University), Prof. Seshagiri Rao Ambati (Indian Institute of Petroleum of Energy, Visakhapatnam), Shri Kalluri Hanumantha Rao (retired, National Remote Sensing Centre/ISRO), a representative of the Environmental Protection Society (Kakinada) as an NGO member, and the Member Secretary of the Andhra Pradesh Pollution Control Board; the Authority's functions include examining and recommending project proposals under the Coastal Zone Management Plan framed pursuant to notifications S.O.19(E) dated 6th January 2011 and G.S.R. 37(E) dated 18th January 2019, regulating and monitoring Coastal Regulation Zone activities, issuing directions under section 5 of the Act as authorised by notification S.O. 4650(E) dated 30th September 2022, exercising powers authorised under notification S.O. 83(E) dated 16th February 1987, filing complaints under section 19 of the Act, and reporting to the National Coastal Zone Management Authority at least every six months; the order is issued under F. The Headquarter of the Authority shall be at Guntur, Andhra Pradesh. 3. The quorum for the meeting of the Authority shall be one - third of the total number of its Members of the Authority. 4. The Member, other than me mber ex officio , shall be paid allowances as per the terms and conditions decided by the Central Government. 5. In order to avoid any conflict of interest, the Member shall recuse himself from the meeting of the Authority, in the process of appraisal of a ny project, for which they have rendered consultancy service. 6. The Authority shall, take the following measures for protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the Coa stal Regulation Zone areas in the State of Andhra Pradesh, namely: - (i) examination of proposals received from the project proponent for approval of project proposal, in accordance with the approved Coastal Zone Management Plan prepared under the notifica tion of the Government of India number S.O.19(E), dated the 6 th January, 2011 or the notification number G.S.R. 37(E), dated the 18th January, 2019 (hereinafter referred to as the said notification), as the case may be, and make recommendation for approva l of project to the concerned authority, as specified in the said notification, within a period of sixty days from the date of receipt of application; (ii) regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said notification; (iii) responsible for enforcing and monitoring the provisions of the said notification; (iv) issue directions under section 5 of the said Act as specified in the notification of the Government of India in the Ministry of Environment, Fores t and Climate Change published in the Gazette of India, Extraordinary, Part II, Section 3, Sub -section (ii), vide number S.O. 4650(E), dated the 30 September, 2022; (v) exercise powers as authorised vide notification of the Government of India in the ers twhile Ministry of Environment and Forests number S.O. 83(E), dated the 16th February, 1987; (vi) file complaint under section 19 of the said Act; (vii) examination of proposals received from the State Government for changes or modifications in the classification of the Coastal Regulation Zone areas and in the Coastal Zone Management Plan and making specific recommendations thereon, to the National Coastal Zone Management Authority; (viii) inquire into cases of alleged violation of the provisions of t he said Act or the rules made thereunder, and review the cases involving violation or contravention of the provisions of the said Act and the rules made thereunder; and (ix) inquire and review cases of violation or contravention of the said notification s uo-moto or on the basis of a complaint made by any individual or body or organisation before it. 7. The Authority shall, for the purpose of maintaining transparency in its functioning, create a dedicated website and post the information relating to its fun ctions, including the agenda in its meeting, minutes of the meeting, decision taken in the meeting, recommendation for matters on violation and contravention of the said notification and action taken on such violation and court matter including the order o f the court and the approved Coastal Zone Management Plan of the Government of Andhra Pradesh. 8.
