NOTIFICATION
New Delhi, the 2nd August, 2023
G.S.R. 582(E). —In exercise of the powe rs conferred by clause (b) of sub -section (2) of section 156 of the
Indo-Tibetan Border Police Force Act, 1992 (35 of 1992) and in s upersession of the Ministry of Home Affairs, Indo -
Tibetan Border Police Force, Animal Transport Cadre, Group ‘A’ (Gazetted) and Group ‘B’ (Non -Gazetted) Posts,
Recruitment Rules, 2018, in so far as they relate to the posts of Inspector (Animal Transport) a nd Sub -Inspector
(Animal Transport) and the Ministry of Home Affairs, Indo -Tibetan Border Police Force, Head Constable and
Constable Animal Transport Cadre (Group ‘C’ Post) Recruitment Rules, 2018, except as respects things done or
omitted to be done befor e such supersession, the Central Government hereby makes the following rules regulating the
method of recruitment to the pos ts of Inspector (Animal Transport), Sub -Inspector(Animal Transport), Head
Constable(Animal Transport) and Constable(Animal Transport ) in the Indo -Tibetan Border Police Force, Ministry of
Home Affairs, namely : -
1. Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Indo -
Tibetan Border Police Force, Animal Transport Cadre (Group ‘B’ and ‘C’ posts) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Offic ial Gazette.
2. Number of post, classification and level in the pay matrix. — The number of posts, their classification
and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule.
3. Method of recruitment, age-limit and other qualifications, etc.. — The method of recruitment, age -limit,
qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. — No person, —
shall be eligible for appointment to the said posts:
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
Provided that the Central Governmen t may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Medical Fitness. —Notwithstanding anything contained in these rules, only those persons who are in
medical category SHAPE -I, as specified in the Health Care System in Central Armed Police Forces, shall be eligible
for appointment and promotion including appointment by depu tation or re -employment under the provisions of these
rules.
6. Ineligibility of non -citizens of India. -No person, who is not a citizen of India shall, except with the prior
permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal
or Bhutan in the Force.
7. Superannuation. - (1) Every person appointed under these rules shall retire from service on the afternoon of
the last day of month in which he or she attains the age of sixty years or as prescribed by the Central Government
from time to time:
Provided that the person whose date of birth is the first day of a month shall retire from service on the
afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on
superannuation.
8. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
9. Saving. —Nothing in these rules shall affect reservation , the relaxation of age -limit and other concessions
required to be provided for the Scheduled Castes, Scheduled Tribes, other backward classes, Ex -servicemen and other
special categories of persons, in accordance with the orders issued by the Central Gover nment fr om time to time in
this regard.

From amongst Sub -Inspectors (Animal Transport) of the Indo -Tibetan Border Police Force in level -6 in
the pay matrix (Rs. 35400 -112400) with five years regular service in the said level and having successfully
completed the specified pre -promotional course.
Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion
their seniors would also be considered provided they are not short of the requisite qualify ing or eligibility service
by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher level in the pay matrix along with their juniors
who have already completed such qualifying or eligibility service.

Promotion:
From amongst Assistant Sub -Inspector(Animal Transport) of Indo -Tibetan Border Police Force in level -5
in the pay matrix (Rs.29200 -92300) with six years regular service in the said level and having successfully
completed the pres cribed pre -promotional training or course.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion
their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service
by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher level in the pay matrix along with their juniors
who ha ve already completed such qualifying or eligibility service.
By deputation :
Officers of the Central Government or; Union territories/administration :
(a) (i) holding analogous post on regular basis in the parent cadre or department. or
(ii) with six ye ars regular service in level -5 in the pay matrix (Rs. 29200 -93300) in the pay matrix, in
parent cadre or department; and
(b) having the following educational qualification and experience:
(i) matriculation or equivalent pass from recognize d board; and
(ii) six years of experience in Animal Transport field.
Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation . Similarly, the deputationists shall not be eligible for consideration
for appointment by promotion.
Note 2 : The period of deputation including the period of deputation in another ex -cadre post held immediately
preceding this appointment in the same or s ome other Organisation or department of the Central Government shall
ordinarily not exceed three years. The maximum age -limit for appointment by deputation shall be not exceeding
fifty-six years as on the closing date of receipt of applications.
For ex -servicemen deputation or re -employment:
The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one
year and having the requisite experience and qualifications prescribed shall also be considered. Such persons wo uld
be given deputation terms upto the date on which they are due for release from the Armed Forces, thereafter they
may be continued on re -employment.

prescribed pre -promotional training course.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion
their seniors would also be considered provided they are not short of the r equisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher level in the pay matrix along wi th their juniors
who have already completed such qualifying or eligibility service.
By deputation:
Officers of the Central Government or State Government or Union territory administration holding
analogous post on regular basis in the parent cadre or d epartment.

3. Medical Standard:
(a) Vision - Minimum distant vision should be 6/6 and 6/9 of both eyes without correction (that is without
wear ing glass).
(b) Candidates must not have knock knee, flat foot, squint in eyes or varicose veins and they should possess high
colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere
with the eff icient performance of the duties.
4. Must qualify the physical efficiency test and written test.

possessing the qualification prescribed for direct recruitment under column (7) on functional requirement basis.
Note 1: The pe riod of deputation including the period of deputation in another ex -cadre post held immediately
preceding this appointment in same or some other organisation or department of the Central Government shall
ordinarily not exceed three years.
Note 2: The max imum age -limit for appointment by deputation shall be not exceeding fifty -six years as on the
closing date of receipt of application.
Deputation or re -employment of Armed Forces personnel:
