NOTIFICATION
New Delhi, the 27 th June, 2023
S.O. 2829 (E).—Whereas, the Central Government is administering the Swatantrata Sainik
Samman Yojana ( hereinafter referred to as the Yojana ) under which benefit is given to the eligible Central
Freedom Fighter or eligible family pensioner (hereinafter referred to as the individual through the Pension
Disbursement Agency ( hereinafter referred to as the implementing Agency ).
And whereas, the Central Government or the State Government as the case may be for the p urpose
of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which
the expenditure is incurred from, or the receipt therefrom forms part of, the Consolidated Fund of India, or
the Consolidated Fund of Sta te require that such individual undergo authentication, or furnish proof of
possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been
assigned, such individual makes an application for enrolment.
And Whereas, if an Aadhaar number is not assigned to an individual, such individual shall be
offered alternate and viable means of identification for delivery of the subsidy, benefit or service.
Now, therefore , in pursuance of section 7 of the Aadhaar (T argeted Delivery of Financial and
Others Subsidies, Benefits and Services) Act, 2016(18 of 2016) ( hereinafter referred to as the said Act), the
Central Government hereby notifies the alternative and viable means of identification for delivery of
subsidy, benefit or service namely : -
1. (1) Where an individual desirous of receiving the benefits under the Yojana he/she shall
furnish proof of possession of Aadhaar number or undergo Aadhaar authentication;
(2) any individual desirous of ava iling ben efits under the Scheme, who does not possess the
Aadhaar number or, ha s not yet enrolled for Aadhaar, shall make application for Aadhar enrolment ;
(3) The benefit shall be given to such individual who is entitled to be issuedAadhaar as per
Section 3 of the said Act and such individual shall visit anyAadhaar enrolment centre as specified
in Unique identification Authority of India (UIDAI) website: www.uidai.gov .in to get enrolled for
Aadhaar.
(4) Where no Aadhar number has been assigned to the ind ividual the benefitunder the Yojana
shall be given to such individual su bject to the production of the documents establishing his dentit y
as mention below namely : -
(a) Pension Payment Order (PPO) issued by the Central Government :
and
(b) In case of his/her enrolment, his/her Aadhaar Enrolment ID slip;
(c) Any one of the following documents, namely: -
(i) Bank or Post office Passbook with Photo; or
(ii) Voter ID Card; or
(iii) Permanent Account Number (PAN) Card; or
(iv) Ration Card; or
(v) Passport; or
(vi) Kisan Photo Passbook; or
(vii) Driving license issued under the Motor Vehicles Act, 1988 (59 of 1988); or
(viii) Certificate of identity having photo of such person issued by a Gazetted Officer
or a Tehsildar on official letter head;
(5) The documents referred to sub - para(4) shall be verified by an officer designated by the
Central Government in this behalf.
2. The Central Government through its Implementing Agency shall make the required
arrangements to ensure the wide publicity to be given to the beneficiary to make him/her aware of
the requirement in order to provide convenient and hassle free benefit to the beneficiary under the
Yojana.
3. Where Aadhaar authentication fails due to poor biometrics of the beneficiary or due to an y
other reason, the following remedial mechanisms shall be adopted namely: -;
(1) in case of poor finger -print quality, iris scan or face authentication facility shall be
adopted for authentication and the Central Government through its implementing Agency
shall make arrangement for iris scanners or faceauthentication along with finger -print
authentication for delivery of benefit in seamless manner:
(2) In case of unsuccessful biometric authentication through fingerprint or iris scan or face
authentication, the authentication by Aadhaar One Time password or Time - based One -
Time Password with limited time validity shall be offered:
(3) Where biometric or Aadhaar One Time Password or Time -based One - Time Password
authentication is not possible, benefit under t he Yojana may be given on the basis of
physical Aadhaar letter whose authenticity shall be verified through the Quick
Response(QR) code printed on the Aadhaar letter and the necessary arrangement of QR
code reader shall also be provided at the convenient l ocations by the Central Government
through its implementing Agency.
(4) Subject to the provisions of the said Act. The Central Government shall follow the
exception handling mechanism as specified in the Office memorandum No. D - 26011/04/2017 -
DBT, issued by the cabinet secretariat vide dated, the 19th December 2017 (available on
https://dbtbharat.gov.in. in order to ensure that no bona fide beneficiary under the yojana is
deprived of his due benefit.
(5) This notification shall not be applicable for an individual who is not a resident under the
said Act.
(6) This notification shall come into force on the date of its publication in the Official
Gazette.
