Governor of NCT of Delhi after consultation with the Union Public Service Commission, govern recruitment to the post of Senior Superintendent (Technical) in the Department of Social Welfare: 9 posts (as of 2024, subject to variation with workload), General Central Service Group-A Gazetted Non-Ministerial, Level-11 pay matrix (Rs. 67,700-208,700), a selection post with an age limit of 40 years (relaxable up to 5 years for government servants). Recruitment is 75% by promotion (failing which by deputation, failing both by direct recruitment) and 25% by direct recruitment; essential qualifications for direct recruits include a Master's degree in Social Work, Home Science, Sociology, Child Development or Nutrition plus 10 years of social work experience including 5 years of administrative supervisory experience. Probation is 2 years. Promotion eligibility requires 7 years' regular service as Superintendent (ex-cadre, Level-7); deputation requires 5 years' regular service at Level-10, with a maximum deputation period of 4 years and an upper age limit of 56 years for deputation appointments. No. 47 PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI DEPARTMENT OF SOCIAL WELFARE NOTIFICATION Delhi, the 16th May, 2024 No. F. 10(33)/2010/RRs of Sr. Supdt./DSW/Estt./206.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs, notification number G.S.R. 840 dated 13th July,1959 and in supersession of the Government of National Capital Territory of Delhi, Department of Social Welfare's Notification no. F.1(7)/70-DSW/Estt. dated 17th July, 1990 except as things done or omitted to be done before such supersession the Lt. Governor of the National Capital Territory of Delhi after prior consultation with Union Public Service Commission, is pleased to make following amendment in the rules regulating the method of recruitment for the posts of Senior Superintendent (Technical) in the Department of Social Welfare, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement: – (i) These rules may be called Department of Social Welfare, GNCTD, Senior Superintendent (Technical), Recruitment Rules, 2024. (ii) They shall come into force with effect from the date of its publication in the official gazette. 2. Number of posts, classification and level in the pay matrix:- The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification etc: – The method of recruitment to the said post, age limit, qualification and other matters connected therewith, shall be as specified in column (5) to (13) of the said Schedule. 4. Disqualifications: – No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax: – Where the Government is of the opinion that it is necessary of expedient so to do, it may by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. SCHEDULE (1) Name of the Post: Senior Superintendent (Technical) (2) Number of the Post: 9*(2024), *Subject to variation depending on work load. (3) Classification: General Central Service, Group-A Gazetted, Non-Ministerial (4) Pay Band and Grade Pay: Level – 11 in the pay matrix (Rs. 67700–208700/-) (5) Whether selection post or non-selection post: Selection (6) Age limit for direct recruits: Not exceeding 40 years. (Relaxable for Govt. Servants upto 5 years in accordance with the instructions or orders issued by the Central Govt.) Note: - The crucial date for determining the age limit shall be as advertised by UPSC. (7) Educational and other qualifications required for direct recruits: Essential:- i) Master's degree in Social Work/ Home Science/ Sociology/ Child Development/ Nutrition from a recognized university or equivalent. ii) 10 years experience in social work including 5 years administrative experience in supervisory post in any Govt., Semi-Govt. or recognized institutions. Desirable:- i) Research work in the field of Social Work problems. ii) Case work orientation and experience in organization work in particular and social work with the handicapped in general. iii) Knowledge of Hindi. Note 1 – Qualification are relaxable at the discretion of the UPSC in case of candidates otherwise well qualified. Note 2 - The qualifications regarding experience is/are relaxable at the discretion of the UPSC in the case of candidates belonging to Scheduled Castes and Scheduled Tribes if at any stage of selection the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. (8) Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees: Age: No; E.Q: Yes (9) Period of probation, if any: 2 years for direct recruits and promotees. Note: Successful completion of the training, as decided by the Cadre authority, is a pre-requisite for completion of probation in respect of Direct Recruits. (10) Method of recruitment: (i) 75% by promotion failing which by deputation and failing both by direct recruitment, (ii) 25% by direct recruitment. (11) In case of recruitment by promotion or deputation/absorption, grades from which promotion or deputation to be made: Promotion: - Superintendent (ex-cadre) having the pay scale of Rs. 44900 – 142400/- in level – 7 (as per 7th CPC pay matrix) with 7 years of regular service in the post/Grade rendered after appointment thereto on regular basis and possessing the educational qualifications as prescribed for direct recruits in column no. 7. Only regular and not Adhoc, period of service is taken into account for the purpose of promotion. Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. Deputation: - Officers of the Central/State Govt./Union Territories:- (a)(i) holding analogous posts on regular basis, or (ii) With 5 years regular service in posts in the scale of Rs. 56100 – 177500/- in level – 10 (as per 7th CPC pay matrix) and; (c) Possessing the qualifications and experience prescribed for direct recruits under column no. 7. Note:-The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. (Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the central Govt. shall ordinarily not exceed four years. The maximum age limit for appointment by transfer on deputation (including short-term contract)/transfer shall be not exceeding 56 years, as on the closing date of receipt of applications.) (12) If a Departmental Promotion Committee exists, what is its composition: Group 'A' DPC (For considering promotion) 1. Chairman / Member of UPSC - Chairman 2. Chief Secretary, GNCTD –Member 3. Administrative Secretary, Department of Social Welfare, GNCTD –Member. Group 'A' DPC (For considering confirmation) 1. Financial Commissioner, Government of National Capital Territory of Delhi – Chairman. 2. Administrative Secretary of the concerned Department - Member 3. Special/ Addl. Secretary (GAD) - Member Note: Senior most member of the Departmental Promotion Committee for considering confirmation shall act as Chairperson in case the notified Chairperson of the Committee happens to be junior to another member of the Committee. (13) Circumstances in which Union Public Service Commission is to be consulted in making recruitment: Consultation with the UPSC is necessary at all occasions.
