Sanjay Goyal, MLA, AC-62, Shahdara | Member 13-15 | Three nominees of Sector Skill Councils | Member(s) FUNCTIONS OF THE COUNCIL The Council will perform the following functions:- (i) To decide and implement the policies of the National Council for Vocational Training (NCVT)/National Council for Vocational Education & Training (NCVET) with regard to the award of National Trade Certificates in Engineering, Non-Engineering and any other similar trades as may be brought within its scope by the Central Government or Government of NCT of Delhi. (ii) To implement the decisions of and carry out the policies laid down by the National Council for Vocational Training (NCVT)/National Council for Vocational Education & Training (NCVET) in respect of syllabus, equipment, scale of accommodation, duration of courses and method of training. (iii) To assess the need for establishment of new Industrial Training Institutes/Centres, and introduction of new courses/trades in the recognized institutes. (iv) To frame the norms of affiliation for establishment of industrial training institutes/centres under State Council of Vocational Training and grant affiliation to industrial training institutes/centres as per prescribed procedure. (v) To lay down norms and standards for the courses, curriculum, physical and instructional facilities, staff pattern, staff qualification, work load of teachers, no. of working days and contact hours, quality instructions, assessment and examinations and other matters incidental thereto, wherever the same are not covered under the NCVT/NCVET. (vi) To bring about practical coordination between industries, workshops, development organizations and technical institutes under the Council for providing adequate and systematic practical training which will be complementary to the training provided to trainees at institute level. (vii) To conduct examination, publish result and award Trade certificates/other pass certificates to the successful candidates in various examinations based on such courses as may be prescribed. (viii) To arrange for adhoc or periodical inspection of the training institutes/centres in the state and to ensure that the standards prescribed by the National Council for Vocational Training (NCVT)/National Council for Vocational Education & Training (NCVET) are being followed for SCVT affiliated courses, wherever applicable. (ix) To institute and award scholarships, medals and prizes according to the schemes framed by the council. (x) To demand and receive such fees as may be prescribed from affiliated institutions. (xi) To constitute standing committees or to co-opt, if necessary any person or persons to advice the State Council for Vocational Training in connection with its work. (xii) To perform any other functions as may be entrusted to it by the Government from time to time. By Order and in the Name of the Lt.
