L.-33004/99 The Gazette of India CG-DL-E-17022026-270229 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 121] NEW DELHI, FRIDAY, FEBRUARY 13, 2026/MAGHA 24, 1947 MINISTRY OF SCIENCE AND TECHNOLOGY (Department of Science And Technology) NOTIFICATION New Delhi, the 12th February, 2026 G.S.R. 127(E).— Whereas certain draft rules, namely, the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Chief Operating Officer and Chief Financial Officer Rules, 2025 were published, as required by sub-section (1) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023), in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 12th September, 2025 for inviting objections and suggestions from all persons likely to be affected thereby; And Whereas, no objection or suggestion was received in respect of the said draft rules for the consideration of the Central Government; Now, therefore, in exercise of the powers conferred by clause (d) of sub-section (2) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023) the Central Government hereby makes the following rules, namely: 1. Short title and commencement. (1) These rules may be called the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Chief Operating Officer and Chief Financial Officer Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) "Act" means the Anusandhan National Research Foundation Act, 2023 (25 of 2023); (b) "Controlling authority" means the Executive Council of the Foundation; (c) "Foundation” means the Anusandhan National Research Foundation established under sub-section (1) of section 3 of the Act; (d) "Schedule” means Schedule appended to these rules, and (e) words and expressions used herein and not defined in these rules but defined in the Act shall have the meaning respectively assigned to them in the Act. 3. Application.- These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules. 4. Number of post, classification and level in pay matrix.- The number of said posts, classification and level in pay matrix shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 6. Appointing authority.- The Executive Council of the Foundation shall be the appointing authority for the posts specified in column (1) of the aforesaid Schedule. 7. Outdoor medical treatment.– (1) The officers shall be eligible to get medical reimbursement for self and declared members of family. Explanation. - For the purposes of this rule, the expression "family" shall have the meaning assigned to it in the Central Services (Medical Attendants) Rules, 1944. (2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one month's pay on the 1st day of January of the year (basic pay plus dearness allowance) whichever is less: Provided that release of increment or promotion during the year shall not affect the limit as on the 1st day of January. (3) The medical claim shall be supported by medical officer's prescription and the original cash memos or bills for treatment and purchase of medicines duly signed and authenticated with the signature and seal of the medical officer. (4) For officers joining the duty during the year after the 1st day of January, the annual entitlement shall be restricted on pro-rata basis. (5) The outdoor treatment shall be availed only from the Authorised Medical Attendants duly empanelled by the Foundation. (6) In case of chronic ailments, prescription from the hospitals recognised or covered under the Central Service (Medical Attendance) Rules, 1944 or the Central Government Health Scheme shall be admissible for the purposes of reimbursement of the cost of medicines and tests, if any. (7) For the purposes of cost intensive treatment, the reimbursement shall be admissible at the rates specified in accordance with the provisions of the Central Government Health Scheme or the Central Services (Medical Attendance) Rules, 1944 with the approval of the Foundation on a case to case basis. (8) In case of emergency, the officer may avail treatment at the nearest hospital and expenditure shall be reimbursed as per the rates specified under the Central Government Health Scheme subject to production of emergency certificate from the medical officer or the hospital authorities. 8. Indoor medical treatment.- (1) For the purposes of indoor medical treatment, the officer shall be eligible to avail treatment in hospitals authorised by the Foundation in this behalf and for this purpose cost of treatment including hospital accommodation, nursing home facility shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable to the Central Government officers drawing equivalent salary in pay matrix. (2) The treatment in authorised hospitals referred to in sub-rule (1) shall be the same as may be admissible to the Central Government officers availing the treatment in accordance with the Central Services (Medical Attendants) Rules, 1944. (3) The treatment at authorised hospitals referred to in sub-rule (1) shall be availed only on the advice of the Authorised Medical Attendant, except in emergency cases. 9. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 10. Processing of applications. -A duly constituted Screening Committee by the Chief Executive Officer shall evaluate the applications received by the Foundation and may shortlist candidates based on the requirements of the post and curriculum vitae of the candidates for further processing. 11. Selection Committee.- The Selection Committee for making recommendations to the Appointing Authority for recruitment or selection to the posts of Chief Operating Officer and Chief Financial Officer specified in column (1) of the Schedule shall be as specified in column (12) of the aforesaid Schedule. 12. Residuary provision. - The conditions of service of the officer holding posts specified in column (1) of the aforesaid Schedule for which no express provision is specified in these rules shall be determined by the rules and orders for the time being applicable to officers of the Central Government drawing equivalent salary in pay matrix. 13. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government in this regard. 14. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. (11) 1. Deputation: Officers of the Central Government or State Government or Union territory administration or public sector undertaking or recognised research institution or university or Semi Government or statutory or autonomous organisation, with at least three years regular service in the grade rendered after appointment thereto on regular basis in level-14 in the pay matrix (Rs.144200 – 218200) or equivalent. (1) Essential qualifications: (a) possessing Master's degree in engineering, science, technology or allied disciplines from a recognised university or institution; and (b) possessing fifteen years experience after obtaining the qualifications referred to in clause (a) above, in roles involving research administration, Government programmes, innovation management, public sector operations or mission-driven initiatives with specific experience in one or more of the following fields, namely:- (i) managing large-scale programs in science, technology, or public service, (ii) supporting research, innovation, or technology-driven initiative, and (iii) facilitating inter-agency co-ordination or collaborative public-private projects; (c) strong communication and co-ordination skill, ability to work with diverse stakeholders across Government, academia and industry. (2) Desirable qualifications: (d) possessing Master's degree in Business Administration from a recognised university or institution. Note 1.- The period of deputation, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government or State Government shall ordinarily not to exceed three years. Note 2.- The maximum age-limit for appointment by deputation including short-term contract shall not exceed fifty-six years as on the closing date of receipt of application. 2. Contractual appointment through open market : The criteria for recruitment by contractual appointment through open market for the person not covered under point 1 of this column above shall be as following,- (1) Essential qualifications: (a) possessing Master's degree in engineering, science, technology or allied disciplines from a recognised university or institution; and (b) possessing fifteen years experience after obtaining the qualifications referred to in clause (a) above, in roles involving research administration, Government programmes, innovation management, public sector operations or mission-driven initiatives in industry or private sector or overseas institutions or Non-Government Organisation with specific experience in one or more of the following fields, namely:- (i) managing large-scale programmes in science, technology, or public service, (ii) supporting research, innovation, or technology-driven initiative, and (iii) facilitating inter-agency co-ordination or collaborative public-private projects; (c) strong communication and co-ordination skill, ability to work with diverse stakeholders across Government, academia and industry. (2) Desirable qualifications: (d) possessing Master's degree in Business Administration from a recognised university or institution. (3) The term of office shall be for a period of three years form the date of assumption of charge, and shall be eligible for reappointment on such terms and conditions which may be determined from time to time. (4) Person from industry or private sector or overseas institutions or Non-Government Organisation, or any other person not covered under deputation including short-term, appointed as Chief Operating Officer shall be drawing a salary and allowances of such amount, as may be applicable to level-15 of the pay matrix. (5) The maximum age-limit for appointment by contractual appointment through open market shall not exceed fifty- eight years as on the closing date of receipt of application. Desirable Qualifications : (d) possessing Master's degree in Finance, Accounting, Public Financial Management or allied disciplines from a recognised university or institution; and Note 1.- The period of deputation, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government or State Government shall ordinarily not to exceed three years.
