The Ministry of Power issued Order S.O. 4350(E) dated 26th September 2023. M/s Anupavan Renewables Private Limited, registered at 508, Town Centre II, Andheri-Kurla Road, Marol, Andheri East, Mumbai-400059, applied for authorization under Section 164 of the Electricity Act, 2003 for laying an overhead transmission line under the transmission scheme "Installation of the dedicated overhead transmission line included in the transmission system for providing connectivity to Anupavan Renewables Private Limited for its 150 MW Wind Power Project in Osmanabad District of Maharashtra." The Central Electricity Authority (CEA), Ministry of Power, had granted prior approval under sub-section (1) of Section 68 of the Electricity Act, 2003 vide letter CEA-PS-11-23(20)/1/2018-PSPA-I Division dated 13.03.2023. The applicant published notice of the transmission scheme in Lokmat Times (English), Lokmat Samachar (Hindi) and Lokasha (Marathi), all dated 21.04.2023, Marathavada Patra (Marathi) dated 20.04.2023, and in the Weekly Gazette of India dated 27.05.2023, inviting observations/representations within two months; an affidavit dated 02.08.2023 confirmed no objections were received. The line covered is the ARPL-Kallam PS 220 kV single-circuit line (approx. 17.5 km on single-circuit tower and approx. 2.5 km on multi-circuit tower), passing through the villages Brahmagaon, Lakhangaon, Pimpalwadi, Para, Sarola (Mandva) and Selu, Washi Tehsil, Osmanabad district, Maharashtra. The Ministry of Power confers on the applicant all powers under Section 164 of the Electricity Act, 2003 that a telegraph authority possesses under the Indian Telegraph Act, 1885, subject to conditions: the approval is granted for 25 years; consent of local bodies, Railways, National Highways and State Highways authorities must be obtained before erection; the applicant must follow the regulations/codes of the Appropriate Commission under the Electricity Act, 2003; the line may be operated only after approval of the Electrical Inspector/Chief Electrical Inspector of the Central Government; compliance with the Electricity Act, 2003 and rules thereunder is required; and requisite clearances from Civil Aviation, Defence and other authorities must be submitted at the time of Electrical Inspection. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA -PS-11-23(20)/1/2018 -PSPA -I Division dated 13.03.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s Anupavan Renewables Private Limited for the overhead line covered under the transmission scheme “Installation of the dedicated overhead transmission line included in the transmission system for providing connectivity to Anupavan Renewables Private Lim ited for its 150 MW Wind Power Project in Osmanabad District of Maharashtra”. M/s Anupavan Renewables Private Limited has published notice for transmission scheme in local newspapers Lokmat Times (in English) dated 21.04.2023, Lokmat Samachar (in Hindi) da ted 21.04.2023, Lokasha (in Marathi) dated 21.04.2023, Marathavada Patra (in Marathi) dated 20.04.2023 and in Weekly Gazette of India dated 27.05.2023 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Anupavan Renewables Private Limited has submitted an affidavit dated 02.08.2023 declaring that no objection, observation/representation was received within 2 months from the date of Publication in the o fficial gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the p lacing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Installation of the dedicated overhead transmission line included in the transmission system for providing connectivity to Anupavan Renewables Private Limited for its 150 MW Wind Power Project in Osmanabad District of Maharashtra”. The following overhead line is covered under this transmission scheme: 1. ARPL - Kallam PS 220 kV S/c line on S/c tower (approx. 17.5 km) and on M/c tower (approx. 2.5 km) towards the end of Kallam PS The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns a nd cities of Maharashtra: Sl. Brahmagaon, Lakhangaon, Pimpalwadi, Para, Sarola (Mandva), Selu Washi Osmanabad Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Anupavan Renewables Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing t he above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Appl icant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical In spector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Anupavan Renewables Private Limited shall have to submit the requisi te clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.
