Core Purpose

The Lieutenant Governor of the National Capital Territory of Delhi makes rules regulating the method of recruitment to the post of 'Horticulture Assistant' in the Department of Archaeology, Government of National Capital Territory of Delhi.

Detailed Summary

The Department of Archaeology, Government of National Capital Territory of Delhi, issued Notification F. No. 2(3)/Estt./Archy./2023/1193 on June 24, 2025, to establish the Department of Archaeology, Horticulture Assistant Recruitment Rules, 2025. These rules, made by the Lieutenant Governor of the National Capital Territory of Delhi under the proviso to Article 309 of the Constitution of India, read with Ministry of Home Affairs notification F.27/59-Him(i) dated July 13, 1959, will come into force upon publication in the Delhi Gazette. The rules specify the recruitment method for one 'Horticulture Assistant' post (subject to workload variation), classified as General Central Service Non Ministerial, Non-Gazetted, Group-B, with a Pay Level-6 (Rs. 35400-112400). Direct recruits must not exceed 30 years of age (relaxable for government servants up to five years) and possess a B.Sc (Agriculture) or B.Sc (Horticulture) from a recognized University or Institute, with two years of experience in ornamental horticulture or landscaping being desirable. Qualifications are relaxable by the DSSSB/Competent Authority, with specific relaxations for Scheduled Caste/Scheduled Tribe candidates regarding experience. Recruitment is primarily by deputation (ISTC), failing which by direct recruitment. Deputation candidates must hold analogous posts or have 6 years' service in Level-5 posts, not exceeding 56 years of age, with a maximum deputation period of three years. A two-year probation period, including mandatory induction training, applies to direct recruits. Disqualifications include bigamous marriages, though exemptions are possible. The rules also detail a Departmental Confirmation Committee comprising the Financial Commissioner (Chairperson), Administrative Secretary of the Department of Art, Culture & Languages, and Special/Additional Secretary (GAD). Consultation with the UPSC is not required, and existing reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-Servicemen remain unaffected.
