ORDER
New Delhi, the 3rd December, 2025
S.O. 5575(E). — In exercise of the powers conferred by section 3 of the Essential Commodities Act,
1955 (10 of 1955), the Central Government hereby makes the following Order further to amend the Fertiliser
(Inorganic, Organic or Mixed) (Control) Order, 1985, namely: -
1. (1) This Order may be called the Fertiliser (Inorganic, Organic or Mixed) (Control) Twelfth Amendment
Order, 2025.
(2) It shall come into force on the date of its publication in the Official Gazette
2. In the Fertilizer (Inorganic, Organic or Mixed) (Control) Order, 1985 (hereinafter referred to as the said
order,-
(a) in clause 2,in sub-clause (q), after item(ix), the following item shall be inserted,namely,-
"(x)in relation to an Organic Carbon Enhancer derived from Compressed Biogas plants included in Schedule
VIII, the standard set out under the respective column of the said Schedule;";
(b) In clause 28, in sub-clause (1), after entry (bd),the following entry shall be inserted, namely:-
"(be) draw samples of any Organic Carbon Enhancer in accordance with the procedure of drawal of samples
laid down in Schedule VIII:
Provided that the Inspector shall prepare a sampling details in duplicate in Form J and hand over one copy
of the same to the dealer or his representative from whom the sample has been drawn;";
(c) In clause 29,-
(i) in sub-clause (1C), for the word and letter "Part C", the word and letter 'Part D" shall be substituted
(ii) after sub- clause (1C), the following sub-clause shall be inserted, namely:-
"(1D) Organic Carbon Enhancer samples, drawn by an Inspector, shall be analysed in accordance with the
procedure contained in Part C of Schedule VIIIin the Regional Centre of Natural and Organic Farming at
Bengaluru, Bhubaneshwar,Gaziabad, Imphal, Jabalpur, Nagpur and Panchkula or in any laboratory notified
by the Central Government and State Government.”;
(d) in clause 29 AB, in the opening portion,-
(i) for the words “and non edible de-oiled cake fertilisers,” the words “nonedible de-oiled cake and Organic
Carbon Enhancer derived from Compressed Bio Gas units " shall besubstituted;
(ii) for the words, brackets, figure and letter " and (1 B)",the,brackets, figures, letters and word"(1B) and (1D)
of clause 29" shallbe substituted;
(e) In clause 29 D,-
(i) in the marginal heading, after the words "Organic Fertiliser", the words "and Organic Carbon Enhancer
derived from Compressed Bio Gas plants "shall be inserted;
(ii) in sub-clause 1,-
(A) for the words, figures,brackets and letter “clause 29 (1A)”, the words, brackets, figures, and letters “sub-
clauses (1B) and (1D)" of clause 29" shall be substituted.
(B) after the words "Organic fertiliser", the words" OrganicCarbon Enhancer from Compressed Bio Gas
plants" shall be substituted;
(f) in clause 30,
(i) in sub-clause (1), for the words “and non- edible de-oiled cake fertilizer ", the words “,non-edible de-
oiled cake and Organic Carbon Enhancer derived from Compressed Bio Gas plants"shall be substituted;
(ii) in sub-clause 2, in item (b), after the words "Organicfertiliser”, the words “ ,non edible de-oiled cake
and Organic Carbon Enhancer derived from Compressed Bio Gas plants" shall be inserted;
(iii) in sub-clause (8), for the words "three days", the words "three working days" shall be substituted.
3. in the said Order,-
(a) in Schedule I, -
(i) PART A, in heading “SPECIFICATIONS OF FERTILISER",-
(A) in sub-heading “1 (a) STRAIGHT NITROGENEOUS FERTILISERS”, after serial number 12
and the entries relating thereto, the following serial numbers shall beinserted, namely:-
"13. Urea- N-( n butyl) thiophosphorictriamide (NBPT)
(i) Moisture per cent.. by weight,maximum 0.50
(ii).Total Nitrogen per cent. by weight minimum 46.0
(iii) Biuret content per cent. by weight, maximum 1.42
(iv) N-(nbutyl) thiophosphorictriamide (NBPT) in ppm by weight, minimum 600-900
(v)Particle Size:- Minimum 80 per cent. of the material shall be retained between 1mm and 2.8 mm IS
sieve.";
(B) in sub-heading “1 (f) N .P.K. COMPLEX FERTILISERS",-
(I) In serial number 21 Urea-Single Superphosphate, in item (iii), for the word "maximum", the word
"minimum" shall be substituted;
(II) after serial number 21 and the entries relating there to, the following serialnumbers shall be inserted,
namely:-
"22.NPK 14:05:21
(i) Moistureper cent. by weight,maximum 2.0
(ii) Total Nitrogen per cent. by weight, minimum 14.0
(iii) Ammonical Nitrogen per cent. by weight, minimum 7.0
(iv) Available Phosphorus (as P2O5)per cent. by weight,minimum 5.0
(v) Water Soluble phosphorus (as P2O5), per cent. by weight, minimum 1.0
(vi) Water Solublepotassium(as K2O), per cent. by weight, minimum 21.0
(vii) Sulphate Sulphur, per cent. by weight, minimum 4.0
(viii) Calcium as (CaO) per cent. by weight, minimum 7.0
(ix) Magnesium (as MgO) per cent. by weight, minimum 4.0
(x) Particle Size minimum 90 percent. of material shall be retained between 1mmand 4 mm IS sieve.
23.NPK 14:14:14
(i) Moisture per cent. by weight,maximum 2.0
(ii) Total Nitrogen,per cent. by weight,minimum 14.0
(iii) Ammonical Nitrogen, per cent. by weight, minimum 8.0
(iv) Available phosphorus (as P2O5), per cent. by weight, minimum 14.0
(v) Water Soluble phosphorus (as P2O5),per cent. by weight, minimum 5.0
(vi) Water Soluble K2O, per cent.byweight, minimum 14.0
(vii) Calcium as (CaO) per cent. byweight minimum 7.0
(viii) Magnesium (as MgO) per cent. byweight, minimum 2.5
Particle Size minimum 90 per cent.ofmaterial shall be retainedbetween 1mm & 4 mm IS sieve
24. NPK 20-8-12
(i) Moisture per cent. by weight,maximum 2.0
(ii) Total Nitrogen, per cent. by weight,minimum 20
(iii) Ammonical Nitrogen, per cent.byweight, minimum 10.0
(iv) Available phosphorus (as P2O5),per cent. by weight,minimum 8.0
(v) Water Soluble phosphorus (as P2O5),per cent.byweight, minimum 3.0
(vi) Water Soluble potassium (as K2O), per cent.byweight, minimum 12.0
(vii) Calcium as (CaO) per cent.byweight minimum 7.0
(viii) Magnesium (as MgO) per cent.byweight, minimum 4.0
(ix) Sulphate Sulphur, per cent.byweight, minimum 4.0
(x) Particle Size minimum 90 percent. ofmaterial shall be retainedbetween 1mm and 4 mm ISsieve."
(C) in sub-heading “1(g), MICRONUTRIENTS”, in serial number 9, the entry(vi) shall be omitted;
(D) in sub-heading “1(h) FORTIFIED FERTILISERS",-
(I) in serial 6, "Boronated Diammonium Phosphate”, in entry (v), for the figures“41.0”, thefigures"39.5"
shall be substituted;
(II) after serial number 38 and the entries relating thereto, the following serial numbers shall be inserted,
namely:-
"39. NPK 14:34:14 fortified with Zinc, Boron and Mo
(i) Moisture per cent. by weight maximum 1.50
(ii) Total Nitrogen in ammonical form per cent. by weight minimum 14.0
(iii) Available Phosphorous (as P2O5) per cent.by weight minimum 34.0
(iv) Water soluble Phosphorous (as P2O5) per cent.by weight 30.0
(v) Water soluble Potassium (as K2O) per cent.. by weight minimum 14.0
(vi) Zinc (as Zn) per cent..by weight minimum 0.50
(vii) Boron (as B) per cent.by weight minimum 0.20
(viii) Molybdenum (as Mo) per cent.byweightminimum 0.01
(ix) Free phosphoric acid (as P2O5) per cent.byweight maximum 4.0
(x) Particle Size Minimum 90per cent. of thematerial shall retainbetween through 1.0mm IS sieve and
4mmIS sieve.";
(E) in sub-heading "1 (k) Liquid Fertilizers",-
(I). in serial number 8, Calcium Nitrate fortified with Magnesium (Suspension) in item (vi), for the figures
"8.0-9.0" the figures “7.0-9.0” shall besubstituted;
(II) after serial number 14 and the entries relating there to, the following serialnumbers shall be inserted,
namely:-
"15.Potassium Acetate
(i) Water soluble Potassium (as K2O) per cent..by weight, minimum 14.0
(ii) pH 6.0-8.0
(iii) Density gm/ml 1.25-1.35
(iv) Lead as (Pb) per cent.by weight,maximum 0.003
(v) Arsenic (as As) percent.by weight,maximum 0.01
(vi) Cadmium (as Cd) per cent. by weight,maximum 0.0025
16. Liquid Potassium Carbonate
(i) Water soluble Potassium (as K2O) per cent.by weight, minimum 29.9
(ii) pH (10% solution) 11.1-13.4
(iii) Density gm/m 1.4-1.6
(iv) Lead as (Pb) per cent. by weight,maximum 0.003
(v) Arsenic (as As) percent. by weight,maximum 0.01
(vi) Cadmium (as Cd) per cent.by weight,maximum 0.0025."
(ii) in Part B, in heading "Tolerance limit IN PLANT NUTRIENT AND PHYSICAL PARAMETERS
FOR VARIOUS FERTILISERS",-
(A) in serial number 1, the figuresand words “100 per cent. Water SolubleMixtures of Fertilisers" shall be
omitted;
(B) For serial number 3 and the entries relating there to, the following serial number shall be substituted,
namely:-
"3. For Customisedfertilisers, fortified fertiliser, 100 per cent. Water SolubleMixture of fertiliser, liquid
fertiliser and beneficalfertiliser:-
(i) Nutrient level percentage for primary nutrient (NPK)- 0.5 unitsfor each nutrient
(ii) For secondary nutrient (Ca, Mg,S) and benefical element -10% ofeach nutrient or 0.5unit
whichever isless
(iii) For micronutrients- 10% of eachnutrient or 0.5 unitwhichever is less
subject tomaximum of 7.5 percent. of all combinednutrients.”;
(b) i in schedule IV,in Part A, in heading “SPECIFICATIONS OF ORGANIC FERTILISERS", the serial
9 and serial 10, shall be omitted;
4. In the said Order,-
(a) in form 'J',-
(i) for the word, figures, brackets and letters “and 28 1 (bd)”, the figures,brackets, letters and word
"28(1)(bd )and (be)” shall be substituted;
(ii) after the wordBIO-FERTILISER, the words“/ Non-ediblede-oiled cake/Organic Carbon Enhancer
/Biostimulant" shall be inserted;
(b) In FORM'K', after the word“BIO-FERTILISER”, the words "/ Non edible de-oiled cake/ Organic
Carbon Enhancer /biostimulant" shall be inserted;
(c) In FORM L-1,afterthe words “Organic fertilizer", wherever that occur, thewords "/Organic Carbon
Enhancer" shall be inserted.
