Governor of the National Capital Territory of Delhi, exercising powers under the proviso to Article 309 of the Constitution read with Ministry of Home Affairs notification No. F-27/59-Him.(i) dated 13th July 1959, and in supersession of Notification No. F.12(1)/2005-DSW/Estt/8969-979 dated 31.07.2007, made the Department of Women and Child Development, Supervisor, Grade-II (Women), Recruitment Rules, 2023 (F. No. 8(47)/Adm/WCD/RR for Supervisor-II/2021/1176, dated 23rd June 2023), sanctioning 375 posts (2022, subject to variation) in General Central Service, Group 'C', Non-Gazetted, Non-Ministerial, Level-5 of the pay matrix (Rs.29200-92300), with an age limit of 18-25 years (18-27 for all-India open competition, relaxable to 40 for departmental candidates, plus up to 15 years' relaxation for Anganwadi Worker service), requiring a graduate qualification in Home Science, Child Development, Nutrition or Social Work (or such a degree with 10 years as an Anganwadi Worker), a two-year probation with mandatory induction training, 100% direct recruitment with 50% of Level-5 posts reserved for Anganwadi Workers holding the specified degree and a minimum of 10 years' continuous service in WCD, GNCTD, and confirmation by a Departmental Promotion/Confirmation Committee chaired by the Principal Secretary/Secretary (Administrative Reforms) with the Secretary, WCD and Deputy Secretary (GAD) as members; the rules were issued by order of the Lt. No. 8(47)/Adm/WCD/RR for Supervisor -II/2021 /1176 .—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number F -27/59 -Him. (i), dated the 13th July, 1959, and in supersession of this Government‟s Notification No. F.12(1)/2005 -DSW/Estt/8969 -979 dated 31.07.2007, except as respect things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territor y of Delhi is pleased to make recruitment rules for the post of Supervisor, Grade -II (Women) in the Department of Women and Child Development, Government of National Capital Territory of Delhi, namely: - 1. Short title and commencement : - (i) These rules may be called the „Department of Women and Child Development, Supervisor, Grade -II (Women), Recruitment Rules, 2023‟. (ii) They shall come into force from the date of their publication in the Delhi Gazette. 2. Number of Posts, Classification and level in the pay matrix : - The number of the said posts, their classification and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, Qualifications, etc: - The method of recruitment to the said posts, age limit, qualification and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification: - No person: - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marria ge is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax: - Where the Government is of the o pinion that it is necessary or expedient so to do, it may, by an order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard. (The upper -age limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government) Note 1 : Relaxable to the extent of the period served as Anganwad i Worker, subject to a maximum relaxation of 15 years. Note 2: The crucial date for determining the age - limit shall be as advertised by DSSSB/ Competent Authority. Educational and other qualification required for direct recruits. Whether age and educational qualifications prescribed for direct recruitment will apply in the case of promotees. Period of probation, if any. 7 8 9 ESSENTIAL: Graduate in Home Science or Child Development or Nutrition or Social Work from Govt. recognized University/Board; OR Graduate in Home Scie nce or Child Development or Nutrition or Social Work from Govt. recognized University/Board with 10 years experience as an Anganwa di Worker. Note 1 : Qualifications are relaxable at the discretion of the Competent Authority, for reasons to be recorded in w riting, in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing, in case of candidates belonging to Schedule d Castes or Schedules Tribes, if at any stage of selection the Competent Authority, is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. Note 2 : 50% of the total number of sanctioned posts of Supervisor, Grade -II (Women) in the Level – 5, Rs. 29200 - 92300/ - are reserved for Angan wadi Workers who are Graduate in Home Science or Child Development or Nutrition or Social Work from recognized University/Board and have put in a minimum of 10 years of service on continuous basis in WCD, GNCTD. ii) Secretary, DWCD –Member iii) Dy. Secretary (GAD) –Member Note: -Senior most member of the Departmental Confirmation Committe e for considering confirmation shall act as Chairperson in case the notified Chairperson of the Committee happens to be junior to another member of the Committee.
