No. 21(186)/Trg. Admn./RR (Storekeeper)/2023/350 .— In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs Notification Number G.S.R 840 dated the 13th July, 1959 and in supersession of Notification of this Government published vide notification F.No.36(26)/Trg. Admn./2008 dated 2nd January 2014, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Storekeeper in the Training Wing under the Directorate of Training and Technical Education, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement:- (i) These rules may be called the Storekeeper Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto. 3. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule. 4. Disqualifications :- No person, (a) Who has entered or contracted marriage with the person having a spouse living, or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts: Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules. 5. Power to relax:- Where the Government is of opinion that it is necessary or expedient to do so , it may, by order, for reasons to be recorded in writing may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard. Deputation: A. holding analogous post on regular basis in the Parent Cadre / Department; And B. possessing educational qualifications and experience as under: Essential:- (a) (i) Three years Diploma in Mechanical Engineering/ Electrical Engineering/ Civil Engineering/ Electronics & Communication Engineering from recognized Board/ University/ Institution and (ii) One year experience in store keeping in Engineering Undertaking/ Engineering institution/ Engineering University/ Industry with knowledge of Maintenance of Store ledger and to handle the engineering tools, equipments and machineries. Or (a) (i) 10th pass with Science and Maths under 10+2 system from recognized school/Board; (ii) National/State Trade Certificate Group ‘C’ Departmental Promotion Committee (for considering Promotion): 1. Principal Secretary/ Secretary (Power) GNCT Delhi – Chairman 2. Head of the Department concerned– Member 3. Dy. Secretary (Finance) GNCT of Delhi– Member. Note: Senior most member of the Departmental Promotion Committee for considering promotion shall act as Chairperson in case the notified Chairperson of the Committee happens to be junior to another member of the Committee. Consultation with UPSC is not necessary 6 DELHI GAZETTE : EXTRAORDINARY P ART IV] (NTC/STC)/National Apprenticeship Certificate (NAC) in Engineering Trades of two years duration and (iii) Two years experience in store keeping in Engineering Undertaking/ Engineering institution/ Engineering University/ Industry with knowledge of Maintenance of Store ledger and to handle the engineering tools, equipments and machineries. (Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization / department of the Central Government shall ordinarily not to exceed three years.
