of the necessary permissions from local or concerned authorities; (d) the hospital shall have at least entry-level National Accreditation Board for Hospitals certification at the time of application; 39. Eligibility for making application to start Postgraduate degree programme in a undergraduate college or institution.- (1) It shall be a fully established undergraduate college or institution under section 28 of the National Commission for Indian System of Medicine Act 2020. (2) The college or institution shall have fulfilled all requirements specified in the NCISM-UG MES Regulations, 2024 in terms of infrastructure, human resources, and functionality. (3) The college or institution shall have been permitted by the National Commission for Indian System of Medicine or the erstwhile Central Council for Indian System of Medicine or Central government to run an undergraduate course in Siddha (Bachelor of Siddha Medicine and Surgery) and completed at least four years and six months after first permission; (4) The college or institution is exempted by the Commission for being owned or managed by the Central Government, State Government, or Union Territory from fulfilling the criteria specified in sub-regulation (3); (5) The college or institution with student intake capacity of sixty or hundred or one hundred fifty or two hundred shall be under ‘extended permission category’ and shall have been rated grade “A” or “B” in the rating process carried out by the MARBISM at the time of submission of application or proposal or scheme. (6) Department-wise pre-requisites.- (a) Average bed occupancy shall not be less than sixty per cent. in the Maruthuvam In-Patient Department for starting a Postgraduate degree programme in Pothu Maruthuvam (General Medicine); (b) Average bed occupancy shall not be less than sixty per cent. in Varmam, Puramaruthuvam and Sirappumaruthuvam In-Patient Department for starting Postgraduate degree programmes in Varma Maruthuvam (Varma Medicine), Pura Maruthuvam (External Medicine), or Siddhar Yoga Maruthuvam (Siddhar Yogic Science); (c) Average bed occupancy shall not be less than sixty per cent. in Aruvai including Kan, Kathu, Mookku, Thodai, Pal and Thol Maruthuvam In-Patient Department along with Major Operation Theatre and Minor Operation Theatre facilities, performing an average of a minimum of ten Siddha surgical and para-surgical procedures per day under Aruvai, Agni, and Kaaram categories for starting a Postgraduate degree programme in Siddhar Aruvai Maruthuvam (Siddha Surgery); (d) Average bed occupancy shall not be less than sixty per cent. in the Sool and Magalir Maruthuvam In-Patient Department and an average of minimum ten deliveries per month for starting a Postgraduate degree programme in Magalir and Sool Maruthuvam (Siddha Gynaecology and Obstetrics); (e) Average bed occupancy shall not be less than sixty per cent. in Kuzhanthai Maruthuvam In-Patient Department for starting the Postgraduate degree programme in Kuzhanthai Maruthuvam; (f) Minimum thirty patients per day attending Nanju Maruthuvam Out-Patient Department and average bed occupancy shall not be less than sixty per cent. in Nanju Maruthuvam In-Patient Department for starting a Postgraduate degree programme in Nanju Maruthuvam (Clinical Toxicology); (g) Average attendance of fifty persons per day in the Noi Anugavidhi Maruthuvam Out-Patient Department for the start of the Postgraduate degree programme in Noi Anugavidhi Maruthuvam (Siddha Dietetics, Lifestyle Management, Preventive Medicine and Public Health); (h) Phytochemistry laboratory in addition to Maruthuva Thavaraviyal (Medicinal Botany and Pharmacognosy) Laboratory, Gunapadam Marunthiyal (Materia Medica and Pharmacology) Laboratory, and Museum in Gunapadam Marunthiyal Department, and Advanced Quality Testing Laboratory for starting of Postgraduate programme in Gunapadam Marunthiyal (Materia Medica, Pharmacology and Pharmacognosy); (i) Advanced Quality Testing Laboratory in addition to Gunapadam Marunthakaviyal (Materia Medica and Pharmaceutics) Practical Laboratory or Teaching Pharmacy and Museum in Gunapadam Marunthakaviyal Department for starting of Postgraduate degree programme in Gunapadam Marunthakaviyal (Materia Medica, Pharmaceutics and Clinical Pharmacy); (j) Molecular Biology Laboratory in addition to the Noi Naadal and Noi Mudhal Naadal (Pathology) Practical Laboratory, Nunnuyiriyal (Microbiology Laboratory) Practical Laboratory, and Museum in the Noi Naadal and Noi Mudhal Naadal Department for starting a Postgraduate degree programme in Noi Naadal (Pathology and Laboratory Diagnosis); (k) Advanced Language Laboratory in Siddha Maruthuva Moolathathuvam Department for starting a Postgraduate degree programme in Siddha Maruthuva Adippadai Ariviyal (Basic Principles of Siddha Medicine); (l) Virtual dissection table and e-dissection software in addition to the dissection hall and practical laboratory in the Udal Koorugal Department for starting the Postgraduate degree programme in Udal Koorugal (Human Anatomy); (m) Udal Thathuvam (Physiology) Practical Laboratory, Uyirvedhiyiyal (Biochemistry Lab) Practical Laboratory in Udal Tahthuvam Department for starting a Postgraduate degree programme in Udal Thathuvam (Human Physiology); (n) Average attendance of sixty patients per day in the Thol Maruthuvam Out-Patient Department for starting a Postgraduate degree programme in Thol Maruthuvam (Dermatology). (7) The teaching hospital shall have at least entry level accreditation of National Accreditation Board for Hospitals (NABH). 40. Eligibility for making an application to establish Standalone Postgraduate institution.- For making an application under these regulations, a society, trust, University, institution, or any other body shall be eligible if, (1) The applicant's objective shall be to impart education in the Indian System of Medicine; (2) The minimum required land and other specifications shall be as mentioned in regulation 12 in these regulations; (3) In the case of institutions having a lease agreement for land, the institution shall not be granted permission for admission for the last three years of the lease period unless the institution submits a notarised affidavit every year mentioning the lease shall be renewed before the expiry of the lease and subsequently submits the renewed lease agreement before expiry of lease period; (4) Fully established functioning Siddha hospital having at least entry-level accreditation of the National Accreditation Board for Hospitals (NABH) with sixty beds having bed occupancy not less than sixty per cent. and established with all minimum essential standards mentioned for teaching hospital attached to an undergraduate college or institution with sixty student intake capacity as specified in the NCISM-UG MES Regulations, 2024. (5) Able to produce documentary evidence in support of additional financial resources, staff, space, equipment, and other infrastructure as per the National Commission for Indian System of Medicine norms; (6) Furnishes an affidavit that the land and buildings designated for Postgraduate departments shall be maintained exclusively for the Postgraduate departments or specialties and no other courses, colleges, or programmes shall be conducted; (7) Furnishes an affidavit that only Post-Graduate National Entrance Test qualified students shall be admitted through Central, State, or Union territory counselling strictly on merit basis, except foreign nationals and Government of India-sponsored candidates; (8) Furnishes an affidavit that the nomenclature of Postgraduate degree and teacher-student ratio shall be maintained as per the specifications laid down in these regulations; (9) In a position to establish infrastructure and manpower in such a manner as specified in these regulations. 41. Eligibility for making an application to increase seats or student intake capacity in the existing Postgraduate programme.- For making an application, a society or trust or University or institution or any other body shall be eligible if,- (1) the Postgraduate department or specialty shall be under ‘extended permission category’ and shall have been rated grade “A” or “B” in the rating process carried out by the MARBISM or designated authority at the time of submission of application or proposal or scheme; (2) it fulfills the pre-requisites specified in the sub-regulation (1) and (2) under regulation 38 of these regulations; (3) permitted by the National Commission for Indian System of Medicine or erstwhile Central Council for Indian System of Medicine or Central government for running the Postgraduate programme (in which intake capacity to be increased) and completed three years after first permission; (4) exempted by the Central Government for being owned or managed by the Central Government or the State Government or Union Territory from fulfilling the criteria specified in sub-regulation (3); (5) furnishes an affidavit that Post-Graduate National Entrance Test qualified students only shall be admitted through Central or State or Union territory counselling strictly on the merit basis except foreign nationals, Government of India sponsored candidates; (6) Furnishes an affidavit that the teacher-student ratio shall be maintained as per the specifications laid down in these regulations for increasing number of seats; (7) In a position to establish infrastructure and manpower in such manner as specified in these regulations. 42. Method of Application.- (1) Applicant fulfilling the pre-requisites and eligibility criteria as specified in these regulations, may submit the application or proposal or scheme as per the mode (online or offline or both) and timeline specified by the MARBISM from time to time. Processing of Application.- All the received applications shall be subjected to scrutiny by the MARBISM as per the following criteria, namely:–– (1) Applicant eligibility; (2) Pre-requisites; (3) Fulfilment of Minimum Essential Standards as specified in these regulations; (4) Application fee and Processing fee with applicable taxes; (5) Supportive documents; (6) Hospital data; (7) Transactions in official bank accounts (separate account for hospital and college) either in a nationalised bank or any other commercial bank approved by Reserve Bank of India; (8) Any other as specified by the MARBISM from time to time. 44. Issue of Letter of Intent.- (1) After the scrutiny, the applications shall be processed under following categories, namely:–– (a) the applications fulfilling minimum essential standards and other requisites: (i) the applicant institutions fulfilling minimum essential standards and other requisite criteria as specified in these regulations shall be inspected or visited by the MARBISM; (ii)the MARBISM shall verify the data submitted by the institution along with the application and the observations made by the visitors during the inspection or visitation and if found satisfied, the institution will be issued Letter of Intent under section 29 of the Act; (iii)in case any shortcomings noticed during inspection or visitation, the same shall be communicated and an opportunity shall be given for rectification except for the non-rectifiable shortcomings mentioned in sub-regulation (2); (iv) the compliance report along with necessary supporting documents submitted by the institutions that have been given an opportunity for rectification, will be subjected for scrutiny for the shortcomings specified and if found satisfied the application is approved and Letter of Intent will be issued; if not found satisfied or the compliance report if not received within the due date as specified by the MARBISM the application shall be disapproved and rejected. (b) The applications with shortcomings: (i) the applications found with shortcomings will be communicated to the applicant for rectification; (ii) the compliance report along with supporting documents submitted by the institutions within the specified duration, will be scrutinised once again by the MARBISM; if found satisfactory, the institution shall be inspected or visited; (iii) the MARBISM will examine the compliance report submitted by the college and the observations made by the visitors; if found satisfactory, the institution shall be issued Letter of Intent; if not found satisfactory the application shall be disapproved and rejected. (2) Non-rectifiable shortcomings: however, shortcomings of serious nature like deficiencies in minimum essential standards as specified in these regulations such as functionality of the hospital, land availability or dispute, insufficient time duration of functioning hospital, non-availability of essentiality certificate from state government, non-availability of consent of affiliation from the University, deficiency in constructed area of college and hospital etc. an opportunity to rectify the defects shall not be given and such applications shall stand disapproved. (3) The relaxation policy applicable to the existing colleges shall not be applicable for new applications unless otherwise specified by the MARBISM. (4) Letter of intent shall be valid for that particular year only. 45. Issue of Letter of Permission.- (1) The institutions who received Letter of Intent shall submit the compliance report by fulfilling all the minimum essential standards; details of teaching, non-teaching staff and hospital staff appointed as specified in these regulations and fixed security deposit to the Commission within the duration as specified by the MARBISM and the security deposit shall be–– (a) for starting of a new Postgraduate course or programme: rupees fifty lakhs per programme; (b) for increasing number of seats: rupees five lakhs per seat; Provided that it shall not apply to the colleges or institutions governed by Central or State or Union territory if they give an undertaking to provide funds in their plan budget regularly till requisite facilities are fully provided as per time bound programme indicated by them. (2) The security Deposit amount shall be paid through online payment mode (National Electronic Fund Transfer or Real Time Gross Settlement) to National Commission for Indian System of Medicine account in favour of “National Commission Fund for Indian System of Medicine”. (3) The fixed security deposit amount shall be returned to the college or institution account without interest after three years of commencement of concerned Postgraduate programme. There shall be any financial grievance pending against the college or institution or pending penalty amount due to disciplinary action taken by the MARBISM or National Commission for Indian system of Medicine. (4) Upon receipt of compliance report along with all necessary supportive documents the MARBISM shall conduct inspection or visitation; (5) The MARBISM shall examine the compliance report and the observations made by the visitors during inspection or visitation and if found that the applicant is fulfilling all the requisite minimum standards, the institution shall be issued Letter of Permission; (6) The applicant shall be communicated either approval or disapproval of the application or proposal or scheme by the MARBISM within six months from the last date of submission of application or proposal or scheme. (7) The MARBISM shall be the authority to transform the above-mentioned system for application, verification, assessment and rating through Artificial Intelligence based online system for transparency. 46. Appeal.- As per section 29 of the Act, aggrieved applicants may prefer an appeal in the following situations in the manner specified below:–– (1) In case of denial of permission by the MARBISM, or no order is passed within six months of submitting a scheme, the aggrieved applicant may prefer first appeal to the National Commission for Indian system of Medicine within fifteen days of communication of disapproval or within fifteen days after lapse period of six months as the case may be; (2) The first appeal may be submitted by online or offline or as specified by the National Commission for Indian system of Medicine from time to time; (3) Upon receipt of appeal, the commission shall examine the appeal and the aggrieved applicant shall be given an opportunity for hearing; (4) In case if the commission found that, the applicant is fulfilling all the minimum essential standard requirements, the commission may direct the MARBISM to consider the application; (5) In case if the applicant is not fulfilling the minimum essential standards, the commission shall disapprove and reject the application; (6) In any case the commission shall communicate the decision to the applicant within fifteen days of receipt of the appeal. (7) In case of disapproval by the commission or no order has been passed by the commission within fifteen days from the date of receipt of such an appeal, the aggrieved applicant may prefer a second appeal to the Central Government (Ministry of Ayush) within seven days. 47. Renewal of Permission.- (1) Letter of Permission issued once shall be valid for one year (i.e.12 months) and shall be renewed on yearly basis (first renewal and second renewal) until the Postgraduate department or specialty under establishment attains fully established status as mentioned in Table below to sub-regulation (7). (2) The institutions issued Letter of Permission shall submit the compliance (Postgraduate department or specialty wise) in respect to the fulfilment of minimum essential standards as specified in these regulations. The compliance report shall be submitted by the institution prior to six months to the expiry of Letter of Permission. (3) The MARBISM shall conduct inspection or visitation and examine the compliance report submitted by the college and the observations made by the visitors during inspection or visitation and on fulfilment of minimum essential standards, the institution shall be issued the first renewal of permission as shown in Table below to sub-regulation (7). (4) The same method mentioned followed for first renewal shall be followed for second renewal of permission. (5) After second renewal, the Postgraduate department or specialty shall be treated as ‘Fully Established Postgraduate department or specialty’ under section 28 of the National Commission for Indian system of Medicine Act 2020, unless otherwise acted upon by the MARBISM for the clause (f) of sub-section (1) of section 28 of National Commission for Indian system of Medicine Act. (6) In case of non-fulfilment of minimum essential standards and not attaining annual targets at any phase of establishment of the institution, in such case the MARBISM shall deny permission for admission for a particular Postgraduate department or specialty or specialty for that particular academic session. (7) The fully established Postgraduate department or specialty is eligible for rating by the MARBISM. Rating of postgraduate departments in postgraduate medical institutions where undergraduate course is in existence and standalone postgraduates institutions.––(1) The Postgraduate department possessing extended permission status in Postgraduate medical institutions where an undergraduate programme is in existence and standalone Postgraduate medical institutions shall be rated every year. (2) In the case of Postgraduate institutions where undergraduate course is in existence, the rating shall be carried out for fully established undergraduate institution and fully established Postgraduate departments separately. (3) Fully established Postgraduate departments or specialties in undergraduate colleges and standalone Postgraduate institutions shall be rated individually (i.e Postgraduate department or specialty wise rating). (4) The following Postgraduate institution or Postgraduate department or specialty shall not be eligible for rating, namely:–– (a) undergoing establishments under section 29 of the Act; (b) categorised under the “yearly permission” category; (c) denied permission by the MARBISM; (d) measures taken by the MARBISM as per the provisions specified in clause (f), sub-section (1) of section 28 of the Act. (5) The rating process shall be carried out by the MARBISM, or any agency designated by the MARBISM under section 28 of the Act through the procedure based on the key areas and standards determined by the Board of Unani Siddha and Sowa-Rigpa qualitatively and quantitatively. (6) In such a case, the MARBISM shall identify independent rating agencies through a committee constituted for this cause by the MARBISM and make the list of rating agencies; (7) The list of the independent rating agencies shall be placed before the National Commission for Indian System of Medicine from time to time by the MARBISM for the approval of the commission to finalize the list and draw up the “MARBISM-Empanelled Rating Agencies” and also for related financial implications; (8) It shall be obligatory on such Postgraduate medical institutions or Postgraduate departments or specialties eligible for rating as mentioned in sub-regulation (1) to provide access to such rating agencies; (9) The Postgraduate departments or specialties shall be rated based on the standards maintained by the institutions over and above the minimum essential standards mentioned in these regulations; (10) The data uploaded periodically (on or before tenth of every month for the data pertaining to preceding month) by the institutions (self-disclosure) on the National Commission for Indian System of Medicine online platform shall be considered for rating and other purposes; (11) The proportion of weightage between online data verification and physical verification or assessment for rating shall be 70:30 (i.e. seventy per cent online data verification and thirty per cent. physical verification or assessment); (12) After the assessment for rating, the individual Postgraduate department or specialty under the extended permission category shall be graded into Grade ‘A’, Grade ‘B’, Grade 'C', or Grade ‘D’ based on the assessment score obtained by the Postgraduate department or specialty. (13) The MARBISM shall make available on the Commission’s web site or in the public domain the ratings of Postgraduate departments or specialties of the Postgraduate institutions before the commencement of counselling. (14) The MARBISM shall frame the format and procedure for uploading such data of assessment and rating on the National Commission for Indian System of Medicine website; (15) The Postgraduate department awarded Grade ‘A’ is entitled to charge a five percent development fee over and above the prescribed fee by the concerned fee fixation authority of Central, State, or Union territory from the students admitted during the years of possessing Grade ‘A’. (16) An undergraduate college with grade ‘A’ or ‘B’ shall be eligible to start any new Postgraduate programme recognised by the National Commission for Indian System of Medicine. (17) In case of undergraduate institution where Postgraduate programmes are already existing, all existing Postgraduate departments or specialties shall have ‘A’ or ‘B’ to start any new Postgraduate programme recognised by the National Commission for Indian System of Medicine (18) The standalone Postgraduate institution having all existing Postgraduate programme with grades of ‘A’ or ‘B’ shall only be eligible to apply for starting any new Postgraduate programme recognised by the National Commission for Indian System of Medicine. (19) The Postgraduate departments or specialties having grades of ‘A’ or ‘B’ shall only be eligible to apply for an increase in student intake capacity in the concerned department or specialty; (20) The college or institution or Postgraduate department or specialty of any grade, if acted upon by the Medical Assessment and Rating Board of Indian System of Medicine for the provisions in clause (f), sub-section (1) of Section 28 of the Act, shall be deemed to have been withdrawn, and no communication will be sent for the withdrawal of the grade; if such a college, institution, or department continues to use the grade, such institutions shall be subjected to disciplinary action by the Medical Assessment and Rating Board of Indian System of Medicine. (a) Postgraduate institutions where undergraduate course is in existence, the rating fee for undergraduate college (as per the student intake capacity) as specified in NCISM-UG MES Regulations, 2024 and for Postgraduate departments as under shall be paid separately:–– (i) number of Postgraduate departments or specialties up to five: rupees one lakh; (ii) number of Postgraduate departments or specialties from six to ten: rupees two lakhs; (iii) number of Postgraduate departments or specialties from eleven and fifteen: rupees three lakhs; (iv) number of Postgraduate departments or specialties sixteen and above: rupees four lakhs; (b) Standalone Postgraduate institutions shall pay the basic fee mentioned in NCISM-UG MES Regulations, 2024 for sixty bedded hospitals i.e., rupees two lakhs and fifty thousand along with the specific rating fee mentioned for Postgraduate departments or specialties in sub-clauses (i) to (iv) of clause (a) of sub-regulation (22) of regulation 48 as applicable; and the entire rating fee details are given in below Table. General Considerations.- (1) Doctoral degree awarded to a research work carried out in the subject concerned or in discipline or intra-disciplinary or inter-disciplinary or multi-disciplinary or trans-disciplinary areas shall be considered equal. (2) Doctoral degree programme shall be for a minimum duration of three years and a maximum duration of six years from the date of admission to the programme. Extension beyond the maximum duration will be governed by the relevant clauses as stipulated in the statute or ordinance of the degree awarding institutions or universities, but shall not be more than two years (i.e. the total period of a doctoral degree programme shall not exceed eight years from the date of admission in the Doctor of Philosophy programme). (3) Women candidates and persons with disabilities (more than forty per cent disability) may be allowed a relaxation of two more years for Ph.D in the maximum duration; In addition, women candidates may be provided Maternity Leave or Childcare Leave for up to 240 days once in the entire duration of the doctoral degree programme. (4) The Ph.D programme shall be a full-time research programme and it shall be pursued only after completion of Postgraduate degree programme (Doctor of Medicine-M.D. or Master of Surgery-M.S) in Siddha. (5) The Ph.D programme shall not be considered in case if,–– (a) the Ph.D scholar and the Ph.D supervisor are at different places during the research period; (b) the work place of Ph.D scholar and the research place registered for Ph.D are different. (6) Those who have registered for doctoral degree programme before publication of these regulations shall continue with the provisions prevailed at the time of their registration. (7) Admission to the doctoral degree programme shall be through the entrance examination conducted by the affiliated University. (8) The research place for doctoral degree programmes (Ph.D) shall be a Siddha institution having an independent Postgraduate department or a research laboratory or National institutes or research centres of Central Council for Research in Siddha. An undergraduate Siddha teaching institution shall not be considered as research place for Ph.D programme. (9) For inter-disciplinary and trans-disciplinary and multi-disciplinary research, a Postgraduate institution of the concerned subject recognised by the concerned University with adequate research facility, or an Institute of National Importance or any centre of excellence established by a State or Union Territory or Central Government or research institutes of autonomous organisations established by State or Central government and the like shall be considered as a research place. CHAPTER-XI PENALTY AND DISCIPLINARY ACTIONS 50. General considerations.–– (1) Compliance with the regulations, directions, instructions and adherence to the time-line issued by the MARBISM or National Commission for Indian System of Medicine shall be the responsibility of the institutions. (2) Non-compliance action includes the following, namely:–– (a) non-compliance with regulations, notifications, circulars, guidelines, and any other types of communication issued by Autonomous boards or National Commission for Indian system of Medicine from time to time; (b) any activities of the institutions, that are not in accordance with the objectives of Postgraduate Siddha medical education and practices like exploitation of students on fees, mal practices of attendance etc; (c) non-fulfilment of infrastructure, human resources, clinical material, practical material, research facilities and other institutional functionality etc that are not in accordance with these regulations; (d) non-cooperation or any sort of disturbance to inspection or visitation process for assessment and rating or any other activities of the MARBISM or the National Commission for Indian System of Medicine; (e) providing falsified information or fabricated data or information or evidence to Autonomous boards or to the National Commission for Indian System of Medicine; (f) any attempt to influence, pressurise, bribe or threaten assessors or officials of the National Commission for Indian System of Medicine or officials designated by the National Commission for Indian System of Medicine. (3) For any of the non-compliance as provided in sub-regulation (2) or intentional attempt of non-compliance act or ommission by the medical institution, the MARBISM shall either penalise the medical institution or take such measures as provided in the clause (f) of sub-section (1) of section 28 of the Act or conduct further enquiry into such incidence, namely:–– (a) impose monetary penalty not exceeding rupees one crore per every non-compliance committed by the medical institution; (b) issuance of warning; (c) withholding processing of application for any new scheme for that academic year or for a such number of years as may be determined; (d) reducing the number of seats to be admitted by the medical institution in the next academic year; (e) stoppage of admission to one or more of the courses in the next or subsequent academic years; (f) recommending the National Commission for Indian System of Medicine for the withdrawal of recognition; (g) withholding and withdrawal of rating of the medical institutions for a period up to five academic years. (4) If any attempt from the institution side to pressurise the MARBISM or the Commission through individuals or agency shall lead to immediate halt of the processing the application or request by the medical institution or withdrawal of permission, reduction in student intake capacity or monetary penalty. (5) The MARBISM or the Commission may also initiate criminal proceedings for furnishing false information or fabrication of false documents as per the criminal law applicable from time to time. (6)Where the Commission finds that a Postgraduate Student, who is required to undertake three years of study with physical presence in the concerned institution, is obtaining Postgraduation degree by fraud or misrepresentation or by physically absent without fulfilling the requisite attendance or by providing false information in this behalf either in collusion with respective institution or otherwise or without fulfilling the requirements as specified under these regulations or any such guidelines notified in this regard by the Commission from time to time, such Postgraduate Student shall be penalised with temporary suspension of his Postgraduation studies and temporary suspension of State Registration or National registration for not less than one year and impose a minimum penalty of five lakh rupees; in the event of second conviction temporary suspension of his Postgraduation studies for not less than two years and temporary suspension of State Registration or National registration for not less than two year and impose a minimum penalty of ten lakh rupees, and in the event of third and subsequent conviction there shall be permanent cancellation of his or her admission from Postgraduation studies along with suspension of State or National registration for not less than five years shall imposed.
