Delhi , the 19 th December, 2023
F.No. F.6(117)W&M/Recruitment Rule Driver /2022/779 .—In exercise of the powers conferred by the
proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs,
notification number GSR 840 dated the 13thJuly, 195 9, the Lt. Governor of the National Cap ital Territory of Delhi, is
pleased to make the following Rules regulating the method of recruitment to the post of ‘Staff Car Driver, Ordinary
Grade, Grade -II and Grade -I in Weights & Measures Department, Government of National Capital Territory of Delhi,
in supersession of earlier notifications issued vide No. F.20(30)/96/MWM/ 258, F.20(30)/96/MWM/259
&F.20(30)/96/MWM/260 dated 18.01.2002, namely: —
1. Short title and commencement : —
(i) These rules may be called th e Weights & Measures Department, Staff C ar Driver, Ordinary Grade, Grade -
II and Grade -I, Recruitment Rules, 2023.
(ii) They shall come into force from the date of their publication in the Delhi Gazette.
2. Number of Posts, their Classification and level in the pay matrix : - The number of the s aid posts, their
classification and Level in the pay matrix attached there to shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age limit, Qualifications, e tc:—The method of recruitment, age limit , qualifications and
other matters relating to the said posts, shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualification : - No persons, -
(a) who has entered into or contracted a marriage with a person having a spouse livin g; or
(b) who having a spouse living, has entered into or contracted a ma rriage with any person, shall be eligible for
appointment to the said post:
Provided that the Governmen t may, if satisfied, that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that the re are other grounds for so doing, exempt
any person from the operation of this rule.
5. Power to relax : Where the government is of the opinion that it is necessary or expedient to do so, it may, by order,
for reasons to be recorded in writing, and in con sultant with the Competent Authority, relax any of the provisions of
these Rules with respect to any cla ss or category of persons.
6. Saving : Nothing in these Rules shall affect rese rvations, relaxation of age limit and other concessions required to be
provided for Scheduled Caste, the Scheduled Tribes, Other Backward Classes, Ex -Servicemen and other special
categories of persons in accordance with orders issued by Government of India from time to time, in this regard.

Note : The crucia l date for determining the age -limit shall be as advertised by

* In the case of post being filled up by all India open competition, the age limit
would be between 18 years and 27 years.
7. Educational & other
Qualifications req uired for direct
recruits
Essential :
(i) Pass in 10th Standard;
(ii) Possession of a valid dri ving license for motor cars;
(iii) Knowledge of motor mechanism (The candidate should be able to remove
minor -defects in vehicle);
(iv) Experience of driving a motor car for at least three years;
Desirable :
Three years’ service as Home Guard / Civil Volu nteers.
Note 1 : Qualifications are relaxable at the discretion of the competent author ity in
the case of candidates otherwise well qualified.
Note 2 : The quali fication(s) regarding experience is relaxable at the discretion of
the competent authority in th e case of candidates belonging to Scheduled Castes
or Scheduled Tribes if at any stage of selection, the competent authority is of the
opinion that sufficient n umber of candidates from these communities possessing
the requisite experience are not likely to be available to fill up the vacancy
reserved for them.

Deputation/Absorption:
(a)(i) Holding analogous post on regular basis in the parent cadre or department.
Or
(ii) From amongst G roup C employees in Level 1 (Rs.18000 -56900) in Pay
Matrix with three years of regular service in the office where vacancy arises,

failing which from Group C employees in Level 1 ( Rs.18000 -56900) in Pay
Matrix with three years of regular service in Cent ral Government / State
Government / UT Territori es and on the basis of a Driving Test to assess the

(b) possessing the following qualification and experience as prescribed in column
No.7.
Note 1 : The period of deput ation including the period of deputation in anot her ex -
cadre post held immediately preceding this appointment in the same or some other
organization/ Department of the Central Govern ment shall ordinarily not exceed
three years.
Note 2 : The maximum age lim it for appointment by deputation/ absorption sha ll
be ‘Not exceeding 56 years’ as on the closing date of receipt of applications.

next higher grade along with their juni ors who have already completed such
qualifying/ eligibility servic e.
