NATIONAL COMMISSION FOR INDIAN SYSTEM OF MEDICINE
NOTIFICATION
New Delhi, the 29th December, 2023
F. No. BUSS/MES(UNANI-UG-Regl)/2023.—In exercise of the powers conferred by clauses (d), (e), (s),
(t), (u), (w), (x), (y), (z), (za), (zb) and (zc) of sub-section (2) and sub-section (1) of section 55 of the National
Commission for Indian System of Medicine Act, 2020 (14 of 2020), and in supersession of the Indian Medicine
Central Council (Requirements of Minimum Standard for under-graduate Unani Colleges and attached Hospitals)
Regulations, 2016 and the Establishment of New Medical College, Opening of New or Higher Course of Study or
Training and Increase of Admission Capacity by a Medical College Regulations, 2019 except as respect things done or
omitted to be done before such supersession, the National Commission for Indian System of Medicine hereby makes
the following regulations, namely.-
1. Short title and commencement. - (1) These regulations may be called the National Commission for Indian System
of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Unani Colleges and Attached
Teaching Hospitals) Regulations, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definition. -(1) In these regulations, unless the context otherwise requires, -
(a) “Act” means the National Commission for Indian System of Medicine Act, 2020 (14 of 2020);
(b) “annexure” means an annexure appended to these regulations;
(c) “assessment” of an institution means the act of verification of availability of minimum essential standards in
terms of infrastructure, human resources and functionality of an institution and its attached teaching hospital;
(d) “attached teaching hospital” means an Unani hospital that offers standard healthcare services, attached to an
Unani Medical college or institution for the purpose of teaching and training to the students of Unani System of
Medicine;
(e)“Commission” means the National Commission for Indian System of Medicine, established under the
National Commission for Indian System of Medicine Act, 2020 (14 of 2020);
(f) "extended permission" means permission for admitting students extended by the Medical Assessment and
Rating Board for Indian System of Medicine to an institution fulfilling the criteria for “extended permission
status” so that the institution can participate in the counselling process for admitting students without waiting
for permission from the Medical Assessment and Rating Board for Indian System of Medicine for admission
every year unless otherwise denied or specified by the Medical Assessment and Rating Board for Indian
System of Medicine;
(g) “Form” means form annexed to these regulations;
(h) “fully established institution” means the college or institution completed all four phases of establishments
and issued letter of permission, first, second and third renewal of permission by the Medical Assessment and
Rating Board for Indian System of Medicine;
(i) “institution under establishment” means the new college or institution undergoing phase wise establishments
(i.e first, second, third and fourth phase of establishment);
(j) “letter of intent” means preliminary approval, along with conditions and timelines, issued by Medical
Assessment and Rating Board for Indian System of Medicine to the applicant through the procedure
mentioned, to establish a new Unani medical college or institution or to increase student intake capacity in
existing courses or programmes or to start any postgraduate or new course recognised by the National
Commission for Indian System of Medicine;
(k) "letter of permission" means permission granted to the applicant by Medical Assessment and Rating Board
for Indian System of Medicine through the procedure to establish a new Unani Medical college or institution,
or to increase student intake capacity in existing courses or programmes, or to start any postgraduate or new
course recognised by the National Commission for Indian System of Medicine, and to admit the students as per
the student intake capacity sanctioned by the Medical Assessment and Rating Board for Indian System of
Medicine;
(l) “minimum essential standards” means mandatory minimum requirements in terms of infrastructure, human
resources, and functionality as well as a level of quality or standards is thought to be acceptable as a minimum
and below the minimum which is unacceptable;
(m) “rating” of an institution means a score or measurement of how good an institution is. Rating of fully
established recognised institutions through a rating process carried out by the Medical Assessment and Rating
Board for Indian System of Medicine or any designated rating agency based on the standards and parameters
laid down by the Board of Unani, Siddha and Sowa-Rigpa over and above the minimum essential standards;
(n) “renewal of permission” means the renewal of permission (i.e. first, second and third renewal) granted by
the Medical Assessment and Rating Board for Indian System of Medicine to a college or institution under
establishment (i.e., undergoing second, third and fourth phase-wise establishments respectively) through the
procedure mentioned in these regulations during successive academic years after the issuance of letter of
permission for admitting students as per the sanctioned student intake capacity by the Medical Assessment and
Rating Board for Indian System of Medicine as specified in the renewal of permission;;
(o) “Schedule” means schedule annexed to these regulations;
(p)“teaching days” means number of days, as a full-time regular teacher attended or performed duty in twelve
months period, in the college and its attached teaching hospital wherein he or she has been appointed;
(q) “yearly permission” means those institutes that are not fulfilling the criteria for “extended permission” shall
participate in the counselling process for admitting students only after obtaining permission from the Medical
Assessment and Rating Board for Indian System of Medicine every year.
(2) The words and expressions used herein and not defined but defined in the Act shall have the same meanings as
respectively assigned to them in the Act.
CHAPTER-I
MINIMUM ESSENTIAL STANDARD REQUIREMENTS OF AN UNANI MEDICAL COLLEGE OR
INSTITUTION AND ITS ATTACHED TEACHING HOSPITAL
3. Minimum Essential Standards in terms of infrastructure, human resources and functionality of a Unani Medical
College or institution are specified under the following sub-headings: admission capacity, land requirement, minimum
constructed area required for the college and attached teaching hospital, the college campus and general
considerations, official contact details, bank accounts, Information technology and infrastructure, biomedical
attendance system, college website, minimum essential standard requirements for the Unani Medical College or
institution and minimum essential standard requirements for attached teaching hospital.
4. Admission Capacity.- The annual student intake capacity or admission capacity of the Unani Medical college or
institution shall be in the slabs of sixty, hundred, one hundred and fifty and two hundred.
5. Land Requirement.- (1)The minimum essential requirement of land as specified in Table-1, for Unani Medical
college or institution and attached teaching hospital shall be made available.
(2) The minimum requirement of land for sixty, hundred, one hundred and fifty and two hundred student intake
capacity shall not be less than three acres, five acres, seven acres and nine acres respectively; The land shall not be
more than two plots and the radial distance between the two plots shall not exceed five kilometres; If the plots are
separated by a road or canal or rivulet but connected with a bridge shall be treated as one piece of land;
However, in case of Tier I and II cities (X and Y categories), North-eastern states, hilly areas and notified tribal
areas, the minimum requirement of land for sixty, hundred, one hundred and fifty and two hundred student
intake capacity shall not be less than two and half acres, three and half acres, five acres and six acres
respectively and the college or institution shall have a certificate obtained from the concerned local authorities
to establish the specific category of land (as applicable) as a proof. Provided further, the land shall not be in
more than two plots and the radial distance between two plots shall not be more than ten kilometres; if the plots
are separated by a road or canal or rivulet but connected with a bridge shall be treated as one piece of land.

(3) The designated land for an Unani Medical College or institution, its attached teaching hospital and hostels shall
be clearly demarcated and should not be used for any other purpose other than activities of Unani Medical College
or institution.
(4) The land shall be owned by the college or possessed on lease, in the name of the college, for a period not less
than thirty years or the maximum permissible period as per rules or regulations of the respective State Government
or Union territory Administration and the renewal of permission shall, however, be required on expiry of lease.
6. Minimum Constructed Area Required for the College and its Attached Teaching Hospital.- (1) For sixty
student intake capacity, the Unani Medical College and attached hospital shall have the minimum constructed area of
3165 and 3140 square meters.
(2) For hundred student intake capacity, the Unani Medical College and hospital shall have the minimum
constructed area of 5080 and 4475 square meters, respectively.
(3) For one hundred and fifty student intake capacity, the Unani Medical College and hospital shall have the
minimum constructed area of 7045 and 5885 square meters, respectively.
(4) For two hundred student intake capacity, the Unani Medical College and hospital shall have the constructed
area of 9035 and 7245 square meters, respectively as mentioned in the Schedule-I, Schedule-II and Table-2.
(5) The total constructed area of the college and attached teaching hospital shall be 6305 square meters for sixty
students intake capacity, 9555 square meters for hundred students intake capacity, 12930 square meters for one
hundred fifty students intake capacity and 16280 square meters for two hundred students intake capacity as shown
in Table-2.
(6) The college and hospital shall be constructed in separate buildings with its departments or sections or units as
per the details specified in the Schedule-I and Schedule-II.
(7) The requirement of separate college and hospital buildings shall be applicable only to the colleges established
after 19th February, 2013.

[Note:-The minimum constructed area and the total constructed area mentioned from sub-regulations (1) to (5)
shall be the same for the Unani Medical College and attached teaching hospital constructed in Tier I and Tier II
cities (X and Y categories), as mentioned above in Table-2]
7. The college campus and general considerations.- (1) The campus designated for Unani Medical College or
institution shall accommodate:-
(a) Unani Medical College or institution along with departments, ancillary sections or units or facilities;
(b) teaching hospital along with ancillary sections or units or facilities;
(c) hostels (separately for boys and girls including interns) with or without staff quarters;
(d) in case of two plots, hostel for interns (male and female separately) shall be in the teaching hospital
campus.
(2) The campus designated for Unani Medical College and attached teaching hospital shall have proper approach
road, well-constructed compound wall with proper arrangements for security.
(3) All the buildings shall have all relevant permissions from concerned authorities.
(4) There shall be fire safety, fire No Objection Certificate (if applicable), sewage treatment plant, permission from
pollution control board, disaster management measures, bio-medical waste management etc. as per extant norms.
(5) Institution must provide a barrier-free environment for the independence, convenience, and safety of the
physically challenged persons apart from ramp and lift.
(6) The campus shall have appropriate layout plan for free vehicular movement and demarcated parking area. The
parking area shall be labelled or marked for higher officials, employees and students.
(7) The campus shall have adequate water supply, proper drainage system, and electricity supply including power
back-up system.
(8) Central Workshop or Maintenance Cell.- There shall be a central workshop or maintenance cell in the campus,
equipped suitably as per the requirements of the institution, along with appropriate technical staff or outsourced
staff for the maintenance related works in the areas such as electrical, plumbing, carpentry, sanitary, civil works,
water supply, waste management, drainage, housekeeping, etc.
(9) The college or institution shall be fully functional and shall provide teaching and training to students of Unani
as per the course curriculum and syllabus as specified by the Commission by establishing an educational
ecosystem and be ready to impart education over and above the minimum essential standards specified by the
Commission.
(10) An educational ecosystem of the college or institution shall be established in which all stakeholders of the
college or institution, all the departments, and other units or sections of the college or institution shall function in
coordination and collaboration with each other to provide comprehensive education to students in an ideal
academic environment.
8. Official Contact Details.- (1) All official communication shall be through the official contact number and official
mail ID of the Unani Medical College or institution only.
(2) Each Unani Medical College or institution shall have an official mobile number for the Head of the institution
(Director or Dean or Principal).
(3) Each Unani Medical College or institution shall have an official e-mail ID created in the pattern as shown
below: -

(4) Unani Medical College or institution shall communicate to the National Commission for Indian System of
Medicine or autonomous boards under the National Commission for Indian System of Medicine or secretariat of
the National Commission for Indian System of Medicine through official mobile number and official e-mail
Identity Document only.
(5) Communication through the mobile numbers and e-mail Identity Documents other than official mobile number
and official mail Identity Document shall not be entertained.
(6) The National Commission for Indian System of Medicine or Autonomous Boards shall communicate to the
Unani Medical College or institution only through official mobile number of the head of the College or institution
and official e-mail Identity Document of the Unani Medical College or institution;
However, in certain specific cases the National Commission for Indian System of Medicine may instruct the
Unani Medical College or institution for separate or exclusive mobile number and or e-mail Identity Document
for a particular activity; such exclusive contacts shall be used for that specified purpose or period only.
9. Bank Accounts.- (1) There shall be independent official bank accounts in the names of the Unani Medical College
or institution and the attached teaching hospital separately for non-government institutions.
(2) In case, a drug manufacturing unit (commercial production) is attached to the Unani Medical College or
institution, the drug manufacturing unit shall maintain a separate bank account.
(3) All the said official accounts in sub-regulations (1) and (2) shall be either in nationalised banks or any
commercial banks approved by Reserve Bank of India.
(4) All official transactions (income and expenditures) of respective units (college, hospital, and drug
manufacturing unit, if any) shall be in specified official accounts only.
(5) All types of fees for students, including penalties (if any), shall be collected through the official bank account
only.
(6) The Unani Medical College or institution shall have to issue receipts for all fee payments, including penalties
(if any), received from the students.
(7) All types of institutional expenditure, such as salaries of teaching, non-teaching staff, hospital staff, payments
to outsourcing agencies, purchases, payments of taxes, maintenance, and establishment expenditure, etc., shall be
through the official bank account only.
(8) The annual audit of accounts shall be audited by a registered chartered accountant firm or audit firm.
(9) Details of transactions and the annual audit report shall be made available to Medical Assessment and Rating
Board for Indian System of Medicine or National Commission for Indian System of Medicine in such manner
specified by the Medical Assessment and Rating Board for Indian System of Medicine or the National
Commission for Indian System of Medicine from time to time.
(10) The Medical Assessment and Rating Board for Indian System of Medicine shall consider only those
transactions that are reflected in institutional official bank accounts for assessment and rating purposes.
10. Information Technology Cell and Infrastructure.- (1) The Unani Medical College or institution shall have an
Information Technology cell equipped to manage all Information Technology related activities and attend to
Information Technology related issues of the college or institution.
(2) The Unani Medical College or institution shall have an internet connection with broad band connectivity and
bandwidth not less than five hundred megabits per second.
(3) The Information Technology cell shall maintain the website of the Unani Medical College or institution,
Hospital Management System Software (compatible with Ayushman Bharath Health Account, Health Professional
Registry, Health Facility Registry and Unique Health Identification Number), Learning Management System,
digital library, smart boards and multimedia projectors, virtual laboratories, intranet, local area network
connectivity, biometric or Aadhar enabled biometric or iris recognition or face recognition attendance system,
closed-circuit television, and other items as specified by the National Commission for Indian System of Medicine.
(4) The Information and Technology Cell shall be in a position to interface or connect online platforms such as
Learning Management System, Hospital Management System or Hospital Information Management System
Software (compatible with Ayushman Bharath Health Account, Health Professional Registry, Health Facility
Registry and Unique Health Identification Number), Biometric or Aadhar enabled biometric or iris recognition or
face recognition attendance system, or any other systems specified by the National Commission for Indian System
of Medicine with online platforms or information technology systems run by the National Commission for Indian
System of Medicine as per their specifications for real-time transfer of data and to Coordinate virtual meetings,
webinars, video recording of lectures and practical or clinical demonstrations, virtual or hybrid modes of visitation
or assessment, etc., and all other Information Technology related activities.
(5) The Information Technology Cell shall support all sections of the college or institution in which Information
Technology support is essentially needed, including the Human Resources and Development Cell of the Unani
Medical College or institution.
11. Biometric Attendance System.- (1) Biometric or Aadhar enabled biometric attendance system or iris recognition
or face recognition attendance system shall be installed as specified by the National Commission for Indian System of
Medicine for marking attendance by teaching staff, non-teaching staff, hospital staff, postgraduate students, and
interns.
(2) Biometric attendance devices shall be installed at the entrances of the Unani Medical College and attached
teaching hospital and shall be under closed-circuit television surveillance. These devices serve the purpose of
recording attendance of teaching staff, non-teaching staff, hospital staff, postgraduate students, and interns.
(3) The closed-circuit television shall be installed in such a way that the marking of attendance is clearly visible on
both the face of the staff and the biometric attendance device.
(4) The biometric attendance device as well as closed-circuit television feed shall be connected or aligned to
command-and-control centre of the Commission. The commission or its autonomous boards shall have the power
to review the data stored at command-and-control centre and in the devices installed at colleges and to take
necessary actions.
(5) Biometric attendance data shall be made available to the concerned regulatory body or autonomous boards of
the National Commission for Indian System of Medicine on real time basis throughout the year through any
agency as assigned by the National Commission for Indian System of Medicine.
(6) For recording attendance of undergraduate students, devices as specified by the Commission shall be adopted.
12. Unani Medical College Website.- (1) Each and every Unani Medical College or institution shall have to maintain
an exclusive website in the name of the college or institution.
(2) The college website shall be updated periodically and upload the details as specified by the National
Commission for Indian System of Medicine and its autonomous boards.
(3) The National Commission for Indian System of Medicine shall capture the data continuously at different
levels.
(4) It shall be the responsibility of the Unani Medical College or institution to ensure that the data, information,
and details available on the website are authentic and are uploaded on time as per the requirements of the National
Commission for Indian System of Medicine.
(5) Every month, on or before the 10th, the data pertaining to the previous month shall be updated or uploaded.
(6) The following details shall be maintained on the Unani Medical College or institution website: -
(a) details of the head of the institution (Director or Dean or Principal) and Medical Superintendent, including
their name, date of birth, photograph, unique teacher's code, council registration number, educational
qualification, designation, date of joining, experience, contact mobile number, e-mail Identity Document, etc;
(b) details of teaching staff, including their unique teacher’s code, photograph, council registration number,
date of birth, educational qualification, designation, date of joining, experience, teaching department, contact
mobile number, e-mail Identity Document, etc;
(c) details of non-teaching staff of college and hospital staff including educational qualification, name of the
post, department or section or unit etc;
(d) details of the warden and deputy warden of hostels;
(e) specialties of the hospital and consultants, their out-patient department days, consultation timings;
(f) details of permission status, sanctioned student intake capacity, and affiliation;
(g) list of students admitted, merit-wise and category-wise, for the current and previous year;
(h) University examination results and a comparative graph with the previous three years;
(i) details of the research publications by the students or faculties in the last year;
(j) details of Continuous Medical Education programmes, seminars, conferences, workshops, faculty
development programmes, capacity building programmes, hands-on training, research projects, collaborative
programmes, and any other academic or clinical programmes conducted by the institution in the last one year;
(k) accreditations, awards, achievements, and appreciations, if any, received by the institution;
(l) hospital patients’ statistics and comparative data or graph with the previous three years;
(m) announcements of forthcoming events like seminars, workshops, etc.
13. Minimum Essential Standards for the Unani Medical College or Institution.- The Unani Medical College or
institution shall have the following departments or sections or units or cells or facilities,-
(1) Administrative section: The administrative section of the college shall accommodate,-
(a) head of the institution (Director or Dean or Principal) room;
(b) room for personal assistant to head of the institution (Director or Dean or Principal);
(c) visitor’s room for visitors to head of the institution (Director or Dean or Principal);
(d) staff committee room or Meeting room;
(e) office superintendent room;
(f) establishment and accounts section with cash counter;
(g) waiting area or lounge for office visitors;
(h) record room;
(i) central store;
(j) pantry;
(k) toilets for office staff (male, female and physically abled separately); and the details of the total constructed
area are shown in the Schedule-II i.e minimum two hundred square meters for sixty students intake capacity,
two hundred fifty square meters for hundred students intake capacity, three hundred square meters for one
hundred fifty students intake capacity and three hundred fifty square meters for two hundred students intake
capacity.
(2) Lecture Hall or Classrooms.- (a) there shall be five lecture halls or classrooms, each of which shall have an
area of not less than one hundred square meters for sixty students intake capacity, one hundred fifty square meters
for one hundred students intake capacity, two hundred square meters for one hundred fifty students intake capacity
and two hundred fifty square meters for two hundred students intake capacity, and the requirements of the total
constructed area are mentioned in Schedule-II i.e. minimum five hundred, seven hundred fifty, one thousand and
one thousand two hundred fifty square meters for sixty, hundred, one hundred fifty and two hundred students
intake capacity respectively;
(b) each lecture hall or classrooms shall have a seating capacity more than twenty per cent of the student intake
capacity. i.e., with seating capacities of seventy-five for sixty students intake capacity, one hundred twenty for
hundred students intake capacity, one hundred eighty for one hundred fifty students intake capacity, and two
hundred forty for two hundred students intake capacity;
(c) all lecture halls or classrooms shall be Information Communication Technology enabled classrooms
equipped with Information Communication Technology tools such as smart boards, audio-visual gadgets,
internet connection or wireless fidelity facility, etc;
(d) all the lecture halls or classrooms shall be under closed-circuit television surveillance, and the closed-circuit
television coverage shall be for the entire class room;
(e) the classroom shall not be too long or too wide;
(f) the seating arrangement in classrooms should be gallery-type or theatre-type and may be preferably semi-
circular so that every student has clear visibility of the teacher, the blackboard, and the smart board;
(g) the size of the central display in the classroom shall be in proportion to the classroom capacity and size, and
additional displays may be arranged for the students sitting at the rear end.
(3) Seminar or Conference or Examination or Yoga and Riyazat Hall (Multipurpose hall).- (a) there shall be a
Multipurpose hall having an area of one hundred fifty, three hundred, four hundred fifty, and six hundred square
meters, with appropriate seating arrangements made available for sixty, hundred, one hundred fifty, and two
hundred students intake capacity, respectively, as shown in Schedule-II;
(b) the multipurpose hall shall be used for the conduct of meetings, seminars, conferences, workshops,
continuing medical education programmes, examinations, yoga and riyazat training, college functions etc;
(c) the multipurpose hall shall have audio-visual facilities, Closed-Circuit Television, and toilet facilities.
(4) Central library.- (a) each Unani Medical College or institution shall have a central library with good ventilation,
proper lighting, appropriate seating arrangements, well-arranged bookshelves, etc. as detailed below;
(b) the central library shall have a minimum area of one hundred fifty square meters for sixty students intake
capacity, two hundred fifty square meters for one hundred students intake capacity, three hundred fifty square
meters for one hundred fifty students intake capacity, and four hundred fifty square meters for two hundred
students intake capacity, as specified in Schedule-II;
(c) the central library shall have seating capacity more than twenty per cent of its students intake capacity. i.e.,
with the seating capacity of seventy-five for sixty students intake capacity, one hundred twenty for hundred
students intake capacity, one hundred eighty for one hundred fifty students intake capacity, and two hundred
forty for two hundred students intake capacity as specified in Table-3;
(d) the central library shall maintain a minimum of eight thousand books for sixty students intake capacity, ten
thousand books for one hundred students intake capacity, twelve thousand books for one hundred fifty students
intake capacity, and fourteen thousand books for two hundred students intake capacity;
(e) the minimum number of indexed scientific journals in the central library irrespective of intake capacity shall
be ten, as shown in Table-3 and such journals shall be indexed in PubMed or Web of Science or University
Grants Commission-Consortium for Academic and Research Ethics or Science Citation Index or Scopus, etc;
(f) biometric attendance for all students and teaching staff shall be made available in the central library;
(g) a catalogue coding system (physical or automated) shall be made available at the library entrance;
(h) there shall be a display facility at an appropriate place in the library for newly arrived books;
(i) all the newly arrived books are to be displayed for a specific duration as per the institutional library policy,
or a minimum of fifteen days;
(j) the seating arrangement in the reading room shall be in a unidirectional pattern, and face-to-face seating
arrangements shall be avoided, or partitions shall be provided in case of face-to-face seating arrangements. The
reading room table shall have an adequate number of charging ports for laptops;
(k) all books and journals shall be kept on open shelves without locking to provide students with free access to
books. Rare and out-of-print books, old manuscripts, and listed books may be kept on closed shelves;
(l) the entire library shall be under closed-circuit television surveillance;
(m) the library etiquette, institutional library discipline maintenance policy and instructions for library users
approved by the college council shall be displayed prominently at the entrance of the library;
(n) the minimum working hours of the library on all working days (Monday to Saturday) shall be from 9:00
a.m. to 8:00 p.m. without any break;
(o) on Sundays, the working hours for the library shall be 10 a.m. to 2 p.m.;
(p) hours prescribed in clauses (n) and (o) are the minimum prescribed working hours; however, colleges can
maintain extended library hours;
(q) the central library shall also include a library office, seating arrangements for librarians and other library
staff, dedicated space for new arrivals and books under maintenance or binding, book issue and return, separate
toilets for male and female students, a drinking water (hot and cold) facility, etc;
(r) the library shall keep all journals published by Central Council for Research in Unani Medicine, Central
Council for Research in Ayurvedic Sciences, Central Council for Research in Siddha, National Institutes
(Unani, Ayurveda, Siddha), Institute of Teaching and Research in Ayurveda (the Institute of National
Importance), etc. in the library for students and staff.

(s) library services include book issue and return, indexing, copying facilities, a book reservation system, and
assistance in using the library;
(t) the library shall provide magazines and newspapers for non-teaching staff and suitable study and reading
material, competitive examination books, etc., for the students who are attending various competitive
examinations;
(u) entire library shall be barrier free movement to facilitate, easy access to all people including differently
abled students;
(v) if the college is located on a university campus and the university library is in a separate building, then an
exclusive wing for Unani shall be provided in the university library with all the requirements as specified in
these regulations.
(5) Digital Library.- (a) the digital library shall have the minimum required area of forty square meters for sixty
students intake capacity, fifty square meters for one hundred students intake capacity, sixty square meters for one
hundred fifty students intake capacity and seventy square meters for two hundred students intake capacity, as
mentioned in Schedule-II;
(b) the digital library shall include office space and seating for the digital library in-charge, stations with
computer systems having broad band connectivity, storage facilities for compact discs, headphone sets, etc;
(c) the digital library shall have fifteen computer systems with stations for sixty students intake capacity,
twenty five computer systems with stations for one hundred students intake capacity, thirty five computer
systems with stations for one hundred fifty students intake capacity and forty five computer systems with
stations for two hundred students intake capacity;
(d) the digital library with the infrastructure detailed in Table-4 shall be provided for students to browse the
internet and access e-journals, e-contents, e-books, educational compact discs, e-resources, etc;
(e) the minimum working hours of the digital library on all working days (Monday to Saturday) shall be from 9
a.m. to 8 p.m. without any break;
(f) on Sundays, the working hours for the digital library shall be 10 a.m. to 2 p.m.;
(g) the working hours mentioned in clauses (e) and (f) are the minimum working hours. However, colleges or
institutes can maintain extended library hours.

(6) Teaching Departments.- (a) there shall be fourteen teaching Departments;
(b) each Department shall be provided with rooms or cubicles for teachers, a departmental library, working
accommodations for non-teaching staff, and a practical laboratory, dissection hall, museum cum tutorial room,
or tutorial room as per the requirements of the individual Department as specified in these regulations
(Schedule-II), and all units or sections of one Department shall be located together in the Department with
adequate space;
(c) the minimum area required for all Fourteen Departments shall be one thousand four hundred seventy-five
square meters for sixty students intake capacity, two thousand five hundred twenty-five square meters for one
hundred students intake capacity, three thousand six hundred twenty-five square meters for one hundred fifty
students intake capacity, four thousand eight hundred square meters for two hundred students intake capacity,
and break-up area for each Department and their ancillary sections or units shall be as per Schedule-II;
(d) teachers shall be accommodated in their respective Departments, and each Head of The Department,
Professor, Associate Professor, and Assistant Professor shall be provided privacy in a separate room or cubicle
in their respective Departments. The minimum area for each Professor, Associate Professor, and Assistant
Professor shall be fifteen, thirteen and ten square meters respectively. Open seating arrangements for teachers
in the common hall, room, or Department shall not be permitted;
(e) each Department shall be provided with computers, printers, and internet facilities;
(f) each Department shall be provided with an e-display (smart board or smart television or light emitting
diodes display and the like) facility to display e-contents such as videos, images, posters, charts, subject related
information, models, treatment methods, surgical procedures, pathological slides, instruments, preparation of
medicines, medicinal plant images, herbarium, X-rays, diagnostic tools, etc. as applicable to each department
for effective teaching;
(g) minimum equipment, instruments, chemicals, reagents, glassware, etc., required for practical laboratories
shall be as per Schedule-VII to XIV;
(h) minimum models, specimens, etc. required for the departmental museum shall be as per Schedule-VII, VIII,
X, XI, XII, and XIII;
(i) the Departments conducting practical training, shall maintain all facilities as per the student capacity to
conduct all practical listed in the syllabus;
(j) Language laboratory under the Department of Kulliyat (Basic Principles of Unani Medicine) shall be
provided with computers with internet facilities, compact discs, audio-visual facilities, microphones, headsets,
etc., to promote language skill, communication skill, and skill in phonetics, etc., in Arabic, Urdu, Persian or
English, as the case may be;
(k) dissection hall: (i) the dissection hall under the Department of Tashreehul Badan (Anatomy) shall have
proper ventilation, an exhaust facility, an adequate hand wash facility, and a storage tank or freezer to preserve
two to four cadavers;
(ii) a virtual dissection or e-dissection facility in the dissection hall may also be provided to augment the
quality of training;
(iii) there shall be one demonstration station in the dissection hall and one dissection station for ten
students, i.e., six, ten, fifteen, and twenty dissection stations for sixty, one hundred, one hundred fifty and
two hundred students intake capacity, respectively;
(iv) demonstration and Dissection Stations: Demonstration station shall have shadow less operation theatre
lights and an inbuilt high-resolution closed-circuit television camera, and the dissection hall shall have a
display unit (smart television, light emitting diode screen, smart board, etc.) that is connected to the closed-
circuit television camera;
(v) if it is required, the embalming facility may also be provided;
(vi) this Department shall have waste disposal facilities as per the norms.
(l) Teaching Pharmacy (Ilmul Saidla Practical Laboratory):(i) it shall be for teaching, demonstration, and
training of students but not for commercial production of medicines.
(ii) the medicines prepared as a part of practical training in teaching pharmacy shall not be administered to
patients;
(iii) in the event that the institution is attached to a pharmacy of commercial production, that pharmacy
shall not be treated as a teaching pharmacy;
(iv) the teaching pharmacy may preferably be located at the end of the college building on the ground floor
or in a separate building on campus and shall be equipped with a proper exhaust system and fire and safety
measures;
(v) the teaching pharmacy shall have adequate infrastructure and facilities as mentioned in Schedule-XI to
conduct Ilmul Saidla practical as per the syllabus.
(m) Quality testing laboratory: (i) the quality testing laboratory under the Department of Ilmul Saidla (Unani
Pharmacy) is a common facility for both Ilmul Saidla (Unani Pharmacy) and Ilmul Advia (Pharmacology)
departments;
(ii) the quality testing laboratory shall maintain all facilities, including equipment, instruments, chemicals,
and reagents, as mentioned in Schedule-XI for quality testing of drugs and for demonstrative teaching and
training.
(n) Tibbul Qanoon wa Ilmul Samoom (Forensic Medicine and Clinical Toxicology) practical laboratory under
the Department of Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) a poison or toxin detecting or
analysing facility shall also be provided to study various poisons or toxins or food contaminants.
(o) Mahiyatul Amraz (Pathology) Department: (i) college or institution shall have an independent practical
laboratory with adequate facilities as mentioned in Schedule-XII for the students to pursue practical training as
per the syllabus;
(ii) the clinical or pathology laboratory of the attached teaching hospital shall not be considered as a
Mahiyatul Amraz (Pathology) practical laboratory.
(p) Nutrition laboratory: Nutrition laboratory under the Department of Tahaffuzi wa Samaji Tib (Preventive
and Social Medicine), with all minimum requirements as specified in Schedule-XIII to analyse the nutritional
value of diet, culinary medicine, and functional foods as per the list of practicals prepared by the department
based on the syllabus;
(q) Jarahat (Surgery) department shall maintain specimens in the museum cum tutorial room like gall stones,
renal stones, tumours, etc. for teaching purposes;
(r) Ain, Uzn, Anaf halaq wa Asnan (Ophthalmology, Ear, Nose Throat and Dentistry) Department shall
maintain specimens in the museum cum tutorial room for teaching purposes;
(s) the working tables of all the practical laboratories of teaching Departments wherever applicable, should be
of hard stone or stainless steel, and there should be an arrangement of proper shelves and running water taps in
wash basins;
(t) the National Commission for Indian System of Medicine may revise the syllabus from time to time, and
accordingly, the requirements for equipment and other facilities may vary. It is the responsibility of the
institution or concerned Department to provide such facilities, specified by the National Commission for Indian
System of Medicine from time to time.
(7) Clinical Skill or Simulation Laboratory.-(a) each Unani Medical College or institution shall have a minimum
constructed area of one hundred twenty five square meters, two hundred square meters, two hundred seventy five
square meters and three hundred fifty square meters for sixty, one hundred, one hundred fifty and two hundred
students intake capacity, respectively, as specified in Schedule- II and shall be equipped with manikins or
simulators as specified in Schedule-XIV;
(b) the virtual or augmented reality facility may also be provided for effective teaching and training;
(c) the Clinical Skill or Simulation Laboratory shall have a proper storage facility for manikins, simulators, and
other training materials or equipment or devices;
(d) the Clinical Skill or Simulation Laboratory shall accommodate the coordinator, office assistant with an
adequate space, and attendant;
(e) there shall be an office and seating arrangement for staff, demonstration cum practice rooms (as mentioned
in Table-5) and all demonstration cum practice rooms shall be equipped with smart board and other suitable
audio-visual equipment or gadgets;
(f) there shall be a reception, a record-keeping facility, and shoe racks at the entrance with enough slots.

(8) Human Resource Development Cell.- (a) Human resource and development cell shall be with a with a
minimum space of one hundred thirty square meters, one hundred fifty square meters, one hundred seventy square
meters and one hundred ninety square meters for sixty, one hundred, one hundred fifty, and two hundred students
intake capacity, respectively, and the minimum break-up space for workshop area, office, store, circulation area
and toilets as mentioned in the Schedule-II;
(b) Human Resource Development Cell shall serve as a Medical Education Technology Training Unit or
Quality Input Programme Unit for teachers and an orientation cum training unit for medical, paramedical,
technical, administrative, and supportive staff of the institution;
(c) Human Resource Development Cell shall have an office with adequate space to accommodate the
coordinator, office assistant, and attendant;
(d) the Human Resource Development Cell Hall or room shall be suitable for conducting workshops with a
seating capacity of minimum thirty participants and be equipped with adequate furniture;
(e) the hall shall be equipped with an audio-visual system, multimedia projector or smart interactive board,
computer, laptop, Wi-Fi connectivity, laptop charging points for participants, printer, copier, photographing
facility, and video recording facility to develop e-teaching contents;
(f) the Human Resource Development Committee, comprising a chairman (the head of the institution-(Director
or Dean or Principal), a coordinator (Professor or Associate Professor), and members (one teaching faculty
member from each professional, a medical superintendent or deputy medical superintendent, and one person
from administration or human resource development), shall be constituted by the institution, which shall plan,
execute, and monitor the activities of human resource and development cell. The committee may co-opt any
expert or any other member as required;
(g) the term of the committee shall be two years, or as per institutional policies;
(h) the Committee shall identify the skills, techniques, or knowledge that are to be trained or oriented as per the
guidelines issued by the National Commission for Indian System of Medicine for each category of employees,
prepare the schedule, and announce and implement it accordingly;
(i) category of employees of an Unani Medical College and attached teaching hospital shall be as follows:
(i) teaching staff, physical education instructor, yoga instructor, and library staff;
(ii) administrative staff;
(iii) nursing staff and lab technicians;
(iv) therapists in Ilaj bit Tadabeer therapy sections;
(v) technical staff (information technology, electrical, plumbing, etc.);
(vi) cook in the hospital kitchen for Ghiza Makhsoosa (Specific diet) including instant medicine preparation
section;
(vii) supportive staff (gardener, drivers, security personnel, etc.);
(viii) menial staff, Group D, housekeeping, multi-tasking staff, attendants etc.
(j) Human Resource and Development Cell shall be provided with staff as specified in Schedule-VI for the
smooth functioning of human resource and development cell, including planning of requirements, recruitment
methodology and criteria, induction, training, and development;
(k) technical support for operating multimedia projector and other information technology related activities,
technical support shall be obtained from the institutional Information Technology cell;
(l) human resource development cell ensures 360-degree approach and inclusive development of the institution
by upscaling the skill of the employees through capacity building orientation and training.
(9) Research and Innovation Cell.- (a) a room with minimum of thirty square metres as mentioned in the
Schedule -II with adequate furniture and document storage facility shall be provided;
(b) this cell facilitates activities such as innovation, incubation, research, documentation, publication and
intellectual property rights;
(c) the college shall constitute Institutional Research and Innovation Committee with Coordinator and members
[coordinator for Research, Publication, and intellectual property rights, three faculty members, one from each
professional and two students (one boy and one girl) from each batch]. The head of the institution (Director or
Dean or Principal) shall be the chairman of the committee;
(d) the Coordinator of the Research and Innovation Cell [a senior faculty known for visionary and creative
activity), shall be the coordinator of the Institutional Research and Innovation Committee;
(e) the Institutional Research and Innovation Committee shall identify or invite the innovative ideas from
students, teachers and other staff of the college and facilitate to incubate or nurture the ideas and to translate to
useful products or outcome;
(f) innovations may be in teaching, training, diagnostics, therapeutic equipment, surgical equipment, dosage
forms, technology, software, apps, assessment scales etc.;
(g) the coordinator of the Research and Innovation Cell shall have been undergone training conducted by the
National Commission for Indian System of Medicine or as specified by the commission. If not, he or she shall
undergo the same within six months of the appointment as coordinator;
(h) coordinator for Research, Publication and Intellectual Property Rights: A faculty member of the college
familiar with research, publication and Intellectual Property Rights aspects or who have undergone training on
these aspects shall be nominated as coordinator;
(i) every institution shall develop institutional policy to support activities related to innovation, incubation,
research, publication, Intellectual Property Rights, disbursement of research grants, research incentives,
publication incentives, etc.;
(j) the policy must be oriented to all stakeholders and have developed implementation and monitoring
mechanism.
(10) Co-Curricular or Extra-Curricular Activities.- Adequate facilities shall be provided by the institution for
conduction of Co-Curricular or Extra-Curricular activities and the activities may include,-
(a) physical education facility;
(b) recreational facility;
(c) National Service Scheme unit;
(d) college may have various student club such as Science club, Environment club, Fine Arts club, Sports club,
Literary club, Language club, Photography club, Adventures club, animal lovers club, etc.;
(e) Community outreach programme;
(f) medical camps or village adoption or health awareness programme;
(g) field visit or survey;
(h) conducting seminar, workshop, brainstorming, symposium etc.
(11) Common rooms for students.- Two common rooms (one for boys and one for girls separately), with a
minimum total area of one hundred square meters, two hundred square meters, three hundred square meters and
four hundred square meters for sixty, hundred, one hundred fifty, and two hundred student intake capacity,
respectively, as mentioned in Schedule-II required to accommodate a minimum of twenty per cent of the
sanctioned intake capacity and adequate seating arrangements and attached toilets, shall be made available.
(12) Staff amenities.- (a) two common rooms (one for male and one for female separately) for teaching staff, shall
be provided with a minimum total area of fifty square meters, sixty square meters, seventy square meters and
eighty square meters for Sixty , hundred , one hundred fifty , and two hundred student intake capacity,
respectively, as mentioned in the Schedule-II and adequate furniture, seating arrangements, attached toilets,
drinking water and refreshment facilities shall be made available;
(b) adequate number of toilets at appropriate and easily accessible places separately for teaching staff (male
and female) for non-teaching staff (male and female) shall be provided in each floor;
(c) sanitary napkin dispenser and incinerator shall be provided in female toilets.
(13) Student amenities.- (a) facilities like transportation, Bank or Automated Teller Machine, playground (indoor
and outdoor games), stationery store, cafeteria etc. are to be made available;
(b) adequate numbers of toilets at appropriate and easily accessible places in each floor separately for male and
female students shall be provided;
(c) sanitary napkin dispenser and incinerator shall be provided in female toilets.
(14) Hostels.- (a) there shall be separate hostels for boys, girls and intern-boys and intern-girls in the campus with
adequate accommodation, furniture, reading room, recreational facility, attached bath and toilet facility and
security;
(b) apart from college canteen mentioned in sub-regulation (15), hostel may also maintain a separate mess if
required;
(c) interns to be provided separate hostels, preferably near the hospital, to perform assigned clinical duties
conveniently;
(d) the colleges established before notification of these regulations, may continue the hostels in the campus or
outside campus or in outsourced building.
(15) Canteen.- (a) canteen facility with sitting arrangement for about one hundred persons shall be available for
sixty and hundred students intake capacity and sitting arrangement for two hundred persons for one hundred fifty
and two hundred students intake capacity and the space required for the canteen shall be as specified in the
Schedule-II i.e. hundred square meters for sixty students intake capacity, one hundred fifty square meters for
hundred students intake capacity, two hundred square meters for one hundred fifty students intake capacity and
two hundred fifty square meters for two hundred students intake capacity;
(b) if the college and hospital are in same campus in such case common canteen or in case if the hospital is on a
separate campus, then a separate canteen in hospital premises shall be made available;
(c) the canteen shall have separate sections for teaching staff including consultants of the hospital.
(16) Herbal Garden.- (a) college shall have a well-developed medicinal plant garden with minimum area of two
thousand five hundred square meters for sixty students intake capacity and four thousand square meters for
hundred, One hundred fifty and two hundred students capacity with demonstration room under the Department of
Ilmul Advia (Pharmacology) as mentioned in the Schedule -III and it shall have minimum two hundred species of
medicinal plants including common and rare or endangered species;
(b) medicinal plants in the garden are to be labelled with Quick Response Code code to provide the details of
medicinal plants including local name, vernacular names, botanical name, family name, identification points,
medicinal properties etc.
(17) Closed-Circuit Television.- (a) closed-circuit television cameras shall be installed at biometric attendance
systems installed area, classrooms, library, digital library, practical laboratories, clinical skill or simulation
laboratory, corridors, examination hall, entrance and exit of college and hospital, reception and registration zone,
out-patient zone, and pharmacy of the hospital. Installation may be made in other areas as per the requirement of
the institution;
(b) cameras shall be high-resolution and capable of day-time and night-time recording;
(c) the Digital Video Recorder shall have the capacity to store the data for a minimum of three months.
(18) College Council.- (a) every Unani Medical College or Institution shall have a College Council comprising of
the Head of the Departments, the Medical Superintendent or Deputy Medical Superintendent as members, and the
Head of the Institution (Director or Dean or Principal) as Chairperson;
(b) the College Council shall meet four times in a year to draw up the implementation strategy of the
curriculum and training programme, the enforcement of discipline, and other academic matters and shall keep
records of the same;
(c) the College Council shall organise regular interdepartmental meetings like grand rounds, statistical review
meetings, clinical meetings and periodical research reviews in the institution;
(d) the College Council shall plan, review and upgrade academic, healthcare, research and co-curricular or
extra-curricular activities of the institution, strategic planning and implementations, students’ performance and
improvisation;
(e) the College Council shall review the annual (January to December) academic events of the Unani Medical
College or institution and prepare the academic audit report of the institution as per the guidelines of the
National Commission for Indian System of Medicine and the institution shall submit the academic audit report
in the prescribed format and such manner to the National Commission for Indian System of Medicine within
the timeframe, specified by the National Commission for Indian System of Medicine;
(f) the minimum area required for the college council room shall not be less than fifty square meters for sixty
students intake capacity, hundred square meters for hundred students intake capacity, and one hundred fifty
square meters for one hundred fifty and two hundred students intake capacity, as specified in Schedule -II;
(g) Academic Committee.- (i) the college council shall constitute an academic committee comprising a vice
principal, deputy director, deputy dean (if any), or senior faculty member as chairperson and one faculty
member from each department as a member;
(ii) the planning, execution, and monitoring of teaching schedules shall be the responsibility of the
academic committee;
(iii) the teaching schedule shall be integrative in nature and shall be announced one month before;
(iv) the teaching schedule shall be hosted on the institutional website as well as the Learning Management
System portal.
(19) Student Council.- (a) student Council shall have a room having minimum of twenty square meters as shown
in the Schedule-II with adequate seating capacity, storage facility to maintain files shall be made available;
(b) student Council is the representative body of the student community of the college or institution and it shall
be a group of ambitious, hardworking and dedicated students working together with a faculty advisor to
provide a means of expression and assistance in college affairs, conduct various programme or institutional fest
or activities, give opportunities for student experience in leadership and encourage student or faculty or
community relations;
(c) student Council make suggestions to the head of the institution (Director or Dean or Principal) in respect to
welfare of students, discipline, hostel management, arts and sports, student’s health, social activities, working
of library, Co-Curricular or Extra-Curricular activities etc.;
(d) student Council shall communicate its views, observations and recommendations to head of the institution
(Director or Dean or Principal) in respect to student concern matters through ‘Student Welfare Officer’ (faculty
member nominated by the institution);
(e) college shall constitute Student Council by selection process or as specified by the affiliated university;
(f) institution shall have to developed policy for constitution of student council and its functionality;
(g) if such guidelines of university are not available, the composition of student council shall be as under:
(i) Chairman;
(ii) Secretary;
(iii) Members (class representatives of all batches, literary club secretary, fine arts club secretary, sports
club secretary, science club secretary, secretary of any other club, National Service Scheme representative,
and additional member as per requirement).
(20) Student Support and Guidance including Career Guidance and Placement Cell.- (a) each Unani Medical
College or Institution shall have Student Support and Guidance including Career Guidance and Placement Cell
which is intended to support, guide and encourage students in academic, scholastic, social, emotional, personal,
career development, and placements; having minimum area of twenty-five square meters as shown in the
Schedule-II;
(b) distinct care shall be given for new batch of students to become as confident professional and to overcome
academic learning related difficulties that they face in the initial phase of their undergraduate programme;
(c) student support and guidance including career guidance and placement cell will identify various
opportunities for higher education and placements and advice the students accordingly;
(d) the cell orients the students in preparation of various competitive examinations and to face interviews;
(e) college or institution shall constitute Student Support and Guidance including Career Guidance and
Placement Cell as per the guidelines of the affiliated university;
(f) If such guidelines are not available, it shall be constituted as per the following:
(i) convener: a senior faculty;
(ii) members;
(A) three faculty members (one faculty from each professional, at least one female);
(B) two student representatives (1 male and 1 female) from each batch;
(C) two representatives from Parent-Teachers Association;
(g) the institution shall have the policy of constitution of Student Support and Guidance including Career
Guidance and Placement Cell and its functionality.
(21) Grievance Redressal Cell.- (a) the Unani Medical College or institution shall establish Grievance Redressal
Cell and constitute Grievance Redressal Committee;
(b) there shall be complaint or suggestion boxes appropriately labelled including the details of next opening
and shall be kept at appropriate places of the institution;
(c) the complaints or suggestions boxes are to be periodically opened by the Grievance Redressal Cell
committee, a record of complaints or suggestions, action taken report and the outcome shall be maintained;
(d) the institution shall have the policy of constitution of Grievance Redressal committee and its functionality;
(e) Grievance Redressal Cell may use Student Support and Guidance including Career Guidance and Placement
Cell room as a common facility for meetings and have separate almirah to keep related files and documents
separately.
(22) Pharmacovigilance Cell.- (a) every Unani Medical College or institution shall have an established
Pharmacovigilance Cell with minimum of twenty square meters area as mentioned in the Schedule-II. The cell will
function in association with the Regional or National or Central Pharmacovigilance Cell;
(b) the composition of pharmacovigilance cell shall be as under:
(i) one senior faculty member from Ilmul Advia (Pharmacology) or Ilmul Saidla (Unani Pharmacy) or
Tibbul Qanoon wa Ilmul Samoom (Forensic Medicine and Clinical Toxicology) as a coordinator;
(ii) one faculty member from each department of Moalajat (Medicine), Ilaj bit Tadabeer (Regimenal
Therapy), Jarahat (Surgery), Ain Uzn Anaf Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and
Dentistry), Amraze Jild wa Tazeeniyat (Dermatology and cosmetology), Qabalat wa Niswan (Obstetrics
and Gynaecology), Ilmul Atfal (Paediatrics) as members;
(c) the committee shall meet once in two months, identify adverse drug reactions and other related issues
analyse and report to the Regional or National or Central Pharmacovigilance as per the procedure.
(23) Committee against sexual harassment.- (a) each Unani Medical College or institution shall have a “Committee
Against Sexual Harassment” for the creation of safe, equitable and inclusive campus environment;
(b) the Committee shall deal the complaints or grievances pertaining to sexual harassment, sexual misconduct,
and sexual assault committed by students, faculty, staff and other staff and visitors on campus and shall create
awareness on sexual harassment;
(c) the Committee shall ensure that there is a confidential procedure are followed in receiving and handling of
complaints;
(d) each institution shall have their institutional policy in the constitution of the committee and its function;
(e) Committee Against Sexual Harassment may use Student Support and Guidance including Career Guidance
and Placement Cell room as a common facility for meetings and have separate almirah to keep related files and
documents separately.
(24) Internal Quality Assurance Cell.- (a) each Unani Medical College or institution shall have internal quality
assurance cell for planning, guiding, and monitoring quality assurance and quality enhancement activities of the
institution;
(b) the composition of Internal Quality Assurance Committee shall be as per the following:-
(i) the head of the institution ((Director or Dean or Principal) – Chairperson;
(ii) medical superintendent or deputy medical superintendent- Member;
(iii) three senior faculties (one from each professional course)-Members;
(iv) senior administrative staff (one from the college and one from the hospital)- Members;
(v) one external expert on quality management- Member;
(vi) a senior faculty member- Member secretary;
(c) the members and member secretary as mentioned in sub-clause (iii), and (vi) shall be nominated by the head
of the institution(Director or Dean or Principal);
(d) the membership of nominated members shall be for a period of two years from the date of constitution;
(e) the Internal Quality Assurance Committee shall meet once in quarter;
(f) main functions of Internal Quality Assurance Cell are: -
(i) development and application of quality parameters for various academic, clinical and administrative
activities of the institution;
(ii) facilitating the creation of a learner-centric environment;
(iii) arrangement for 360-degree feedback on quality related institutional process;
(iv) sensitisation of stakeholders regarding quality assurance;
(v) organisation of various quality input programmes;
(vi) documentation of all activities of the college leading to quality improvement;
(vii) coordinating quality related activities and dissemination of best practices; and
(viii) development of data-base.
(g) The Internal Quality Assurance Cell shall be a dynamic system for quality changes in the college or
institution.
(25) Human Resource (Minimum Requirement of Staff for the College): (a) there shall be a minimum of thirty
two, forty seven, seventy and ninety two full-time teachers appointed on a regular basis for the students intake
capacity up to sixty, one hundred, one hundred fifty, and two hundred students, respectively, with the addition of
one part-time biostatistician to teach Research Methodology and Medical Statistics, full-time Yoga instructor (one
Yoga instructor for the sixty, one hundred, and one hundred fifty students intake capacities and two Yoga
instructors, i.e., one male and one female, for the two hundred students intake capacity), and one full-time Physical
education instructor or trainer as specified in the Schedule-V;
(b) the Biostatistician shall be with the minimum qualification as mentioned in the National Commission for
Indian System of Medicine (Minimum Standards of Undergraduate Unani Education) Regulations, 2022 and
shall be working in the Department of Tahaffuzi wa Samaji Tib;
(c) the Physical education instructor shall be minimum a bachelor’s degree holder in physical education;
(d) the Yoga instructor shall be with the minimum qualification as mentioned in the National Commission for
Indian System of Medicine (Minimum Standards of Undergraduate Unani Education) Regulations, 2022;
(e) the yoga instructor shall be working in the Department of Tahaffuzi wa Samaji Tib and shall serve in both
the college and hospital;
(f) the head of the institution (Director or Dean or Principal) of each Unani Medical College or institution shall
undergo the orientation programme on Educational Administration conducted by the National Commission for
Indian System of Medicine within the period specified by the Commission and it is a mandatory requirement
for holding the post of the head of the institution. Failing which he or she shall not be considered for the post of
head of the institution by the Medical Assessment and Rating Board for Indian System of Medicine;
(g) the minimum number of non-teaching staff (technical and other staff) in various units or section or
departments of the college and their educational qualifications shall be as per the details given in the Schedule-
VI;
(h) there shall be minimum forty, forty-one, sixty-four and sixty-eight non-teaching staff appointed on regular
basis for the students intake capacity up to sixty, one hundred, one hundred fifty and two hundred respectively.
(26) Teaching Days.- (a)the attendance of teaching staff shall be assessed in terms of teaching days;
(b) teaching days shall be calculated individually for every teacher and cumulatively for all teachers in the
institution;
(c) teaching days shall be calculated as follows:-
(i) ‘Period of Calculation’ shall be considered as the twelve months preceding the month of visitation or
assessment;
(ii) working days of a teacher shall be considered from the attendance (biometric or Aadhar enabled
biometric or iris recognition or face recognition or any other as specified by the National Commission for
Indian System of Medicine) available at the central server;
(iii) working days of an institution shall be considered as the total number of days in that particular
assessment period minus official holidays of that period;
(iv) the holidays notified by the Central and State Governments and the holidays declared by the District
Collector shall only be considered holidays;
(v) the college shall have to upload any local official holidays, etc., with a proper document within ten days
of the declaration of the holiday in the manner as specified by the National Commission for Indian System
of Medicine;
(vi) no request shall be considered beyond ten days;
(vii) data available on the central server shall only be considered for the calculation of individual teaching
days as well as cumulative teaching days for the institution;
(viii) “Individual teaching days” are calculated based on the number of days a teacher attended the duties of
the college as a full-time teacher during the period of calculation and the number of working days the
teacher was attached to the institution during the period of calculation;
(ix) individual teaching days are calculated as per the formula given below:

(x) each teacher shall have to attend a minimum of seventy-five per cent. of working days as specified in
the National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Unani
Education) Regulations 2022, and continuous absence for the rest of twenty-five per cent. from the teaching
shall not be permitted except maternity leave and medical leave for prolonged illness;
(xi) the National Commission for Indian System of Medicine may constitute a "Medical Board" to examine
and verify prolonged medical leave, if it is necessary;
(xii) the cumulative teaching days of the institution are calculated as per the below mentioned formula:

Explanation:
*Total working days attended by all the teachers during the assessment period may be calculated by adding
the individual attendance of all teachers;
#Total number of working days of all teachers of the institution during the assessment period may be
calculated by multiplying the number of working days in that assessment period by the minimum number of
teachers specified for that particular student intake capacity. For example, if thirty teachers were present in
the college for the entire period of assessment and the working days were three hundred days for that
assessment period of twelve months, then the total working days would be: 30 x 300 = 9000.
(27) Relieving and replacement of teaching staff.- (a) the teaching staff shall be relieved on resignation as per the
terms and conditions in the appointment order or within the notice period of a maximum of thirty days, whichever
is less, except in the case of teachers with pending legal issues;
(b) the Unani Medical Colleges or institutions withholding the staff beyond the specified period and not issuing
a relieving order and experience certificate shall be penalised by the Medical Assessment and Rating Board for
Indian System of Medicine;
(c) if the teacher gets a Government appointment, he or she shall be relieved as per his or her request;
(d) in the case of teaching staff relieved from the institution, the institution shall replace the vacant post with an
eligible teacher within three months from the date of relieving the teacher. In the event of a delay in
appointment, the college shall be penalised three times the minimum salary per month or as specified by the
Medical Assessment and Rating Board for Indian System of Medicine or the National Commission for Indian
System of Medicine for each month of the delayed period;
(e) the period of delay shall not be more than three months;
(f) the delay beyond three months shall be treated as non-appointment;
(g) the provision of three months’ time for the appointment of teaching staff shall not be applicable in cases of
vacancies due to the retirement of a teacher;
(h) Experience of consultants and teaching staff for the period before the issue of Letter of Permission:
(i) calculation of experience of the teaching faculty that: (A) if the teacher joined after receiving a Letter of
Intent, the teaching experience shall be counted from the date of joining;
(B) if the teacher joined before receiving the Letter of Intent, the teaching experience shall be counted
from the date of issue of the Letter of Intent;
(ii) calculation of experience of consultants that: (A) for the period prior to receiving the Letter of Intent,
the teaching experience shall be counted for the period of actual work, up to a maximum of two years;
(B) if joined after receiving the Letter of Intent, experience shall be counted from the date of
appointment;
(i) Penalty etc.- the colleges involved in any malpractice with the payment of salary to teaching and other staff
shall be penalised or initiated/ disciplinary action as per the recommendations of the disciplinary committee of
the Medical Assessment and Rating Board for Indian System of Medicine.
(28) Deputing teaching staff.- (a) the college or institution shall depute the staff on official duty under the
following conditions, namely:
(i) in cases of official assignment by the Commission or its autonomous boards;
(ii) in the event that the Commission is conducting any training programme or capacity building
programme or any other such programmes and if indicated to delegate the staff for such programmes;
(b) In such cases, on-duty leave shall be sanctioned for the duty days specified in the official communication of
the Commission, along with the days of travel.
14. Minimum Essential Standards for an Attached Teaching Hospital.- (1) Teaching hospital in general.- (a) a
fully functional teaching hospital attached to the Unani Medical College or institution, fulfilling all the minimum
essential standards as specified by the National Commission for Indian System of Medicine in these regulations, shall
offer clinical training to medical students and provide medical services including consultation, diagnosis (clinical and
investigational), treatment (medical, procedural, and surgical), preventive health care, medicine dispensing, medical
advice, counselling, nursing care, emergency care, public outreach activities, with proper documentation, and maintain
hospital management systems. All related expenses shall be reflected in the official bank account of the hospital, and
the hospital shall be ready to treat or attend any type of patient at any point in time with its manpower and
infrastructure;
(b) the teaching hospital shall fulfil all the statutory requirements of the concerned state, union territory, or
local authority to establish and run the hospital and submit updated copies of such permission(s) or clearance(s)
to the Medical Assessment and Rating Board for Indian System of Medicine or National Commission for
Indian System of Medicine;
(c) the concerned state or union territory shall issue the No Objection Certificate or Essentiality Certificate to
such applicant colleges after verifying the availability of such permission(s) or clearance(s);
(d) the attached teaching hospital shall be easily accessible to patients, and there shall be provision for free
vehicular movement, including ambulances;
(e) all entries and exits of the hospital shall be clearly demarcated and displayed appropriately;
(f) there shall be proper and adequate parking facilities;
(g) the entire hospital, including all entrances and exits, shall be wide enough and barrier-free for easy
movement for non-ambulant (wheelchair, stretcher), semi-ambulant, visually impaired, and elderly persons;
(h) all the corridors of the hospital should have a minimum width of eight feet to ensure easy movement and
turning of stretchers;
(i) irrespective of the availability of staircases, escalators, or lifts, a ramp connecting all floors is mandatory.
(j) the ramp also must be at least eight feet wide with properly curved turning points to facilitate the free
movement of the stretcher;
(k) there shall be disabled-friendly toilets for males and females separately;
(l) all the doors of toilets and bathrooms are to be openable to the outside to rescue the patients in case of
emergencies;
(m) there shall be a centralised announcement system connected to the entire hospital for emergency
announcements and alerts;
(n) the entire hospital shall be connected telephonically, and each and every unit shall have an intercom
facility;
(o) the entire hospital shall have a proper fire safety and fire extinguishing system;
(p) disaster prevention as well as disaster management measures should be in place;
(q) drinking water (hot and cold) facilities; an adequate number of toilets for male and female (separately for
patients, hospital staff, medical students, interns, doctors, and consultants) shall be made available at
appropriate places in the hospital;
(r) the entire hospital should have clear signage in at least two languages, including one in the local language,
with appropriate pictorial displays;
(s) trained security should be deployed at appropriate places for the hours required. The details about Patient’s
rights, responsibilities, and legal aspects of attacking medical professionals on duty shall be displayed in
prominent places;
(t) for the administrative purpose the hospital is divided into seven zones, and their minimum essential
standards are as follows:
(i)Reception and Registration Zone;
(ii) Out-Patient Department Zone;
(iii) Diagnostic Zone;
(iv) In-Patient Department Zone;
(v) Procedural Management Zone;
(vi) Administrative Zone; and
(vii) Services Zone.
(2) Reception and Registration Zone.- (a) Reception and Registration zone shall have the minimum constructed
area for the reception and registration as per Schedule- I, i.e., one hundred square meters for sixty students intake
capacity, one hundred fifty square meters for one hundred students intake capacity, two hundred square meters for
one hundred fifty students intake capacity, and two hundred fifty square meters for two hundred students intake
capacity of the students;
(b) reception and enquiry counter: (i) the reception and enquiry counter shall be available in a prominent place
at the entrance of the hospital;
(ii) the receptionist must be preferably multi-lingual and well versed with all the services of the hospital,
department or specialty-wise consultants and their days of Out-patient Departments, days and timings of
availability of hospital services, etc;
(iii) the counter shall have a computer system with updated information on hospital services and a
telephone connection with a call transfer facility;
(iv) this counter provides a space for the Public Relations Officer, if any; and
(v) a suggestion box, complaint box, or feedback box shall be provided in this area;
(c) Registration and Billing Counter: (i) there shall be an adequate number of registration counters with waiting
areas for central Out-patient Department registration for new patients or clients, renewal of registration for old
patients or clients, Central In-Patient Department registration and admission, and billing and payments;
(ii) there shall be a computerised central registration system that facilitates the National Commission for
Indian System of Medicine monitoring of real-time data;
(iii) the National Commission for Indian System of Medicine recommends any hospital management
system or hospital information management system, it is mandatory to shift to the recommended software;
(iv) the Hospital Management system or Ayush-Hospital Management Information System must be aligned
with the National Ayush Morbidity and Standardized Terminologies Electronic Portal developed by Central
Council for Research in Ayurvedic Sciences.
(d) Medical Record Room and Maintenance of Records: (i) all the medical records belonging to Out-patient
Department and In-Patient Department patients shall be maintained in medical room by the hospital;
(ii) the hospitals that are not fully computerised shall maintain all medical records in physical form, and
there shall be a medical record technician to maintain medical records;
(iii) in fully computerised hospitals, the maintenance of physical records is not required;
(iv) the hospital shall maintain department-wise case records of Out-Patient Department Patients, In-Patient
Department patients, laboratory, radiological or sonographic investigation reports, medicine dispensing
register, diet register for In-Patient Department patients, Ilaj bit Tadabeer therapy section register, labour
room register, operation theatre and minor operation theatre register, pharmacy stock register, medicine
indent register, duty roaster of hospital staff, birth or death certificate, etc., so as to prove of genuine
functional Unani hospital fulfilling the norm as specified in regulation clause (j) , sub-regulation (3) of
regulation 14 and clause (q) , sub-regulation (5) of regulation 14;
(v) the Department of Tahaffuzi wa Samaji Tib, may access and analyse the hospital data from an
epidemiological perspective.
(e) Entrance Lobby and Circulation Area: (i) an adequate circulation area for free movement of medical,
paramedical, and supportive staff, patients, students, interns, visitors, etc.;
(ii) at the entrance lobby, adequate seating shall be provided. Provision for keeping wheelchairs and
stretchers shall be provided.
(3) Out-Patient department zone.- (a) the out-patient department zone shall have the minimum constructed area as
per Schedule-I i.e., four hundred forty square meters for sixty students intake capacity, six hundred fifty square
meters for one hundred students intake capacity, eight hundred sixty square meters for one hundred fifty students
intake capacity, and one thousand seventy square meters for two hundred students intake capacity of the students;
(b) the Out-Patient department Zone shall consist of Screening Out-patient Departments, Department wise Out-
Patient Departments and their associated units, Specialty Out-Patient Departments, an online consultation
facility, the office of the Out-patient Department zone in-charge, a drug store or pharmacy or dispensary, a
patient waiting area, an area for breast feeding, a store, a drinking water facility, separate male and female
toilets for patients and staff, etc., with minimum space as shown in Schedule-I;
(c) any senior faculty member from the Out-Patient Department side authorised by the head of the institution
(Director or Dean or Principal) shall be in charge of the Out-Patient Department Zone;
(d) Out-Patient Department Consultation Room: each Out-patient Department consultation room shall have
adequate space and seating arrangement for preliminary consultation by interns and consultation by consultants
and shall be equipped with an examination table with footstep stool, medical instruments and equipment,
furniture, etc., as specified in Schedule- XXIII;
(e) an Ideal Out-patient Department consultation room shall have adequate space and furniture, preferably two
interconnected chambers, one for preliminary consultation by interns (history taking, recording vital data, and
examination) and the other for consultation by consultants;
(f) the hospital shall have minimum eleven Out-Patient Departments as under, namely- Screening Out-patient
Department, Moalajat (Medicine), Ilaj bit Tadabeer (Regimenal Therapy), Jarahat (Surgery), Ain, Uzn, Anaf,
Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and Dentistry), Amraze Jild wa Tazeeniyat (Dermatology
and cosmetology), Qabalat wa Niswan (Obstetrics and Gynaecology), Ilmul Atfal (Paediatrics), Tahaffuzi wa
Samaji Tib (Preventive and Social Medicine), Ilmul Samoom (Clinical Toxicology) under the department of
Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) and Isabat (Emergency or Casualty).
(i)Screening Out-patient Department: (A) All newly registered patients (except patients of emergency) shall
be screened at the screening out-patient Department as per the institutional screening criteria and directed to
the respective Out-patient Department for consultation;
(B) the screening system facilitates patient consultation with the appropriate department;
(C) screening shall be carried out by trained persons in the case of colleges under establishment and by
interns in the case of fully established colleges;
(D) screening criteria shall be developed by each Unani institution in accordance with departmental
Out-Patient Departments and the availability of specialty Out-Patient Departments and shall be
implemented after proper orientation and training for the concerned;
(E) at the screening Out-Patient Department, the chief complaint, height, weight, Body Mass Index,
blood pressure, temperature, Nabz (pulse), Mizaj (Temperament) and other basic parameters as required
shall be recorded; For pulse reading, any reliable equipment or device is available that can be used;
(F) an adequate number of screening counters in accordance with the patient flow shall be made
available (i.e. minimum two counters for sixty and one hundred students intake capacity, three for one
hundred fifty students intake capacity and four for two hundred students intake capacity);
(G) for each counter, a computer linked with hospital management software and instruments and
equipment as per Schedule-XXIII shall be provided;
(H) there shall be a token system for Out-Patient Department consultation, and patients or clients are to
be directed to the respective Out-Patient Department by quoting the Out-patient Department number;
(I) the screening Out-patient Department shall provide opportunity for the first and second professional
Bachelor of Unani Medicine and Surgery students for early clinical exposure; accordingly, adequate
seating arrangements shall be provided;
(J) the clinical exposure and clinical training are different; the clinical exposure to the students for
getting acquainted with the clinical atmosphere and to get trained in examinations of vital signs, body
temperament etc; clinical training to the students is to train them in clinical diagnosis, correlation
between diagnostic investigations and disease and treatment of the disease; and
(K) the Screening Out-Patient Department shall function independently under the administrative control
of the resident medical officer, deputy medical superintendent, or designated Out-Patient department
Zone In-Charge.
(ii) Moalajat (Medicine): Out-Patient Department shall function under the Department of Moalajat
(Medicine) Patients with general complaints or conditions as per the institutional screening criteria consult
this Out-Patient Department.
(iii) Ilaj bit Tadabeer (Regimenal therapy): (A) this Out-Patient Department shall function under the
Department of Ilaj bit Tadabeer (Regimenal therapy);
(B) patients who exclusively require Ilaj bit Tadabeer (Regimenal therapy) Procedures like Hijama
(Cupping), Fasd (Venesection), Irsale Alaq (Leech application), Dalk (Massage), Riyazat (Exercise) and
other regimens will consult this Out-Patient Department;
(C) other Out-Patient Departments and speciality Out-Patient Departments may refer the patients to this
Out-Patient Department based on the need of such treatments;
(D) in case of referral, the consultants of this Department shall work in coordination with the
consultants who referred the case to this department; and
(E) this Out-Patient Department shall be attached with therapy or minor procedure room with adequate
facilities to provide Out-Patient Department based Hijama (Cupping), Fasd (Venesection), Irsale Alaq
(Leech application), Dalk (Massage), Riyazat (Exercise) and other regimens.
(iv) Jarahat (Surgery): (A) this Out-Patient Department shall function under the Department of Jarahat
(Surgery);
(B) patients with specific conditions related to Jarahat (Surgery) as per the institutional screening
criteria are to be referred to this Out-Patient Department; and
(C) this Out-Patient Department shall be attached with minor procedure room to carry out Out-Patient
Department based minor surgical and para surgical procedures.
(v) Ain, Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and Dentistry): (A) This Out-
Patient Department shall function under the Department of Ain, Uzn, Anaf, Halaq wa Asnan
(Ophthalmology, Ear, Nose, Throat and Dentistry);
(B) patients with specific conditions related to Ain, Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear,
Nose, Throat and Dentistry) as per the institutional screening criteria are to be referred to this Out-
Patient Department; and
(C) this Out-Patient Department shall be attached with minor procedure room to carry out Out-Patient
Department based minor Ain, Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and
Dentistry) related surgical and para surgical procedures.
(vi) Amraze Jild wa Tazeeniyat (Dermatology and cosmetology): (A) This Out-Patient Department shall
function under the Department of Amraze Jild wa Tazeeniyat (Dermatology and cosmetology);
(B) patients with specific conditions related to Amraze Jild wa Tazeeniyat (Dermatology and
cosmetology) as per the institutional screening criteria are to be referred to this Out-Patient Department;
and
(C) this Out-Patient Department shall be attached with minor procedure room to carry out Out-Patient
Department based minor procedures related to Amraze Jild wa Tazeeniyat and the instrument and
equipment for the procedure room shall be as mentioned in Schedule-XVII (Dermatology and
cosmetology).
(vii) Qabalat wa Niswan (Obstetrics and Gynaecology): (A)this Out-Patient Department shall function
under the Department of Qabalat wa Niswan (Obstetrics and Gynaecology);
(B) ante-natal, natal, post-natal, and gynaecological problems as per institutional screening criteria
consult this Out-Patient Department; and
(C)this Out-Patient Department shall have attached examination cum minor procedure room and toilet
facility.
(viii) Ilmul Atfal (Paediatrics): (A) this Out-Patient Department shall function under the Department of
Ilmul Atfal (Paediatrics);
(B) paediatric patients (up to the age of eighteen years) with general complaints as per institutional
screening criteria consult this Out-Patient Department; and
(C) there shall be adequate facility for providing immune boosting medicines and immunisation.
(ix) Tahaffuzi wa Samaji Tib (Preventive and Social Medicine): (A) this Out-Patient Department shall
function under the Department of Tahaffuzi wa Samaji Tib and this Out-Patient Department caters the need
of people in terms of preventive and promotive healthcare;
(B) Unani based Tahaffuzi-Health Card through which Unani Dietetics, Preventive care, Lifestyle
management and Mizaj based personalized or customised preventive measures including Yoga and
Riyazat, Ghiza (Diet), occupational health counselling, vaccination etc. are to be prescribed and
promoted;
(C) this Out-Patient Department shall not entertain any patients for prescribing medicines and treatment
procedures except the cases of Ilmul Samoom (Toxicology). However, patients belonging to any other
departments may get referred to this Out-Patient Department for preventive measures, and advice on
lifestyle and diet regulations, exercise, yoga and riyazat etc.;
(D) this Out-Patient Department advice Unani preventive or promotive or prophylactic medicines and
measures in case of seasonal or epidemic outbreaks;
(E) if necessary, the services of the consultants of this Out-Patient Department may be utilised in In-
Patient Department to provide advice in the perspective of diet and lifestyle management, preventive
and promotive healthcare measures;
(F) vaccination facilities to be provided by the department in coordination with the department of Ilmul
Atfal; and
(G) this Out-Patient Department shall have cubicles for counselling purposes (minimum one, two, three
and four cubicles for sixty, one hundred, one hundred fifty and two hundred students intake capacity
respectively).
(x) Ilmul Samoom (Clinical Toxicology) under the department of Tahaffuzi wa Samaji Tib (Preventive and
Social Medicine): (A) this Out-Patient Department shall function under the Department of Tahaffuzi wa
Samaji Tib;
(B) patients with poisonous conditions such as poisonous bites or stings, intoxication of unknown
origin, toxic manifestations due to incompatible food, toxic symptoms or adverse effects due to drugs,
etc., as per institutional screening criteria, consult this Out-Patient Department.
(xi) Isabat (Emergency or Casualty Unit): (A) this shall function under the Department of Moalajat
(Medicine); services of the consultants from other departments of the hospital shall be utilised as per the
need;
(B) the emergency or casualty unit shall function twenty-four hours and there shall not be any holiday
for emergency or casualty unit;
(C) there shall be observation beds, and such beds shall not be counted as In-Patient beds. The
observation beds shall be minimum two for sixty and one hundred students intake capacity, three for
one hundred fifty students intake capacity, and four for two hundred students intake capacity);
(D) Resident Medical Officer, Resident Surgical Officer and Emergency Medical Officer shall be posted
round the clock to attend emergency cases;
(E) the institution may appoint Bachelor of Medicine, Bachelor of Surgery (M.B.B.S) qualified doctor if
required to fulfil the state rules related to clinical practice;
(F) this unit shall be equipped with instruments and equipment as prescribed in Schedule-XXIII; and
(G) the service of medical specialists under modern medical staff (Schedule-IV) to be utilised.
(g) Each Unani Medical College or Institution may have Speciality Out-Patient Departments or Clinics: (i) any
faculty member from the Departments viz. Moalajat (Medicine), Ilaj bit Tadabeer (Regimenal Therapy),
Jarahat (Surgery), Ain, Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and Dentistry),
Amraze Jild wa Tazeeniyat (Dermatology and cosmetology), Qabalat wa Niswan (Obstetrics and
Gynaecology), Ilmul Atfal (Paediatrics), Tahaffuzi wa Samaji Tib (Preventive and Social Medicine), if
interested and possess expertise or exposure may be provided a speciality Out-Patient Department in the name
of the concerned disease or therapeutic procedure;
(ii) any Unani faculty member belonging to the departments of Kulliyat (Basic Principles of Unani
Medicine), Tashreehul Badan (Anatomy), Manafeul Aza (Physiology), Ilmul Advia (Pharmacology), Ilmul
Saidla (Unani Pharmacy), and Mahiyatul Amraz (Pathology), if interested in offering clinical services, may
be provided speciality Out-Patient Department as per their expertise gained through special training or
attending speciality hospitals etc. and such speciality Out-Patient Department shall be in the name of the
concerned disease or therapeutic procedure;
(iii) these speciality Out-Patient Departments mentioned above (i) and (ii) shall function under any one of
the following departments such as Moalajat (Medicine), Ilaj bit Tadabeer (Regimenal Therapy), Jarahat
(Surgery), Ain, Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and Dentistry), Amraze
Jild wa Tazeeniyat (Dermatology and cosmetology), Qabalat wa Niswan (Obstetrics and Gynaecology),
Ilmul Atfal (Paediatrics), Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) in accordance to
clinical relevance and the respective head of the Department will be the administrative head for that
speciality Out-Patient Department and concerned department shall maintain all the records; and
(iv) specialty clinics or Out-Patient Departments are over and above the minimum requirement and hence
will not be accounted for under minimum area required for the hospital.
(h) Online Consultation Facility: (i) the institution shall provide an online consultation facility through
teleconsultation platforms;
(ii) this Out-Patient Department section shall be under the administrative control of the Out-Patient
Department in charge; and
(iii) the availability of specialist consultants, along with timings for teleconsultation, shall be displayed on
teleconsultation platforms and institutional websites.
(i) Each Unani Medical College or Institution shall have drug store or dispensary or pharmacy: (i) a designated
faculty member of Ilmul Advia (Pharmacology) or Ilmul Saidla (Unani Pharmacy) department or exclusively
appointed person (with Bachelor of Unani Medicine and Surgery qualification and five years of experience in
Unani pharmacy or dispensary or drug store) shall be the in-charge of drug store or dispensary or pharmacy;
(ii) there shall be hospital formulary duly approved by Drug Procurement or Purchase Committee;
(iii) the Drug Procurement or Purchase Committee comprising of Heads of departments of Moalajat
(Medicine), Ilaj bit Tadabeer (Regimenal Therapy), Jarahat (Surgery), Ain, Uzn, Anaf, Halaq wa Asnan
(Ophthalmology, Ear, Nose, Throat and Dentistry), Amraze Jild wa Tazeeniyat (Dermatology and
cosmetology), Qabalat wa Niswan (Obstetrics and Gynaecology), Ilmul Atfal (Paediatrics), Tahaffuzi wa
Samaji Tib (Preventive and Social Medicine) and in-charge of drug store or dispensary or pharmacy;
(iv) the committee shall meet once every three months and refresh or update the formulary as required;
(v) medicines shall be procured from Good Manufacturing Practice-certified pharmacies only; Medicines
prepared for demonstration purposes or by students as part of a practical training in teaching pharmacy or
practical laboratory shall not be dispensed to patients, as such medicines are not prepared under Good
Manufacturing Practice and are not subjected to quality control standards;
(vi) there shall be facilities for weighing, compounding, packing, and dispensing of medicines;
(vii) qualified and trained pharmacists, as specified in these regulations, shall dispense the medicines;
(viii) proper record of removal of expired medicines shall be maintained;
(ix) an adequate seating arrangement for drug store in-charge, interns and students, shall be provided;
(x) pharmacy shall provide the medical students exposure to medicine, medicine prescription, medicine
dosage, badraqa or adjuvant, compounding, dispensing, shelf-life etc.;
(xi)The drug store and dispensary shall be computerised.
(j) Out-Patient Department Attendance: (i) the ratio of students with out-patient department attendance shall be
1:2, and the minimum per-day average number of patients in Out-Patient Department as per student intake
capacity of the institute shall be as mentioned in Table-6;
(ii) the Out-Patient Department patient attendance data for the last one calendar year shall be calculated
based on the average number of Out-Patient Department patients for three hundred days.

(4) Diagnostic Zone.- (a) Diagnostic zone shall have the minimum constructed area as per Schedule-I i.e., one
hundred fifty square meters for sixty students intake capacity, one hundred seventy five square meters for one
hundred students intake capacity, two hundred square meters for one hundred fifty students intake capacity, and
two hundred twenty five square meters for two hundred students intake capacity of the students;
(b) the Diagnostic zone shall function under the department of Mahiyatul Amraz (Pathology);
(c) the head of the department of Mahiyatul Amraz (Pathology) or faculty member of Mahiyatul Amraz
authorised by the head of the institution (Director or Dean or Principal) shall be the administrative head of the
diagnostic zone and authenticate investigatory reports by interpreting in terms of Unani principles;
(d) the Diagnostic zone shall consist of a clinical laboratory, an imaging section, other diagnostics like
Electrocardiogram, and instruments as mentioned in the Schedule-XXI and XXII;
(e) the Diagnostic zone shall have a patient waiting area with adequate seating arrangements, an area for
sample collection and processing, a counter for the issue of reports and payments, an office for the diagnostic
zone in-charge, a store, and toilets for male and female patients separately;
(f) there shall be a biomedical waste management system as per standards;
(g) the clinical laboratory should be well equipped with separate sections for conducting haematology,
biochemistry, microbiology, pathology, and immunology-related tests;
(h) the imaging section shall comprise X-ray (preferably digital) and ultrasonography as shown in Schedule-
XXII;
(i) the radiology section shall be as per the standards laid down by under Atomic Energy Regulatory Board;
(j) the imaging section shall have a dress changing room. Seating arrangements for radiology staff shall be
made available;
(k) there shall be a proper display of mandatory information like the Pre-conception and Pre-natal Diagnostic
Techniques (Prohibition of Sex Selection) Act, 1994 (57 of 1994) etc.;
(l) a separate section for other diagnostics like Electrocardiogram, etc. shall be provided;
(m) unani diagnostic equipment or devices for conducting pulse assessment or reading, Unani anthropometry
by measuring wrist circumference, assessment of body constitution or temperament etc., also be used as per the
need.
(5) In-Patient Department Zone.- (a) In-Patient Department zone shall have the minimum constructed area as per
Schedule-I i.e., one thousand three hundred fifty square meters for sixty students intake capacity, two thousand one
hundred fifty square meters for one hundred students intake capacity, two thousand nine hundred fifty square
meters for one hundred fifty students intake capacity, and three thousand seven hundred fifty square meters for two
hundred students intake capacity of the students and accommodate In-Patient Department wards, concerned
procedure rooms, nursing station, clinical classroom etc. as mentioned in these regulations;
(b) there shall be Department-wise wards having in-patient beds not less than the specified number of beds for
respective departments as specified by in these regulations (Table-7);
(c) there shall be a clear demarcation between male and female beds; separate toilets shall be provided for male
and female patients and their attendants and hot water facilities for baths shall be provided;
(d) hot and cold water for drinking purposes shall be made available in all In-Patient Department wards;
(e) every twenty beds shall have a nursing counter or station, be provided with seating arrangements for nurses
and interns, an intercom facility, a medicine storage facility, a medicine compounding facility, medicine
trolleys, a wash basin, a record-keeping facility, etc.;
(f) each ward shall have designated places for trolleys and a biomedical waste management facility;
(g) accommodation for night duty staff, i.e., nursing staff, interns, and doctors or consultants, shall be provided;
(h) an emergency nurse call-bell arrangement shall be provided at appropriate places in the general ward (male
and female) and every bed in the special, semi-deluxe, deluxe wards, if any;
(i) there shall be cloth washing and drying facility or laundry facility for In-Patient Department patients;
(j) for administrative purposes, the departmental In-Patient department wards may be grouped or maintained as
detailed below:
(i) Medical In-Patient Department Section: In-Patient Department wards of Moalajat (Medicine), Ilaj bit
Tadabeer (Regimenal Therapy), Amraze Jild wa Tazeeniyat (Dermatology and Cosmetology) and Ilmul
Atfal (Paediatrics) are to be grouped and maintained under Medical In-Patient Department Section as
shown in Table-7. The minimum area required for Medical In-Patient Department section shall be seven
hundred fifty square meters (sixty students intake capacity), one thousand two hundred fifty square meters
(one hundred students intake capacity), one thousand seven hundred fifty square meters (one hundred fifty
students intake capacity) and two thousand two hundred fifty square meters (two hundred students intake
capacity) as shown in Schedule-I.
(ii) Surgical In-Patient Department Section: In-Patient Department wards belonging to Department of
Jarahat (Surgery), Ain Uzn Anaf Halaq wa Asnan (ophthalmology, ear, nose, throat and dentistry), Qabalat
wa Niswan (Obstetrics and Gynaecology) are to be grouped and maintained under Surgical In-Patient
Department Section as shown in Table-7. The minimum area required for Surgical In-Patient section shall
be six hundred square meters (sixty students intake capacity), nine hundred square meters (one hundred
students intake capacity), one thousand two hundred square meters (one hundred fifty students intake
capacity) and one thousand five hundred square meters (two hundred students intake capacity) as
mentioned in Schedule-I.
(k) departmental In-Patient department wards with the minimum number of beds as specified by the National
Commission for Indian System of Medicine in these regulations are to be grouped and maintained under the
Medical In-Patient Department section and the Surgical In-Patient Department section separately with the
concerned ward procedure rooms.
(l) (i)each In-Patient department ward shall have an attached concerned ward procedure room to perform minor
ward procedures and attached kitchen for medicine preparation i.e. four Department wise ward procedure
rooms under Medical In-Patient Department section and three procedure rooms under Surgical In-Patient
Department section; the major treatment procedures shall be performed in the procedural management zone;
and
(ii) each procedure room shall be well-equipped with instruments, equipments, devices, consumables, and
medicines to provide in-ward procedures as per the need of concerned department along with basic tools
and equipment for clinical examination;
(m) all In-Patient Department beds of that particular clinical department with the concerned procedure room
need to be in one place so that the ward procedures can be administered to the patients in a convenient and
efficient manner;
(n) in case the hospital is maintaining different categories of beds, such as general ward (male and female),
special ward, semi-deluxe, deluxe, etc., to accommodate different categories of patients or subjects, all such
categories of beds are to be grouped and kept at one place with concerned In-Patient Department ward
procedure rooms under Medical In-Patient section and Surgical In-Patient section separately;
(o) such grouping of wards under Medical In-Patient section and Surgical In-Patient section, minimises the
duplication of equipment and human resources and facilitates the departments' ability to offer specialty-wise
services to patients conveniently, efficiently, effectively, and economically;
(p) department wise distribution of In-Patient department beds.- The in-patient department of the hospital shall
have the distribution of beds as shown in the Table-7.

per cent. respectively, as given in Table-8 and the distance between two beds in general ward shall not be less
than one and a half meter;

(r) to calculate the number of beds occupied, the college shall maintain the date and time of admission and
discharge of each patient;
(s) the bed occupied by a patient at mid-night, shall be counted as one bed day occupied and if a patient is
discharged before mid-night that shall be counted as 0.5 bed day occupied. To calculate bed occupancy
following formula shall be applicable

(t) In-Patient Department (IPD) Wards.-
(i) Moalajat (Medicine) In-Patient Department Ward: (A) It shall be under the Department of Moalajat
(Medicine);
(B) the consultants of Moalajat and related speciality Out-Patient Departments or Clinics if any, are
authorised to admit the patients in this ward;
(C) the head of the Department of Moalajat (Medicine) shall be the administrative head of the Moalajat
In-Patient Department ward and Intensive Care Unit section;
(D) the patients of emergency or casualty out-patient Department, if necessary, may be admitted in
Moalajat (Medicine) In-Patient ward by the Isabat (Emergency or Casualty) unit for further observation
and treatment. Consultants from relevant Department will attend and care the patient as per the nature of
clinical condition;
(E) Moalajat (Medicine) In-Patient Department ward shall have a separate Intensive Care Unit section,
air-conditioned and provided with two to four beds as per their requirement for admitting such cases,
with oxygen or vacuum or compressed air outlets at each Intensive Care Unit bed and sufficient electric
points;
(F) intensive care unit section in Moalajat (Medicine) In-Patient Department shall have similar facilities
of casualty as specified in the Schedule- XXIII.
(ii) Ilaj bit Tadabeer In-Patient Department Ward: (A) It shall be under the Department of Ilaj bit Tadabeer
(Regimenal Therapy);
(B) the consultants of Ilaj bit Tadabeer and the related speciality Out-Patient Departments or clinics if
any, are authorised to admit the patients in this ward;
(C) the head of the department of Ilaj bit Tadabeer (Regimenal Therapy) shall be the administrative
head of the Ilaj bit Tadabeer In-Patient ward (Regimenal Therapy);
(D) new-born babies are to be taken care of by Ilmul Atfal (Paediatrics) consultants.
(iii) Jarahat (Surgery) In-Patient Department Ward: (A) it shall be under the Department of Jarahat
(Surgery);
(B) the consultants of Jarahat (Surgery) and the related speciality Out-Patient Departments or clinics if
any, are authorised to admit the patients in this ward;
(C) the head of the department of Jarahat (Surgery) shall be the administrative head of the Jarahat In-
Patient ward.
(iv) Ain, Uzn, Anaf, Halaq wa Asnan IP Department Ward: (A) it shall be under the Department of Ain,
Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and Dentistry).
(B) the consultants of Ain, Uzn, Anaf, Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and
Dentistry) and the related speciality Out-Patient Departments or clinics if any, are authorised to admit
the patients in this ward;
(C)the head of the department of Ain, Uzn, Anaf, Halaq wa Asnan shall be the administrative head of
the Ain, Uzn, Anaf, Halaq wa Asnan In-Patient ward.
(v) Amraze Jild wa Tazeeniyat In-Patient Ward: (A) it shall be under the department of Amraze Jild wa
Tazeeniyat (Dermatology and Cosmetology);
(B) the consultants of Amraze Jild wa Tazeeniyat and the related speciality Out-Patient Departments or
clinics if any, are authorised to admit the patients in this ward;
(C) the head of the department of Amraze Jild wa Tazeeniyat shall be the administrative head of the
Amraze Jild wa Tazeeniyat In-Patient ward.
(vi) Qabalat wa Niswan In-Patient Department Ward: (A) it shall be under the Department of Qabalat wa
Niswan (Obstetrics and Gynaecology);
(B) the consultants of Qabalat wa Niswan and the related speciality Out-patient Departments or clinics
if any, are authorised to admit the patients in this ward;
(C) the head of the department of Qabalat wa Niswan shall be the administrative head of the Qabalat wa
Niswan In-Patient ward;
(D) new-born babies are to be taken care of by Ilmul Atfal (Paediatrics) consultants.
(vii) Ilmul Atfal In-Patient Department Ward: (A) it shall be under the Department of Ilmul Atfal
(Paediatrics);
(B) the consultants of Ilmul Atfal and the related speciality Out-Patient Departments or clinics if any,
are authorised to admit the patients in this ward;
(C) the head of the department of Ilmul Atfal shall be the administrative head of the Ilmul Atfal In-
Patient ward.
(viii) (A) the consultants of Ilmul Samoom (Clinical Toxicology) Out-Patient Department under the
department of Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) and its related speciality Out-
Patient Departments or clinics if any, are authorised to admit cases of Ilmul Samoom (Clinical Toxicology)
in Moalajat (Medicine) In-patient department ward;
(B) in-patient department ward, however the bed occupancy shall be calculated under Moalajat In-
Patient Department only, hence no separate beds are allocated;
(C) the consultants of Ilmul Samoom (Clinical Toxicology) Out-Patient Department shall admit the
patients in Moalajat (Medicine) In-patient department ward under intimation to the head of the
Department of Moalajat (Medicine), however the responsibility of the patients is vested with the
consultants of Ilmul Samoom (Clinical Toxicology); and
(D) further, it is added that the consultants of Tahaffuzi wa Samaji Tib Out-Patient Department and
related speciality Out-Patient Departments or Clinics if any, under the department of Tahaffuzi wa
Samaji Tib are authorised to admit the normal individuals for seasonal cleansing therapies or preventive
or promotive therapies, rejuvenation therapies in Ilaj bit Tadabeer In-Patient Department ward, and they
are not authorised to admit any kind of patients in In-Patient Department.
(u) Clinical classrooms: (i) There shall be minimum four clinical classrooms (minimum two clinical
classrooms for Medical In-Patient section and two for Surgical In-Patient section) with Information and
Communications Technology enabled (interactive panel or smart board or multimedia projectors or Liquid
Crystal Display projectors or other advance audio-visual systems, desktop or laptop and internet connection
etc.);
(ii) clinical classrooms shall have the capacity to accommodate a clinical batch size or minimum thirty
students for the conduct of clinical classes or bedside clinics;
(iii) each clinical classroom should have examination table, an X-ray view box, and common diagnostic
tools (stethoscope, Blood Pressure apparatus, thermometer, torch light, tongue depressor, measuring tape,
skin marking pencil, knee hammer etc.);
(iv) the clinical classrooms attached to Jarahat (Surgery), Ain, Uzn, Anaf, Halaq wa Asnan
(Ophthalmology, Ear, Nose, Throat and Dentistry) and Qabalat wa Niswan (Obstetrics and Gynaecology)
under Surgical In-Patient Section shall have interactive Closed-Circuit Television connected to operation
theatre for live demonstration of surgical and parasurgical procedures.
(6) Procedural Management Zone.- The Procedural Management Zone shall be comprising of Ilaj bit Tadabeer
Procedural Management Section, Masrah Amaliya (Operation Theatre), Ghurfatul wilada (Labour room) and other
therapy sections.
(a) Ilaj bit Tadabeer Therapy or Procedure Section: (i) there shall be different procedure or therapy sections
under this major section for different procedures or therapies;
(ii) the minimum requirement of area for this block shall be two hundred square meters for sixty students
intake capacity, three hundred square meters for one hundred students intake capacity, four hundred square
meters for one hundred fifty students intake capacity and five hundred square meters for two hundred
students intake capacity as per the Schedule-I. There should be separate allocated chamber for common
modes of Ilaj bit Tadabeer like Hijama (Cupping), Fasd (Bloodletting) and Irsale Alaq (Leech application),
Dalk (Massage) and Takmeed Bukhari (Steam Fomentation), Hammam (Steam bath), Nutool (Irrigation),
Nushooq, Suoot, Shumoom, and Bukhoor, Huqna (Enema), Abzan (Sitz bath) and Qai (Emesis), or other
important procedures as per requirement and the instruments, equipment and other facility shall be as per
the Schedule-XVIII and the manpower shall be as per the Schedule- IV;
(iii) this section shall provide the treatment or procedural management such as Hijama (Cupping), Fasd
(Venesection), Irsale Alaq (Leech application), Dalk (Massage), Hammam (Steam bath), Nutool
(Irrigation), Huqna (Enema), Abzan (Sitz bath), Qai (Emesis) etc.;
(iv) this section shall comprise of reception, patients waiting room with adequate seating arrangement,
consultation room, preparation room, therapy or procedure room separately for males and females,
storeroom, record room, toilets separately for male and female, drinking water facility (hot and cold) and
provision for waste management;
(v) this section is common facility for both Out-Patient Departments and In-Patient Department patients;
(vi) this unit or section shall be under the department of Ilaj bit Tadabeer and under the administrative
control of the head of the department of Ilaj bit Tadabeer or designated faculty of the department or
exclusively appointed specialist with post-graduation in the concerned subject;
(vii) the reception counter preferably be computerised with hospital management system or hospital
information management system and shall keep the schedule of therapies of the day, and details of
consultant, nurses and therapists on duty;
(viii) the consultation room in this section shall be provided with adequate seating for consultant and
interns, equipped with examination table, diagnostic instruments such as stethoscope, Blood Pressure
apparatus, thermometer, weighing machine, knee hammer, torch light etc., Every patient or client or subject
must undergo consultation to ensure fitness before and after undergoing external therapy procedures;
(ix) Ilaj bit Tadabeer procedural management section shall have medicine preparation room with proper
exhaust facility and electric chimney and storage facilities including refrigerator etc. there shall be
arrangements for the supply of fresh drugs;
(x) there shall be a specified area for clean and dirty utility, washing area with hot water facility, for
cleaning used items, and a designated area and mechanism for biomedical management;
(xi) all the procedure or therapy sections shall provide adequate space and privacy for dress change and
attached toilets wherever necessary according to the treatment procedure;
(xii) the therapists shall have been trained properly and shall undergo periodical health check-up to rule out
any contagious diseases to avoid cross infection; There shall be room for therapists, male and female
separately with adequate seating arrangement, personal lockers and attached baths and toilets;
(xiii) store to be maintained in this section for the storage of equipment, medicines, consumables etc;
(xiv) an emergency kit shall also be made available at prominent place and drugs are to be periodically
replaced to avoid expiry of medicines as specified under Schedule-XVIII; and
(xv) Ilaj bit Tadabeer procedural management section shall contain therapist rooms separately for male and
female with attached toilet and bathroom.
(b) Masrah Amaliya (Operation Theatre and Minor Operation Theatre) (i) masrah amaliya (Operation Theatre)
section shall come under the Department of Jarahat (Surgery) and
(ii) this section provides general surgical, Unani Surgical and para-surgical procedural treatment facilities
for Jarahat (Surgery) and Ain Uzn Anaf Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and
Dentistry);
(iii) the head of the Department of Jarahat (Surgery) or the designated faculty of the department shall be the
administrative head of this section;
(iv) the minimum total constructed area shall be one hundred seventy-five square meters for sixty students
intake capacity, two hundred twenty-five square meters for one hundred students intake capacity, two
hundred seventy-five square meters for one hundred fifty students intake capacity and three hundred
twenty-five square meters for two hundred students intake capacity as per the Schedule-I and instruments,
equipment and other facility as per the Schedule-XVI;
(v) this Section shall have reception, waiting room for patients, preparation room, operation theatre with all
instruments or equipment, aseptic measures, post-operative recovery room, scrub room, an instrument
room, a surgeon and anaesthetist room, a nurse’s room, an assistant’s room etc.;
(vi) there shall be a sterilisation and autoclave facilities; and
(vii) there shall be an adequately equipped Minor Operation Theatre (Jarahat Procedure Room) attached to
the operation theatre for providing Unani surgical and para-surgical treatments as specified in Schedule-
XVI for Jarahat and XVII for Ain Uzn Anaf Halaq wa Asnan (Ophthalmology, Ear, Nose, Throat and
Dentistry).
(c) Ghurfatul Wilada (Labour room and Maternity Operation Theatre).- (i) the labour room and Maternity
Operation Theatre shall come under the Department of Qabalat wa Niswan (Obstetrics and Gynaecology) and
shall have the minimum space i.e. one hundred fifty square meters for sixty and one hundred students intake
capacity, two hundred square meters for one hundred fifty and two hundred students intake capacity as
specified in Schedule-I and instruments or equipment and facility as per Schedule-XV;
(ii) there shall be a reception, patient waiting room, patient preparation room, labour room, maternity
operation theatre, post-partum recovery room, neonatal care room, procedure room, instrument room,
sterilisation facility, storeroom, toilets, drinking water facility and bathroom; and
(iii) the head of the department of Qabalat wa Niswan (Obstetrics and Gynaecology) shall be the
administrative head of this section and the designated faculty of the department shall be the in-charge of the
Ghurfatul Wilada (Labour room and Maternity Operation Theatre) and Qabalat wa Niswan (Obstetrics and
Gynaecology) Procedural room.
(d) Physiotherapy Unit.- (i) this unit shall function under the Department of Ilaj bit Tadabeer;
(ii) the head of the Department of Ilaj bit Tadabeer shall be the administrative head of this unit and
Physiotherapist shall be in-charge of this unit;
(iii) there shall be adequate space i.e. seventy-five square meter for sixty students intake capacity, one
hundred square meters for one hundred students intake capacity, one hundred twenty-five square meters for
one hundred fifty students intake capacity and one hundred fifty square meters for two hundred students
intake capacity as per the Schedule-I and equipment or instrument for administering physiotherapies as per
the Schedule-XVIII; and
(iv) this section shall have waiting area, physiotherapy room, in-charge room, toilets, drinking water facility
etc.;
(e) yoga and riyazat Section.- (i) yoga teacher or instructor shall be the in-charge of this section or unit and the
head of the Department of Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) or the designated faculty
of the department shall be the administrative head of this section or unit;
(ii) this section shall function under the Department of Tahaffuzi wa Samaji Tib (Preventive and Social
Medicine);
(iii) yoga and riyazat therapy section shall have the space as prescribed in the Schedule-I i.e. fifty square
meters for sixty and one hundred students intake capacity, seventy-five squares for one hundred fifty
students intake capacity and one hundred square meters for two hundred students intake capacity and the
instruments or equipment or facility as specified in the Schedule-XX;
(iv) this section shall have waiting area, yoga and riyazat therapy room, in-charge room, toilets, drinking
water facility etc.;
(v) this section shall offer yoga and riyazat demonstration and training to patients and healthy individuals;
(vi) the consultants of Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) or any other Out-patient
or In-patient department prescribe Yoga and Riyazat Therapy and the yoga teacher or instructor will
demonstrate yoga therapy as per the prescription of the consultants
(7) Administrative Zone.- (a) the administrative zone shall have the space as specified in the Schedule-I i.e. Four
hundred square meters for sixty students intake capacity, Four hundred fifty square meters for one hundred
students intake capacity, five hundred square meters for one hundred fifty students intake capacity, five hundred
fifty square meters for two hundred students intake capacity and shall accommodate office of Medical Director,
Medical Superintendent, Personal Assistant to the Medical Superintendent, Deputy Medical Superintendent,
Resident Medical Officers, Resident Surgical Officer, Emergency Medical Officer, Matron, Assistant Matron,
Office Superintendent, Accountant and other office staff, biometric attendance system, doctor’s lounge, intern’s
room, staff room, waiting lounge, meeting hall, store, toilet, pantry etc;
(b) a doctor’s lounge with adequate seating arrangements, attached toilets along with recreational facilities such
as television, newspapers, magazines and refreshment facilities like coffee vending machines, etc. shall be
provided with toilets;
(c) adequate privacy for female consultants in doctor’s lounge shall be available;
(d) interns room with adequate storage of personal belongings, furniture, recreational facilities such as
television, newspapers, magazines etc. shall be provided with attached toilets;
(e) a Staff room shall be provided for the hospital staff with adequate seating facilities and individual lockers or
pigeon almirah compartments; the room shall be attached with toilets;
(f) a meeting hall with well-equipped audio-visual facilities, online and offline conferencing systems, to
accommodate at least thirty members to participate in meetings shall be made available for the conduction of
hospital related meetings and routine clinical meetings of hospital consultants;
(g) a store with adequate storage facilities for maintaining hospital-related items shall be made available and
the store must have been computerised;
(h) the hospital shall have established biometric attendance system as specified by the National Commission
for Indian System of Medicine;
(i) all hospital staff and interns should mark their daily attendance in the specified biometric attendance system.
(8) Service Zone.- (a) the service zone shall contain adequate space as specified in the Schedule-I i.e. a minimum
of fifty square meters for sixty students intake capacity, seventy five square meters for one hundred students intake
capacity, one hundred square meters for one hundred fifty students intake capacity and one hundred twenty five
square meters for two hundred students intake capacity;
(b) Ghiza Makhsoosa (Specific diet) including Instant Medicine Preparation Section: (i) the Head of the
Department of Tahaffuzi wa Samaji Tib (Preventive and Social medicine) or designated faculty member of
Tahaffuzi wa Samaji Tib department, as in-charge of Ghiza Makhsoosa (Specific diet) section;
(ii) there shall be trained cooks and multi-tasking workers;
(iii) the section shall contain adequate space and necessary arrangement for washing, cleaning, cooking,
packing, supplying etc;
(iv) indent for Ghiza Makhsoosa (Specific diet) including instant medicines like Mā’ al-Sha‘īr, Mā’ al-‘Asl,
Joshānda, Khīsānda etc. raised by respective wards on suggestion or prescription by respective consultants
shall be prepared and supplied by Ghiza Makhsoosa (Specific diet) section;
(v) there shall be arrangements for supply of raw materials and fresh herbs for the preparation of Mā’ al-
Sha‘īr, Mā’ al-‘Asl, Joshānda, Khīsānda etc.;
(vi) cooks and other working staff shall undergo periodical health check-up.
(c) Mortuary: the hospital may have a mortuary with cold storage or may have Memorandum of Understanding
with the medical establishments having mortuary facility, and the staff for mortuary may be outsourced;
(d) Ambulance: the hospital may have their own ambulance service for twenty-four hours a day or may have
Memorandum of Understanding with authorised ambulance services;
(e) Biomedical Waste Management: (i) the hospital shall have an adequate system of biomedical waste
management, as per the Biomedical Waste Management Rules, 2016;
(ii) the institution can have its own biomedical waste disposal system or may have a memorandum of
understanding with the authorised biomedical waste management agencies.
(f) Laundry: The hospital shall have laundry with facilities for washing, drying, and pressing; storage of soiled
and cleaned linens;
(g) Housekeeping: housekeeping services for college, hospital and other units shall be provided with adequate
housekeeping staff. The housekeeping staff may be on a contract basis or outsourced through registered
outsourcing agencies.
(h) Centralised Sterilisation Services: (i) there shall be an independent centralised sterilisation unit capable of
taking the total working load of operation theatres, Ilaj Bit Tadabeer, Out-Patient Department minor procedure
rooms, In-Patient Department ward procedure rooms, casualty room, labour room, laboratories, etc.;
(ii) it shall have adequate equipment with separate ends for loading and unloading, sterile racks, packaging
machine, instruments cleaning machine, steriliser, autoclave, pass box and tray etc. as required.
(i) Security services: (i) security services for the campus, college, hospital, and other units of the institution
shall be provided with trained security personnel in adequate numbers;
(ii) security services may be outsourced through registered security agencies.
(j) Maintenance Cell: (i) if the college and hospital are on the same campus, then a common maintenance cell
as mentioned in sub-regulation (8) of regulation 7 shall be adequate; if not on the same campus, then a separate
maintenance cell is required for the hospital;
(ii) the maintenance cell shall take care of maintenance works related to civil, electrical, plumbing,
carpentry, mechanical, sanitary, water supply, waste management, drainage, air conditioning, refrigeration
equipment, etc.; and
(iii) there shall be adequate space, equipment for maintenance, and suitable manpower, either appointed or
outsourced.
(k) Medical Gases: (i) for medical gases fixed cylinders for pipe gas supply as well as portable cylinders shall
be appropriately placed;
(ii) all gas pipelines shall be periodically maintained with proper record; there shall be a proper refilling and
replacement system to ensure safety and uninterrupted supply.
(l) Photography and Videography Section: (i) photography and audio-visual recording facilities to document
clinical presentations and clinical success stories shall be made available for academic and research purposes;
(ii) this section shall be equipped with a green backdrop, a suitable lighting system, a camera, a video
camera, an audio recording system, and an audio-video editing facility; and
(iii) the staff for this section may be outsourced.
(9) Human Resources for the Hospital.- (a) the minimum essential requirement of hospital staff shall be sixty five,
seventy eight, one hundred seven and one hundred twenty seven for the students intake capacity of sixty, one
hundred, one hundred fifty and two hundred respectively as per the Schedule-IV and the qualifications for the
hospital staff as under,-
(b) the attached teaching hospital of the college or institution shall be under the academic, administrative, and
disciplinary control of the Dean or Principal or Director as a Medical Director;
(c) (i) the medical Superintendent shall be a postgraduate with qualifications not less than those of a professor
in anyone of the following subject viz. Moalajat, Ilaj bit Tadabeer, Amraze Jild wa Tazeeniyat, Ilmul Atfal,
Qabalat wa Niswan, Jarahat, Ain Uzn Anaf Halaq wa Asnan, Tahaffuzi wa Samaji Tib recognised by the
National Commission for Indian System of Medicine or the erstwhile Central Council for Indian Medicine with
minimum three years of administrative experience as Head of the Department (or)
A postgraduate in anyone of the following subjects viz. Moalajat(Medicine), Ilaj bit Tadabeer(Regimenal
Therapy), Amraze Jild wa Tazeeniyat (Dermatology and Cosmetology), Ilmul Atfal (Peadiatrics), Qabalat
wa Niswan (Obstetrics and Gynaecology), Jarahat, Ain Uzn Anaf Halaq wa Asnan(Opthamology, Ear,
Nose,Throat and Dentistry), Tahaffuzi wa Samaji Tib(Preventive and Social Medicine) recognised by the
National Commission for Indian System of Medicine or erstwhile Central Council of Indian Medicine with
ten years of experience as Deputy Medical Superintendent in Unani hospital (or)
A Bachelor of Unani Medicine and Surgery graduate with a Master degree or Master of Business
Administration in Hospital Administration or Hospital Management or Hospital and Healthcare
Management with ten years of experience as Deputy Medical Superintendent in Unani hospitals (or) as
Hospital Administrator or Human Resource Manager in National Accreditation Board for Hospitals
accredited Multi-speciality Hospital;
(ii) the Medical Superintendent shall be a full-time regular incumbent and shall not be a teaching staff of
any Department concurrently;
(iii) a medical superintendent with postgraduation degree in Moalajat (Medicine), Ilaj bit Tadabeer
(Regimenal Therapy), Amraze Jild wa Tazeeniyat (Dermatology and Cosmetology), Ilmul Atfal
(Peadiatrics), Qabalat wa Niswan (Obstetrics and Gynaecology), Jarahat, Ain Uzn Anaf Halaq wa Asnan
(Opthamology, Ear, Nose, Throat and Dentistry) or Tahaffuzi wa Samaji Tib(Preventive and Social
Medicine) appointed or deputed from health services shall report and discharge duties under the Medical
Director.
(d)(i) Deputy Medical Superintendent shall be a Post-graduate in any of the following subjects viz. Moalajat
(Medicine), Ilaj bit Tadabeer (Regimenal Therapy), Amraze Jild wa Tazeeniyat (Dermatology and
Cosmetology), Ilmul Atfal (Peadiatrics), Qabalat wa Niswan (Obstetrics and Gynaecology), Jarahat (Surgery),
Ain Uzn Anaf Halaq wa Asnan (Opthamology, Ear, Nose, Throat and Dentistry), Tahaffuzi wa Samaji Tib
(Preventive and Social Medicine) recognised by the National Commission for Indian system of Medicine or the
erstwhile Central Council for Indian system of Medicine; or
Bachelor of Unani Medicine and Surgery with Master degree or Master of Business Administration in Hospital
Administration or Hospital Management or Hospital and Healthcare Management with ten years of clinical or
professional experience shall be appointed as Deputy Medical Superintendent;
(ii) The Deputy Medical Superintendent shall be a full-time regular incumbent and shall not be concurrently
on the teaching staff of any Department, i.e., other than a teaching staff.
(iii) A deputy medical superintendent with postgraduation degree in Moalajat (Medicine), Ilaj bit Tadabeer
(Regimenal Therapy), Amraze Jild wa Tazeeniyat (Dermatology and Cosmetology), Ilmul Atfal
(Peadiatrics), Qabalat wa Niswan(Obstetrics and Gynaecology), Jarahat (Surgery), Ain Uzn Anaf Halaq wa
Asnan (Opthamology, Ear, Nose, Throat and Dentistry), Tahaffuzi wa Samaji Tib (Preventive and Social
Medicine), appointed or deputed from health services shall report to the Medical Superintendent.
(e) a candidate with Master of Business Administration in Human Resource Management or Operations
Management or Health Care Management shall be appointed as administrator for the general administration of
the hospital, and the administrator shall discharge duties under the Medical Superintendent;
(f) an Unani graduate (Bachelor of Unani Medicine and Surgery) with five years of clinical or professional
experience shall be appointed as Resident Medical Officer or Resident Surgical Officer or Emergency Medical
Officer;
(g) physiotherapist shall have the qualification of bachelor degree in Physiotherapy;
(h) matron shall have Bachelor of Science in Nursing with ten years of experience or General Nursing and
Midwifery with twelve years of experience, registered with the Nursing Council, or nursing in Ayurveda, Yoga
and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) or Indian System of Medicine or Unani of
duration not less than three years awarded by a recognised university or institution with ten years of experience
in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) or Indian System of Medicine
or Unani Hospital;
(i) assistant matron shall have Bachelor of Science in Nursing with five years of experience or General Nursing
and Midwifery with seven years of experience, registered with the nursing council, or nursing in Ayurveda,
Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) or Indian System of Medicine or Unani
Nursing of duration not less than three years awarded by a recognised university or institution with five years
of experience in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) or Indian
System of Medicine or Unani hospital;
(j) a candidate with bachelor of Science in Nursing or General Nursing and Midwifery registered with the
Nursing Council or nursing in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH) or
Indian System of Medicine or Unani nursing of a duration of three years awarded by a recognised university or
institution shall be appointed as nursing staff;
(k) a candidate with a diploma or degree in Medical Laboratory Technician shall be appointed as Lab
Technician;
(l) pharmacist: Diploma or Certificate in Unani Pharmacy from recognised institution. In case of non-
availability of candidates with Diploma or Certificate in Unani Pharmacy, candidates with 12th standard having
minimum five-year experience in Unani pharmacy under qualified registered Unani Medical Practitioner may
be considered;
(m) modern medical staff with a Postgraduate degree or specialists in the concerned speciality or subject shall
be engaged on a full-time or part-time or contract basis to extend their services in the concerned area or section
or unit of the hospital as mentioned in Schedule-IV;
(n) X-Ray Technician: with minimum Diploma in X-Ray technician course from any recognised Institution;
(o) therapist: Minimum 10th standard with 2 years experience in Ilaj bit Tadabeer procedures. Preference shall
be given to candidates with diploma or certificate course in Ilaj bit Tadabeer;
(p) operation theatre Technician- Bachelor or Diploma course in Operation theatre technician;
(q) operation theatre Assistant- One-year certificate course in operation theatre technician.
(r) the qualification of hospital staff other than those on the above list shall be as per the Schedule-IV.
CHAPTER-II
TIMELINES TO FULFILL THE ADDITIONAL MINIMUM ESSENTIAL STANDARD REQUIREMENTS
SPECIFIED IN THIS REGULATION BY UNANI MEDICAL COLLEGES OR INSTITUTES
ESTABLISHED BEFORE COMMENCEMENT OF THESE REGULATIONS
15.(1) The Unani Medical Colleges or institutions established before the commencement of this regulation shall fulfil
the additional minimum essential standards as mentioned in these regulations with required staff in a phase-wise
manner within the specific timeline, except building infrastructure; all such additional standards can be accommodated
in the existing building itself.
(2) The timeline mentioned in Table-9 to fulfil additional standards or requirements is the maximum, and no
relaxation shall be given thereafter.
(3) The new construction to accommodate such additional units or sections or facilities or standards as per the
minimum build-up area specified in these regulations shall be mandatory when the institution is applying for an
increase in the number of seats in an existing course or starts any postgraduate or new courses recognised by the
commission.

CHAPTER-III
INSPECTION OR VISITATION OR ASSESSMENT OF FULLY ESTABLISHED EXISTING UNANI
MEDICAL COLLEGES OR INSTITUTIONS
16. Inspection or Visitation or Assessment.- After commencement of this regulation, the fully established existing
Unani medical institution under Section 28 of the Act shall be categorised under the following two categories: i.e.,
college or institution under ‘Extended Permission’ category and college or institution under ‘Yearly Permission’ for
inspection or visitation or assessment, permission and admission purposes.
(1) (a) a fully established college or institution under Section 28 that have been permitted by Medical Assessment
and Rating Board for Indian System of Medicine consecutively for the previous three years before the
commencement of these regulations shall be considered as the college or institution under the extended permission
category by the Medical Assessment and Rating Board for Indian System of Medicine;
(b) the provision of extended permission shall not be applicable under the following conditions:
(i) if the college or institution acted upon by Medical Assessment and Rating Board for Indian System of
Medicine or the National Commission for Indian System of Medicine within the provisions as mentioned in
clause (f) of sub-section (1) of section 28 of the National Commission for Indian System of Medicine Act,
2020;
(ii) if any pending legal issues or disciplinary actions against the college or institution;
(iii) if the college or institution violated the provisions of regulations on admission of students as specified
in the National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Unani
Education) Regulations, 2022 as well as counselling and admission guidelines issued by the National
Commission for Indian System of Medicine;
(iv) if the college or institution that have applied to the Medical Assessment and Rating Board for Indian
System of Medicine to increase number of seats or students intake capacity in undergraduate programme or
course; and
(v) if the institution that have not deposited the annual inspection fee including digitisation fee for the year
of extended permission in the bank account of the National Commission for Indian System of Medicine
through the procedure specified by the Medical Assessment and Rating Board for Indian System of
Medicine;
(c) medical institutions under the category of extended permission are entitled to participate in counselling
process to admit students every year as per the sanctioned intake capacity without seeking or obtaining
permission from the Medical Assessment and Rating Board for Indian System of Medicine unless otherwise
denied or specified by the Medical Assessment and Rating Board for Indian System of Medicine as a result of
annual inspection or visitation or assessment.
(2) (a) fully established medical institution under Section 28 that are not fulfilling the criteria as specified in clause
(a), sub-regulation (1) of regulation 16 shall be categorised under the "Yearly Permission’ category by the Medical
Assessment and Rating Board for Indian System of Medicine;
(b) the medical institution under the "yearly permission category shall participate in counselling process to
admit students every year, only after obtaining permission for admission from Medical Assessment and Rating
Board for Indian System of Medicine.
(3)(a) suo-moto inspection or visitation or assessment carried out by the Medical Assessment and Rating Board for
Indian System of Medicine every year shall be for continuation of extended permission or granting of yearly
permission for admitting students or for taking such measures under the provisions mentioned in clause (f), sub-
section (1) of section 28 of the Act;
(b) all the medical institution, irrespective of category either extended permission or yearly permission, shall
keep uploading (self-disclosure) data (real time or periodical) or information or documents on National
Commission for Indian System of Medicine online portal in the format and timeline specified by the Medical
Assessment and Rating Board for Indian System of Medicine;
(c) all the medical institution, irrespective of category (extended permission or yearly permission), shall deposit
the annual inspection or visitation fee (visitation fee plus digitization fee) as given below within the time period
and mode specified by the Medical Assessment and Rating Board for Indian System of Medicine;
(i) Visitation fee: two lakh rupees for sixty students intake capacity; three lakh rupees for one hundred
students intake capacity; four lakh rupees for one hundred fifty students intake capacity and five lakh
rupees for two hundred students intake capacity;
(ii) Digitisation fee: fifty thousand rupees
(iii) Annual visitation fee in total shall be (visitation fee plus digitization fee): two lakh fifty thousand
rupees, three lakh fifty thousand rupees, four lakh fifty thousand rupees and five lakh fifty thousand rupees
for sixty, one hundred, one hundred fifty and two hundred students intake capacity respectively along with
applicable taxes;
(d) the medical institution categorised under ‘Extended Permission’ category by the Medical Assessment and
Rating Board for Indian System of Medicine shall submit an affidavit (as per the format and period of
submission specified by Medical Assessment and Rating Board for Indian System of Medicine from time to
time) stating full compliance with the all minimum essential standards mentioned in these regulations;
(e) Medical Assessment and Rating Board for Indian System of Medicine shall conduct inspection or visitation
or assessment (in the manner and mode as specified in the manual developed by Medical Assessment and
Rating Board for Indian System of Medicine from time to time as required) every year at any time during the
academic year to assess the fulfilment of minimum essential standards requirements mentioned in these
regulations by the college or institution;
(f) the period of assessment shall be twelve months preceding the month of visitation or inspection or
assessment;
(g) Explanation: If an institution is being assessed or inspected or visited in the month of August 2024, then the
period of assessment shall be from August 1st, 2023, to July 31st, 2024;
(h) after assessment, the Medical Assessment and Rating Board for Indian System of Medicine shall
communicate the decision of the assessment or inspection or visitation to the institution under "Yearly
Permission Category,’ ordinarily sixty days before the date of commencement of central counselling process by
All-India AYUSH Central Counseling Committee for admission every year;
(i) if a college under extended permission category, did not receive any communication ordinarily sixty days
before the central counselling by All-India AYUSH Central Counselling Committee for admission every year,
then it is presumed that the college holds its status of extended permission and shall be allowed to participate in
counseling and admission process as per the provision of the relevant regulations;
(j) during the process of assessment or visitation or inspection, any, deficiency is found either in the
documents, in the data, or in the fulfilment of minimum essential standards or in the functionality of the
institution or college under Extended Permission category, and based on this, if the Medical Assessment and
Rating Board for Indian System of Medicine initiates any action due to non-fulfilment of minimum essential
standards as per clause (f) of sub-section (1) of section 28 of the National Commission for Indian System of
Medicine Act, 2020, in such case, the extended permission status shall be withdrawn for such institutes, and
shall be categorised under ‘yearly permission’ category and all rules and regulations related to the yearly
permission category shall be applicable; such institutes may again attain ‘Extended Permission’ status only
after fulfilling the conditions specified in clause (a) of sub-regulation (1) of regulation 16 in these regulations;
(k) Medical Assessment and Rating Board for Indian System of Medicine shall have the power to re-visit the
institutions for assessment or inspection or visitation at any time and any number of times in the year;
(l) the colleges seeking permission to not admit students or the college or institution has denied permission to
admit students consecutively for five academic sessions by the Medical Assessment and Rating Board for
Indian System of Medicine shall be treated as deemed to be closed; If such college would like to restart, it shall
undergo the process of new establishment under Section 29 of the National Commission for Indian System of
Medicine Act, 2020.
(m) the provision to ‘rectify the defects’ specified under Section 29 of the National Commission for Indian
System of Medicine Act, 2020, for new medical institutions shall not be applicable to the existing fully
established institutions under section 28; as these are the minimum essential standards, no chance to “rectify
the defects” shall be given to the fully established existing medical institutions under section 28; however,
before issuing the order of denial of permission or reduction of seats, etc., an opportunity for preferring an
appeal and hearing shall be given to the such medical institution;
(n) (i) if a college or institution is aggrieved by the decision of the Medical Assessment and Rating Board for
Indian System of Medicine, may prefer an appeal to the Commission against such decision within thirty days
of the communication of such decision by the Medical Assessment and Rating Board for Indian System of
Medicine as per the sub-section (3) of the Section 24 of the Act;
(ii) if an institution is aggrieved by any decision of the commission, may prefer an appeal to the Central
Government against such decision within fifteen days of the communication of such decision by the
Commission as per the sub-section (6) of the Section 9 of the Act.
CHAPTER-IV
RATING OF FULLY ESTABLISHED UNANI MEDICAL COLLEGE OR INSTITUTION
17.(1) After the commencement of this regulation, every fully established existing Unani Medical College or
institution possessing extended permission status, shall be rated every year.
(2) the rating process shall be carried out by the Medical Assessment and Rating Board of Indian System of
Medicine or any agency designated by Medical Assessment and Rating Board for Indian System of Medicine
under Section 28 of the Act, through the procedure based on the key areas and standards determined by the Board
of Unani Siddha and Sowa-Rigpa qualitatively and quantitatively.
(3) The Medical Assessment and Rating Board for Indian system of Medicine shall identify independent rating
agencies through a committee constituted for this cause by the Medical Assessment and Rating Board for Indian
system of Medicine and make the list of rating agencies.
(4) The list of the independent rating agencies identified by the Committee shall be placed before the National
Commission for Indian System of Medicine from time to time by the Medical Assessment and Rating Board for
Indian System of Medicine for the approval of the Commission to finalize the list and draw up the “Medical
Assessment and Rating Board for Indian System of Medicine-Empanelled Rating Agencies” and also for related
financial implications.
(5) It shall be obligatory on such medical institutions eligible for rating as per the criteria mentioned in Sub-
regulation (1) to provide access to such rating agency.
(6) The Unani Medical College or institution shall be rated based on the criteria or standards over and above the
minimum essential standards.
(7) The data uploaded by the institutions on the National Commission for Indian System of Medicine online
platform shall be considered for rating purposes.
(8) The proportion of weightage between online data submitted by the institution and physical verification or
assessment for rating shall be 70:30 (Seventy per cent. online data verification and thirty per cent. physical
verification).
(9) (a) After the assessment for rating, the Unani Medical College or institution under extended permission
category shall be graded into Grade ‘A’, Grade ‘B’, Grade ‘C’ or Grade ‘D’ based on the assessment score
obtained by the college or institution and the Medical Assessment and Rating Board for Indian System of
Medicine shall make available on the Commission’s web site or in public domain, the assessment and ratings of
medical colleges or institutions before the commencement of counselling for admissions by All-India AYUSH
Central Counselling Committee; the Medical Assessment and Rating Board for Indian System of Medicine shall
frame the format and procedure for uploading such data of assessment and rating on the National Commission for
Indian System of Medicine website.
(b) Unani Medical Colleges or institutions that are not eligible for rating are,-
(i) undergoing establishment under the provisions of section 29 of the Act;
(ii) categorised under yearly permission category;
(iii) denied permission by the Medical Assessment and Rating Board for Indian System of Medicine;
(iv) measures taken by the Medical Assessment and Rating Board for Indian System of Medicine as per the
provisions specified in clause (f), sub-section (1) of section 28 of the Act.
(10) The institution awarded Grade ‘A’ are entitled to charge a five percent development fee over and above the
prescribed fee by the concerned fee fixation authority of Central Government or State Government or Union
territory Administration as the case may be, from the students admitted during the years of possessing Grade ‘A’.
(11) In the event that a deemed university or an autonomous institution is awarded Grade ‘A’ such medical
institution are eligible for curricular freedom, i.e., modification of the "nice to know category mentioned in the
course curriculum and syllabus by the National Commission for Indian System of Medicine.
(12) The Unani Medical Colleges or institutes graded ‘A’ and ‘B’ shall only be eligible for applying increase in
student intake capacity in existing programmes or starting any new or postgraduate programmes recognised by the
National Commission for Indian System of Medicine under the Act.
(13) The Unani Medical College or institution of any grade, if acted upon by Medical Assessment and Rating
Board for Indian System of Medicine for the provisions in clause (f), sub-section (1) of Section 28 of the act, the
grade shall be deemed to have been withdrawn, and no communication will be sent for the withdrawal of the
grade. If such a college or institutes continues to use grade, such institution shall be subjected to disciplinary action
by the Medical Assessment and Rating Board of Indian System of Medicine.
(14) Medical institutions shall be graded based on the rating score obtained by the institution as mentioned in the
following Table-10.

(15) Annual rating fee shall be paid along with applicable taxes through online (National Electronic Fund Transfer
or Real Time Gross Settlement) to the National Commission for Indian System of Medicine account in favour of
National Commission Fund for Indian System of Medicine within the period specified by the Medical Assessment
and Rating Board for Indian System of Medicine and the fee details are as under.
(i) undergraduate college with sixty students intake capacity: two lakh and fifty thousand rupees;
(ii) one hundred students intake capacity: three lakh rupees;
(iii) one hundred and fifty students intake capacity: three lakh and fifty thousand rupees;
(iv) two hundred students intake capacity: four lakh rupees.
CHAPTER-V
ESTABLISHMENT OF NEW UNANI UNDERGRADUATE MEDICAL COLLEGE OR INSTITUTION
18 . Establishment of new Unani Undergraduate College or Institution shall be as per Section 29 of the National
Commission for Indian System of Medicine Act, 2020.
(1) General instructions.- (a) the last date for receipt of application for new schemes shall be as displayed on the
NCISM website every year;
(b) application submitted by a person (a university, society, trust, or any other body, but does not include the
Central Government) shall be in the prescribed format annexed to this regulation, along with the applicable
non-refundable application fee and processing fee as mentioned in sub-regulation (5) of regulation 18;
(c) incomplete application shall not be entertained in any case;
(d) there is no provision for withdrawal of application after the last date and in such a case of withdrawal
before the last date, the processing fee shall not be refunded;
(e) any document in the local language shall be submitted with a transcript in Hindi and English;
(f) No person shall establish a new Unani Medical College or institution without obtaining permission from
Medical Assessment and Rating Board for Indian System of Medicine.
(g) it is understood that, before submission of the application, the applicant should have gone through and
understood the National Commission for Indian System of Medicine Act, 2020, and the concerned regulations.
(2) Pre-Requisite.- (a) the application for establishment of the new Unani undergraduate medical college shall be
for a student intake capacity of sixty, one hundred, one hundred fifty and two hundred seats per year;
(b) at the time of submission of the application or proposal or scheme, the functional Unani Medicine Hospital
shall have been completed for a minimum of twenty-four months (i.e., not less than two years) after
establishment with proper registration;
(c) it is mandatory for the hospital to have the appropriate registration from the local authorities;
(d) the following shall be considered for the two years of functionality of the hospital;
(i) bank transactions depicting the salary of consultants and other hospital staff in a nationalised bank in an
independent account in the name of the hospital;
(ii) the bank transactions indicating the functionality of the hospital, such as periodic purchases of
medicines and hospital consumables, payment of relevant taxes, hospital income etc.;
(iii) well documented (physical or electronic) hospital records, including patient attendance in Out-patient
Department or In-patient Department, documents showing maintenance of the hospital, and renewal of the
necessary permissions from local or concerned authorities;
(iv) the hospital shall have at least entry-level National Accreditation Board for Hospitals certification at
the time of application.
(v) a certificate from the local authority certifying or approving the construction plan of the proposed
buildings having the required construction area as per Schedule-I and Schedule-II which shall be
accommodated in the specified land, must be provided at the time of application.
(e) the distance between any two Unani Medical Colleges run by the same trust or society or university shall
not be less than twenty-five kilometres.
(3) Requirements of hospital with a minimum of two years of functionality: The society or university or trust
or any other body intended to establish an Unani Medical undergraduate college may start the hospital in a phase-
wise manner:
(a) the hospital shall start with Out-Patient Department of Moalajat (Medicine), Ilaj bit Tadabeer (Regimenal
Therapy), Jarahat (Surgery), Ain Uzn Anaf Halaq wa Asnan (Ophthalmology, Ear, Nose and Throat and
Dentistry), Amraze Jild wa Tazeeniyat (Dermatology and Cosmetology), Qabalat wa Niswan (Obstetrics and
Gynaecology), Ilmul Atfal (Paediatrics), Tahaffuzi wa Samaji Tib (Preventive and Social Medicine); Ilmul
Samoom (Clinical Toxicology) under the department of Tahaffuzi wa Samaji Tib (Preventive and Social
Medicine); and Isabat (Emergency or Casualty);
(b) with a minimum of thirty In-Patient Department beds with forty per cent. bed occupancy attached with an
operation theatre, a minor operation theatre, a labour room, a clinical laboratory, an imaging section, a drug
store, an Ilaj bit Tadabeer procedure section, a physiotherapy unit, and a Yoga and Riyazat section;
(c) during the second year of the establishment of the hospital, the hospital shall enhance the In-Patient
Department capacity gradually so that at the time of application, the hospital shall have sixty beds for sixty
students intake capacity, one hundred beds for one hundred students intake capacity, one hundred fifty beds for
one hundred fifty capacity, and two hundred beds for two hundred students intake capacity;
(d) the gradual increase in the infrastructure and human resources shall be in not more than four stages, which
shall be supported by appropriate documents such as land, construction, purchase of equipment, appointment of
human resources, salary, and other hospital expenditures;
(e) at the time of submission of the application or proposal or scheme, the hospital shall be fully functional
with all Out-Patient Departments, In-Patient Departments, and other units or sections with all the minimum
essential standards mentioned for hospital in these regulations;
(f) the Out-Patient Department attendance, number of In-Patient Department beds and bed occupancy: At the
time of application the hospital shall have the average Out-Patient Department attendance per day specified for
each intake capacity as per the clause (j), sub-regulation (3) under the regulation 14 (i.e., one hundred twenty
patients per day for sixty students intake capacity, two hundred patients for one hundred students intake
capacity; three hundred patients for one hundred fifty students intake capacity and four hundred patients for
two hundred students intake capacity), with minimum number of In-Patient Department beds i.e. sixty beds for
sixty intake capacity, one hundred beds for one hundred students intake capacity; one hundred fifty beds for
one hundred fifty students intake capacity and two hundred beds for two hundred students intake capacity as
per the clause (p), sub-regulation (5) regulation 14 in these regulations and minimum average bed occupancy of
forty per cent. as per the clause (q), sub-regulation (5) under the regulation 14 of these regulations;
(g) two years of functionality shall be considered by Medical Assessment and Rating Board for Indian System
of Medicine for the preceding twenty-four months from the month of submission of the application or proposal
or scheme.
Explanation: if submission of the application is in the month of October 2024, then two years of existence of
the hospital and its functionality are calculated from October 1st, 2022, to September 30th, 2024.
(4) Eligibility for making an application.- For making an application for establishment of new Unani medical
undergraduate college or institution under these regulations, a person or applicant (society or trust or university or
any other body) shall be eligible if,
(a) the applicant’s one of the objectives shall be to impart education in the Indian System of Medicine;
(b) the applicant shall possess minimum requirement of land according to student intake capacity as per
regulation-5 under Chapter-I;
(c) the applicant shall either own or possess the land on lease for not less than thirty years in the name of the
applicant body, and the same shall be renewed before expiry of the lease;
(d) in the case of institution having lease agreement for land, the institution shall not be granted permission for
admission in the last five years of the lease period unless the institution submits a notarised affidavit every year
mentioning the lease shall be renewed before the expiry of the lease and subsequently submits the renewed
lease agreement before the expiry of the lease period;
(e) the distance between any two Unani Medical Colleges run by the same trust or society or university or any
other body shall not be less than twenty-five kilo-meters;
(f) Obtained a "No Objection Certificate or Essentiality Certificate" in Form-C (Annexure-III) from the
respective state government or Union Territory Administration, which shall be submitted at the time of
application;
(g) obtained a "Consent of Affiliation" in Form-E (Annexure-V) from the respective university established
under Central or State or Union territory Administration statute for establishing a new Unani Medical College,
clearly mentioning the academic year(s) for affiliation, which shall be submitted at the time of application; If
the university itself is an applicant, consent of affiliation may not be required;
(h) fulfilled all minimum essential standards in terms of infrastructure, human resources and functionality as
specified in the clause (a), of sub-regulation (11) of regulation 18 for the first phase of establishment at the time
of application; further, the institution shall establish infrastructure, facilities, and manpower for the second
third and fourth phases in time as specified clause (b), (c) and (d) in the sub-regulation (11) of regulation 18;
(i) furnishes an affidavit that the admission of students shall be made strictly on the basis of merit for National
Eligibility-cum-Entrance Test qualified students through Central or State or Union territory Administration
counselling as specified in the National Commission for Indian System of Medicine (Minimum Standards of
Undergraduate Unani Education) Regulations, 2022;
(j) furnishes an affidavit that the land and buildings designated for Unani Medical College and attached
teaching hospital are exclusively for Unani Medical College and attached teaching hospital and no other
courses, programmes, or colleges except the National Commission for Indian System of Medicine-approved
programmes shall be conducted;
(k) Furnishes an affidavit that the nomenclature of courses and teacher-student ratio will be kept as laid down
in the concerned regulations;
(l) furnishes as an undertaking that the applicant has not already admitted students in any class, course,
programme, or training of the proposed Unani Medical College;
(m) the applicant shall be in a position to deposit a security deposit valid for five years in favour of the " the
National Commission Fund for Indian System of Medicine" as shown in Table-11;

(n) the applicant understand that the security amount shall be refunded to the institution only after the
completion of five years since the establishment of the college.
Provided further that, a security deposit shall not be applicable to the colleges governed by the Central or
State Governments or Union territory Administration, if they give an undertaking to provide funds in their
plan budget regularly till requisite facilities are fully provided as per the time-bound programme indicated
by them.
(5) Method of Application and Fee Details..- (a) any person or applicant intending to establish a new Unani Medical
College shall submit the application in Form-A (Annexure-I) online or offline or both within the time frame as
specified by the Medical Assessment and Rating Board for Indian System of Medicine along with all necessary
documents and a non-refundable application fee (two lakh rupees) and processing fee (ten lakh rupees, fifteen lakh
rupees, twenty lakh rupees and twenty-five lakh rupees for sixty, one hundred, one hundred fifty and two hundred
student intake capacity respectively), shall be paid online (National Electronic Fund Transfer or Real Time Gross
Settlement) in favour of “the National Commission Fund for Indian System of Medicine” along with applicable taxes.
(b) the applicant shall provide an official e-mail Identity Document and contact number, which shall be used
for all official communication by Medical Assessment and Rating Board for Indian System of Medicine. These
contact details are valid until the application or proposal or scheme is approved or disapproved;
(c) once the scheme is approved, the college shall create an official mail Identity Document as specified in
regulation 13 of Chapter-I and intimate it to Medical Assessment and Rating Board for Indian System of
Medicine or National Commission for Indian System of Medicine along with an official mobile number, which
shall be used for all official communications.
(6) Processing of the Application.- (a) all the received applications shall be provided with a temporary Identity
Document (year of application followed by "T" (Temporary), "U" (Unani), followed by the serial number of
applications received in that particular year).
Explanation: The first application received in 2023 for the establishment of Unani Medical College shall be
numbered as 2023TU001; the second application as 2023TU002; and so on.
(b) the same temporary Identity Document shall be quoted by the applicant in all official correspondence, and
this temporary Identity Document shall be valid up to the issue of a Letter of Permission or disapproval of the
application by the Medical Assessment and Rating Board for Indian System of Medicine;
(c) all the received applications shall be subjected to scrutiny by the Medical Assessment and Rating Board for
Indian System of Medicine as per the following criteria:
(i) applicant eligibility;
(ii) pre-requisites;
(iii) fulfilment of Minimum Essential Standards specified for the first phase of establishment;
(iv) application fee and processing fee;
(v) supportive documents;
(vi) hospital data;
(vii) transactions in official bank accounts (separate account for hospital and college);
(viii) any other as specified by the or Medical Assessment and Rating Board for Indian System of
Medicine.
(7) Issue of Letter of Intent.-
(a) after the scrutiny, the applications shall be processed under the two categories i.e. application fulfilling
minimum essential standards and other requisites as per submitted data and applications with shortcomings:
(i) applications fulfilling all the minimum essential standards and other requisite criteria as per submitted data: (A)
The applicant institution fulfilling all the minimum essential standards and other requisite criteria as
specified in this regulation shall be inspected or visited by Medical Assessment and Rating Board for Indian
System of Medicine;
(B) the Medical Assessment and Rating Board for Indian System of Medicine shall verify the data and
documents submitted by the applicant institution along with the application and the observations made
by the visitors during visitation, and if found fulfilled the applicant institution shall be issued a Letter of
Intent by the Medical Assessment and Rating Board for Indian System of Medicine under section 29 of
the Act;
(C) in case any shortcomings are noticed by the visitors during inspection or visitation, the same shall
be communicated to the applicant institution and an opportunity shall be given for rectification of
defects, except for the shortcomings mentioned in item (D), sub-clause (ii), clause (a), sub-regulation (7)
of regulations 18;
(D) the compliance report, along with necessary supporting documents submitted by the institution that
have been given an opportunity for rectification of the defects , shall be subjected for scrutiny for the
shortcomings specified, and if found fulfilled , the application is approved and a Letter of Intent shall be
issued by Medical Assessment and Rating Board for Indian System of Medicine; if not found fulfilled
or the compliance report is not received within the time period as specified by Medical Assessment and
Rating Board for Indian System of Medicine, the application shall be disapproved and rejected.
(ii) applications with shortcomings: (A) the applications found to have shortcomings shall be
communicated to the applicant institution by the Medical Assessment and Rating Board for Indian System
of Medicine for rectification and submission of compliance report;
(B) the compliance report, along with supporting documents submitted after rectification of
shortcomings by the applicant institution within the specified timeline, the application and attached
documents shall be scrutinised again by Medical Assessment and Rating Board for Indian System of
Medicine; if found fulfilled, the applicant institution shall be inspected or visited;
(C) after visitation, the Medical Assessment and Rating Board for Indian System of Medicine shall
examine the compliance report submitted by the college and the observations made by the visitors
during inspection or visitation; if found fulfilled, the applicant institution shall be issued a Letter of
Intent by the Medical Assessment and Rating Board for Indian System of Medicine; if found not
fulfilled, the application shall be disapproved and rejected;
(D) shortcomings of serious nature, like deficiencies in minimum essential standards as specified in
these regulations, such as non- functionality of the hospital, inadequacy of land availability or land
dispute, insufficient period of existence of the functioning hospital, non-availability of essentiality
certificate or no objection certificate from the State or Union Territory government, non-availability of
consent of affiliation from the university, a deficiency in the constructed area of the college or hospital,
etc. an opportunity to rectify the defects shall not be given and such applications shall stand
disapproved.
(b) no relaxation policy shall be applicable for new application;
(c) the letter of intent shall be valid for that particular year only; If the applicant fails to obtain Letter of
Permission, the issued Letter of Intent shall not be applicable for consecutive years, and in such a case, the
applicant has to submit a fresh application for the establishment of a new college; and
(d) The visitation fee and digitisation fee for visitation and for the issuance of a letter of intent shall be as per
clause (c) of sub-regulation (3) of regulation 16 .
(8) Issue of a Letter of Permission.- (a) the institution that received the Letter of Intent shall submit the
compliance report by fulfilling all the minimum essential standards, the details of teaching, non-teaching, and
hospital staff appointed as specified for the first phase of establishment of the institution, and the security deposit
as mentioned in clause (m) sub-regulation (4) of regulation 18 (as detailed in Table-11) to the commission within
sixty days of the communication of the Letter of Intent;
(b) upon receipt of the compliance report along with all necessary supporting documents, the Medical
Assessment and Rating Board for Indian System of Medicine shall conduct an inspection or visitation;
(c) after inspection or visitation, Medical Assessment and Rating Board for Indian System of Medicine shall
examine the compliance report and the observations made by the visitors during visitation, and if it is found
that the applicant institution is fulfilling all the requisite minimum essential standards, the institution shall be
issued a letter of permission along with National Commission for Indian System of Medicine unique
institutional Identity Document (year of issue followed by ‘UNI’ followed by a 5-digit serial number; for
example, the Identity Document for the first college received permission during the year 2024 shall be
2024UNI00001; the second college 2024UNI00002 and so on) including institutional login credentials for the
National Commission for Indian System of Medicine online portal; if found not fulfilled the minimum essential
standards, the application shall be disapproved and rejected.
(d) the applicant shall be communicated either approval or disapproval of the application or proposal or scheme
by Medical Assessment and Rating Board for Indian System of Medicine within six months from the last date
for submission of the application or proposal or scheme;
(e) the institution received Letter of Permission shall intimate the official mobile number as well as the official
e-mail Identity Document created as specified in this regulation 8 of Chapter-I within ten working days to the
Medical Assessment and Rating Board for Indian System of Medicine ([email protected])
by quoting the National Commission for Indian System of Medicine unique institutional Identity Document,
and thereafter all official correspondence shall be through these official mobile number and official email
Identity Document only; and
(f) The visitation fee and digitisation fee for visitation for issuing a letter of permission shall be as per clause (c)
of sub-regulation (3) of regulation 16.
(9) Appeal.- as per Section 29 of the National Commission for Indian System of Medicine Act, 2020, the
aggrieved applicant may prefer an appeal in the following situations in the manner specified below:
(a) in case of disapproval of the scheme or application or proposal by the Medical Assessment and Rating
Board for Indian System of Medicine, or no order is passed by the Medical Assessment and Rating Board for
Indian System of Medicine within six months of submitting scheme or application or proposal for establishing
new Unani medical institution, the aggrieved applicant may prefer appeal to the Commission within fifteen
days of such communication of disapproval or denial; or after the lapse of six months period from the period of
submission of the scheme.
(b) the appeal may be submitted online, offline, or as specified by the National Commission for Indian System
of Medicine;
(c) upon receipt of the appeal, the commission shall examine the appeal, and the aggrieved applicant shall be
given an opportunity for a hearing within fifteen days; If the commission finds that the applicant is fulfilling all
the minimum essential standard, the commission shall direct the Medical Assessment and Rating Board for
Indian System of Medicine to consider the application. If the applicant is not fulfilling the minimum essential
standards, the commission shall disapprove and reject the application; In any case, the commission shall
communicate such a decision to the applicant within fifteen days of receipt of the appeal;
(d) in case of disapproval or denial by the commission or no order has been passed by the commission, within
fifteen days from the date of the preferring appeal, the aggrieved applicant may prefer a second appeal to the
Central Government (Ministry of Ayush) within seven days of such disapproval or the lapse period of fifteen
days from the date of preferring an appeal.
(10) Issue of Renewal of Permission.- (a) once a Letter of Permission is issued by the Medical Assessment and
Rating Board for Indian System of Medicine to start a new Unani Medical College and admit first batch of
students, that letter of permission shall be valid for one year only and permission of Medical Assessment and
Rating Board for Indian System of Medicine shall be renewed on a yearly basis under Section 29 of the Act for
admitting students until the institution attains the status of a fully established institution under section 28 of the Act
as shown in the Table-12;
(b) the institution issued Letter of Permission shall submit compliance on fulfilment of the minimum essential
standards as specified in these regulations for the second phase of the establishment of the institution.
(c) the compliance report shall be submitted to the Medical Assessment and Rating Board for Indian System of
Medicine by the institution prior to six months from the expiry of the Letter of Permission;
(d) Upon the receipt of compliance report, the Medical Assessment and Rating Board for Indian System of
Medicine shall conduct inspection or visitation.
(e) after visitation the Medical Assessment and Rating Board for Indian System of Medicine shall examine the
compliance report submitted by the college and the observations made by the visitors, and on fulfilment of the
minimum essential standards, the Medical Assessment and Rating Board for Indian System of Medicine shall
issue the first renewal of permission to admit the second batch of students as shown in Table-12;
(f) the same procedure shall be followed for second and third renewal of permission to admit third and fourth
batch of students.
(g) the institution shall be considered and treated as a fully established institution by the Medical Assessment
and Rating Board for Indian System of Medicine under Section 28 of the National Commission for Indian
System of Medicine Act, 2020 during the subsequent years after the third renewal as shown in Table-12 unless
otherwise denied permission by Medical Assessment and Rating Board for Indian System of Medicine;

(h) in case of non-fulfilment of minimum essential standards and not attaining annual targets at any phase of
establishment of the institution, Medical Assessment and Rating Board for Indian System of Medicine shall
deny permission for admission for the next academic session.
(11) Phase-wise Requirements of Minimum Essential Standards for New Unani Undergraduate Colleges or
Institutions Under Establishment.- As a new college or institution under establishment category, shall fulfil or
establish all four phase-wise requirements mentioned in these regulations to become a fully established institution
i.e. fulfilment of Phase-I, Phase-II, Phase-III and Phase-IV requirements to obtain letter of permission, first
renewal of permission, second renewal of permission, and third renewal of permission from the Medical
Assessment and Rating Board for Indian System of Medicine to admit first batch, second batch, third batch and
fourth batch of students respectively and to become a fully established institution; the details are as under:
(a) Phase-I: Before the admission of the first batch of students, the college or institution shall have.-
(i) a fully established National Accreditation Board for Hospitals and health care provider -accredited (at
least entry-level) hospital with all minimum essential standards as mentioned for the hospital in these
regulations (regulation 14, Schedule-I, XV to XXIII);
(ii) hospital staff as specified in Schedule-IV; as far as consultants are concerned, a minimum of one
qualified consultant or specialist doctor or clinical teacher shall be available in each of Moalajat
(Medicine), Ilaj bit Tadabeer (Regimenal Therapy), Jarahat (Surgery), Ain Uzn Anaf Halaq wa Asnan
(Ophthalmology, Ear, Nose and Throat and Dentistry), Amraze Jild wa Tazeeniyat (Dermatology and
Cosmetology), Qabalat wa Niswan (Obstetrics and Gynaecology), Ilmul Atfal (Paediatrics), and Tahaffuzi
wa Samaji Tib (Preventive and Social medicine) and Ilmul Samoom (Clinical Toxicology) under the
department of Tahaffuzi wa Samaji Tib (Preventive and Social Medicine) out-patient department;
(iii) the Departments of first professional Bachelor of Unani Medicine and Surgery viz. Kulliyat (Basic
principles of Unani Medicine) including Language Lab, Practical Lab and Museum cum Tutorial room,
Tashreehul Badan (Anatomy) including Dissection Hall, Practical Lab and Museum cum Tutorial room,
Manafeul Aza (Physiology) including Practical Lab, and Tutorial room and attached facilities or sections,
as specified in the Schedule-II and instruments or equipment as specified in Schedule VII, VIII and IX;
(iv) teaching staff with the requisite qualifications as specified in Schedule-V that are required for the first
professional departments shall be appointed;
(v) all non-teaching staff (except the staff required for second and third professional departments) with the
requisite qualifications as specified in Schedule-VI shall be appointed;
(vi) a minimum of two lecture halls with infrastructure and facilities as specified in sub-regulation (2) of
regulation 13;
(vii) a well-developed herbal garden having a minimum of two hundred species of common medicinal
plants and endangered species as per Schedule-III;
(viii) an updated dynamic institutional website as per regulation 12;
(ix) attendance system as specified in regulation 11;
(x) other sections or units or cells or facilities as specified in Table-13 with qualified human resources and
fulfil other related minimum essential standards as specified in these regulations.

(b) Phase-II: Before the admission of the second batch of students, the college or institution shall have-

(Ilmul Saidla Pharmaceutical Practical lab), Quality Testing Laboratory, Museum cum Tutorial room,
Tahaffuzi wa Samaji Tib(Preventive medicine and Social Medicine) including Tahaffuzi wa Samaji Tib
Nutrition Lab, Practical Lab, Museum cum Tutorial room and Tibbul Qanoon wa Ilmul Samoom (Forensic
Medicine and Clinical Toxicology) Practical Lab and Museum, Mahiyatul Amraz (Pathology) including
Mahiyatul Amraz Practical Lab and Museum cum Tutorial room, Moalajat (Medicine) with Museum cum
Tutorial room and other facilities or sections as specified in the Schedule-II and instruments or equipment
as specified in Schedule X, XI, XII, and XIII;

professional Departments shall be appointed;
(iii) non-teaching staff required for second professional Departments with the requisite qualification as
specified in Schedule-VI shall be appointed;
(iv) minimum three lecture halls (addition of minimum one lecture hall with facilities as specified in sub-
regulation (2) of regulation 13;
(v) increase in Central Library books up to a minimum of six thousand, seven thousand five hundred, nine
thousand, and ten thousand five hundred for student intake capacities of sixty, one hundred, one hundred
fifty, and two hundred, respectively;
(vi) the clinical skill lab shall be expanded with at least fifty per cent. of the manikins or simulators or
devices as specified in Schedule-XIV.
(c) Phase-III: Before the admission of the third batch of students, the college or institution shall have-
(i) increase in Central Library books up to a minimum of seven thousand, eight thousand five hundred, ten
thousand five hundred, and twelve thousand for student intake capacities of sixty, one hundred, one
hundred fifty, and two hundred, respectively;
(ii) the clinical skill lab shall be expanded with at least seventy-five percent of the manikins or simulators or
devices as specified in Schedule-XIV.
(d) Phase-IV: Before the admission of the fourth batch of students, the college or institution shall have-
(i)the departments of the third professional Bachelor of Unani Medicine and Surgery, viz., Ilaj bit Tadabeer
(Regimenal Therapy), Amraze Jild wa Tazeeniyat (Dermatology and Cosmetology), Jarahat (Surgery), Ain
Uzn Anaf Halaq wa Asnan (Ophthalmology, Ear, Nose and Throat and Dentistry) Qabalat wa Niswan
(Obstetrics and Gynaecology), Ilmul Atfal (Paediatrics) with Museum cum Tutorial room and other
facilities or sections as specified in the Schedule-II;
(ii) teaching staff with the requisite qualifications as specified in Schedule-V that are required for third
professional departments shall be appointed;
(iii) non-teaching staff for third professional departments with the requisite qualification as specified in
Schedule-VI of this regulation shall be appointed;
(iv) minimum five lecture halls (addition of minimum two lecture halls to the existing three in Phase I and
Phase II) with facilities as specified sub-regulation (2) of regulation 13;
(v) increase in Central Library books up to a minimum of eight thousand, ten thousand, twelve thousand,
and fourteen thousand for student intake capacities of sixty, one hundred, one hundred fifty, and two
hundred, respectively;
(vi) a fully established clinical skill lab with all manikins or simulators or special devices as specified in
Schedule-XIV.
(12) Condition.- Institution received Letter of Permission shall adhere to the following conditions namely:-
(a) in case the parent society or trust or body that established the college wants to transfer the college to another
society or trust or body, a prior No Objection Certificate from the National Commission for Indian System of
Medicine shall be obtained;
(b) if the college wants to change the affiliating university or would like to apply for deemed university status,
it shall obtain a No Objection Certificate from the National Commission for Indian System of Medicine before
applying for the same.
CHAPTER-VI
INCREASE IN NUMBER OF SEATS OR STUDENTS INTAKE CAPACITY OR ADMISSON CAPACITY
IN EXISTING UNDERGRADUATE PROGRAMMES OR COURSES IN FULLY ESTABLISHED UNANI
MEDICAL COLLEGES OR INSTITUTIONS
19. Increase Student Intake Capacity.-Fully established institutions, under Section 28 of the Act, conducting
undergraduate program (Bachelor of Unani Medicine and Surgery) with students intake capacities of sixty, one
hundred, and one hundred fifty, shall be eligible to apply to increase intake capacity in existing undergraduate
programme under Section 29 of the Act and the pre-requisites are as under: -
(a) it shall be a fully established Unani Medical College under Section 28 of the National Commission for
Indian System of Medicine Act, 2020 with students intake capacity of sixty, one hundred, or one hundred fifty;
(b) the college or institution shall have completed at least four years and six months of undergraduate course or
programme; however, the college owned or managed by the Central or State or Union territory Administration
government is exempted from fulfilling this pre-requisite criteria of completion of four years and six months of
undergraduate course or programme;
(c) the college shall be under the category of ‘extended permission’, and have been denied permission for
admission or subjected to the provisions under clause (f), Sub-section (1) of Section 28 of the Act by Medical
Assessment and Rating Board for Indian System of Medicine for the preceding five years, including the year of
application;
(d) the college shall be rated with a grade of "A" or "B" by Medical Assessment and Rating Board for Indian
System of Medicine during the year of application;
(e) the college established building infrastructure and facilities for the additional standards mentioned in
Chapter-II and Table-9 of this regulation; and
(f) No person shall increase number of seats in Unani Medical College or institution without obtaining
permission of the Medical Assessment and Rating Board for Indian System of Medicine.
(2) Eligibility: For making an application under Section 29 of the Act, the college shall be eligible if,
(a) the applicant institution has obtained the essentiality certificate or No Objection Certificate for the proposed
increase in student intake capacity Form-D (Annexure-IV) from the state or union territory government;
(b) the applicant institution has obtained the "consent of affiliation’ Form-E (Annexure-V) from the affiliated
university (not applicable for deemed universities);
(c) the applicant institution has fulfilled all minimum essential standards, including the minimum number of
teaching staff specified in these regulations for the proposed student intake capacity (fulfilment may be in
phases as specified in this regulation);
(d) admission of students for undergraduate programmes or courses is made strictly on the basis of the merit of
National Eligibility-cum-Entrance Test qualified students through Central or State Government or Union
territory counselling as specified in the National Commission for Indian System of Medicine (Minimum
Standards of Undergraduate Unani Education) Regulations 2022;
(e) the maximum number of admissions shall not exceed the sanctioned student intake capacity specified by
Medical Assessment and Rating Board for Indian System of Medicine.
(3) Method of Application: (a) the college shall submit the application to the Medical Assessment and Rating
Board for Indian System of Medicine for increasing number of seats or student intake capacity or admission
capacity in Form-B (Annexure-II) within the prescribed period, along with the non-refundable application fee (two
lakh rupees) and processing fee (five lakh rupees, ten lakh rupees, fifteen lakh rupees and twenty lakh rupees for
60, 100, 150 and 200 student intake capacity respectively), a security deposit, and the documents specified by the
Medical Assessment and Rating Board for Indian System of Medicine.
(b) incomplete applications and applications received after the last date shall not be considered;
(c) there is no provision for withdrawal of an application after the last date, and in such a case of withdrawal
before the last date, the processing fee shall not be refunded;
(d) it is understood that before submission of the application, the applicant should have gone through and
understood the National Commission for Indian System of Medicine Act, 2020 and the concerned regulations;
(e) application fee and security deposit details are as follows (Table-14):

(f) the security deposit shall be refunded after five years to the institutional official bank account without
interest; provided, there shall not be any financial grievance pending against the college or a pending penalty
amount due to disciplinary action by the National Commission for Indian System of Medicine.
Provided that a security deposit shall not apply to the colleges governed by the state or union territory
government, if they give an undertaking to provide funds in their plan budget regularly till the requisite
facilities are fully provided as per the time-bound programme indicated by them;
(g) the non-refundable application fee, processing fee and security deposit shall be paid to the National
Commission for Indian System of Medicine account through National Electronic Funds Transfer or Real Time
Gross Settlement in favour of “the National Commission Fund for Indian System of Medicine";
(h) the process of applications as well as the issue of Letter of Intent, Letter of Permission, first renewal,
second renewal, and third renewal shall be as per Chapter-V of these regulations.
(i) The visitation fee and digitization fee for visitation for issuing a letter of intent and letter of permission for
an increase in student intake capacity shall be as per clause (c) of sub-regulation (3) of regulation 16 .
CHAPTER-VII
PENALTY AND DISCIPLINARY ACTIONS
20. (1) compliance with the regulations, directions, instructions and adherence to the timeline issued by the Medical
Assessment and Rating Board for Indian System of Medicine or the National Commission for Indian System of
Medicine shall be the responsibility of the institutions.
(2) Non-compliance action includes following, namely:-
(a) non-compliance with regulations;
(b) any activities of the institutions, that are not in accordance with the objectives of undergraduate Unani
medical education and practices, exploitation of students on fees, mal practices of attendance etc;
(c) failure to maintain minimum essential standards in terms of infrastructure, human resources, clinical
material, practical material, research facilities and other institutional functionality etc in accordance with these
regulations;
(d) non-cooperation or any sort of disturbance to inspection or visitation process for assessment and rating or
any other activities of the Medical Assessment and Rating Board for Indian System of Medicine or the
National Commission for Indian System of Medicine;
(e) providing falsified information or fabricated data or information or evidence to Autonomous boards or to
the National Commission for Indian System of Medicine;
(f) any attempt to influence, pressurise, bribe or threaten assessors or officials of the National Commission for
Indian System of Medicine or officials designated by the National Commission for Indian System of Medicine;
(3) For any of the non-compliance as mentioned in sub-regulation (2) or intentional attempt of non-compliance act
or omission by the medical institution, the Medical Assessment and Rating Board for Indian System of Medicine
shall either penalise the medical institution or take such measures as mentioned in the clause (f) of sub-section (1)
of section 28 of the Act and/or conduct further enquiry in to such incidence namely, -
(a) impose monetary penalty not exceeding rupees one crore;
(b) issue warning;
(c) withhold process of application for any new scheme for that academic year or for a such number of years;
(d) reduce the number of seats to be admitted by the medical institution in the next academic year;
(e) stop the admission to one or more of the courses in the next or subsequent academic year(s);
(f) recommending the National Commission for Indian System of Medicine for the withdrawal of recognition;
(g) withhold or withdrawal of rating of the medical institutions for a period up to five academic years; and
(h) if any attempt from the institution side to pressurise the Medical Assessment and Rating Board for Indian
System of Medicine or the National Commission for Indian System of Medicine through individuals or agency
shall lead to immediate halt of the processing the application or request by the medical institution or
withdrawal of permission, reduction in student intake capacity or monetary penalty.

NOTIFICATION
New Delhi, the 29th December, 2023
F. No. BUSS/MES(UNANI-UG-Regl)/2023.—In exercise of the powers conferred by clauses (d), (e), (s),
(t), (u), (w), (x), (y), (z), (za), (zb) and (zc) of sub-section (2) and sub-section (1) of section 55 of the National
Commission for Indian System of Medicine Act, 2020 (14 of 2020), and in supersession of the Indian Medicine
Central Council (Requirements of Minimum Standard for under-graduate Unani Colleges and attached Hospitals)
Regulations, 2016 and the Establishment of New Medical College, Opening of New or Higher Course of Study or
Training and Increase of Admission Capacity by a Medical College Regulations, 2019 except as respect things done or
omitted to be done before such supersession, the National Commission for Indian System of Medicine hereby makes
the following regulations, namely.-
1. Short title and commencement. - (1) These regulations may be called the National Commission for Indian System
of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Unani Colleges and Attached
Teaching Hospitals) Regulations, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definition. -(1) In these regulations, unless the context otherwise requires, -
(a) “Act” means the National Commission for Indian System of Medicine Act, 2020 (14 of 2020);
(b) “annexure” means an annexure appended to these regulations;
(c) “assessment” of an institution means the act of verification of availability of minimum essential standards in
terms of infrastructure, human resources and functionality of an institution and its attached teaching hospital;
(d) “attached teaching hospital” means an Unani hospital that offers standard healthcare services, attached to an
Unani Medical college or institution for the purpose of teaching and training to the students of Unani System of
Medicine;
(e)“Commission” means the National Commission for Indian System of Medicine, established under the
National Commission for Indian System of Medicine Act, 2020 (14 of 2020);
(f) "extended permission" means permission for admitting students extended by the Medical Assessment and
Rating Board for Indian System of Medicine to an institution fulfilling the criteria for “extended permission
status” so that the institution can participate in the counselling process for admitting students without waiting
for permission from the Medical Assessment and Rating Board for Indian System of Medicine for admission
every year unless otherwise denied or specified by the Medical Assessment and Rating Board for Indian
System of Medicine;
(g) “Form” means form annexed to these regulations;
(h) “fully established institution” means the college or institution completed all four phases of establishments
and issued letter of permission, first, second and third renewal of permission by the Medical Assessment and
Rating Board for Indian System of Medicine;
(i) “institution under establishment” means the new college or institution undergoing phase wise establishments
(i.e first, second, third and fourth phase of establishment);
(j) “letter of intent” means preliminary approval, along with conditions and timelines, issued by Medical
Assessment and Rating Board for Indian System of Medicine to the applicant through the procedure
mentioned, to establish a new Unani medical college or institution or to increase student intake capacity in
existing courses or programmes or to start any postgraduate or new course recognised by the National
Commission for Indian System of Medicine;
