NOTIFICATION
Delhi, the 8th May, 2026
F. 12(2)/W&M/Enforcement/2026/261-69.— The following draft of the rules, to further amend the Delhi Legal Metrology (Enforcement) Rules, 2011, which the Lt. Governor of National Capital Territory of Delhi proposes to make in exercise of the powers conferred by sub-section (4) of Section 53 read with clause (q) of section 2 of the Legal Metrology Act 2009, is published for the information of the persons likely to be affected thereby.
Notice is hereby given that the draft rules, to further amend the Delhi Legal Metrology (Enforcement) Rules, 2011 will be taken into consideration by the Lieutenant Governor of National Capital Territory of Delhi on or after the expiry of a period of thirty days from the date of publication of this notification in the Official Gazette of Delhi as well as in 02 Hindi & 02 English National Newspapers.
The objections or suggestions in this behalf shall be received by the Controller, Legal Metrology Department, Government of National Capital Territory of Delhi, in his office at Weights & Measures Department (Department Of Legal Metrology), Plot No-17, Institutional Area, Vishwas Nagar, New Delhi-110032 and/or on email IDs: [email protected]/or [email protected].
DRAFT RULES
DELHI LEGAL METROLOGY (ENFORCEMENT) AMENDMENT RULES, 2026
1. Short title and commencement:-
(1) These rules may be called the Delhi Legal Metrology (Enforcement) Amendment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette of Delhi.
2. Amendment of rule 11:- In the Delhi Legal Metrology (Enforcement) Rules 2011 (hereinafter referred to as the said rules), in rule 11:- shall be amended as under:
(1) for sub-rule (1),the following sub-rule shall be substituted, namely:-:—
“(1) Every manufacturer or repairer of, or dealer in, weight or measure shall make an application for the issue of a licence to the Controller or such other officer as may be authorized by him in this behalf, in the appropriate form set out in Schedule II-A. Such licence shall be issued on self-declaration basis without any inspection prior to issue of the licence:
Provided that, no licence to repair shall be required by a manufacturer to repair any weight or measure manufactured by him and used in a State other than the State of manufacture of the same, but the manufacturer has to inform in advance the concerned legal metrology officer about the repairing:
Provided further that a person who bonafide repairs any weight or measure owned or possessed by him shall not require a repairer's licence; "
(2) sub-rule (2) shall be omitted;
(3) for sub-rule (4), the following sub-rule shall be substituted, namely:—

"(4) Every licence issued to a manufacturer, repairer or dealer by the Controller or any officer authorised by him in this behalf, on payment of the fee specified in Schedule IV, shall remain valid unless it is suspended or cancelled by the Controller or any officer authorised by him in this behalf."
(5) in sub-rule (5), the proviso shall be omitted;
(6) in sub-rule (9), the words “or renewed” shall be omitted;
(7) for sub-rule (10), the following sub-rule shall be substituted, namely:—
“(10) A licence granted under these rules shall not be transferable, saleable or inheritable."
3. Amendment of rule 12. In rule 12 of the said rules, in sub-rule (1), the words “renewed” and "renewal", where they occur, shall be omitted.
4. Amendment of Schedules. In the Schedule appended to the rules,—
(1) for Schedule II-A, the following Schedule shall be substituted, namely:—
“Schedule II-A (as appended to these rules)”;
(2) Schedule II-B shall be omitted;
(3) for Schedule III, the following Schedule shall be substituted, namely:—
"Schedule III (as appended to these rules)”;
(4) for Schedule IV, the following Schedule shall be substituted, namely:—
"Schedule IV (as appended to these rules)";
(5) in Schedule V, in the Table, in column (2), the word “renewal” shall be omitted;
(6) for Schedule VI, the following Schedule shall be substituted, namely:—
"Schedule VI (as appended to these rules)”;
(7) for Schedule VII, the following Schedule shall be substituted, namely:—
"Schedule VII (as appended to these rules)".
5. Notwithstanding anything contained in the said rules as amended by these rules, any licence issued prior to the commencement of these rules shall continue to remain valid till the expiry of the period specified therein, and thereafter, a fresh licence shall be obtained in accordance with the provisions of the said rules as amended by these rules.

CONDITIONS OF LICENCE
1. The person in whose favour this licence is issued shall. -
(a) Comply with all the relevant provisions of the Act and Rules for the time being in force;
(b) Not encourage or countenance any infringement of the provisions of the Act. or the Rules amended from time to time;
(c) Exhibit this licence in some conspicuous part of the premises to which it relates;
(d) Comply with any general or special directions that may be given by the Controller of legal metrology;
(e) Surrender the licence in the event of closure of business and/ or cancellation of Licence;
(f) Present the weights, measures, weighing or measuring instruments as the case may be manufactured and meant for use within the State, to the legal metrology officer for verification and stamping before sale;
2. Every condition prescribed after the issue of this licence shall if notified in the Official Gazette, be binding on the persons to whom the licence has been granted.

CONDITIONS OF LICENCE
1. The person in whose favour this licence is issued shall. -
(a) Comply with all the relevant provisions of the Act and Rules for the time being in force;
(b) Not encourage or countenance any infringement of the provisions of the Act or the Rules for the time being in force;
(c) Exhibit this licence in some conspicuous part of the premises to which it relates;
(d) Comply with any general or special directions that may be given by the Controller of legal metrology;
(e) Surrender the licence in the event of closure of business and/or cancellation of Licence;
(f) (i) Present the weights, measures, weighing or measuring instruments as the case may be duly repaired to the legal metrology officer for under taking verification and stamping as specified in rule 14(1), before delivery to the user.
(ii) In the case of weights, measures weighing or measuring instruments, if they are serviced/repaired before the date on which the verification falls due and where, in the process and the verification stamp of the legal metrology officer is defaced, removed or broken, they shall be presented duly repaired to the legal metrology officer for re-verification and stamping before delivery to the user.
2. Every condition prescribed after the issue of this licence shall, if notified in the Official Gazette, be binding on the persons to whom the licence has been granted."
