Detailed Summary

The Government of National Capital Territory of Delhi promulgated the Government of National Capital Territory of Delhi Subordinate Service (Second Amendment) Rules, 2024, under the proviso to Article 309 of the Constitution, amending Rules 2, 3, 7, 9 and 10 of the Government of National Capital Territory of Delhi Subordinate Service Rules, 2022. Schedule-I is substituted to fix the total sanctioned cadre strength across five grades: Senior Scale (GNCTDSS) 217 posts, Grade-I 1,636 posts, Grade-II 2,365 posts, Grade-III 4,202 posts and Grade-IV 4,245 posts (total 12,665 posts), with corresponding pay-matrix levels. Annexure-I is substituted with a revised department-wise breakdown of these posts across approximately 115 departments, offices, hospitals and institutions of the NCT of Delhi administration (e.g., Directorate of Education with the largest allocation at 18/945/912/1408/755 across the five grades, Directorate of Trade & Taxes, Principal Account Office, Divisional Commissioner Office, Chief Electoral Office, and numerous government hospitals and medical colleges). Schedule-II is substituted to prescribe the method of recruitment, field of selection and minimum qualifying service for promotion to each grade, including recruitment ratios (e.g., Grade-II: 33% direct recruitment/52% promotion/15% Limited Departmental Competitive Exam; Grade-IV: 85% direct recruitment/15% promotion), age limits, educational qualifications (Bachelor's degree for Grade-II direct recruits, 12th pass plus typing speed for Grade-IV direct recruits) and the requirement that direct recruitment to Grade-II and Grade-IV be conducted by the Delhi Subordinate Services Selection Board (DSSSB). Schedule-III is substituted to specify the composition of Departmental Promotion Committees and Departmental Confirmation Committees for each grade, generally chaired by a UPSC Chairperson/Member (Senior Scale) or an Additional Chief Secretary/Principal Secretary/Secretary of the relevant department, with the Chief Secretary, Development Commissioner and Special Secretaries (Finance, Services, Home, PWD) as members. The notification is issued by order of the Lt. Governor of the National Capital Territory of Delhi and signed by Bhairab Dutt, Deputy Secretary.

Schedule-II of the said rules shall be substituted as under [See Rule 7]: method of recruitment, field of selection and minimum qualifying service for promotion to Duty Posts in GNCTD Subordinate Service. 1. Senior Scale (GNCTDSS): 100% by promotion on selection basis, from Officers in Grade-I at Level-8 (Rs.47,600-1,51,100) with 8 years' service in the grade. 2. Grade-I: 100% by promotion on selection basis, from Officers in Grade-II at Level-7 (Rs.44900-142400) with 6 years' service in the grade. 3. Grade-II: (i) 33% by Direct Recruitment - Essential Qualification: Bachelor Degree from a recognized University/Institute (Note 1: qualifications relaxable at discretion of Competent Authority/DSSSB); (ii) 52% by promotion on selection basis; (iii) 15% by Limited Departmental Competitive Exam (LDCE). Age limit for direct recruitment: 21-30 years (relaxable up to 5 years for govt servants). Promotion: from officers in Grade-III and Trained Kanungos of Revenue department at Level-4 (Rs.25500-81100) with 8 years' service. LDCE: officers in Grade-III and Trained Kanungos of Revenue department at Level-4 with 5 years' service eligible to appear. 4. Grade-III: (i) 85% by Promotion on selection basis, from officers in Grade-IV at Level-2 (Rs.19900-63200) with 6 years' service; (ii) 15% by Limited Departmental Competitive Exam (LDCE), officers in Grade-IV with 3 years' service eligible. 5. Grade-IV: (i) 85% by Direct Recruitment - Essential Qualification: 12th pass from a recognized Board/Institution, typing speed 35 wpm English or 30 wpm Hindi on computer. Age limit 18-27 years (relaxable up to 5 years for govt servants). (ii) 15% by promotion on selection basis, from Group C employees at Level-1 (Rs.18000-56900) with 3 years' service and Matric/12th pass qualification; typing speed requirement of 35 wpm English or 30 wpm Hindi unless exempted by Lt. Governor of Delhi (Note-2: typewriting test relaxable for physically handicapped persons). Note I: Open competitive examination for direct recruitment to Grade-II and Grade-IV conducted by DSSSB at intervals determined by Chief Secretary. Note II: No candidate appointed unless declared medically fit. Note III-VII: Provisions on inclusion in approved lists, LDCE dates/place/manner determined by DSSSB or approved recruiting agency, appointment in order of merit. 9. Amendment of Schedule-III. Schedule-III of the said rules shall be substituted as under [See Rule 7(3)]: Departmental Committees for considering Promotion or Confirmation to Duty Posts in GNCTD Subordinate Service. 1. Senior Scale (GNCTDSS): Departmental Promotion Committee - (1) Chairperson/Member, UPSC-Chairperson (2) Chief Secretary, Delhi-Member (3) Additional Chief Secretary/Principal Secretary/Secretary (Services)-Member. Departmental Confirmation Committee - (1) Additional Chief Secretary/Principal Secretary/(Services)-Chairperson (2) Development Commissioner-Member (3) Special Secretary (Finance)-Member. 2. Grade-I: Departmental Promotion Committee - (1) Additional Chief Secretary/Principal Secretary/Secretary (Services)-Chairperson (2) Development Commissioner-Member (3) Special Secretary (Finance)-Member. 3.
