The Lieutenant Governor of the National Capital Territory of Delhi, exercising powers under the proviso to article 309 of the Constitution and Government of India, Ministry of Home Affairs, Notification No.F.24/78/68-DH(S) dated 24th September, 1968, issued a notification on 23rd February, 2026. This notification establishes new Recruitment Rules for the 'Director (Planning, Economics and Statistics)' post in various departments under the Government of NCT of Delhi, while simultaneously cancelling the previous Recruitment Rules notified vide No. F.9(17)/2004-CC/Plg/6758 dated 12th January 2006. The new rules specify 03 posts for 2025, classified as General Central Service, Non Ministerial Gazetted, Group A, with a Pay Level 13 (Rs.123100-215900). Recruitment is 100% by promotion failing which deputation. For promotion, Joint Directors (Planning) in Pay Level 12 (Rs.78,800-2,09,200) with five years regular service are eligible. For deputation, officers from Central/State Govt./Union Territories holding analogous posts, or with five years service in Level 12, or ten years service in Level 11 (Rs. 67,700-2,08,700) are considered. Deputationists must possess a Masters Degree in Statistics/Operations Research/Mathematics/Economics/Commerce with Statistics and fifteen years of statistical work experience. The Departmental Promotion Committee includes a Chairman/Member of UPSC, the Chief Secretary, and the concerned Secretary of the Govt. of NCT of Delhi. Consultation with the Union Public Service Commission is not required. The rules also include provisions for reservations, a bigamy clause, and the power of the Government of NCT of Delhi to relax rules.

No person, who has entered into or contracted a marriage with a person having a spouse living; or who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: provided that the Government may, if satisfied that such marriage is permissible under the personnel law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 3. Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.
