The Samiti's composition includes the Minister of Education as Chairman, the Minister of State for Education (Dr. Sukanta Majumdar) as Vice Chairman, 15 non-official members (including 6 Members of Parliament nominated by the Ministry of Parliamentary Affairs and the Parliamentary Committee on Official Language, representatives from Kendriya Sachivalaya Hindi Parishad and Vishwa Hindi Parishad, and 4 scholars and 3 members nominated by the Ministries of Education and Home Affairs respectively), and 22 ex-officio official members from various departments and organizations such as the University Grant Commission, Mahatma Gandhi International Hindi University, and Central Hindi Directorate. The Samiti's function is to advise the Ministry and its offices on implementing constitutional provisions related to official language, the Official Language Act and Rules, decisions of the Central Hindi Committee, and directions from the Department of Official Language, Ministry of Home Affairs, to promote Hindi use. Any suggested changes to the Official Language Policy require the consent of the Department of Official Language. The tenure of the Samiti is ordinarily 3 years from its reconstitution date, with provisions for curtailment or extension by the Ministry and cessation of membership for MPs upon ceasing to be an MP. The Headquarters of the Samiti is New Delhi, and its members are eligible for Travelling Allowance and Daily Allowance as per the "Members of Parliament (Salary, Allowance & Pension) Act, 1954" (for MPs) and specific Office Memoranda from the Department of Official Language (O.M. No. II/20034/04/2005-O.L (Policy-2), dated 03.02.2006 and O.M No.II/22034/04/86-OL(A-2) dated 22nd of January, 1987) for other non-official members.

FUNCTIONS: The function of the Hindi Salahkar Samiti is to advise the Ministry, its attached and Subordinate offices on implementation of the constitutional provisions relating to official language, provisions of the Official Language Act and Rules, decisions of the Central Hindi Committee and directions/instructions issued by the Ministry of Home Affairs (Department of Official Language) and to promote use of Hindi in the working of the Ministry/Department concerned. If the Hindi Salahkar Samiti suggests changes in the Official Language Policy or any directions/instructions issued in connection therewith, then the same can be implemented only with the consent of the Department of Official Language. VI. TENURE: 1. The tenure of the Samiti will ordinarily be for 03 years from the date of its reconstitution. 2. If a person is nominated as member during the tenure of the Samiti, he/she will hold the office for the residual tenure of the Samiti. 3. In special circumstances, the tenure of the Samiti may be curtailed or extended by the Ministry. 4. Members of Parliament who are the members of the Samiti shall cease to be members as soon as they cease to be Member of Parliament. 5. Ex-officio members of the Samiti shall continue as members as long as they hold office by virtue of which they are members of the Samiti. VII. GENERAL : The Headquarters of the Samiti shall be at New Delhi. All correspondences related to the Samiti will be addressed to e-mail rajbhasha.edu@gmail.com VIII. T.A. AND OTHER ALLOWANCES: (a) The Members of Parliament nominated in the Samiti, will be paid Travelling Allowance and Daily Allowance as per the provisions in the "Members of Parliament (Salary, Allowance & Pension) Act, 1954" and amendments issued from time to time and rules made thereunder vide Department of Official Language Office Memorandum No. II/20034/04/2005-O.L (Policy-2), dated 03.02.2006 for participating in meetings of the Samiti. (b) Keeping in view the high level status of the Committee, Travelling Allowance and Daily Allowance to other non-official members of the Samiti will be paid as per the guidelines contained in the Department of Official Language O.M No.II/22034/04/86-OL(A-2) dated 22nd of January, 1987 and in accordance with the revised/prescribed rates and rules as amended from time to time by the Government of India.
