The Ministry of Railways (Railway Board), under Notification G.S.R. 451(E) dated 7th July, 2025, has exercised powers conferred by section 198 of the Railways Act, 1989 (24 of 1989), to enact the Railways (Opening for Public Carriage of Passengers) Amendment Rules, 2025. These rules shall come into force on their publication date in the Official Gazette. The amendment specifically modifies Chapter VIII of the principal rules, substituting 'Method C' in sub-rule (9) of rule 36. The new 'Method C' specifies that when a trap is used, a train must not be admitted onto the trapped line unless the trap has been closed, to prevent derailing if the Loco Pilot overshoots it, except as provided under clause (3) or clause (4) of rule 3.40 of general rules, 1976, or para 7.1.18 (e)(ii) of the Indian Railways Signal Engineering Manual. The principal rules were initially published vide G.S.R. 625(E), dated 21st July, 2000, and were last amended vide G.S.R. 579(E), dated 18th September, 2024. (1) These rules may be called the Railways (Opening for Public Carriage of Passengers) Amendment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In Chapter VIII of the said rules, in rule 36, in sub-rule (9), for ‘Method C’, the following shall be substituted, namely:- "Method C: When a trap is used, a train shall not be admitted on to the trapped line unless the trap has been closed, so that the train shall not be derailed, if the Loco Pilot overshoots such trap, except as provided under clause (3) or clause (4) of rule 3.40 of general rules, 1976 or para 7.1.18 (e)(ii) of Indian Railways Signal Engineering Manual."
