The Biotechnology Research and Innovation Council (BRIC), registered under the Societies Registration Act, 1860 on 10.11.2023, is an apex autonomous body under DBT, subsuming 13 existing autonomous bodies of DBT, collectively referred to as iBRIC (e.g., Centre for DNA Fingerprinting and Diagnostics, Hyderabad; Institute of Bioresources and Sustainable Development, Imphal; Institute of Life Sciences, Bhubaneswar; Institute for Stem Cell Science and Regenerative Medicine, Bangalore; National Agri-Food and Biomanufacturing Institute, Mohali; National Brain Research Centre, Manesar; National Centre for Cell Science, Pune; National Institute of Immunology, New Delhi; National Institute of Animal Biotechnology, Hyderabad; National Institute of Biomedical Genomics, Kalyani; National Institute of Plant Genome Research, New Delhi; Rajiv Gandhi Centre for Biotechnology, Kerala; and Translational Health Science and Technology Institute, Faridabad). The Appointing Authority is the Minister, Department of Biotechnology, with approval from the Appointment Committee of the Cabinet (ACC). Recruitment for the single Director/Executive Director post (Level-16 as per 7th CPC) is by deputation (including short-term contract) for a maximum period of 5 years, with extensions requiring ACC approval. Eligibility requires scientists from various government and research institutions holding an analogous post, or with 1 year of service in Level 15, or 4 years in Level 14, possessing a Ph.D. in relevant Life Sciences/Biotechnology/Engineering/Medical disciplines and a minimum of twenty years of Research and Development experience. The maximum age limit for deputation is 58 years. Disqualifications include certain marital statuses (with potential Central Government exemption) and adverse character/antecedent reports. Appointments can be revoked for withholding information, providing false documents, conviction under Bharatiya Nagarik Suraksha Sanhita (BNSS) and punishment under Bharatiya Nyaya Sanhita (BNS), or activities prejudicial to the STATE. The rules mandate a review every 5 years in conformity with DoPT instructions and allow for relaxation/amendment/modification with the Minister, DBT's approval, provided they conform to Government of India instructions. Disputes related to an iBRIC fall under the jurisdiction of the Honourable High Court of the respective state. A saving clause ensures reservations and concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen, and other special categories are unaffected.

SHORT TITLE AND COMMENCEMENT These Rules may be called “Recruitment Rules 2025 for the posts of Director/Executive Director in iBRIC”. They shall come into force from the date of notification with the approval of the Government of India. 2. OBJECTIVES i. To fill up apex posts of iBRIC by recruiting suitable persons in terms of requisite capabilities, skills, qualifications, aptitude and merit etc. with a view to fulfil the objectives of iBRIC. ii. To attract, select and retain the best talent available keeping in view the changing needs of the iBRIC iii. To establish an objective and reliable system of selection. iv. To integrate with empowerment of the iBRIC and fulfilment of the BRIC's objectives. v. To provide for a process, which is fair, objective and transparent in matters of recruitment to the apex post. vi. To ensure compliance with the relevant government instructions and directives on recruitment. 3. DEFINITIONS & ABBREVIATIONS In these Rules, unless the context otherwise requires, the following terms shall mean as under: a) Age: Age means the age as mentioned in the birth certificate or Matriculation/Class-X Certificate or any other certificate equivalent to Matriculation/Class-X Certificate of the candidate as specified in these rules. b) Autonomous Body: shall mean any of the 13 Autonomous Bodies of the iBRIC. c) BRIC: shall mean the 'Biotechnology Research and Innovation Council' an apex autonomous body under DBT subsuming the existing 13 autonomous bodies of DBT and registered under Societies Registration Act, 1860 on 10.11.2023. d) Bye Laws: Shall mean the Bye Laws of BRIC framed and amended from time to time having the financial concurrence of the Integrated Finance Division (IFD) of Department of Biotechnology (DBT) and approval of the Minister in charge of the Department of Biotechnology, Ministry of Science and Technology. e) Candidate: means the person who is eligible for consideration of any of the positions specified in the Schedules of these rules. f) DBT: shall mean the Department of Biotechnology, Ministry of Science and Technology, Government of India. g) Director/Executive Director: shall mean the Director/Executive Director of iBRIC. h) DoPT: shall mean the Department of Personnel and Training, Government of India. i) Governing Body: shall have the same meaning as defined in Memorandum of Association and the Bye Laws of the BRIC. j) iBRIC: shall mean any of the 13 Institutions of Biotechnology Research and Innovation Council i.e. Centre for DNA Fingerprinting and Diagnostics (CDFD), Hyderabad, Institute of Bioresources and Sustainable Development (IBSD), Imphal, Institute of Life Sciences (ILS), Bhubaneswar, Institute for Stem Cell Science and Regenerative Medicine (inStem), Bangalore, National Agri-Food and Biomanufacturing Institute (NABI), Mohali, National Brain Research Centre (NBRC), Manesar, National Centre for Cell Science (NCCS), Pune, National Institute of Immunology (NII), New Delhi, National Institute of Animal Biotechnology (NIAB), Hyderabad, National Institute of Biomedical Genomics (NIBMG), Kalyani, National Institute of Plant Genome Research (NIPGR), New Delhi, Rajiv Gandhi Centre for Biotechnology (RGCB), Kerala and Translational Health Science and Technology Institute (THSTI), Faridabad. k) LEVEL in the PAY MATRIX: means the 'LEVEL' and 'PAY MATRIX' as defined in the Central Civil Services (Revised Pay) Rules 2016. l) Memorandum of Association: means Memorandum of Association and Rules & Regulations describing the terms & conditions of the BRIC. m) Recruitment Rules (RRs): shall mean the Rules framed for the purpose of Recruitment to the posts as specified in the Schedules of these Rules and approved by the Minister in charge of the Department of Biotechnology, Ministry of Science & Technology. n) Schedule: shall mean the Schedule attached to these rules. o) Search cum Selection Committee (ScSC): shall have the same meaning as defined in the DoPT guidelines issued from time to time. p) Selection :- Through Search-cum-Selection Committee (ScSC) with the approval of Hon'ble Minister as per DoP&T guidelines issued from time to time. i. The panel recommended by the ScSC in order of merit for each post shall be approved by the Approving Authority before being implemented and shall be valid for a period of one year. ii. Offer of appointment shall be made only for the post which had been duly advertised. iii. Each recruitment exercise once initiated shall ordinarily be finalized within a maximum period of 06 months, unless stayed by orders of any Court or decided otherwise by the Government. Efforts shall be made to complete the exercise in the minimum period. iv. In case it is noticed that a post is not getting filled up by the prescribed mode of recruitment, despite being advertised minimum two (02) times, suitable amendment in the provisions of the Recruitment Rules may be done with the approval of Minister, Department of Biotechnology and the recruitment process may be again initiated with amended provisions of the Recruitment Rules. 4. APPOINTING AUTHORITY AND APPROVING AUTHORITY - Minister, Department of Biotechnology with the approval of the Appointment Committee of the Cabinet (ACC) of Govt. of India. 5. PERIOD OF DEPUTATION Maximum period of 5 years. Any extension in the tenure of incumbent will require approval of ACC. 6. DISQUALIFICATION: Any of the persons mentioned below would stand disqualified for the appointment/service: i. who has entered into or contracted a marriage with a person having a spouse living, or ii. who is having a spouse living, has entered in or contracted a marriage with any other person; Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of the rule. iii. whose character and antecedent has been objected to by the District Magistrate/ Collector/ whose identity has not been established by the Police. 7. REVOCATION OF APPOINTMENT Can be done at any stage during the period of deputation if the appointed person at any stage before or after appointment has: i. withheld information, given false information or provided false certificates/testimonials so as to secure appointment through wrongful means or intent, ii. has been convicted of a criminal offence under Bharatiya Nagarik Suraksha Sanhita (BNSS) and awarded punishment under any of the provisions of Bharatiya Nyaya Sanhita (BNS). iii. indulged in activities which are prejudicial to the interests of the STATE. 8. PERIODIC REVIEW OF RECRUITMENT RULES Provisions of the Recruitment Rules shall be compulsorily reviewed once in 05 years with view to affecting the changes as are necessary to bring them in conformity with the changed position in accordance with instructions issued by DoPT from time to time. 9. POWERS TO RELAX/AMEND/MODIFY Notwithstanding anything contained in these Rules any of the provisions in these Rules can be relaxed/amended/modified with the approval of the Minister, Department of Biotechnology provided they are in conformity with the instructions of the Government of India. 10. JURISDICTION OF THE COURTS In the case of any dispute arising between BRIC and others in the affairs related to an iBRIC, the jurisdiction will be the Honourable High Court of the state of the respective iBRIC. 11. SAVING CLAUSE Noting in those rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
