NOTIFICATION

G.S.R. 243(E). — In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Group 'C' posts Recruitment Rules, 2014, in so far as they relate to the posts of Sub-Inspector(General), Head Constable(General), Sub-Inspector (Motor Transport) and Head Constable(Driver), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Sub-Inspector(General), Sub-Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver) in the National Crime Records Bureau, Crime Records, Administration and Training Division, Ministry of Home Affairs, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Sub-Inspector(General), Sub-Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver), Group 'C' Posts, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age limit, qualifications, etc. The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification. - No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Powers to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 243(E). — In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Group 'C' posts Recruitment Rules, 2014, in so far as they relate to the posts of Sub-Inspector(General), Head Constable(General), Sub-Inspector (Motor Transport) and Head Constable(Driver), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Sub-Inspector(General), Sub-Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver) in the National Crime Records Bureau, Crime Records, Administration and Training Division, Ministry of Home Affairs, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Sub-Inspector(General), Sub-Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver), Group 'C' Posts, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age limit, qualifications, etc. The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification. - No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Powers to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| The proposal for the amendment in the zoning plan of Sector 1, Faridabad has been under consideration for some time. The proposal was to amend the zoning plan of Sector 1, Faridabad by shifting the location of commercial site No. 195 from the existing location in front of Sector 1, Residential Plot No. 195 and in front of the road leading to Sarai Khawaja and shifting it to its original location in front of the road leading to Sarai Khawaja, as per the original layout plan. | | | |
| During the course of examination, the following observations were made: | | | |
| 1. The Chief Administrator, HUDA vide his letter No. Arch/ZPF/2006/1020 dated 22.12.2005 had proposed for the amendment in the zoning plan of Sector 1, Faridabad by shifting the location of commercial site No. 195 from its existing location, i.e. in front of Residential Plot No. 195 and in front of the road leading to Sarai Khawaja, to its original location (as per the original layout plan) in front of the road leading to Sarai Khawaja. | | | |
| 2. As per the original layout plan of Sector 1, Faridabad, the commercial site No. 195 was located in front of the road leading to Sarai Khawaja. However, subsequently, the location of this commercial site was shifted due to some reasons. | | | |
| 3. The proposed amendment involves shifting of the commercial site to its original location, which would restore the original character of the area. | | | |
| 4. The shifting of the commercial site to its original location would not adversely affect any existing residential or commercial plots. | | | |
| 5. The proposed amendment is in consonance with the overall development plan of Faridabad. | | | |
| 6. The Chief Administrator, HUDA has requested for an early approval of the proposed amendment. | | | |
| Keeping in view the above observations, the Governor of Haryana is pleased to approve the proposal for the amendment in the zoning plan of Sector 1, Faridabad by shifting the location of commercial site No. 195 from its existing location in front of Sector 1, Residential Plot No. 195 and in front of the road leading to Sarai Khawaja and shifting it to its original location in front of the road leading to Sarai Khawaja, as per the original layout plan. | | | |
