The ‘Scheme’ refers to the Revised Flexible Complementing Scheme (RFCS) issued by the Department of Personnel and Training vide O.M. No. AB-14017/41/2013-PP(RR), dated 13th March, 2024. Recruitment methods for Scientist 'B' include direct recruitment, promotion (from Junior Analyst (Technical) with 5 years service), or deputation. Direct recruitment for Scientist 'B', 'C', 'D', and 'F' requires specific educational qualifications (Master's in specified science disciplines or Bachelor's (4-year) in engineering/technology/medicine/veterinary/pharmaceutical sciences) and varying years of R&D experience (e.g., 4 years for Scientist 'C', 8 years for Scientist 'D', 16 years for Scientist 'F'). Age limits for direct recruits range from 35 years (Scientist 'B', 'C') to 40 years (Scientist 'D') and 50 years (Scientist 'F'), with a 5-year relaxation for Government servants. Promotion or upgradation to Scientist 'C' through 'G' requires minimum residency periods (e.g., 3 years as Scientist 'B' for promotion to 'C', 5 years as Scientist 'F' for promotion to 'G') and a two-level assessment process (Internal Screening Committee and Assessment Board or Departmental Peer Review Committee) conducted twice a year (1st January or 1st July cut-off dates). Probation periods vary from one to two years for direct recruits, and a disqualification clause for persons with a living spouse is included, with Central Government exemption power. The Central Government, in consultation with the Department of Personnel and Training and the Union Public Service Commission, holds the power to relax provisions of these rules. The rules explicitly save existing provisions for reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories.
