The Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare), by S.O. 3945(E) dated 4th September 2023 issued under sub-section (1) of section 3 of the Destructive Insects and Pests Act, 1914 (2 of 1914), promulgates the Plant Quarantine (Regulation of Import into India) (Seventh Amendment) Order, 2023, effective from its date of publication, which amends Schedule VI to the Plant Quarantine (Regulation of Import into India) Order, 2003 (originally published vide S.O. 1322(E) dated 18th November 2003 and amended numerous times since) by inserting, against serial number 15 for "Actinidia chinensis, Actinidia deliciosa (kiwi)" under the entry for "Fruits for Consumption", new import conditions for kiwi fruit sourced from Iran, requiring the produce to be free from Aspidiotus nerii (Oleander scale), Ceratitis capitata (Mediterranean fruit fly), Lobesia botrana (European grapevine moth), Diaporthe actinidiae (stem-end rot of kiwi fruit), Botrytis cinerea (grey mold), Phytophthora cryptogea (tomato foot rot), Phytophthora megasperma (root rot) and Pseudomonas viridiflava (bacterial leaf blight of tomato), achieved via pre-shipment or in-transit cold treatment at specified temperature/duration combinations or methyl bromide fumigation at 32 g/m3 for 3.5 hours at 21C or above, with kiwi fruit required to be sourced from an approved packing house and the Production Unit Code and Packinghouse Code endorsed on the Phytosanitary Certificate issued by Iran; the notification is issued under File No. 8-28/2023-PP.II and signed by Ashish Kumar Srivastava, Joint Secretary.

(2) It shall come into force on the date of its publication in the Official Gazette. 2. Amendment of Schedule VI. - In the Schedule VI to the Plant Quarantine (Regulation of Import into India) Order, 2003 - Against serial number 15, relating to “ Actinidia chinensis, Actinidia deliciosa (kiwi)” in column (3) against the entry (i) regarding “Fruits for Consumption”, after the existing entries the following entries in columns (4), (5) and (6) shall respectively be inserted, namely: (4) (5) (6) (ii) Iran Free from: a) Aspidiotus nerii ( Oleander scale ) b) Ceratitis capitata ( Mediterranean fruit fly) c) Lobesia botrana ( European grapevine moth) Pre-shipment/In -transit cold treatment at 0 °C or below fo r 13 days, 0.55 °C or below for 14 days, or 1.1 °C or below for 18 days plus in -transit refrigeration against Mediterranean fruit fly or Methyl Bromide fumigation @ 32 g/m3 for 3½ hrs at 21 °C or above or equivalent thereof. d) Diaporthe actinidiae ( Stem -end rot of Kiwi fruit) e) Botrytis cinerea ( Grey mold ) f) Phytophthora cryptogea ( Tomato foot rot) g) Phytophthora me gasperma ( Root rot) h) Pseudomonas viridiflava ( Bacterial leaf blight of tomato) • Kiwi fruits should be sourced from the approved packing house. • The Production Unit Code (PUC) and Packinghouse Code(PHC) should be endorsed on Phytosanitary Certificate (PSC) issued by the Country of Origin.
