Detailed Summary

The Delhi State Legal Services Authority (DSLSA), constituted under the Legal Services Authorities Act, 1987, and under the administrative control of the High Court of Delhi, issued Notification No. 03/DSLSA/ADR W/PLA/2025/297(VIG.) on November 7, 2025. In exercise of powers under Section 22-B(1) of the Legal Services Authorities Act, 1987, and with the approval dated February 22, 2025, from the Hon'ble Chief Justice, High Court of Delhi & Patron-in-Chief, DSLSA, existing Permanent Lok Adalats shall now have jurisdiction over all public utility services disputes under Section 22A(b) of the said Act, effective from the notification date. This includes services declared as public utility services by both the Central Government and the Government of NCT of Delhi (GNCTD). Specifically, Permanent Lok Adalat-I (Rohini), Permanent Lok Adalat-II (ITO), and Permanent Lok Adalat-III (Vikas Puri) are granted this jurisdiction. The public utility services covered include Transport Services (air, road, water), Postal, Telegraph or Telephone Service, Supply of power, light or water, public conservancy or sanitation, Hospital or dispensary services, and Insurance Service. Additionally, services such as Education or Education Institutions and Housing and Real Estate Services were declared public utility services by the Central Government via notification F. No.A-60011/37/2004-Admn.III(LAP-JUS) dated February 16, 2016. The Government of NCT of Delhi further declared Banking Service, Service of non-banking financial companies (NBFCs), and Supply of Gas Service as Public Utility Services through notification no. F.1/02/2025-Judl./Suptlaw/1406-1408 dated August 6, 2025. The notification was issued by order of the Hon'ble Chief Justice, High Court of Delhi & Patron-in-Chief, DSLSA, and signed by Rajeev Bansal, Member Secy., DSLSA.
