This authorization is granted under Section 164 of the Electricity Act, 2003, for the transmission scheme titled "Transmission System for Providing Connectivity to M/s ABRSL and M/s ABREL (RJ) Projects Limited for their wind – solar hybrid RE Projects in Rajasthan." The Ministry had previously granted prior approval under Section 68(1) of the Electricity Act, 2003, via letter No. 25-17/13/2026-Power Grid (MoP) dated January 9, 2026. ABRSL published notices in The Indian Express (English) on January 21, 2026, and Weekly Gazette of India on February 14, 2026, and subsequently submitted an affidavit on June 8, 2026, confirming no observations were received. Furthermore, ABRSL provided an undertaking dated June 5, 2026, stating the proposed line route is outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan/Gujarat, as per the Hon'ble Supreme Court of India's judgment dated December 19, 2025, in Writ Petition (Civil) No. 838 of 2019, and committed to complying with all related directions. The scheme covers two specific overhead lines: a 400 kV S/c line of approximately 34 km from Solar PSS (Village Bhadli, District Jaisalmer, Rajasthan) to Fatehgarh-III (Section-II) (ISTS) Pooling station, and another 400 kV S/c line of approximately 24 km from Wind PSS (Village Poorn Nagar, District Barmer, Rajasthan) to Solar PSS. These lines will pass through various villages, towns, and cities in Jaisalmer and Barmer Districts of Rajasthan. The approval is valid for 25 years and is subject to conditions including obtaining consent from concerned authorities (Railways, National Highways, etc.), adhering to Appropriate Commission regulations, operating the line after Electrical Inspector approval, complying with the Electricity Act, 2003, and submitting requisite clearances to the Central Electricity Authority.

Ahire Marg Worli, Mumbai – 400 030, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme "Transmission System for Providing Connectivity to M/s ABRSL and M/s ABREL (RJ) Projects Limited for their wind solar hybrid RE Projects in Rajasthan". And whereas, Ministry of Power, Government of India vide its letter No. 25-17/13/2026-Power Grid (MoP) dated 09.01.2026 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission System for Providing Connectivity to M/s ABRSL and M/s ABREL (RJ) Projects Limited for their wind – solar hybrid RE Projects in Rajasthan". M/s Aditya Birla Renewables Subsidiary Limited (ABRSL) had published notice for transmission scheme in local newspapers Dainik Nava Jyoti (in Hindi) dated 21.01.2026, The Indian Express (in English) dated 21.01.2026 and in Weekly Gazette of India dated 14.02.2026 for the general public to make observations/representations on the proposed transmission route within two Months from the date of publication. Subsequently, M/s Aditya Birla Renewables Subsidiary Limited has submitted an affidavit dated 08.06.2026 declaring that no observation/ representation was received within two months from the date of Publication in the Newspapers & official Gazette of Government of India. M/s Aditya Birla Renewables Subsidiary Limited (ABRSL) had submitted an Undertaking dated 05.06.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan/Gujarat, as referred to in the judgment of the Hon'ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon'ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon'ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Transmission System for Providing Connectivity to M/S ABRSL and M/S ABREL (RJ) Projects Limited for their wind – solar hybrid RE Projects in Rajasthan." The following overhead line is covered under this scheme: 1. Solar PSS of ABRSL and ABREL (RJ) PL (Located in Village Bhadli, District Jaisalmer, Rajasthan) to Fatehgarh-III (Section-II) (ISTS) Pooling station 400 kV S/c line (total line length is about 34 km, out of which about 2 km of the line from each of Fatehgarh-III PS and Solar PSS ends would be on D/c towers). 2. Wind PSS of ABRSL and ABREL (RJ) PL (located in Village Poorn Nagar, District Barmer, Rajasthan) to Solar PSS of ABRSL & ABREL (RJ) PL 400 kV S/c line (total line length is about 24 km, out of which about 2 km of the line from Solar PSS end would be on D/c towers). The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Aditya Birla Renewables Subsidiary Limited (ABRSL) shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon'ble Supreme Court.
