The Ministry of Agriculture and Farmers Welfare (Department of Agriculture and Farmers Welfare), under S.O. 5575(E) dated 3rd December, 2025, published an Order in exercise of powers conferred by Section 3 of the Essential Commodities Act, 1955 (10 of 1955). This Order, effective from its publication date, introduces the Fertiliser (Inorganic, Organic or Mixed) (Control) Twelfth Amendment Order, 2025, amending the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985. Key amendments include inserting a new item (x) in clause 2(q) to define standards for 'Organic Carbon Enhancer derived from Compressed Biogas plants' in Schedule VIII and a new entry (be) in clause 28(1) empowering Inspectors to draw samples of this enhancer using Form J. Schedule I is extensively modified: Part A adds specifications for 'Urea- N-( n butyl) thiophosphorictriamide (NBPT)' (serial 13), new NPK complex fertilisers (14:05:21, 14:14:14, 20-8-12), and 'NPK 14:34:14 fortified with Zinc, Boron and Mo' (serial 39). It also amends specifications for 'Urea-Single Superphosphate' (serial 21), 'Boronated Diammonium Phosphate' (serial 6), 'Calcium Nitrate fortified with Magnesium (Suspension)' (serial 8), and introduces specifications for 'Potassium Acetate' (serial 15) and 'Liquid Potassium Carbonate' (serial 16). Part B of Schedule I revises tolerance limits for various fertilisers, including customised, fortified, 100% water soluble mixtures, liquid, and beneficial fertilisers. Schedule IV, Part A, omits serials 9 and 10. Furthermore, Forms J, K, and L-1 are updated to include references to 'Organic Carbon Enhancer', 'Non-edible de-oiled cake', and 'Biostimulant'. (1) This Order may be called the Fertiliser (Inorganic, Organic or Mixed) (Control) Twelfth Amendment Order, 2025. (2) It shall come into force on the date of its publication in the Official Gazette 2. In the Fertilizer (Inorganic, Organic or Mixed) (Control) Order, 1985 (hereinafter referred to as the said order,- (a) in clause 2,in sub-clause (q), after item(ix), the following item shall be inserted,namely,- "(x)in relation to an Organic Carbon Enhancer derived from Compressed Biogas plants included in Schedule VIII, the standard set out under the respective column of the said Schedule;"; (b) In clause 28, in sub-clause (1), after entry (bd),the following entry shall be inserted, namely:- "(be) draw samples of any Organic Carbon Enhancer in accordance with the procedure of drawal of samples laid down in Schedule VIII: Provided that the Inspector shall prepare a sampling details in duplicate in Form J and hand over one copy of the same to the dealer or his representative from whom the sample has been drawn;"; (c) In clause 29,- (i) in sub-clause (1C), for the word and letter "Part C", the word and letter 'Part D" shall be substituted (ii) after sub- clause (1C), the following sub-clause shall be inserted, namely:- "(1D) Organic Carbon Enhancer samples, drawn by an Inspector, shall be analysed in accordance with the procedure contained in Part C of Schedule VIIIin the Regional Centre of Natural and Organic Farming at Bengaluru, Bhubaneshwar,Gaziabad, Imphal, Jabalpur, Nagpur and Panchkula or in any laboratory notified by the Central Government and State Government.”; (d) in clause 29 AB, in the opening portion,- (i) for the words “and non edible de-oiled cake fertilisers,” the words “nonedible de-oiled cake and Organic Carbon Enhancer derived from Compressed Bio Gas units " shall besubstituted; (ii) for the words, brackets, figure and letter " and (1 B)",the,brackets, figures, letters and word"(1B) and (1D) of clause 29" shallbe substituted; (e) In clause 29 D,- (i) in the marginal heading, after the words "Organic Fertiliser", the words "and Organic Carbon Enhancer derived from Compressed Bio Gas plants "shall be inserted; (ii) in sub-clause 1,- (A) for the words, figures,brackets and letter “clause 29 (1A)”, the words, brackets, figures, and letters “sub- clauses (1B) and (1D)" of clause 29" shall be substituted. (B) after the words "Organic fertiliser", the words" OrganicCarbon Enhancer from Compressed Bio Gas plants" shall be substituted; (f) in clause 30, (i) in sub-clause (1), for the words “and non- edible de-oiled cake fertilizer ", the words “,non-edible de- oiled cake and Organic Carbon Enhancer derived from Compressed Bio Gas plants"shall be substituted; (ii) in sub-clause 2, in item (b), after the words "Organicfertiliser”, the words “ ,non edible de-oiled cake and Organic Carbon Enhancer derived from Compressed Bio Gas plants" shall be inserted; (iii) in sub-clause (8), for the words "three days", the words "three working days" shall be substituted. 3. in the said Order,- (a) in Schedule I, - (i) PART A, in heading “SPECIFICATIONS OF FERTILISER",- (A) in sub-heading “1 (a) STRAIGHT NITROGENEOUS FERTILISERS”, after serial number 12 and the entries relating thereto, the following serial numbers shall beinserted, namely:- "13.
