Core Purpose

The Central Government notifies new rules regulating the method of recruitment for the post of Constable (General Duty) in the Security Wing of the Central Industrial Security Force, superseding the 2010 rules for this specific post.

Detailed Summary

The Ministry of Home Affairs, through Notification G.S.R. 696(E) dated July 31, 2026, has published the Ministry of Home Affairs, Central Industrial Security Force, Security Wing, Constable (General Duty), Group 'C' Posts Recruitment Rules, 2026. These rules are made in exercise of powers conferred by Section 5 read with clause (a) of sub-section (2) of Section 22 of the Central Industrial Security Force Act, 1968 (50 of 1968). They supersede the Central Industrial Security Force, Security Wing, (Subordinate Ranks) Group 'B' and Group 'C' Posts Recruitment Rules, 2010, specifically concerning the post of Constable (General Duty). The new rules specify the number of posts for Constable (General Duty) as 93293* (2026), subject to variation, classified as General Central Service, Group 'C', (Non-Gazetted) (Non-Ministerial) Combatised, with a Level-3 pay matrix (Rs. 21700-69100). The age limit for direct recruits is between 18 and 23 years, with relaxations for Scheduled Caste (five years), Schedule Tribes (five years), Other Backward Classes (three years), Ex-Agniveers (five years for first batch, three years for subsequent batches), and departmental candidates (40 years for General/OBC, 45 years for SC/ST with three years continuous service). Educational qualification requires Matriculation or equivalent. Candidates must meet SHAPE-1 medical fitness standards and qualify a Physical Efficiency Test and written examination, though Ex-Agniveers are exempted from written examination, Physical Standard Test (PST), and Physical Efficiency Test (PET). The recruitment method allocates not more than five percent to direct recruitment from sports persons and 95 percent by direct recruitment (failing which by deputation), with 50 percent vacancies reserved for Ex-Agniveers each year. Seniority is based on a 50:50 ratio of recruitment test and Basic Training marks. Disqualifications include bigamy, unless exempted by the Central Government, and non-citizenship of India, except for subjects of Nepal or Bhutan. The superannuation age is sixty years, with no extension. A Group 'C' Departmental Confirmation Committee, comprising a CISF officer not below Commandant rank, a Deputy/Assistant Commandant/Medical Officer from another CISF unit, and an Assistant Commandant of the unit, exists for confirmation purposes, and Union Public Service Commission consultation is not applicable.
