                Detailed Summary
            

            
The Ministry of Railways (Railway Board), through Notification F. No. 2024/E&R/1(1)/3 dated 4th May, 2026, announced the constitution of a new Zonal Railway, namely SOUTH COAST RAILWAY, with its headquarters at Visakhapatnam. This new zone is formed from parts of the existing East Coast Railway and South Central Railway zones, effective from June 1, 2026. Concurrently, a new division at RAYAGADA is constituted under the East Coast Railway, also effective from June 1, 2026. These actions are taken in exercise of powers conferred by sub-section (4) of Section 3 of the Railways Act, 1989 (No. 24 of 1989). The jurisdiction of the new South Coast Railway will include the existing Guntakal, Guntur, and Vijayawada divisions of South Central Railway (re-organized per para 5), and the truncated Waltair division of East Coast Railway, which is renamed Visakhapatnam division (re-organized per para 3.3). The East Coast Railway, headquartered at Bhubaneswar, will comprise the existing Sambalpur division, the re-organized Khurda Road division (per para 3.2), and the newly constituted Rayagada division (per para 3.1). The South Central Railway, headquartered at Secunderabad, will retain its existing Hyderabad and Nanded divisions, with the Secunderabad division re-organized per para 5. The existing Waltair Division of East Coast Railway is bifurcated to form the new Rayagada division (East Coast Railway) and the Visakhapatnam division (South Coast Railway). The Rayagada division's jurisdiction includes sections like Koraput-Singapur Road, Kottavalasa-Kirandul, Kuneru-Theruvali, and Gunupur-Paralakhemundi, totaling 696 route km transferred from the existing Waltair Division. A section of 53 route km from Palasa - Ichchapuram (incl.) is transferred from Khurda Road Division to Visakhapatnam Division. The Visakhapatnam division's jurisdiction includes sections like Ichchapuram-Duvvada, Vizianagaram-Kuneru, Naupada Jn-Paralakhemundi, and Bobbili Jn.-Salur, totaling 463 route km, along with peripheral lines. Further adjustments, also effective from June 1, 2026, include the transfer of 108 route km from Raichur(incl.)-Wadi from Guntakal division to Secunderabad division, 142 route km from Vishnupuram(incl.)-Pagidipalli-Janpahad from Guntur division to Secunderabad division, and 46 route km from Kondapalli-Motumarri(excl.) from Secunderabad division to Vijayawada division. New Delhi, the 4th May, 2026

F. No. 2024/E&R/1(1)/3.— 1. In exercise of the powers conferred by sub-section (4) of Section 3 of the
Railways Act, 1989 (No.24 of 1989), the Central Government hereby constitutes a new Zonal Railway namely SOUTH
COAST RAILWAY with headquarters at Visakhapatnam, out of the existing East Coast Railway and South Central
Railway zones, with effect from 01.06.2026. It is further notified for general information that Central Government
hereby constitutes a new division at RAYAGADA under East Coast Railway with effect from 01.06.2026.

2. The jurisdiction in respect of areas for new South Coast Railway and existing East Coast & South Central Railways
with effect from 01.06.2026, shall be as indicated below:

3. Existing Waltair Division of East Coast Railway will be bifurcated in two parts. One part of it will be
part of the existing East Coast Railway as new Rayagada division and balance part of Waltair division
will be part of the new South Coast Railway to be renamed as Visakhapatnam division.

3.1 The jurisdiction in respect of the areas for new Rayagada division, with effect from 01.06.2026, shall
be as indicated below:

5. Further, keeping in view operational requirements, Central Government has also decided to adjust the
jurisdictions of Guntur, Guntakal & Vijayawada divisions of South Coast Railway and Secunderabad
division of South Central Railway with transfer of sections as indicated below, with effect from
01.06.2026:
