L.-33004/99 The Gazette of India CG-DL-E-04072026-274093 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 3486] NEW DELHI, SATURDAY, JULY 4, 2026/ASHADHA 13, 1948 5035 GI/2026 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3623(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M. Masood Ilyas son of Sardar Mohammad Ilyas Khan, 41 years of age (approx.) having present residence at Rawalkot, a part of district Poonch, which is currently in Pakistan Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Masood Ilyas Kashmiri is a senior Jaish-E-Mohammed functionary and is involved in carrying out a wide range of terrorist activities against the country including recruiting youth in the terrorist organization, Jaish-E-Mohammed, imparting training to them and then facilitating the infiltration of the terrorists into the country; And, whereas, the said Masood Ilyas Kashmiri is involved in the attack by the terrorists of Jaish-E-Mohammed on the security forces at Sunjwan, Jammu on 22nd April, 2022; And, whereas, the said Masood Ilyas Kashmiri has also been involved in various terror attacks and responsible for causing death and injuries to a number of persons in these terror incidents; And, whereas, the Central Government believes that Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M. Masood Ilyas is involved in terrorism and the said Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M. Masood Ilyas is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 57 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "58. Masood Ilyas Kashmiri @ Mufti Masood Ilyas @ Masood Ilyas @ Abu Mohammad @ M. Masood Ilyas." [F. No. 11034/11/2025-CT-1] RAKESH RATHI, Jt. Secy. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3624(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Mohammad Mussadiq @ Doctor @ Abdul Manan @ Sajjad @ Hamza @ Wahid Khan son of Muhammad Nawaz, 38 years of age (approx.) having present residence at Shakargarh, district Narowal, Pakistan, belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Mohammad Mussadiq is one of the main handlers of Jaish-E-Mohammed infiltration of Pakistani terrorists into Jammu and Kashmir and is involved in the attack by the terrorist of Jaish-E-Mohammad on the security forces at Sunjwan, Jammu on 22nd April, 2022; And, whereas, the said Mohammad Mussadiq is involved in carrying out wide range of terrorist activities against the country including supplying of arms and ammunition through drones across the border, planning of terror attacks in Jammu and Kashmir and to further widen the areas of terror activities is also involved in handling a team of Jaish-E-Mohammed cyber players who use various social media platforms for recruiting youth in terrorist organisation Jaish-E-Mohammed; And, whereas, the Central Government believes that Mohammad Mussadiq @ Doctor @ Abdul Manan @ Sajjad @ Hamza @ Wahid Khan is involved in terrorism and the said Mohammad Mussadiq @ Doctor @ Abdul Manan @Sajjad @ Hamza @ Wahid Khan is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 58 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "59. Mohammad Mussadiq @ Doctor @ Abdul Manan @ Sajjad @ Hamza Wahid Khan." [F. No. 11034/11/2025-CT-1] RAKESH RATHI, Jt. Secy. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3625(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, the said Mufti Muhammad Asghar Khan @ Abu Saad @ Saad Jimi son of Noor Ahmed Khan, 52 years of age (approx.) having present residence at Abbaspur, a part of district Poonch, which is currently in Pakistan Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Mufti Muhammad Asghar Khan is a launching commander of terrorists of Jaish-E- Mohammed in Jammu and Kashmir; And, whereas, the said Mufti Muhammad Asghar Khan was one of the masterminds of the attack on the Indian Army Camp at Nagrota, Jammu by the terrorists of Jaish-E-Mohammad on 29th November, 2016; And, whereas, the said Mufti Muhammad Asghar Khan is involved in carrying out wide range of terrorist activities against the country including providing training, funds and other logistics to terrorists; And, whereas, the said Mufti Muhammad Asghar Khan has been involved in various terror attacks in the country and responsible for causing death and injuries to a number of persons in these terror incidents; And, whereas, the Central Government believes that Mufti Muhammad Asghar Khan @ Abu Saad @ Saad Jimi is involved in terrorism and the said Mufti Muhammad Asghar Khan @ Abu Saad @ Saad Jimi is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 59 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "60. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3626(E). - Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Hafiz Abdul Shakoor @ Qari Zarrar son of Sufi Abdul Karim, 56 years of age (approx.) having permanent address at Karachi, Rawalpindi, Pakistan and present residence at Kotli in Pakistan Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed, and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Hafiz Abdul Shakoor is a launching commander of terrorists of Jaish-E-Mohammed in Jammu and Kashmir; And, whereas, the said Hafiz Abdul Shakoor is involved in the attack by the terrorists of Jaish-E-Mohammad on the Indian Army Camp at Nagrota, Jammu on 29th November, 2016; And, whereas, Hafiz Abdul Shakoor is involved in carrying out wide range of terrorist activities against the country namely recruitment, training, motivating, infiltrating Jaish-e-Mohammed cadres into Jammu and Kashmir and providing arms and ammunition to the active terrorists in Jammu and Kashmir for carrying out terror attacks; And, whereas, the Central Government believes that Hafiz Abdul Shakoor @ Qari Zarrar is involved in terrorism and the said Hafiz Abdul Shakoor @ Qari Zarrar is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 60 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "61. Hafiz Abdul Shakoor @ Qari Zarrar." [F. No. 11034/11/2025-CT-1] RAKESH RATHI, Jt. Secy. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3627(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Abdullah Jehadi @ Shah Nawaz @ Al Hijama son of Muhammad Iqbal Khan, 47 years of age (approx.) having present residence at Kundalshahi, district Neelum in Pakistan Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Abdullah Jehadi is involved in facilitating/ launching of Jaish-E-Mohammed terrorists in Jammu and Kashmir; And, whereas, the said Abdullah Jehadi is involved in the attack by the terrorists of Jaish-E-Muhammed on the Indian Army camp at Nagrota, Jammu on 29th November, 2016; And, whereas, the said Abdullah Jehadi is involved in carrying out a wide range of terrorist activities against the country including handling multiple camps of Jaish-E-Mohammed and orchestrating terror attacks in the country; And, whereas, the Central Government believes that Abdullah Jehadi @ Shah Nawaz @ Al Hijama is involved in terrorism and the said Abdullah Jehadi @ Shah Nawaz @ Al Hijama is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 61 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "62. Abdullah Jehadi @ Shah Nawaz @ Al Hijama." [F. No. 11034/11/2025-CT-1] RAKESH RATHI, Jt. Secy. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3628(E). - Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Firdous Ahmad Bhat son of Late Abdul Salam Bhat and Saleema Bano, 33 years of age (approx.) having present residence in Pakistan, belongs to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Firdous Ahmad Bhat is a launching commander of terrorists of Lashkar-e-Taiba in Jammu and Kashmir and is involved in carrying out wide range of terrorist activities including supplying of arms and ammunition, managing safe passage for foreign terrorists across the border into India; And, whereas, the said Firdous Ahmad Bhat has also been involved in terror attacks in the country; And, whereas, the Central Government believes that Firdous Ahmad Bhat is involved in terrorism and the said Firdous Ahmad Bhat is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely: In the Fourth Schedule to the said Act, after serial number 62 and entries relating thereto, the following serial number and entry shall be inserted, namely: "63. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3629(E). - Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Ghulam Fareed @ Gulshan Kumar @ Fareed s/o Mohd. Shafi Jat, 42 years of age (approx.), having present residence at Bading, Bimber, in Pakistan Occupied Jammu and Kashmir, belongs to Jaish-E-Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Ghulam Farid @ Gulshan Kumar @ Farid is involved in unlawful exile in the country and providing arms and ammunition to other terrorists with the intention of carrying out terrorist activities in the country; And, whereas, the Central Government believes that Ghulam Fareed @ Gulshan Kumar @ Fareed is involved in terrorism and the said Ghulam Fareed @ Gulshan Kumar @ Fareed is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 63 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "64. Ghulam Fareed @ Gulshan Kumar @ Fareed." [F. No. 11034/11/2025-CT-1] RAKESH RATHI, Jt. Secy. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3630(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Haroon Rashid Ganai @ Shunoo s/o Abdul Rashid Ganai, 36 years of age (approx.), having residence at Hassanpora Tawela, Bijbehara, Anantnag, Jammu and Kashmir and presently residing in Pakistan, belongs to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Haroon Rashid Ganai @ Shunoo is engaged in sending arms, ammunition etc to the country and recruiting youths into terrorist cadres with the intention of carrying out terrorist activities in the country; And, whereas, the Central Government believes that Haroon Rashid Ganai @ Shunoo is involved in terrorism and the said Haroon Rashid Ganai @ Shunoo is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 64 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "65. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3631(E). - Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Bilal Ahmad Mir @ Ahmad Bhai s/o Mohd. Hamza Mir, 27 years of age (approx.), having residence at Mirpora, Brath Kalan, Sopore, Jammu and Kashmir and presently residing at Muzaffarabad, Pakistan Occupied Kashmir, belongs to Lashkar-e-Taiba and and The Resistance Front and which are listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Bilal Ahmad Mir @ Ahmad Bhai, is involved in a conspiracy to carry out terrorist activities from across the border, supply arms and ammunition in the country with the intention of carrying out terrorist activities in the country; And, whereas, the Central Government believes that Bilal Ahmad Mir @ Ahmad Bhai is involved in terrorism and the said Bilal Ahmad Mir @ Ahmad Bhai is to be added as a terrorist in the Fourth Schedule to the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 65 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "66. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3632(E). - Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Abid Quyoom Lone s/o Abdul Qayoom Lone, 27 years of age (approx.) having residence at Wussan Khoi, Tehsil Pattan, District- Baramulla, Jammu and Kashmir and presently residing at Pakistan occupied Kashmir, belongs to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Abid Qayoom Lone is involved in planning and coordinating terrorist activities, collecting funds and providing terrorist logistics with the intention of carrying out terrorist activities in the country; And, whereas, the Central Government believes that Abid Qayoom Lone is involved in terrorism and the said Abid Qayoom Lone is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 66 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "67. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3633(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Nazir Ahmed Gujjar @ Munazil s/o Lal Din, 38 years of age (approx.) having residence at Village Gujjar Basti, Tehsil-Bagla Bharath, PS/District Doda, Jammu and Kashmir and presently residing in Islamabad, Pakistan, belongs to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Nazir Ahmad Gujjar alias Munazil has remained indulged in sending arms and ammunition consignments using drones and instigating the youth to join Lashkar-e-Taiba with the intention of carrying out terrorist activities in the country; And, whereas, the Central Government believes that Nazir Ahmed Gujjar @ Munazil is involved in terrorism and the said Nazir Ahmed Gujjar @ Munazil is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 67 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "68. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3634(E). - Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Abdul Rauf @ Hafiz Adbul Rauf @ Hafiz Abdul Raouf @ Hafiz Abdur Rauf s/o Akhtar Hussain, 52 years of age (approx.) having residence at Room No. 7, 4 Lake Road, Choburji, Lahore, Pakistan, belongs to Lashkar-e-Taiba and Jamaat-ud-Dawa and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Abdul Rauf @ Hafiz Adbul Rauf @ Hafiz Abdul Raouf @ Hafiz Abdur Rauf is involved in planning and coordinating terrorist activities, collecting funds with the intention of carrying out terrorist activities in the country and is one of the main terrorists in the terrorist organisation Lashkar-e-Taiba under the direct command of Hafiz Mohammad Sayeed; And, whereas, the Central Government believes that Abdul Rauf @ Hafiz Adbul Rauf @ Hafiz Abdul Raouf @Hafiz Abdur Rauf is involved in terrorism and the said Abdul Rauf @ Hafiz Adbul Rauf @ Hafiz Abdul Raouf @ Hafiz Abdur Rauf is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 68 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "69. Pakistan and Jamia Masjid Al Qadsia, 4 Lake Chowburji, Lahore, Pakistan, belongs to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Maulana Saifullah Khalid @ Waliyul @ Mohd. Salim @ Wajid is widely active with the intention of carrying out terrorist activities in the country and is very active in several factions of the Jamaat-ud- Dawa; And, whereas, the Central Government believes that Maulana Saifullah Khalid @ Waliyul @ Mohd. Salim @ Wajid is involved in terrorism and the said Maulana Saifullah Khalid @ Waliyul @ Mohd. Salim @ Wajid is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 72 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "73. NOTIFICATION New Delhi, the 4th July, 2026 S.O. 3639(E).— Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities and for matters connected therewith; And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that individual is involved in terrorism; And, whereas, Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas @ Waris Ali, 51 years of age (approx.) having residence at Jalla Arain, Bahawalpur, Pinjab, Pakistan, belongs to Lashkar-e-Taiba and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 5; And, whereas, the said Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas @ Waris Ali, with the intention of carrying out terrorist activities in the country, provides logistics and financial assistance to the terrorists and coordinates with the cadres of Lashkar-e-Taiba; And, whereas, the Central Government believes that Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas @Waris Ali is involved in terrorism and the said Mohammad Yaqoob @ Abu Sumama @ Samama Ilyas @ Waris Ali is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 73 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "74. Jat, 44 years of age (approx.) having residence at Jhang, Punjab, Pakistan, belongs to Jaish--Mohammed and which is listed as a terrorist organisation under the First Schedule to the said Act at serial number 6; And, whereas, the said Waseem Noor Jat @ Qari Waseem, with the intention of carrying out terrorist activities in the country, has remained involved in delivering drones, arms and ammunition in the country and planning of several terrorist incidents; And, whereas, the Central Government believes that Waseem Noor Jat @ Qari Waseem is involved in terrorism and the said Waseem Noor Jat @ Qari Waseem is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 78 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "79. Faisal recruits youths via social media, arranges for weapons training in Pakistan, and raises funds for terrorist activities and the said Mohammad Shahid Faisal has remained in imparting training in the use of data encryption and fake identities to evade law enforcement agencies. With the intent of carrying out terrorist activities in the country, he has remained involved in the delivery of weapons and ammunition and conspiracies related to several terrorist incidents; And, whereas, the Central Government believes that Mohammed Shaheed Faisal @ Ustad @ Muhandis @ Zakir is involved in terrorism and the said Mohammed Shaheed Faisal @ Ustad @ Muhandis @ Zakir is to be designated as a terrorist in the Fourth Schedule of the said Act; Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the Fourth Schedule to the said Act, namely:- In the Fourth Schedule to the said Act, after serial number 79 and entries relating thereto, the following serial number and entry shall be inserted, namely:- "80.
