By G.S.R. 696(E) dated 13th September 2023, the Ministry of Home Affairs, exercising powers under the proviso to article 309 of the Constitution, superseded the Ministry of Home Affairs, Narcotics Control Bureau (Director General) Recruitment Rules, 2006 and notified the Ministry of Home Affairs, Narcotics Control Bureau, (Director General) Recruitment Rules, 2023, effective from the date of publication, prescribing one post of Director General at Pay level 16/17 of the pay matrix (General Central Service Group 'A' Gazetted, Non-Ministerial), to be filled solely by deputation from officers of the All India Services and other Group 'A' Central Services holding an analogous post, requiring a Bachelor's degree from a recognized institute and eight years' experience in enforcement of regulatory laws, investigation of economic and criminal offences, and collection of intelligence, with maximum deputation period (including prior ex-cadre deputation) of five years and a maximum age of fifty-eight years as on the closing date of application; the rules also bar appointment of persons who have entered into a marriage with a person having a living spouse (subject to Central Government exemption) and state that consultation with the Union Public Service Commission is not necessary.

L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 552] NEW DELHI , WEDNES DAY , SEPTEMBER 27, 2023/ ASVINA 5, 1945 CG-DL-E-01112023-249073 2 THE GAZ ETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 13th September , 2023 G.S.R. 696(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, Narcotics Control Bureau (Director General) Recruitment Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby m akes the following rules regulating the method of recruitment to the post of Director General in the Narcotics Control Bureau under the Ministry of Home Affairs, namely: — 1 Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Narcotics Control Bureau, (Director General) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. —The number of post, its classification and pay level in the pay matrix attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age -limit and other qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relating thereto, shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification. — No person, — (a) who has entered into or contracted a marriage with a person havi ng a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible und er the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. — Where the Central Government is of the opinion that it is nec essary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. — Nothin g in these rules shall affect reservations, relaxation in age -limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Schedule Tribes, the other backward 4 THE GAZ ETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] classes, the ex -servicemen and other special categor y of persons in accordance with the orders issued by the Central Government. (a) possessing the following educational qualifications and experience: (i) Bachelor’s degree from a recognized Institute; (ii) Eight years experience in enforcement of regulatory laws, investigation of economic and criminal offences and collection of intelligence relating th ereto Note : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall not exceed five years. The maximum ag e limit for appointment by deputation shall be not exceeding fifty -eight years, as on the closing date of the receipt of application. Not applicable.
