(6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 4th October, 2023 G.S.R. 718(E).—In exercise of the powers conferred by clause (b) of sub -section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo -Tibetan Border Police Force, Tai lor, Cobbler and Gardener Cadre, Group ‘B’ and ‘C’ Posts Recruitment Rules, 2018, in so far as they relate to the posts of Inspector(Tailor), Sub -Inspector(Tailor), Head Constable (Tailor) and Constable (Tailor) except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Tailor), Sub -Inspector (Tailor), Assistant Sub -Inspector (Tailor), Head Constable (Tailor) and Cons table (Tailor) in the Indo -Tibetan Border Police Force, Ministry of Home Affairs, namely: — 1. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Indo - Tibetan Border Police Force, Tailor Cadre, Group ‘B’ and ‘C’ Po sts Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. — The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in column numbers (2) to (4) of the said Schedule. 3. Method of recruitment, age limit and other qualifications, etc.. — The method of recruitment, age -limit, qualifications and other matters relating ther eto, shall be as specified in column numbers (5) to (13) of the aforesaid Schedule. 4. Disqualification. — No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicabl e to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Fitness. - Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE -I, as specified in the Indo -Tibetan Border Police Force manual Volume -III, Medical manual shall be eligible for appointment under the provisions of these rules. 6. Power to relax. — Where the Cen tral Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons. 7. Ineligibility of non -citizens of India. — No person who is not a citizen of India shall, except with the prior permission of Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or e mployment of a subject of Nepal or Bhutan in the Force. 8. Superannuation. — (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which he or she attains the age of sixty years: Provided tha t the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in service beyond the prescribed ag e of retirement on superannuation. 9. Saving. — Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex -servicemen an d other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion their seniors would also be considered provid ed they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already completed such qualifying or eligibility service. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already completed such qualifying or eligibility service. By deputation: Personnel of the other Central Government or State Government or Union territories departments holding analogous posts on regular basis in the parent cadre or department. Note 1: The departmental candidates who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for appointment by promotion. Note 2: The period of deputation includi ng the period of deputation in another ex -cadre post held immediately preceding this appointment in same or some other Organisation or department of the Central Government shall ordinarily not exceed five years. Note 3: The maximum age -limit for appointme nt by deputation shall be not exceeding fifty -six years as on the closing date of receipt of application. Note: - The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India and not the closing date prescribed for those in Assam, Meghlaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Division of Chamba District of Himachal Pradaesh, Union territories of Ladakh, Andman Nicobar Islands and Lakshadweep. (7) 1. (i) 10th Class pass from a recognised Board; (ii) two years work experience in the trade; or (iii) one year certificate from Industrial Training Institute or Vocational Institute with at least one year experience in the trade; or (iv) two years Diploma from Industrial Training Institute in the trade. (v) 2. (c) Must not suffer from knock knees, flat foot, varicose veins or squint in the eyes. (d) Must not be having any defect/deformity likely to interfere with the efficient performance of duties. 4.
