L-12015/25/2021-AS-Pt.1.C-.— In exercise of the powers conferred by clause (k) of sub-section (1) of section 28 of the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020), the Institute of Teaching and Research in Ayurveda with the prior approval of the Central Government, hereby makes the following regulations, namely: - 1. Short title and Commencement.- (1)These regulations shall be called as the Institute of Teaching and Research in Ayurveda -Swasthavritta and Allied Sciences Programme Regulations 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- In these Regulations, unless the context otherwise requires,- (a) "Applicant" means an individual who applies for admission to Executive Diploma or Post Graduate Diploma programme, as the case may be, conducted by Swasthavritta Department in a prescribed manner. (b) "Controller of Examinations (CoE)" shall mean Controller of Examinations appointed by the Institute. (c) "Date of admission” means the date of payment of the fees for admission to the concerned programme at the department. (d) “Examinee” means an individual who is eligible to undertake examination of the Executive Diploma or Post Graduate Diploma programme, as the case may be. (e) "Executive Diploma" means the Post Graduate Diploma awarded by the Institute in accordance with the provisions of these regulations in the following disciplines namely:- i. Executive Diploma in Yoga Therapy (E.D.Y.T.) ii. Executive Diploma in Nature Cure (E.D.N.C.) iii. Executive Diploma in Creative Arts Therapy (E.D.C.A.T.) iv. Executive Diploma in Ayurvedic Nutrition and Dietetics (E.D.A.N.D.) V. Executive Diploma in Wellness and Rehabilitation (E.D.W.R.) vi. Executive Diploma in Mental Health and Psychotherapy (E.D.M.H.P.) (f) “HoD, Swasthavritta" means the Head of the Department, Swasthavritta, Institute of Teaching and Research in Ayurveda. (g) "Post Graduate Diploma" means the Post Graduate Diploma awarded by the Institute in accordance with the provision of these regulations in the following disciplines namely: i. Post Graduate Diploma in Yoga Education (P.G.D.Y.Ed.) ii. Post Graduate Diploma in Natural Therapeutics (P.G.D.N.Τ.) iii. Post Graduate Diploma in Creative Art Therapeutics (P.G.D.C.A.T.) iv. Post Graduate Diploma in Ayurveda Aahara (P.G.D.A.A.) (h) "Programme Coordinator" means a teaching faculty from ITRA coordinating the concerned programme. (i) "Student" means an individual who has been admitted to Executive Diploma or Post Graduate Diploma programme, as the case may be, conducted by Swasthavritta Department in compliance with the provisions of these regulations. (j) "Tenure of the programme" means the minimum period for which a student shall attend the institute and department till declared successfully passed in final examination of the concerned programme. (2) Words and expressions used in these regulations and not defined but defined in the Act shall have the meanings respectively assigned to them in the Act. 3. Admission.- (1) Eligibility- The minimum essential qualifications required for admission to the various programmes conducted by the Department of Swasthavritta, Institute of Teaching and Research in Ayurveda are as under- i. Executive Diploma in Yoga Therapy (E.D.Y.T.).- Graduation from any medical faculty [Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.), Bachelor of Naturopathy and Yogic Sciences (B.N.Y.S.), Bachelor of Unani Medicine and Surgery (B.U.M.S.), Bachelor of Siddha Medicine and Surgery (B.S.M.S.), Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.), Bachelor of Dental Surgery (B.D.S.), Bachelor of Physiotherapy (B.P.T.)] or equivalent from a university established by law or recognised institution by the respective statutory bodies or Master of Science (M.Sc.) or Master of Arts (M.A.) in Yoga Therapy from a university established by law or recognised institutions by respective statutory bodies. ii. Executive Diploma in Nature Cure (E.D.N.C.).- Graduation from any medical faculty [Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.), Bachelor of Naturopathy and Yogic Sciences (B.N.Y.S.), Bachelor of Unani Medicine and Surgery (B.U.M.S.), Bachelor of Siddha Medicine and Surgery (B.S.M.S.), Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.), Bachelor of Dental Surgery (B.D.S.), Bachelor of Physiotherapy (B.P.T.)] or equivalent from a university established by law or recognised institution by respective statutory bodies. iii. Executive Diploma in Creative Arts Therapy (E.D.C.A.T.).- Graduation from any medical faculty [Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.), Bachelor of Naturopathy and Yogic Sciences (B.N.Y.S.), Bachelor of Unani Medicine and Surgery (B.U.M.S.), Bachelor of Siddha Medicine and Surgery (B.S.M.S.), Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.), Bachelor of Dental Surgery (B.D.S.), Bachelor of Physiotherapy (B.P.T.)] with Diploma or Degree in any sector of Creative Arts from a university established by law or recognised institution by respective statutory bodies or Master of Science (M.Sc.) or Master of Arts (M.A.) in Creative Arts Therapy or equivalent from a university established by law or recognised institution by respective statutory bodies. iv. Executive Diploma in Ayurvedic Nutrition and Dietetics (E.D.A.N.D.).- Graduation from any medical faculty [Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.), Bachelor of Naturopathy and Yogic Sciences (B.N.Y.S.), Bachelor of Unani Medicine and Surgery (B.U.M.S.), Bachelor of Siddha Medicine and Surgery (B.S.M.S.), Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.), Bachelor of Dental Surgery (B.D.S.), Bachelor of Physiotherapy (B.P.T.)] or equivalent from a university established by law or recognised institution by respective statutory bodies or Master of Science (M.Sc.) (Dietetics) or Master of Science (M.Sc.) (Food and Nutrition) from a university established by law or recognized institution by respective statutory bodies. v. Executive Diploma in Wellness and Rehabilitation (E.D.W.R.).- Graduation from any medical faculty [Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.), Bachelor of Naturopathy and Yogic Sciences (B.N.Y.S.), Bachelor of Unani Medicine and Surgery (B.U.M.S.), Bachelor of Siddha Medicine and Surgery (B.S.M.S.), Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.), Bachelor of Dental Surgery (B.D.S.), Bachelor of Physiotherapy (B.P.T.)] or equivalent from a university established by law or recognised institution by respective statutory bodies. vi. Executive Diploma in Mental Health and Psychotherapy (E.D.M.H.P.).- Graduation from any medical faculty [Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.), Bachelor of Naturopathy and Yogic Sciences (B.N.Y.S.), Bachelor of Unani Medicine and Surgery (B.U.M.S.), Bachelor of Siddha Medicine and Surgery (B.S.M.S.), Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.), Bachelor of Dental Surgery (B.D.S.), Bachelor of Physiotherapy (B.P.T.)] or equivalent from a university established by law or recognised institution by respective statutory bodies. vii. Post Graduate Diploma in Yoga Education (P.G.D.Y.Ed.).- Graduation or equivalent from any faculty other than medical field from a university established by law or recognised institution by respective statutory bodies. viii. Post Graduate Diploma in Natural Therapeutics (P.G.D.N.T.).- Graduation or equivalent from any faculty other than medical field from a university established by law or recognised institution by respective statutory bodies. ix. Post Graduate Diploma in Creative Art Therapeutics (P.G.D.C.A.T.).- Graduation from any field of Performing or Creative Arts from a university established by law or recognised institution by respective statutory bodies or Graduation from of any faculty other than medical with minimum 03 years Diploma or Training in any sector of Performing or Creative Arts from a university established by law or recognized institution by respective statutory bodies. X. Post Graduate Diploma in Ayurveda Aahara (P.G.D.A.A.).- Graduation or equivalent from any faculty other than medical field from a university established by law or recognised institution by respective statutory bodies. (2) Eligibility for Foreign Nationals.- The eligibility qualifications for Foreign Nationals applying for admission to any Executive Diploma or Post Graduate Diploma programmes, as the case may be, shall be the same or equivalent to the regulations for Indian Nationals as stated herein under the concerned programmes. (3) Date of Admission.- (i) Admissions to the concerned programme shall be accorded once in a year generally between July to September. However, the last date for admitting any applicant shall be 30th of September of the given year. (ii) In case of any delay in admission to or joining in any of the programme by an applicant owing to a sufficient valid reason, the decision of the Director shall be final, provided that the applicant should be able to attend the minimum required number of theory and practical classes as prescribed by the norms for the given programme. (iii) The date of admission of the applicant shall be considered from the day the fee is paid for the concerned programme. (4) Admission Process.- (i) Every applicant must apply for an admission for the concerned programme in a prescribed form not later than the date fixed by the Institution. (ii) The consideration of merit for admission to the applicants of various programmes falling under the category of Executive Diploma and Post Graduate Diploma Programme, the total percentage secured by them in the final examination of the respective degree course making them eligible for admission, shall be taken into account and in the case of a tie, the marks obtained in standard 12th (Higher Secondary Certificate) or an equivalent examination shall be taken into consideration. (iii) An applicant shall also be required to undergo an oral interview before the admission committee on a date fixed by the chairperson of the committee and communicated to the applicants. (iv)The admission shall be accorded based on the merit in academic records and performance at the interview. (v) An applicant must fulfill such other requirements for physical test or medical fitness for being admitted as a student as may be found suitable to the Admission Committee. (vi) The policy about admitting persons with disability shall be followed as per the norms stated by the Government of India for the study in concerned programme as well as the fitness of the applicant to undertake the same. (vii) Any applicant opting to join any of the programme at the institute shall need to produce a Migration certificate from the university previously attended, in original, at the time of applying or reporting for studies at the Institute of Teaching and Research in Ayurveda. (viii) Admission committee shall be responsible for conducting the interview and carrying out the admission process. (ix) Admission committee may demand a "No Objection Certificate" from an applicant in the case where it may feel such necessity and the admission shall be given only when such certificate is received by the office of the Department. (x) Foreign Nationals are required to submit their applications through the Ministry of Ayush received from Indian Council for Cultural Relations as the case may be. (5) Reservation.- (i) The Reservation (the Scheduled Caste, the Scheduled Tribe, the Other Backward Class, the Economically Weaker Section, the Persons with Disability) shall be as per the Government of India guidelines for the concerned specialty. (ii) If any vacancy arises out of the reserved quota seats, it shall be filled up strictly based on merit from the waiting list of the General category. (6) Total number of admissions.- The maximum number of admissions in each of the Executive Diploma and Post Graduate Diploma programmes shall be twenty five students per batch. However, any of these programmes can be started with minimum admission of five students per batch. (7) Age and Fitness.- (i) The maximum age limit shall be forty five years for joining any programme. (ii) Every applicant will have to produce a medical fitness certificate from a registered medical practitioner at the time of joining the programme regarding their physical fitness and mental health to undergo rigorous physical training and meditative practices as a part of their study and curricular provisions. The certificate should clearly mention whether the concerned applicant is suffering from any grave disease of any system or not. (iii) However, an applicant may be subjected to a medical fitness test as per the rules of the Institute, if so required, after joining the said programme. Enrollment.- Enrollment of the students of Executive Diploma and Post Graduate Diploma programmes shall be done as per the policy of the Institution existing at the time of admission to the given programme(s). 5. Tenure of the Programme and Attendance.- (i) The Executive Diploma and Post Graduate Diploma programmes shall have a study and training period of one academic year, divided into two terms. (ii) The period of attendance required in Executive Diploma and Post Graduate Diploma programmes shall be eighty percentage presence in theory and practical classes in each subject separately for achieving an eligibility to appear in the final examination of the concerned programme. (iii) Duly certified documents like Project report, Journal, Assignment, Dissertation etc., as per the need of the concerned subject of the specific programme, shall be considered essential for appearing in the final practical examination of the given subject. (iv) The following factors shall be taken into consideration in determining satisfactory class work in the subject. (a) Regularity in attending the classes. (b) Duly completed and certified laboratory/practical record notebook. (c) Duly completed and certified clinical history sheets as, where and when required. (d) The student shall be required to attend Hospital and other duties, as may be allotted to them during the programme of the study. (e) In addition to above, the student shall also be required to attend special lectures, guest lectures, demonstrations, seminars, group discussion, study tours and such other co-curricular activities which may be arranged by the Institution, as a part of their curriculum, unless and otherwise exempted by the competent authority. (v) Condonation of deficiency in attendance.- On account of a bona fide illness or any other reason deemed sufficient, the condonation of deficiency in attendance of a given student to be eligible for appearing in the final examination of the given programme shall be dealt with as under- (a) In order to get the deficiency in attendance duly condoned, a student has to apply to the department with all the necessary documents and proofs within the stipulated time, as intimated by the Department, before the final examination. (b) The Head of Department shall be the competent authority to condone the deficiency up to five percentage. If the deficiency is of more than five percentage but not exceeding ten percentage, such cases shall be referred to the Director for necessary decision. (c) Students having less than Eighty percentage of presence after due consideration of condonation in theory and practical of each subject separately shall not be allowed to appear in the final examination of the concerned programme. (vi) The Department of Swasthavritta shall maintain the attendance registers of duly admitted students as deemed necessary. 6. Method of Training.- (1) Executive Diploma Programme: i. The students of Executive Diploma programmes shall be intensively taught and trained in classical knowledge along with comparative and critical study of the subjects as per the syllabus of the respective programme including hands on training under the subject expert with regards to consultation, diagnostic aspects, protocol planning, therapeutic application, treatment modalities etc. of the concerned specialty. ii. The students shall require to participate in academic, research and training programmes including seminars, workshops, group discussions, clinical meetings, special camps etc. organized and/or as instructed by the Department or Institution during their course of study in order to fortify their existing medical skills with that of the concerned specialty to enrich and enhance of their technical knowhow. iii. Specific training about positive health care through concerned specialty and ample exposure to patient care or treatment through the specific specialty along with wellness education and its utility shall be imparted to the students. iv. Exposure to the research modalities, preliminary research activities like conducting pilot studies or short term clinical or therapeutic research projects etc. in concerned subject shall be an inherent part of the study. V. The students shall be subjected to managerial training related to their specialty to be able to manage a center of concerned modality. (2) Post Graduate Diploma programme: i. The students of Post Graduate Diploma programme shall be provided thorough teaching of the concerned subject based on classical and contemporary literature and shall be imparted extensive practical training related to the points of the syllabus in alignment with health promotion and wellness education. ii. Specific training about holistic health promotion, maintenance and disease prevention through concerned specialty and ample exposure to utilizing its various modalities in overall hospice care under the direct supervision of a physician or subject expert shall be imparted to the students so as to make them self-reliant in supporting or assisting the medical care provider. iii. The students shall also participate in the teaching and training programmes including seminars, workshops etc. organized and/or as instructed by the Department or Institution as a part of their studies for enriching the technical skills about the concerned specialty. iv. Conducting and participating in health surveys, public awareness programmes, health education and wellness camps, health exhibition etc. shall be a part of their studies. 8. Medium of Instruction and Examination.- (1)The medium of instruction and examination shall be Hindi and/or English. (2) Hindi and/or English shall be used for setting the question papers of examination. 9. Vacation and Leave for the students.- (1) The students of Executive as well as Post Graduate Diploma Programme shall be given a midterm vacation not exceeding 15 (Fifteen) days in one or two separate segments as decided at the given point of time. These leaves shall be above the Public or Government holidays. (2) Dates of such vacation/ leave period shall be decided by the Head of the Department in consultation with the Director. (3) Any leave enjoyed without the previous approval of the Head of the Department or Institution, as applicable, shall be treated as a willful absence and may render the student liable for further disciplinary action including suspension, dismissal etc. (4) The Departmental study tour or attending seminar or symposia or conference Training Programme or Health Expo etc., as sanctioned by the authority will not be treated with the vacation and / or leaves. 10. Conduct of Examination.- (1) The examinations of the Executive Diploma and Post Graduate Diploma programmes shall be held at such times, in such places and commencing on such dates as the concerned authority of the Institute may appoint from time to time at the end of an academic year. (2) The examination shall consist of written papers and practicals including viva-voce according to the specifications provided in the concerned subjects. (3) All the theory and practical examinations of all programmes shall be conducted as per the patterns formulated by the competent authorities. (4) The policy of examination of students with disability shall be as per the concerned rules and regulations of the Institute. (5) The rules about Examination fees shall be applicable as per the Institutional norms existing at the time of admission to the given programme. (6) Unless otherwise specifically provided for, all examinations except practical and viva-voce shall be conducted by means of printed or written papers. (9) The authority shall have the power to exclude any student from any examination, on being satisfied that he is suffering from an infectious or contagious disease which can affect the health of other examinees. (10) If a student fails in either of the sub-heads of a subject which has written and practical examination, he shall have to reappear for that subject in both the sub-heads. (11) A student who has successfully cleared the examination of some subjects out of the total subjects of the concerned programme, both in theory as well as practical, as the case may be, but, has failed in some subjects, will need to reappear for only those subjects which he/ she has remained unsuccessful. (12) For a student undergoing the entire programme will be given 05 (five) trials to pass the final examination in 10 (ten) consecutive terms considering his first appearance as first trial. (13) After the completion of the 05 (five) trials where the Applicant remains unsuccessful in passing the examination, he shall be disqualified from the programme. (14) In order to be declared successful in the examination, a student of any programme will have to obtain at least fifty percentage marks in theory and practical separately in each subject as the case may be and no grace marks shall be admissible. (15) A student getting sixty percentage marks as aggregate, subject to passing in all subjects of the concerned programme, will be placed in First class; while a student securing seventy percentage or more on an aggregate, subject to passing in all subjects of the concerned programme, will be placed in distinction class. (16) Verification or Rechecking of the marks: - Any student, who has appeared for either Executive Diploma or Post Graduate Diploma programme may apply for Verification or Rechecking of the marks of his answer book of the theory of the aggrieved subject depending upon the concerned rules of the Institute after the payment of due fees for the same. (17) Reassessment or Revaluation of the answer book: -Any student, who has appeared for either Executive Diploma or Post Graduate Diploma programme may apply for Verification or Rechecking of the marks of his/her answer book of the theory of the aggrieved subject depending upon the concerned rules of the Institute after the payment of due fees for the same. (18) In any case where it is found that the result of an examination has been affected by an error, malpractice, fraud, improper conduct or other matter of whatsoever nature, it shall be competent for the authority to amend such result in such manner as shall be in accordance with the true position and to make such declaration as the competent authority shall, in its discretion consider necessary in that behalf. (19) In any case where the result of an examination has been ascertained and published and it is found that such result has been affected by any malpractice, fraud or any other improper conduct whereby an examinee has been benefited and that such examination has, in the opinion of the competent authority, been partly or privy to, or connived at such malpractice, fraud, improper conduct, the competent authority shall have power at any time, notwithstanding the issue of a certificate or the award of a prize or scholarship to amend the result of such examination and to make declaration as the competent authority shall consider necessary in that behalf. (20) Appointment of examiner: –All the practical examinations shall be conducted by 2 (Two) examiners out of which 1 (One) shall be an internal examiner and 1 (One) shall be an External examiner. Internal examiner shall be appointed from among the teachers of the concerned subject of the concerned programme where as the external examiner may be appointed from any other National or reputed Institution, conducting similar type of programmes and having 3 (Three) years or more of experience of teaching or practice of the given subject or skill. 11. Award of the Executive Diploma, Post Graduate Diploma and its purview.- (1) Student of Executive Diploma, who have completed the programme and has been declared successful in the final examination shall be awarded Executive Diploma certificate of the concerned specialty and shall be considered eligible to function as consultant, practice in concerned field for treatment of diseases in medical setups or independently. (2) Student of Post Graduate Diploma, who has completed the programme and has been declared successful in the final examination shall be awarded Post Graduate Diploma certificate of the concerned specialty and shall be able to apply the knowledge and skills for the benefit of self and seeking people through independent ventures or working in any organization as therapy assistant, health councilor, fitness trainer etc.. 12. Fees schedule.- (1) The Student of Executive Diploma and Post Graduate Diploma programme shall need to pay various fees like Application form fee, Prospectus, Registration fee, Tuition fee, Caution money, Departmental library fee, Central library fee, I-Card fee, Enrollment fee, Medical examination fee, Library deposit fee, Board of sports fee as per the norms of the Institute and as amended from time to time. (2) Fees pertaining to Examination, Marksheet, Diploma Certificate, Transcript, Duplicate Marksheets, Duplicate Certificate etc. of all the programmes shall be as per the existing norms of the Institute. (3) A student needs to pay all the fees except Examination fee at the time of admission. (4) Expenditure and fees, if any, regarding tours, workshops, project works etc. shall be borne by the students. (5) Fees for the Foreign Nationals undergoing the Executive Diploma or Post Graduate Diploma Programmes shall be three times than that of the Indian students. 13. Miscellaneous.- (1) The Department of Swasthavritta may recommend making a change in the rules and regulations as and when such need arises and that change shall be placed before the concerned authorities for approval. (2) The Department of Swasthavritta may prepare and conduct short term certificate programme/s on similar lines of the Executive Diploma or Post Graduate Diploma programme as stated in these regulations or otherwise after due permission from the Director as and when required. (3) For any other matter, where the rules and regulations governing any programme are silent about, shall be dealt with according to the concerned rules and regulations of ITRA, Jamnagar existing at the time of commencement of the said programme and amended thereafter. 14. Discretionary powers of authority: - The Director of the Institute has the final authority for any discrepancy in the interpretation of provisions of these regulations, and for reasons to be recorded in writing, may relax any provisions of these regulations with the approval or ratification of the Governing Body of Institute.
