This notification, issued by the Ministry of Home Affairs as S.O. 4292(E) dated 3 October 2023, exercises powers under sub-section (1) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) to declare the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF), together with all their factions, wings and front organisations, as unlawful associations, on the ground that the Central Government considers them engaged in subversive and violent secessionist activities, including killing of civilians, police and security personnel, extortion, maintaining nexus with other unlawful North East associations, and operating training/arms-procurement camps in neighbouring countries, aimed at seceding Tripura from India. Under the proviso to sub-section (3) of section 3, the Central Government directs that the notification shall have effect, subject to any order under section 4, for a period of five years from 3 October 2023; the notification is signed by Piyush Goyal, Additional Secretary, under file number 11011/02/2023-NE-V.

L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4121] NEW DELHI, TUESDAY , OCTOBER 3, 2023/ ASVINA 11, 1945 CG-DL-E-03102023-249102 [फा.सं. 11011/2/2023 -एन ई -V] MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 3rd October , 2023 S.O. 4292(E).—Whereas the National Liberation Front of Tripura and the various wings thereof (hereinafter referred to as the NLFT) and All Tripura Tiger Force (herein after referred to as the ATTF) have, as their professed aim, establishment of an independent nation by secession of Tripura from India through ar med struggle in alliance with other armed secessionist organisations of Tripura and to incite indigenous people of Tr ipura for such secession; And whereas, the Central Government is of the opinion that the NLFT and the ATTF have been, - (i) engaging in subversive and violent activities, thereby undermining the authority of the Government and spreading terror and v iolenc e among the people for achieving their objectives; (ii) maintaining close nexus with other unlawful associations of Nort h East with the aim of mobilising their support; (iii) in pursuance of their aims and objectives in recent past, engaging in viol ent an d unlawful activities which are prejudicial to the sovereignty and integrity of India; (iv) killing civilians and person nel belonging to the police and security forces; (v) engaged in extortion of funds from the public including businessmen and trad ers in Tripura; and (vi) establishing and maintaining camps in neighbouring countries for the purpose of safe sanctuary, traini ng, procurement of arms and ammunitions, etc; And whereas, the Central Government is also of the opinion that the af oresai d activities of the NLFT and the ATTF are detrimental to the sovereignty and integrity of India and that they are unlawf ul associations; And whereas, the Central Government is also of the opinion that if there is no immediate curb and control of the NLFT a nd the ATTF they will take the opportunity to, - (i) mobilise their cadres for escalating their secessionist, subversive , and violent activities;¬ (ii) propagate anti -national activities in collusion with forces inimical to India’s sovereignty and n ationa l integrity; (iii) indulge in killings of civilians and targeting of the Police and Security Forces personnel; (iv) procure and induct illegal arms and ammunitions from across the international border; and (v) extort and collect huge funds from the p ublic for their unlawful activities; Now, therefore, in exercise of the powers conferred by sub -section (1) of section 3 of the Unlawful Activities (Prevention) Act, 1967 (37 of 1967), (hereinafter referred to as the said Act) the Central Government hereby decla res the National Liberation Front of Tripura (NLFT) along with all its factions, wings and front organisations and the All Tripura Tiger Force (ATTF) along with all its factions, wings and front organisations as unlawful associations; The Central G overnm ent, having regard to the above circumstances, is of the fur ther opinion that it is necessary to declare the NLFT and the ATTF along with all their factions, wings and front organisations as unlawful associations and accordingly, in exercise of the p owers conferred by the proviso to sub -section (3) of section 3 of the said Act, the Central Government hereby directs that this notification shall, subject to any order that may be made under section 4 of the said Act, have effect from 3rd October, 2023 for a period of five years.
