The rules specify the method of recruitment for the single post of Director (Fire) in the Delhi Fire Service, classified as General Central Service Group 'A' Gazetted (Non Ministerial) with a Pay Level 14 in the Pay Matrix (Rs. 144200-218200/- as per 7th CPC). Recruitment is primarily by promotion, failing which by deputation. For promotion, eligible candidates are Chief Fire Officers with 2 years of regular service in Level 13 A (Rs. 131100-212600) or those with 8 years of combined regular service as Chief Fire Officer and Deputy Chief Fire Officer, including at least one year as Chief Fire Officer. For deputation, officers from central/state govt./UTs/municipal corporations holding analogous posts or with specific years of service in Level 13-A or Level 13 of the Pay Matrix are eligible, provided they possess a degree (preferably Science), a Divisional Officers course from National Fire Service College, Nagpur, or a Bachelor's of Engineering (Fire), or membership of the Institute of Fire Engineers (U.K.), along with 17 years of managerial experience in large fire service organizations. The maximum age limit for deputation is 56 years, and the deputation period ordinarily shall not exceed three years. The rules include provisions for disqualification based on marriage, power to relax, and savings for reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-Servicemen. Consultation with the Union Public Service Commission (UPSC) is necessary for recruitment, and a Category 'A' Departmental Promotion Committee (DPC) for promotion includes a Chairman/Member, UPSC; the Chief Secretary, Govt. of NCT of Delhi; and the Administrative Secretary of the Department, Govt. of NCT of Delhi. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post of Director (Fire) in Delhi Fire Service, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement - (i) These rules may be called the Director, Delhi Fire Service, Recruitment Rules, 2025. (ii) They shall come into force on the date of their publication in Delhi Gazette. 2. Number of posts, classification and Pay Level in Pay Matrix - The number of the said post, its DELHI GAZETTE: EXTRAORDINARY PART IV] classification and pay level in pay matrix shall be as specified in columns (2) to (4) of the Schedule attached to these rules. 3. Method of recruitment, age limit, qualification etc:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification: No person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Govt. of India from time to time in this regard. Note1:- Where Juniors who have completed their qualifying/ eligibility service are being considered for promotion their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service of more than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. Note2:- For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 the date from which the revised pay structure based on the 6th CPC recommendations has been extended shall be deemed to be service rendered in the corresponding pay/pay scale extended based on the recommendations of the pay commission. Deputation: Officers of the central/state govt./ Union territories/ municipal corporations of metropolitan cities. (a) (i)Holding analogous post on regular basis in the parent cadre/department; OR (ii) With two years regular service in grade rendered in level 13-A of pay matrix (Rs. 131100) in the parent cadre/ department; OR (iii) with three years' service in the grade rendered after appointment thereto on regular basis with level 13 of Pay Matrix (Rs. 123100) in the Promotion): 1. Chairman/ Member, UPSC - Chairman 2. Chief Secretary, Govt. of NCT of Delhi - Member 3. Administrative Secretary of the Department, Govt. of NCT of Delhi - Member Deputation DELHI GAZETTE: EXTRAORDINARY PART IV] parent cadre/department; and Possessing the following educational qualifications and experience:- Essential: I. A degree preferably in Science from a recognized university. II. Divisional Officers course of National Fire Service College, Nagpur, or Bachelor's of Engineering (Fire) from a recognized university or passed membership examination of the Institute of Fire Engineers (U.K.). I. 17 (seventeen) years experience in managerial position on the regular basis in the large fire service organization. (The departmental officers in the feeder category who are in direct line of promotion will not be eligible of consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration of appointment by promotion.) (Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment of the central govt. shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. NOTE:- For the purpose appointment on deputation/ absorption basis, the service rendered on the regular basis by an officer prior to 1-1-2006 (the date from which the revised pay structure based on the 6th CPC recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the pay commission except where there has been merger of more than one pre-revised scale of [PART IV DELHI GAZETTE : EXTRAORDINARY pay in to one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any up gradation.
