                Detailed Summary
            

            
The Ministry of Railways (East Central Railway) issued Notification S.O. 3101(E) on June 9, 2026, published on June 15, 2026, declaring the acquisition and absolute vesting of land for the "Dhanbad- Matari 3rd line" railway project. This action is taken by the Central Government under sub-section (1) and (2) of Section 20E of the Railways Act, 1989 (24 of 1989). Previously, the Central Government had declared its intention to acquire this land, situated in Dhanbad District of Jharkhand State, through a notification published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), as per sub-section (1) of Section 20A of the said Act. The substance of this prior notification was published in local daily newspapers under sub-section (4) of Section 20A, leading to objections received by the Competent Authority. After hearing these objections, the Competent Authority passed orders under Section 20D and submitted its report under sub-section (1) of Section 20E. Upon receipt of this report, the Central Government now declares that the land detailed in the annexed Schedules shall be acquired for the execution, maintenance, management, and operation of the railway project. Furthermore, upon publication of this notification, the land, totaling approximately 13.0050 acres (5.2634 hectares) across various Mauzas including Fulwar, Chhadidardih, Chhotanagri, Gopalpur, Jhijhipahadi, Khudandih, Nichitpur, Sidharpur, Jharkhor, and Ledwadih within Baghmara and Topchanchi Circles, shall vest absolutely in the Central Government, free from all encumbrances, as per sub-section (2) of Section 20E.

NOTIFICATION
Patna, the 9th June, 2026
S.O. 3101(E).— Central Government, in exercise of the powers conferred under sub-section (1) of Section
20A of the Railways Act, 1989 (24 of 1989) (hereinafter referred as the "said Act"), had, through the notification
published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), declared its intention to acquire the
land specified in the Schedule annexed hereto, situated in Dhanbad District of Jharkhand State, for the purpose of
execution, maintenance, management and operation of “Dhanbad- Matari 3rd line" railway project.

Substance of the said notification was published in local daily newspapers in accordance with the provisions
of sub-section (4) of Section 20A of the said Act, and objections were received by the Competent Authority. After
hearing such objections, the Competent Authority passed orders under the provisions of Section 20D of the said Act and
submitted its report under sub-section (1) of Section 20E of the said Act.

Now, therefore, the Central Government, upon receipt of the report from the Competent Authority and in
exercise of the powers conferred by sub-section (1) of Section 20E of the said Act, hereby declares that the land specified
in the Schedule annexed hereto shall be acquired for the aforesaid purpose.

And further, in exercise of the powers conferred under sub-section (2) of Section 20E of the said Act, Central
Government hereby declares that, upon publication of this notification in the Gazette, the land specified in the Schedule
annexed hereto shall vest absolutely in the Central Government, free from all encumbrances.
