NOTIFICATION
New Delhi, the 4th November, 2025
G.S.R. 815(E). In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the Group 'A' (Scientific and Technical) posts in the Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology, namely: -
1. Short title and commencement. - (1) These rules may be called the Ministry of Electronics and Information Technology, Standardisation, Testing and Quality Certification Directorate, Group 'A' (Scientific and Technical) Posts Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions. - In these rules unless the context otherwise requires, -
(a) "Controlling Authority" means the Director General, Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology, Government of India;
(b) "field experience" for the purpose of promotions under the Revised Flexible Complementing Scheme shall include the following Scientific activities or services, namely: -
(i) fundamental or basic research, which means original investigation to gain new scientific knowledge, not necessarily directed towards any specific practical aim or application or working in scientific laboratories or institute;
(ii) applied research, which means original investigation to gain new scientific or technical knowledge directed towards a specific practical aim or objective or working in scientific laboratories or institutes;
(iii) experimental development, which means application of scientific knowledge directed towards producing new or substantially improved materials, devices, products, processes, systems or services or field experience through testing, calibration, audit, certification schemes, Standards and guidelines development.
(iv) scientific and technical activities which are directly linked to research and development in terms of promoting the scientific activities and services, such as working in research and development laboratories and institutions, scientific projects being operated in mission mode, working on international collaboration research and development projects;
(v) formulating schemes or projects and implementation requiring application of scientific or technical or technological knowledge, monitoring of their performance; and delivery of services to the industry.
(vi) scientific activities which involves testing, calibration, audit, evaluation and review, Certification Scheme, Standard and Guidelines Development in field of Electronics and Information Technology and delivery of these services to the Government sector and industry.
(c) "Schedule" means Schedules appended to these rules;
(d) Scheme means Revised Flexible Complementing Scheme as notified by the Department of Personnel and Training vide OM No. AB-14017/41/2013-PP(RR) dated the 13th March, 2024; and
(e) "Scientific post" means a Scientific post as defined in sub-paragraph (a) of paragraph iii of Revised Flexible Complementing Scheme.
3. Name of post, number of post, classification and level in pay matrix. - (1) The name of post, number of post in Standardisation, Testing and Quality Certification Directorate, their classification and level in the pay matrix attached thereto shall be as specified in the following Table, namely

Note 1. - The vacancies in each grade shall be first filled from the Scientists in the feeder grade who are recommended for promotion to the next higher grade under the Scheme.
Note 2. - If the number of Scientists recommended for consideration of promotion to the next grade under the Scheme are more than the number of vacancies available in the promotion grade, then to that extent the number of posts be automatically upgraded to the promotion grade subject to the condition that the combined sanctioned strength of all the grades shall remain the same.
Note 3. - Vacancies arising due to attrition shall normally revert to the entry level grade of the respective Scientific or Technical category.
Note 4. - However, based on functional needs and with the approval of competent authority, some of these vacancies may be filled by the method of recruitment prescribed in these rules, for the posts above entry level, based on the level of the vacancy and commensurate with the higher qualifications and skills of individual candidates within the overall sanctioned strength.
4. Initial Constitution. – The persons holding the aforesaid posts through direct recruitment or promotion or deputation on a regular basis on the date of commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by them in the said posts on regular basis before the commencement of the said rules shall be taken into account for deciding their period of probation, eligibility for promotion to the next higher grade, etc.
5. Method of recruitment and qualifications. –
(1) The posts of Scientist 'B' to Scientist 'G' shall be selection posts.
(2) The posts shall be exempted from the purview of the Union Public Service Commission for the purpose of recruitment.
(3) Recruitment to the posts of Scientist 'B' shall be made by direct recruitment as specified under paragraph A of the First Schedule and as per the procedure laid down at paragraph B of Second Schedule.
(4) Recruitment to the posts of Scientists 'C, and 'D' shall be made either by promotion or upgradation under the Scheme or direct recruitment or deputation (including short term contract)/absorption as specified in the First Schedule, the Second Schedule and the Third Schedule.
(5) Recruitment to the post of Scientist `E', `F' and `G' shall be made through promotion/upgradation under the Scheme.
(6) In the case of Scientists 'B', 'C', 'D', `E', 'F' and `G', the appointing and disciplinary authority will be Minister-in-Charge. The approval of Appointment Committee of Cabinet is mandatory in case of appointment or promotion to the post carrying pay in level 14 in the pay matrix (Rs 144200-218200) or above.
(7). Particular discipline or field of essential educational qualifications and experience for each post or in each case shall be decided by the Central Government, keeping in view the availability of Scientists in different fields and further requirement of Scientists in a particular field in direct recruitment and the particular discipline shall be chosen from list of disciplines mentioned in the Fourth Schedule of these rules and particular subject shall be chosen from the list of subjects mentioned under that particular discipline in the Fifth Schedule.
(8) Ex-serviceman may be recruited on re-employment basis in accordance with the orders issued by the Central Government from time to time.
6. Promotion or upgradation. - (1) Promotion or upgradation of Scientists to the grade of Scientist 'C' upto Scientist G' shall be as specified under the Scheme.
(2) Promotion or upgradation of Scientists to the grade of Scientist C upto Scientist G' shall be as per the minimum residency period indicated below in Table and compliance with other provisions specified in the Scheme.

(3) There shall be two level of assessment under the Scheme, namely, Level-I Screening (Internal Screening Committee) and Level-2 Screening (Assessment Board or Departmental Peer Review Committee), as specified in the Third Schedule.
(4) The assessment shall be done twice in a year and cases of those Scientists who have completed or will complete the minimum residency period as on the cut-off dates of assessment viz., 1st January or 1st July, as the case may be, and have earned or will earn number of Annual Performance Appraisal Reports equal to or more than the number of years of minimum residency period for the period preceding the cut off dates of assessment, shall be considered for assessment under the Scheme.
(5) Scientist who does not qualify either in Level-1 Screening or Level-2 Screening shall be re-assessed only after one year when they earn at least one more Annual Performance Appraisal Report and Annual Work Report and such re- assessment would again entail Level-1 and Level-2 Screening and not commence from the stage where the Scientist failed to qualify.
(6) The assessment process under the Scheme for promotion or upgradation to the next grade shall be conducted only thrice, and thereafter, the scientist shall be covered under Modified Assured Career Progress guidelines as applicable to the Central Government civilian employees and the scientist who has been granted any grade under Modified Assured Career Progression Scheme may be considered for next grade as provided for in the Scheme.
(7) The period of service of Scientists or Technical experts doing management or administrative work shall not be counted for promotion or upgradation under the Scheme and Scientists or Technical experts doing exclusively management or administrative work shall not be considered for promotion or upgradation under the Scheme and they shall only be given benefit of upgradation under Modified Assured Career Progression Scheme.
(8) The date of promotion or upgradation of Scientists recommended for promotion or upgradation to the next higher grade under the Scheme shall be the date on which the competent authority or appointing authority approved the promotion or upgradation and officers on leave or deputation outside the organisation shall be given promotion or upgradation only with effect from the date they rejoin or return to the parent cadre.
(9) There shall be no retrospective promotion or upgradation.
(10) The field experience, in research and development or experience in implementation of scientific projects, of at least two years for promotion or upgradation to Scientist 'F' and five years for promotion or upgradation to Scientist 'G' shall be essential.
(11) Treatment of period of leave, period spent on deputation or foreign service etc., towards counting of minimum residency period shall be as specified in the Scheme.
(12) Anything not mentioned in these rules shall be governed by provisions of the Scheme.
7. Annual Performance and Appraisal Reports and Annual Work Reports. - The Scientists shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format provided in the Scheme, mandatorily on an annual basis.
8. Probation. - (1) The period of probation for Scientists appointed to the grade of Scientist 'B', and Scientist 'C by direct recruitment shall be two years and one year for Scientists appointed to the grade of Scientist 'D' by direct recruitment:
Provided that the controlling authority may extend the period of probation in accordance with the instructions issued by the Central Government from time to time in this regard:
Provided further that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for so doing within the said period.
(2) On completion of the period of probation or any extension thereof, Scientists shall, if considered fit for permanent appointment, be retained in their appointments on regular basis and be confirmed against the available substantive vacancies.
(3) During the period of probation or any extension thereof, as the case may be, the Central Government is of the opinion that a Scientist is not fit for permanent appointment, the Central Government may discharge or revert the Scientist to the post held by him prior to his appointment in the service, as the case may be.
(4) During the period of probation, or any extension thereof, Scientists may be required by Central Government to undergo such courses of training and instructions and to pass examinations and tests (including examination in Hindi) as Government may deem fit, as a condition to satisfactory completion of the probation.
(5) As regards other matters relating to probation, the members of the service shall be governed by the instructions issued by the Central Government in this regard from time to time.
9. Confirmation. - Confirmation of scientific posts appointed through direct recruitment for Scientists 'B', 'C, and, 'D' shall be done by the Controlling Authority on the recommendations of Departmental Confirmation Committee, the composition of which shall be as follows, namely: -
(a) Chairperson - One Scientist 'G', Standardisation, Testing and Quality Certification Directorate;
(b) Members - Two Scientists 'F' from Standardisation, Testing and Quality Certification Directorate, and Head (Personnel Division), Standardisation, Testing and Quality Certification Directorate.
10. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
11. Liability of officers to serve in India and outside. - (1) Officers appointed under these rules shall be liable to serve anywhere in India and outside.
(2) Officers appointed under these rules shall be liable to undergo such training and be detailed on courses of instruction in India or abroad as the Government may decide from time to time and an Officer detailed for training or course, the duration of which is six months or more or an officer detailed for training outside India or with private firms or factories in India, irrespective of the duration of the training, shall be liable to refund in full the cost of training, if, for any reason, during the training, or within a period of three years after the completion of such training, he chooses to discontinue his service.
12. Training. - An Officer appointed under these rules on direct recruitment basis shall compulsorily undergo training programme for a period specified by the Standardisation, Testing and Quality Certification Directorate, Ministry of Electronics and Information Technology and no officer shall be cleared for his probation period without completing such training programme.
13. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
14. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
THE FIRST SCHEDULE
[See rule 5(3) and 5(4)]
A. Direct recruitment -
(1) Educational and other qualifications required for direct recruits -
(अ) Essential:
Master's Degree in Physical and Computational and Information Sciences as specified in the Fourth Schedule from a recognised University or Institute;
or
Bachelor's Degree in Engineering or Technology (minimum four-year degree course) as specified in the Fifth Schedule from a recognised University or Institute.
(b) Desirable:
Doctorate degree from a recognised University or institute in any of the disciplines specified in the Fourth Schedule and the Fifth Schedule;
or
Master's Degree from a recognised University or institute in any of the disciplines specified in the Fifth Schedule.
(2) Experience:

Note 1. - The period spent on obtaining minimum essential educational qualification shall not count towards experience. Period spent on obtaining doctorate degree (in the field of Essential Qualification) from a recognised University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience.
Note 2. - The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded: Provided that, in cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining doctorate degree (degree awarded), experience shall be counted only for the employment period and not for the doctorate degree.
(3) Age limit. - The upper age limit for direct recruitment in each category of post shall be as specified in Table below: -

Provided that -
(i) there shall be age relaxation in respect of the Scientists who are already working on regular basis in the Standardisation, Testing and Quality Certification Directorate as per the instruction or orders issued by the Central Government;
(ii) the upper age limit in respect of the Schedule Castes, the Schedule Tribes, the Ex-servicemen, the Other Backward Classes, Orthopedically Handicapped and other special categories of persons shall be relaxable in accordance with the orders issued by the Central Government from time to time in this regard;
(iii) the Central Government may relax the upper age limit for all categories of posts in case of highly experienced candidates in specialised scientific areas;
(iv) the crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in non-remote areas of India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Union territory of Ladakh, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, (Andaman and Nicobar Islands and Lakshadweep).
B. Deputation (including short-term contract) / absorption. – In case of recruitment by deputation (including short-term contract)/absorption, grades from which the deputation (including short-term contract)/absorption to be made, shall be the Scientists or Technologists having experience in field of Electronics and Information Technology in Testing, Calibration, Audit and Evaluation in the Central and the State Government Labs or Similar Science and Technology Organisations or in both.
(a) (i) holding analogous post on a regular basis in the parent cadre or department; or
(ii) having the experience required in the post on regular basis as specified in Table below against the specific post:-

Note 1. – The period of deputation (including short-term contract), including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in same or other Organisation or Department of the Central Government, shall ordinarily not exceed three years.
Note 2. The departmental candidates in the feeder category, who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation under the scheme. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.
Note 3. - The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.
THE SECOND SCHEDULE
[See rule 5(3) and 5(4)]
Screening and Selection Process (For direct recruits and deputation (including short-term contract)/absorption
A. Screening Committee- The Screening Committee for direct recruitment or deputation or absorption (including short-term contract) shall consist of a Chairperson and two Members who shall be nominated by the Director General, Standardisation, Testing and Quality Certification Directorate and the authority to accept the recommendations of the Screening Committee shall be the Secretary, Ministry of Electronics and Information Technology and only the screened-in candidates shall be eligible for the next level of recruitment.
B. Departmental Selection Committee. - The Departmental Selection Committee for direct recruitment or deputation or absorption (including short-term contract) to the post of Scientist 'B', Scientist 'C' and Scientist 'D' and its composition shall be as per Table below: -

Note 1: The Members mentioned above would be at least one level above the post to which promotion or upgradation is to be done.
Note 2: Absence of any member from the proceedings of the Assessment Board shall not invalidate the recommendations of the said Board.
