NOTIFICATION
New Delhi, the 5th August, 2025
G.S.R. 531(E). The following draft of recruitment rules, which the Central Government proposes to make
in exercise of the powers conferred by clause (d) of sub-section (2) of section 23 of the Anusandhan National Research
Foundation Act, 2023 (25 of 2023), and in supersession of the Science and Engineering Research Board (Recruitment,
Salaries and other Terms and Conditions of Service of Group 'A' and Group 'B' Posts Administrative and Non-
Technical) Regulations, 2014, published in the Gazette of India, Extraordinary, Part III, Section 4, dated the 25th
April, 2014 vide No. 003/2014/F. No. SR/S9/Z-08/2011, dated the 24th April, 2014, except as respects things done or
omitted to be done before such supersession, is hereby published for information of persons likely to be affected thereby;
and notice is hereby given that the said draft recruitment rules shall be taken into consideration after the expiry of a
period of thirty days from the date on which the copies of this notification as published in the Official Gazette, are made
available to the public;
Objections and suggestions to these draft recruitment rules, if any, may be sent to the Director, Anusandhan National
Research Foundation, Technology Bhawan, New Mehrauli Road, New Delhi-110016 email: anrf-director@anrf.gov.in;
The objections or suggestions, if any, received from any person in respect of the said draft recruitment rules before the
expiry of the aforesaid period of thirty days will be taken into consideration by the Central Government.-
DRAFT RULES
1. Short-title and commencement. -(1) These rules may be called the Anusandhan National Research Foundation
Group 'A' and Group 'B' Administrative Posts Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions – (1) In these rules, unless the context otherwise requires, —
(a) "Act" means the Anusandhan National Research Foundation Act, 2023 (25 of 2023);
(b) "controlling authority" means the Chief Executive Officer;
(c) 'Central Government" means the Government of India in the Ministry of Science and Technology, Department of
Science and Technology;
(d) "Schedule" means the Schedule appended to these rules.
(2) Words and expressions used herein and not defined in these rules but defined in the Act shall have the meaning
respectively assigned to them in the Act.
3. Application- These rules shall apply to posts specified in column (1) of the Schedule II annexed to these rules.
4. Number of post, classification and level in pay matrix. The number of posts, their classification and
level in pay matrix shall be as specified in columns (2) to (4) of the said Schedule II.
5. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other
matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule II.
6. Annual Performance Appraisal Report – The Officers shall fill up the Annual Performance Appraisal Report, in
the format provided for in the Scheme, mandatorily on an annual basis.
7. Probation. -
(1) The period of probation for officers appointed to the grade of Section Officer by direct recruitment shall be two
years:
Provided that the controlling authority may extend the period of probation in accordance with the instructions issued
by the Central Government:
Provided further that any decision for extension of a probation period shall be made ordinarily within eight weeks
after the expiry of the previous probationary period and communicated in writing to the concerned officer together
with the reasons for so doing within the said period.
(2) On completion of the period of probation or any extension thereof, Officer shall, if considered fit for permanent
appointment, be confirmed against the available substantive vacancy.
(3) If, during the period of probation or any extension thereof, as the case may be, the Foundation is of the opinion
that an Officer is not fit for permanent appointment, the Foundation may discharge or revert the Officer to the post
held by him prior to his appointment in the service, as the case may be.
(4) During the period of probation, or any extension thereof, Officer may be required by Foundation to undergo such
courses of training and instructions and to pass examinations and tests (including examination in Hindi language) as
Foundation may deem fit, as a condition to satisfactory completion of the probation.
(5) As regards other matters relating to probation, the officer shall be governed by the instructions issued by the
Central Government in this regard from time to time.
8. Confirmation. - Confirmation of officer appointed through direct recruitment shall be done by the controlling
authority on the recommendations of Departmental Confirmation Committee as specified in the Schedule II.
9. Disqualification. - No person, -
a. who has entered into, or contracted a marriage with a person having a spouse living; or
b. who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for
appointment to the scientific posts:
Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
10. Medical facility: The officers of the Board shall be entitled to medical facilities as specified in Schedule I.
11. Retirement Benefits.- The provisions of New Pension Scheme/ Unified Pension Scheme as applicable to the
Central Government Officers of corresponding pay levels, shall be applicable to the officers of the Foundation.
12. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order for reasons to be recorded in writing and relax any of the provisions of these rules with respect to any
class or category of persons.
13. The Terms & Conditions of service of employees of the Foundation in service immediately before the
commencement of these rules shall be in accordance with provisions of these rules.
14. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions
required to be provided for the Schedules Castes, the Schedules Tribes, ex-servicemen and other special categories of
persons in accordance with the orders issued by the Central Government in this regard.
Schedule I
1. Outdoor Medical expenses. — (1) The officers shall be eligible to get medical reimbursement for self and declared
members of family.
Explanation: For the purpose of this clause, the expression "family" shall have the same meaning as assigned to it in
the Central Services (Medical Attendants) Rules, 1944.
(2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one
month's pay on the 1st January of the year (Basic Pay + Dearness Allowance) whichever is less.
(3) The claim shall be supported by doctors prescription and the original cash memos or bills for treatment by the
doctor and purchase of medicines and release of increment or promotion during the year shall not affect the limit as on
the 1st January.
(4) For officers' joining during the year, the annual entitlement shall be restricted on pro-rata basis.
(5) The outdoor treatment shall be taken from the Authorized Medical Attendants empaneled from the panel to be
maintained by the Board.
(6) In case of chronic ailments prescription from Central Service Medical Attendance Rules (CSMA) or Central
Government Health Scheme (CGHS) covered hospital shall be admissible with reference to reimbursement of cost of
medicines.
(7) For the purpose of cost intensive treatments, the reimbursement shall be made as per the Central Government
Health Scheme or Central Services Medical Attendants rates with the approval of the Board on a case to case basis.
(8) In case of emergency the employee may take treatment at the nearest hospital and expenditure shall be
reimbursed as per the rates prescribed for Central Government Health Scheme beneficiaries subject to production of
emergency certificate from the hospital authorities.
2. Indoor treatment:-
(1). For the purpose of indoor treatment the, officers of the Board shall be entitled for medical treatment at hospitals
authorized by the Board in this behalf and for this purpose cost of treatment including hospital accommodation, nursing
home facility, etc. shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable
to the Central Government employees drawing equivalent pay
(2). The authorized hospitals for the purpose of Clause (1) above shall be the same available to the Central Government
employees regulated by Central Services (Medical Attendants) Rules, 1944.
Treatment at authorized hospitals may be taken on the advice of the Authorized Medical attendants except in
emergency

1. Officers of the Central Government or State Government or Union territory administration or Public Sector
Undertaking or recognized Research Institution or University or Semi Government or Statutory or Autonomous
organization,
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with five years regular service in the grade rendered after appointment thereto on regular basis in Level-
12 in the pay matrix (Rs. 78,800 -2,09,200) or equivalent; or
(iii) with ten years regular service in the grade rendered after appointment thereto on regular basis in Level-
11 in the pay matrix (Rs. 67,700 – 2,08,700) or equivalent; and
(b) possessing experience in finance, accounts and administration.
2. The departmental Under Secretary with ten years regular service in the grade rendered after appointment thereto
on regular basis in Level-11 in the pay matrix (Rs. 67,700 – 2,08,700) will also be considered along with
deputationists and in case he is selected for appointment to the post, the same shall be deemed to have been filled by
promotion.
Note 1.- The period of deputation, including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organization or department of the Central Government or
State Government shall ordinarily not to exceed three years.
Note 2.- The maximum age limit for appointment by deputation shall not exceed 56 years as on the closing date of
receipt of application.

Promotion:
(1) Section Officer with nine years' regular service in the grade rendered after appointment thereto on regular basis
in Level -7 in the pay matrix (Rs.44,900 – 1,42,400).
(2) The departmental Section Officer with nine years regular service in the grade rendered after appointment thereto
on regular basis in Level-7 in the pay matrix (Rs.44,900 – 1,42,400) will also be considered along with
deputationists and in case he is selected for appointment to the post, the same shall be deemed to have been filled by
promotion.
Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher grade along with their juniors who have
successfully completed their probation period for promotion to the next higher grade along with their juniors who have
already completed such qualifying or eligibility service.
Deputation:
Officers of the Central Government, State Government, Union territory administration, Public Sector Undertaking,
recognized Research Institution, University, Statutory Body or Autonomous organization, -
(a)(i) holding analogous post on a regular basis in the basis in the parent cadre or department;
(ii) with five years regular service in the grade rendered after appointment thereto on regular basis in Level-10 in
the pay matrix (Rs. 56,100 – 1,77,500) or equivalent;
(iii) with seven years regular service in the grade rendered after appointment thereto on regular basis in Level-9
in the pay matrix (Rs. 53,100 –1,67,800) or equivalent.
(iv) with nine years regular service in the grade rendered after appointment thereto on regular basis in Level- 7
in the pay matrix (Rs. 44,900–1,42,400) or equivalent.
Note 1.- The period of deputation, including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organization or department of the Central Government shall
ordinarily not to exceed three years.
