They supersede Notification No. DPCC/(3)(3)(8-17)/Admn-14/1517 dated 1st September, 2017, except for actions taken prior to this supersession. The regulations specify the number of posts (2*, subject to variation), classification (Category 'B'), and Pay Level (9, Rs. 53100-167800/-) for the Administrative Officer position, as detailed in the annexed Schedule. Recruitment is primarily by promotion, failing which by deputation. Promotion is open to Section Officers of DPCC with two years of regular service in Pay Level 8 (Rs 47600-151100/-). Deputation is open to officers from Central/State Government/Autonomous/Statutory Bodies/PSUs holding analogous posts or having specific years of regular service in Pay Level 8 or 7, possessing a Graduate degree and five years of supervisory experience in administration, accounts, and establishment work. A Post Graduate Diploma in Personal Management is preferred. The maximum age limit for deputation is 56 years, and the deputation period ordinarily should not exceed three years. The regulations also cover disqualifications related to marriage, government's power to relax provisions, and saving clauses for reservations for Scheduled Castes, Scheduled Tribes, and Ex-Servicemen. A Departmental Promotion Committee, chaired by the Chairman, DPCC, and including the MS, CPCB or nominee, M.S. DPCC, two nominated DPCC members, and an SC/ST representative of GNCTD, is constituted for this purpose, with no consultation required from the Union Public Service Commission. Governor, National Capital Territory of Delhi, hereby makes the regulations regarding method of recruitment for the post of Administrative Officer in the Delhi Pollution Control Committee, namely:- 1. Short title and commencement. (I) These regulations may be called the Delhi Pollution Control Committee, Administrative Officer Recruitment Regulations, 2025. (II). They shall come into force on the date of their publication in Official Gazette. 2. Number of posts, classification and level in Pay Matrix. - The number of said posts, their classification and level in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age limit, qualifications etc. - The method of recruitment, age limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications. – No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living or; (b) Who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this regulation. 5. Power to relax. - Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these regulations with respect to any class or category of persons. 6. Saving. - Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. The maximum age limit for deputation shall be 56 years on the last date of receipt of applications; The departmental officers in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation.
