The Ministry of Mines, through Notification G.S.R. 567(E) issued on July 3, 2026, has published the Minerals (Evidence of Mineral Contents) Amendment Rules, 2026. These rules, which come into force on their publication date in the Official Gazette, amend the principal Minerals (Evidence of Mineral Contents) Rules, 2015 (originally published vide G.S.R. 304(E) dated April 17, 2015, and subsequently amended four times). Key amendments include: 1) In rule 3, a new clause (da) is inserted to define "high purity Quartz" as Quartz having SiO2 exceeding 99.99% with total impurities below 50 ppm. 2) In SCHEDULE-I, Part-III, under the column "Type of deposit and principal minerals," item III is substituted to distinguish between gem-stones and Quartz, Felspar, and Mica in veins and pegmatites not associated with minerals specified in Part D or the Seventh Schedule to the Act or high purity Quartz. Item IIIA is also substituted to similarly distinguish Rare metal and Rare Earth Elements (REE) from Quartz, Felspar, and Mica in veins and pegmatites associated with minerals specified in Part D or the Seventh Schedule to the Act or high purity Quartz. 3) In Schedule-II, a new serial number 2 is inserted for "Quartz, Felspar, Mica" describing them as pockets, lenses, veins, and pegmatites not associated with minerals specified in Part D of the First Schedule to the Act or the Seventh Schedule to the Act or high purity Quartz. L.-33004/99 The Gazette of India CG-DL-E-07072026-274211 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 509] NEW DELHI, FRIDAY, JULY 3, 2026/ASHADHA 12, 1948 MINISTRY OF MINES NOTIFICATION New Delhi, the 3rd July, 2026 G.S.R. 567(E).— In exercise of the powers conferred by section 13 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government hereby makes the following rules further to amend the Minerals (Evidence of Mineral Contents) Rules, 2015, namely:— 1. Short title and commencement.— (1) These rules may be called the Minerals (Evidence of Mineral Contents) Amendment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Minerals (Evidence of Mineral Contents) Rules, 2015 (hereinafter referred to as the said rules), in rule 3, after clause (d), the following clause shall be inserted, namely:— "(da) "high purity Quartz” means Quartz having SiO2 exceeding 99.99% with total impurities below 50 ppm;". 3. In the said rules, in SCHEDULE-I, in Part-III, in the Table, under the column titled "Type of deposit and principal minerals", (i) for the letters and words “III. Gem-stones: Beryl, topaz, emerald deposits, diamond, pockets/ lenses/ veins of fluorite in carbonatite, etc.", the following letters, brackets and words shall be substituted, namely:— “III. (a) Gem-stones: Beryl, topaz, emerald deposits, diamond, pockets/ lenses/ veins of fluorite in carbonatite, etc.; (b) Quartz, Felspar and Mica in veins and pegmatites, not associated with the minerals specified in Part D of the First Schedule to the Act or the Seventh Schedule to the Act or high purity Quartz.". (ii) for the letters, words and brackets “IIIA. Rare metal and Rare Earth Elements (REE) occurring in pegmatites, reefs and veins/ pipes.", the following letters, words and brackets shall be substituted, namely: "IIIA. (a) Rare metal and Rare Earth Elements (REE) occurring in pegmatites, reefs and veins/ pipes; (b) Quartz, Felspar and Mica in veins and pegmatites associated with minerals specified in Part D of the First Schedule to the Act or the Seventh Schedule to the Act or high purity Quartz.". 4.
