L.-33004/99 The Gazette of India CG-DL-E-01112025-267323 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 4782] NEW DELHI,THURSDAY, OCTOBER 30, 2025/ KARTIKA 8, 1947 MINISTRY OF EDUCATION (Department of Higher Education) NOTIFICATION New Delhi, the 28th October, 2025 S.O. 4933(E).— WHEREAS under sub-section (1) of section 72 of the Punjab Reorganisation Act, 1966 (31 of 1966), read with sub-section (3) thereof, the Punjab University constituted under the Punjab University Act, 1947(East Punjab Act 7 of 1947), shall on and from the 1st day of November, 1966, continue to function and operate in those areas in respect of which it was functioning and operating immediately before that day, subject to such directions as may, from time to time, be issued by the Central Government, until other provision is made by law in respect of the said University; WHEREAS under sub-section (2) of the said section 72, any such direction may include a direction that any law by which the said University is governed shall, in its application to that University, have effect, subject to such exceptions and modification as may be specified in the direction; NOW, THEREFORE, in exercise of the powers conferred by sub-section (1), read with sub-section (2) and (3), of the said section 72, the Central Government hereby directs that the Punjab University Act, 1947 (East Punjab Act 7 of 1947), shall have effect, as from the date of issue of this notification, subject to the following modifications, namely:- MODIFICATIONS 1. In the Punjab University Act, 1947 (East Punjab Act 7 of 1947), (a) for section 13, the following section shall be substituted, namely:- 13. Ordinary Fellows.- (1) The number of Ordinary Fellows shall not exceed twenty four and of such number- (a) two shall be eminent University Alumni to be nominated by the Chancellor; (b) two shall be elected by Professors on the staff of the Teaching Departments of the University from amongst themselves provided that one member each from the Arts and Science Departments shall be elected; (c) two shall be elected by Associate Professors and Assistant Professors on the staff of the Teaching Departments of the University from amongst themselves provided that one member each from the Arts and Science Departments shall be elected; (d) four shall be elected by Principals of Affiliated and Constituent Colleges from amongst themselves; (e) six shall be elected by Teachers of Affiliated and Constituent Colleges from amongst themselves; (f) two shall be elected by Punjab Legislative Assembly nominated by the Speaker of Punjab Legislative Assembly from amongst themselves: Provided that the member elected is a holder of a Degree of any University; (g) the remainder shall be nominated by the Chancellor from amongst the persons of eminence and standing in public life or have special knowledge or practical experience in education, research and innovation or have rendered eminent services for the cause of education. (2) The election of any Ordinary Fellow shall be subject to the approval of the Chancellor. (3) The Ordinary Fellow shall, save as hereinafter provided, hold office for four years. (4) An Ordinary Fellow who has vacated his office may, subject to the provisions of this Act be again nominated as an Ordinary Fellow. (5) No person elected in his capacity as a member of any of the categories enumerated in sub-section (1) shall continue to hold his office after he has ceased to possess the requisite qualification. (6) In an election, if any dispute arises whether any person is or is not a Principal, Professor, Associate Professors and Assistant Professors, or Head of a college within the meaning of clauses (b), (c), (d) and (e) of sub-section (1), the question shall be determined by the Vice- Chancellor; (b) section 14 shall be omitted; (c) for sections 19 and 20, the following sections shall be substituted, namely:- "19. Faculties.- The Senate may constitute Faculties in such subjects as it thinks fit under regulations made in accordance with the provisions of this Act. "20. Syndicate.- (1) The Executive Government of the University shall be vested in the Syndicate which shall consist of - (a) the Vice-Chancellor as Chairperson, ex officio; (b) Secretary, Higher Education Government of India or his representative, ex officio; (c) the director of Public Instructions Colleges, Punjab- ex officio; (d) the director of Public Instructions Colleges, Chandigarh, ex officio; (e) one member of Senate to be nominated by Chancellor; (f) ten members shall be nominated by the Vice-Chancellor on seniority basis by rotation from the following:- (i) two from the Deans of Faculties; (ii) two from University Professors; (iii) one from University Associate Professors; (iv) one from University Assistant Professors; (v) two from Principals of colleges; (vi) one from Professors of colleges; (vii) one from teachers other than Professors. (2) The Syndicate may delegate any of its executive functions to the Vice Chancellor or to the Sub-committee appointed from amongst the members of the Syndicate or to a Committee appointed by it which may include persons who are not members of the Syndicate or to any other authority as may be prescribed by regulations."; (d) in section 31, in sub-section (2), for clause (b), the following shall be substituted, namely:- (b) the manner of constituting the faculties by the Senate under section 19; (ba) the executive functions to be delegated by the syndicate to the Vice Chancellor, the Sub-Committee, Committee or any other authority under sub-section 2 of section 20;"; (e) section 37 shall be omitted; (f) for the Schedule, the following Schedule shall be substituted, namely:- "THE SCHEDULE [See section 12] List of Ex officio Fellows:- 1. Chief Minister, Punjab; 2. Chief Justice, High Court of Punjab and Haryana; 3. Education Minister, Punjab; 4. Advisor to the Administrator, Union territory of Chandigarh; 5. Secretary, Higher Education, Punjab; 6. Education Secretary, Chandigarh Administration; 7. Member Parliament, Chandigarh." 2. That nothing contained in this notification shall be deemed to effect the term of the office of the Ordinary Fellows, Faculties and Executive Government, holding office as such immediately before the date of publication of this notification in the official Gazette.
