F. No. I-34020/187/2020-Coord.I.—Whereas Section 40 of the Rights of Persons with Disabilities Act, 2016
envisages that the Central government shall, in consultation with the Chief Commissioner, formulate rules for persons
with disabilities laying down the standards of accessibility for the physical environment, transportation, information
and communications, including appropriate technologies and systems, and other facilities and services provided to the
public in urban and rural areas.
And whereas, Ministry of Home Affairs is responsible for formulating accessibility standards in respect of
built facilities like Police Stations, Disaster Mitigation Centres, Prisons, etc. and accordingly, developed 'Accessibility
Standards and Guidelines for MHA with the intent to address the accessibility needs of persons with disabilities and
other user groups in context of built environment and services associated with Prison, Jails, Police Station and
Disaster Mitigation centers in consultation with office of the Chief Commissioner for Persons with Disabilities and
stakeholders.
Now, Ministry of Home Affairs hereby notifies the 'Accessibility Standards and Guidelines for MHA
Specific Built Infrastructures & Associated Services for Police Stations, Prisons & Disaster Mitigation Centres' and
the same is available at www.mha.gov.in.
